Abstract

The aim of this research is to find out how the policy implementation of parked ban at side ways for settle the traffic jam in the Makassar city based on the rules of mayor of Makassar city No. 64/ 2011 and to find out the factors of this policy implementation. The research method is qualitative. This research was used case studies and the data collection techniques were the observation, interviews and documentation. The result of the policy implementation of parked ban at side ways is quite good. It is refer to three factors, that is communication, disposition, and bureaucracy of Structure. Meanwhile, the factor of resource is not maximal because the facility and the staff is lacked. Keywords : policy implementation, parked ban  Tujuan dari penelitian ini adalah untuk menjelaskan bagaimana implementasi kebijakan larangan parkir di bahu jalan dalam mengatasi kemacetan di kota Makassar sesuai dengan Perwali Kota Makassar No. 64 Tahun 2011 dan untuk mengetahui faktor – faktor implementasi kebijakan ini. Jenis penelitian adalah kualitatif. Penelitian ini menggunakan studi kasus dan teknik pengumpulan data menggunakan instrumen berupa wawancara, observasi dan pengambilan dokumen. Hasil penelitian menunjukkan bahwa Implementasi kebijakan larangan parkir di bahu jalan ini sudah cukup baik. Hal ini dilihat dari tiga faktor yakni komunikasi, disposisi, dan struktur birokrasi. Sementara faktor sumber daya masih belum maksimal dikarenakan fasilitas serta personil yang masih belum memadai. Kata kunci : implementasi kebijakan, larangan parkir.

Abstract

Abstract Public services and accountability of the government of Ternate City must be increased to serve the needs of the community and carry out the supervision function of the social and political conditions. The supervision function can be done through the aspect of performance evaluationconducted to measure the implementation of work programs at the National Unity and Political Agency in Ternate City in 2016. The evaluation was carried out as a basis for developing the program in the future with a description of financial administration framework, program priorities, work plans that refer to Government Work Plans (Rencana Kerja Pemerintah). The method of this study is qualitative using interview instruments and documentation. The approach used is directly from the respondent or the object under study, while the data sources are obtained through written documents namely the Strategic Plan of the City of Ternate in 2017 and the evaluation of the work programs. Analysis of government performance in this study uses the concept of service quality and service procedures to analyze research problems.Keywords: Public Service, Function of Supervision, Accountability of the Government of Ternate Abstrak Pelayanan publik dan akuntabilitas di Pemerintah Kota Ternat harus ditingkat untuk melayani kebutuhan masyarakat serta melakukan fungsi pengawasan terhadap kondisi sosial politk. Pada asepek evaluasi kinerja dilakukan untuk mengukur pelaksanaan program kerja pada Badan Kesatuan Bangsa dan Politik di Kota Ternate pada tahun 2016. Evaluasi dilakukan sebagai dasar untuk menyusun program pada tahun kedepan dengan kerangka penjabaran administrasi keuangan, prioritas program, rencana kerja yang mengacu pada Rencana Kerja Pemerintah (RKP). Metode yang digunakan dalam penelitian ini adalah kualitatif dengan menggunakan instrument wawancara serta dokumentasi. Pendekatan yang digunakan langsung dari responden atau objek yang diteliti, sedangkan sumber data adalah sumber data yang diperoleh melalui dokumen-dokumen tertulis yaitu Rencana strategis Pemerintah Kota Ternate Tahun 2017 dan Evaluasi program kerja. Analisis kinerja pemerintah pada penelitian ini menggunakan konsep kualitas pelayanan, prosedur pelayanan untuk menganalisis permasalahan penelitian.Kata kunci: Pelayanan Publik, Fungsi Pengawasan, Akuntabilitas Pemerintah Ternate

Abstract

This researchconcerns on the implementation of conference of village devolvement planning in Ujung Matajang village, Mappedeceng district, North Luwu regency. The objective of this research is know the implementation of conference of village devolvement planning in Ujung Matajang village, Mappedeceng district, North Luwu regency and To find out the obstructive factor in that planning.This research is descriptive-qualitative type.The collection data technique applied were observation, interview, and documentation. The number of informants in this research is eleven people. The result of this research reveals that the implementation of conference of village devolvement planning in Ujung Matajang village, Mappedeceng district, North Luwu regency is running well. Abstract

