Abstract

In sustainable development, infrastructure has an important role, although infrastructure growth and investment have positive and negative impacts. Indonesia has a strategic program in the form of infrastructure improvement. However, due to the condition of Indonesia which is an archipelago, infrastructure development has only concentrated on Java, especially in Jakarta City. This resulted in a gap in infrastructure development outside of Java. This study identifies the relationship between infrastructure and the regional economy in Indonesia. Indonesia is an archipelagic country so that long-distance transportation, such as using airports, is an absolute necessity to support equitable economic activities and support sustainable development. The relationship between traffic on airports and regional economies is still debating and growing. Therefore, by looking at the characteristics of the archipelagic country, it is interesting to see the relationship between infrastructure and the regional economy in Indonesia. This research aims to provide an understanding of the effect of economic growth in airports and be able to be a stakeholder consideration to making policies about air transportation and regional economic growth evenly on island geography conditions such as Indonesia. The relationship between the two in this study is shown by looking at traffic in airports and 17 economic sectors of GRDP in six different regencies with similar characteristics. The model show the relationship in this study. This model built using a regression approach. The results of this model show the relationship between traffic in airports with regional economic sectors, especially outside the island of Java. The results of this study can be concluded that the effect is found between the economic sectors of the region on the existence of airports

Abstract

The Implementation of e-government has been established with the Instruction of President. Application of e-government is a research topic that has received a lot attention because of its improve the function and management of the city by utilizing Information and Communication Technology to improve the quality of public services. In this research focused on one application of e-government that called Mobile City. This study observe 22 application that has been implemented in 22 regencies/cities. This study have goals to identify and compare all 22 Mobile City Applocation to get the rank of the regency/city based on the quality of its application and research city with the best application . The results of the study to show the Mobile City application applies a Location Based Services (LBS) system so the main features of this application showed tourism locations or public facilities. The difference of application features between regencies/cities is depends on how the regency/city developed their application. The city that has the most complete features on its mobile city is Surakarta that called Solo Destination. This application is managed by the Office of Infromation Communication Statistics and Coding of Surakarta City with the most frequently used feature is community complaints.

Abstract

The development of the area in the TPST-Bantargebang moved by conditions of decreasing capacity in the zone. The resulting negative externalities have had an impact on social and environmental conflicts for the surrounding community. The success of developing an area is determined by the existence and effectiveness of the roles of each stakeholder involved. Therefore, this study is important to do, especially for the development of sustainable management of TPST-Bantargebang. The objective of this research focused on finding the key factors driving the development of TPST-Bantargebang management. The method used is the MICMAC analysis approach. Retrieval of data through interviews key informants (experts) that determined based on the results of the snowball method. The results of the analysis show that there are important key factors, namely the development of human resource capacity and environmental carrying capacity. It recommended that the management of the TPST-Bantargebang establish a development scenario for the development of the TPST-Bantargebang based on these two key factors are in the social and environmental dimensions.

Abstract

Perum Perumnas which was formed by the Central Government in providing housing for low-income groups of people, made a design with a uniform minimum standard, which in the end the house in a certain period of time will experience changes made by residents. Both the house and the perumnas environment will continue to experience changes every year, this is due to the increasing number of population and the alternation of residents in the perumnas. To find out what changes have occurred in Perumnas Helvetia, data processing and analysis is carried out descriptively and using cross tabulation (crosstab). The results of data processing and analysis show that the building area is the change most often carried out by the occupants of the house. For the area of land / land there is no change. The type of house also affects changes in building area, which means that where the building area changes, the type of house will also change. As for other perumnas environments, roads are the changes that have changed the most in perumnas, ranging from width to pavement.change in the residential enviroment, national housing