The purpose of the research is to know how the empowerment of farmers group and inhibiting factor of empowering  farmer groups in the District Marioriwawo, Soppeng Regency. The research is qualitative descriptive informant seven people. Data collection tecniques were collected using an instrument by the form of observations, interviews and documentation of the informant. The data were analyzed descriptively. The results of this study indicate that the empowerment of farmer groups in done by way of settlement, strengthening and the safety. The inhibiting factor in this empowerment was the low quality of human resources, less of community participation and the lack of technology in the District of Marioriwawo, Soppeng Regency.   Keywords :the humans empowerment, group of farmers  Adapun tujuan dilakukannya penelitian ini ialah untuk mengetahui bagaimana Pemberdayaan Kelompok Tani dan faktor penghambat pemberdayaan kelompok tani di Kecamatan Marioriwawo Kabupaten Soppeng. Jenis penelitian ini adalah deskriptif kualitatif dengan informan tujuh orang. Tekhnik pengumpulan data dikumpulkan dengan menggunakan instrumen dengan berupa observasi, wawancara dan dokumentasi terhadap informan. Data tersebut dianalisis secara deskriptif. Hasil penelitian ini menunjukkan bahwa pemberdayaan kelompok tani ini dilakukan dengan cara pemukiman, penguatan dan keamanan. Faktor penghambat dalam pemberdayaan ini adalah kualitas sumber daya manusia yang rendah, partisipasi masyarakat  yang kurang, minimnya teknologi di Kecamatan Marioriwawo Kabupaten Soppeng.  Katakunci: pemberdayaan masyarakat, kelompok tani

Abstract

This study aims to analyze the attributes of the implementation of innovation carried out by Danurejan District and the supporting and inhibiting factors of the Joint Exit Innovation: List 1 can 5. The method used is descriptive qualitative, data collection is done by interviews, and documentation studies. The results show that the innovation provides convenience in procedures, speed of service time as well as easy access to health information, innovation is also in accordance with the development and needs of the community, the implementation of procedural innovations does not experience complexity because innovations that cut requirements so that it is possible if the innovations come out together replicated in another place. Factors supporting the implementation of innovation include: commitment from the leadership, support from various stakeholders, and apparatus skills. The obstacles faced; lack of community understanding in the sms gateway registration process, lack of readiness of village officials, as well as lack of community understanding of the importance of handling children's documents since they were still in the womb. Keywords: Innovation, Service, Population Administration AbstrakPenelitian ini bertujuan untuk menganalisis atribut pelaksanaan inovasi yang dilakukan Kecamatan Danurejan serta factor pendukung maupun penghambat dari Inovasi Keluar Bersama: Daftar 1 dapat 5. Metode yang digunakan adalah deskriptif kualitatif, pengumpulan data dilakukan dengan wawancara, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa inovasi tersebut memberikan kemudahan dalam prosedur, kecepatan waktu pelayanan juga kemudahan akses informasi kesehatan, inovasi juga sesuai dengan perkembangan dan kebutuhan masyarakat, pelaksanaan inovasi secara prosedural tidak mengalami kerumitan karena inovasi yang sifatnya memangkas persyaratan sehingga memungkinkan jika inovasi keluar bersama direplikasi di tempat lain. Faktor pendukung pelaksanaan inovasi antara lain : komitmen pimpinan, dukungan dari berbagai stakeholder, serta keterampilan aparatur. Adapun kendala yang dihadapi; kurangnya pemahaman masyarakat dalam proses pendaftaran sms gateway, kurangnya kesiapan petugas kelurahan, serta kurangnya pemahaman masyarakat akan pentingnya pengurusan dokumen anak sejak masih dalam kandungan.