Abstract

Berdasarkan data yang disusun/dirilis oleh Kementerian ESDM, rasio elektrifikasi di Indonesia baru mencapai 95% di tahun 2017 dan sebanyak 5% rumah tangga di Indonesia masih belum mendapatkan akses ke pelayanan penyediaan tenaga listrik. Untuk mengatasi permasalahan tersebut, salah satu upaya pemerintah yang dilakukan yaitu dengan memberikan fasilitas pendanaan infrastuktur melalui program Dana Alokasi Khusus bidang energi skala kecil. Namun, dalam pelaksanaannya, diduga pelaksanaan DAK bidang energi skala kecil tersebut belum berjalan secara efisien. Dari target yang telah ditetapkan oleh pemerintah, terlihat bahwa serapan anggaran, peningkatan jumlah desa berlistrik, peningkatan jumlah kapasitas pembangkit masih belum optimal. Oleh sebab itu, penelitian ini dilakukan dengan tujuan yaitu untuk menganalisis kinerja pelaksanaan DAK bidang energi skala kecil. Penelitian ini mencakup kinerja 17 provinsi di Indonesia sebagai pelaksana DAK bidang energi skala kecil tahun 2017. Metode analisis yang digunakan yaitu Data Envelopment Analysis (DEA). Berdasarkan hasil yang didapat, ditemukan bahwa hanya 8 provinsi yang melaksanakan DAK bidang energi skala kecil dengan efisien. Hasil analisis DEA menunjukkan bahwa variabel ouput yang dapat ditingkatkan antara lain rumah tangga berlistrik, kapasitas terpasang pada masing-masing rumah dan desa berlistrik.

Abstract

CPTED studies has been popular since 1960-1970s, however studies in Indonesian city context showed limited references. This paper identified the need of CPTED study followed a massive MRT network development in Jakarta City, as the need for re-design and city beautification to fit with the vibrant TOD urban lifestyle may create moments as well to promote CPTED implementation. The perception survey was developed to understand the perceived crime risk level among the MRT users of Bundaran HI Station. The survey conducted in two scopes of context, i.e. the TOD precinct, an area of 800 radius from the station, and inside the station itself. Finding from the TOD context showed that the maintenance and information have been the most significant but often mostly ignored. These two component may lead to under-rated other CPTED components, weaken the territorial reinforcement and natural surveillance. Out of 56 parameters, 26 parameters or almost halve have rated below 3, alarmed for a more comprehensive design and intervention at the TOD neighbourhood level that emphasizes on the implementation of CPTED principles. Finding from the Bundarin HI station context showed that under the Likert scale 1 (the lowest risk) to 5 (the highest risk), most of the CPTED rated from 4 – 5. There were a variation in the perceived security among different respondents based on gender, time pattern, location pattern, and mode chosen for station access. However, these rating differences were not significant according to the ANOVA and the t-test statistics. The chi-square test found no association between the perceived securities with the type of mode uses for station access. These preliminary findings suggested that the Bundaran HI TOD station is secured from crime risk according to perception of MRT users; therefore little variation in the rating of perceived security gave little information to draw any association with other important variables such as the mode choice for station access. However, taken the measures on wider context at the TOD precinct, the rating of CPTED consistently lower in all components, suggested the urban design and land use zoning-and transportation intervention that consider CPTED principles to be emphasizing at wider area to support the security of the station.

Abstract

Bukit  Jamur  is  located  in  a  strategic  area  near  Bengkayang  Urban  and  is  an  urban tourism  icon  that  is  popular  with  visitors  to  do  light-scale  hiking.  Although  located  near  urban areas, there are no information boards so visitors are not aware of the existence of tourist sites and the lack of road directions both in the village and on the hiking trails. In addition, inadequate road infrastructure  makes  visitors  feel  uncomfortable.  The  delivery  of  information  with  a  map  is expected  to  make  it  easier  for  visitors  to  know  the  initial  condition  of  the  tourist  location.  The purpose  of  this  research  is  to  map  the  road  to  tourist  sites  equipped  with  road  signs  and information boards so that visitors can know the route clearly. The analysis method in this research uses the method of implementing Geographic Information System (SIG). The findings in the field stated that there are 2 village road paths, namely  the Belangko Hamlet road and the Dusun Jaku Bawah road path that is still lacking road directions and there are 3 hiking paths, namely stairways cliff paths and weeds that have not been equipped with directions and information boards so that there needs to be additional directions and information boards in the village and climbing.