Abstract

The purpose of this research is to determine the implementation of the values of local wisdom in the head of subdistrict leadership at the Subdistrict Office of Tamalanrea Makassar City. The approach is used a qualitative research. The data is obtained through direct observation in the field, in depth interviews with informants and document analysis. The research results are presented descriptively. The results show the implementation of the values of local wisdom in the head of sub district leadership at the Subdistrict Office Tamalanrea is not good enough. It is characterized by a lack of in the head of sub district attention the most value on local knowledge. The head of sub district leadership should be based on the implementation of the values of local wisdom as a manifestation of the identity of the government apparatus in favor of the society. Keywords: leadership, the values of local wisdom  Penelitian ini bertujuan untuk mengetahui sejauh mana penerapan nilai-nilai kearifan lokal dalam kepemimpinan camat di Kantor Kecamatan Tamalanrea Kota Makassar. Pendekatan penelitian yang digunakan adalah kualitatif. Data diperoleh melalui pengamatan langsung di lapangan, wawancara secara mendalam dengan informan, serta analisis dokumen. Hasil penelitian dipaparkan secara deskriptif. Hasil penelitian menunjukkan penerapan nilai-nilai kearifan lokal dalam kepemimpinan camat di Kantor Kecamatan Tamalanrea belum cukup baik. Hal ini ditandai dengan kurangnya perhatian camat pada sebagian nilai pada kearifan lokal. Kepemimpinan camat haruslah berbasiskan pada pelaksanaan nilai-nilai kearifan lokal sebagai wujud identitas aparatur pemerintah yang berpihak pada masyarakat. Kata kunci: kepemimpinan, nilai-nilai kearifan lokal

Abstract

Implementation smart government is a smart step for the Soppeng Regency government to consistently improve services using technology. This study aims to find out the implementation of online services and open government in Soppeng Regency. The study design qualitative descriptive analysis method with interactive interviews, and literature studies. The results of the study show that the implementation of smart government uses internet technology for internal use and uses the internet to be accessed by the public. Each SKPD has a website and social media that regulates each SKPD, but it is not yet fully available to the Office of Communication and Information. Online service in the form of services through applications, and integrated numbers for emergencies. Open government through websites and social media. Implementation of smart goverment in the first year is the procurement of networks to BKD and ASN employee attendance and the establishment of Soppeng Command Center (SCC) and the target for this year will be carried out through the network of districts and public places in the subdistrict.Keyword: E-Government, Smart Government, Technology, Information, Soppeng ABSTRAKPelaksanaan smart government merupakan langkah smart pemerintah Kabupaten Soppeng untuk meningkatkan layanan secara konsisten dengan memanfaatkan teknologi. Penelitian ini bertujuan untuk mengetahui pelaksanaan online service dan open government di Kabupaten Soppeng. Jenis penelitian yang digunakan penulis adalah kualitatif dan menggunakan analisis deskriptif dengan wawancara interaktif, observasi dan studi literatur. Hasil penelitian menunjukkan bahwa Pelaksanaan smart government memanfaatkan teknologi ethernet untuk pemakaian internal dan menggunakan internet untuk diakses oleh masyarakat. Setiap SKPD memiliki website dan sosial media yang dikelola masing-masing SKPD, namun belum terintegrasi sepenuhnya ke Dinas Komunikasi dan Informatika. Online service berupa pelayanan melalui aplikasi, dan nomor terpadu untuk kegawatdaruratan. Open government melalui website dan sosial media. Pelaksanaan smart government pada tahun pertama yaitu pengadaan jaringan ke BKD dan absensi pegawai ASN dan pendirian Soppeng Command Center (SCC) serta target untuk tahun kedua ini akan dilakukan perluasan jaringan kekantor kecamatan dan tempat umum yang ada di kecamatan.Kata kunci : E-Government, Smart Government, Teknologi, Informasi, Soppeng

Abstract

This research was conducted to know the performance of the supervisor commission of fertilizers and pesticides in Pinrang Regency and to know the supporting faktor factor and inhibiting factor (KP3) in distributing fertelizers and pestecides. This research was held for two months. The type of research that used was descriptive qualitative with phenomenology type. The number of informant that chosen were nine people wits data collection techniques were interview, observation and documentation. The finding showed that the performance (KP3) Ii distributing fertezers and pestecides was good based on research of indicators of quality, quantity, timeliness, and efectivity. The supporting factor was a good organizational structure and inhibiting factor was the lack of facilities and infrastrure. Keywords : Performance, Supervisor Commission of  Fertalizer and Pestecider (KP3)  Penelitian ini dilakukan untuk mengetahui kinerja komisi pengawas pupuk dan pestisida (KP3) dalam pendistribusian pupuk dan pestisida di Kabupaten Pinrang dan untuk mengetahui faktor pendukung dan faktor penghambat KP3 dalam pendistribusian pupuk dan pestisida. Penelitian ini dilaksanakan selama dua bulan. Adapun jenis penelitian yaitu deskriptif kualitatif dengan tipe penelitian fenomenologi. Informan yang dipilih berjumlah 9 orang dengan teknik pengumpulan data yaitu wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa kinerja (KP3) dalam pendistribusian pupuk dan pestisida sudah baik berdasarkan penilaian terhadap indikator kualitas, kuantitas, ketepatan waktu dan efektivitas. Faktor pendukung yaitu adanya struktur organisasi yang baik dan faktor penghambat adalah  masih kurangnya sarana dan prasarana. Kata kunci : Kinerja, Komisi Pengawas Pupuk dan Pestisida (KP3)

Abstract

Problems such as the lack of human resources who have the competence and skills with basic public services, the low level of service, the infrastructure of the village office that is less representative, the low performance of the village chief and there are still some village programs that have not been implemented. The purpose of this study was to analyze public service bureaucratic reforms in a number of villages in the Taktakan Subdistrict of Serang City in an evaluation of the policy to determine Serang City as the Capital of Banten Province. The research method used is a qualitative approach. Data collection techniques using observation and interviews with data analysis techniques through (1) data condensation (data condensation), (2) Presentation of data (display data), (3) withdrawal of conclusions (conclusion drawing). The results showed that the bureaucratic reform of public services in several villages in the District of Taktakan, Serang in evaluating the policy to determine Serang City as the Capital of Banten Province in several aspects still needs to be evaluated comprehensively. The dimensions of public service policies, limited human resources and infrastructure, service information systems and public service policy innovations are still not optimal, even though the fulfillment of the evaluation of public service principles such as justice, participation, transparency and accountability, and empowerment and accessibility have been implemented with well.

Abstract

The aim and usefulness of this research is to find out the performance of employees in Development Planning Regional Agency, Enrekang Regency and to determine the influence of education on the performance of employees inDevelopment Planning Regional Agency, Enrekang Regency. The research method is quantitative descriptive. While, the data collection techniques are observation, documentation and questionnaire study. The number of population respondents are 30 people and the sample are 30 employees that selected as a whole, sothe sampling is saturated sampling. The result indicate that there was the significant relationship between the level of education on the performance of employees in Development Planning Regional Agency, Enrekang Regencywhich was viewed by the processed SPSS. The observation of the authors noticed that the education level had the benefit to employees in Development Planning Regional Agency, Enrekang Regency because it was performing they had carry out the duty and functions as a public servant so that the performance of these employees focused on their duties and functions as an employee. Adapun tujuan dan kegunaan penelitian ini dilakukan yaitu untuk mengetahui kinerja pegawai di Badan Perencanaan Pembangunan Daerah Kabupaten Enrekang dan untuk mengetahui pengaruh tingkat pendidikan terhadap kinerja pegawai di Badan Perencanaan Pembangunan Daerah Kabupaten Enrekang. Jenis penelitian adalah deskriptif kuantitatif. Sedangkan teknik pengumpulan data adalah observasi, studi dokumentasi dan angket. Jumlah responden populasinya 30 orang dan sampel 30 orang pegawai. Yang dipilih secara keseluruhan sehingga memakai sampling jenuh. Hasil penelitian ini menunjukkan ada pengaruh yang signifikan antara tingkat pendidikan terhadap kinerja pegawai di Badan Perencanaan Pembangunan Daerah Kabupaten Enrekang yang dilihat berdasarkan hasil olahan SPSS. Pada hasil observasi penulis melihat bahwa tingkat pendidikan bermanfaat bagi pegawai di Badan Perencanaan Pembangunan Daerah Kabupaten Enrekang karena sudah menjalankan tugas dan fungsinya sebagai seorang pelayan publik sehingga kinerja pegawai tersebut terfokus pada tugas dan fungsinya sebagai seorang pegawai.