Abstract

Indonesia sebagai negara kepulauan dengan pusat pengembangan perekonomian maupun permukiman berada pada wilayah pesisir memiliki ancaman cukup serius terhadap bencana banjir rob, abrasi, maupun tsunami. Penelitian ini dilakukan untuk mengkaji kebijakan rencana tata ruang yang diterapkan pada daerah-daerah pesisir yakni sebagian Pesisir Aceh, Pesisir Palu dan Pesisir Banten yang memiliki kerawanan bencana tsunami. Metode penelitian dilakukan melalui analisis spasial terhadap kondisi eksisting penggunaan tanah dioverlaykan dengan pola ruang dan tingkat kerawanan bencana. Untuk mengetahui bagaimana kebijakan tata ruang dan manajemen pengelolaan pesisir dilakukan melalui studi literatur dan studi dokumen. Pemetaan penggunaan tanah eksisting di sebagian pesisir Aceh dan Kota Palu diperoleh melalui interpretasi citra Landsat 8, dan untuk pesisir Banten dari interpretasi Foto Udara.  Hasil kajian menunjukkan bahwa revisi RTRW di Kota Banda Aceh belum sepenuhnya mempertimbangkan mitigasi bencana dimana masih terdapat pola ruang permukiman berada pada zona merah rawan tsunami. Begitupun dengan RTRW di Banten dan Kota Palu pola ruang di sekitar pesisir digunakan sebagai permukiman dan pariwisata mengakibatkan tingginya korban jiwa, kerugian dan kerusakan pada tsunami 2018. Hasil kajian menunjukkan bahwa pada 3 wilayah rawan tsunami ini belum sepenuhnya zona merah dijadikan sebagai kawasan lindung/barrier alami perlindungan tsunami. Lemahnya regulasi yang disusun dalam mengendalikan dan memberikan arahan penggunaan tanah yang tepat pada daerah pesisir berdampak terhadap tingginya tingkat risiko yang diakibatkan apabila terjadi bencana. Dalam hal ini maka aspek ekonomi, ancaman bencana, kerentanan, kondisi lingkungan, sosial dan ekosistem serta kehidupan masyarakat hendaknya menjadi bahan pertimbangan dalam pengelolaan wilayah pesisir sehingga ruang yang tersedia mampu mewujudkan kehidupan yang berkelanjutan.

Abstract

Masalah kemiskinan merupakan persoalan yang umum dihadapi oleh hampir semua wilayah di dunia termasuk Indonesia. Hasil kajian beberapa penelitian menunjukkan masalah  kemiskinan  umumnya  berhubungan  dengan  beberapa  faktor seperti  kualitas  sumber  daya  manusia  dan  pertumbuhan ekonomi. Dimana menurunnya kualitas sumber daya manusia dan pertumbuhan ekonomi pada suatu wilayah akan berdampak negatif naiknya tingkat kemiskinan, begitupula sebaliknya. Berdasarkan  data  dari BPS diketahui bahwa  pertumbuhan ekonomi dan indeks  pembangunan  manusia   di Indonesia terus meningkat, namun angka kemiskinan tidak turun secara signifikan. Oleh karena itu penelitian ini dilakukan dengan tujuan untuk  mengetahui  dan mendeskripsikan hubungan antara pertumbuhan ekonomi dan indeks pembangunan manusia dengan kemiskinan. Penelitian deskriptif ini menggunakan pendekatan kualitatif dengan  mengumpulkan  dan menganalisis data terkait   kemiskinan, indeks pembangunan manusia dan pertumbuhan ekonomi di beberapa wilayah di Indonesia dan menjadikannya sebagai rujukan untuk memahami hubungan pertumbuhan ekonomi dan indeks pembangunan manusia dengan kemiskinan di Indonesia. Hasil penelitian menunjukkan bahwa meskipun angka pertumbuhan ekonomi dan indeks pembangunan manusia semakin baik, namun masih banyak indikator kemiskinan di Indonesia yang belum membaik. Hal tersebut berdampak lambatnya proses menurunkan angka kemiskinan di Indonesia. Untuk itu pendekatan multidimensi dalam mengukur kemiskinan diharapkan dapat mengatasi kekurangan tersebut dan mendukung terciptanya kebijakan yang lebih baik dalam mengatasi kemiskinan di Indonesia.

Abstract

Kabupaten Toraja Utara memiliki potensi pariwisata yang dapat diandalkan sebagai daya tarik wisata, namun jika tidak dikelola dengan baik tidak dapat berkembang secara optimal. Salah satu faktor penyebab adalah kualitas layanan yang belum optimal. Makalah ini bertujuan menunjukkan hasil identifikasi persepsi wisatawan terhadap objek wisata dan pengelolaannya di Kabupaten Toraja Utara. Metode yang digunakan adalah model Servqual dan Importance Performance Analysis. Hasil menunjukkan bahwa seluruh butir pernyataan dari dimensi fisik, keandalan, daya tanggap, jaminan kepastian, dan empati bernilai negatif. Kesenjangan negatif berarti wisatawan belum merasa puas dengan kualitas layanan objek wisata. Nilai kesenjangan paling tinggi adalah “sarana kuliner yang memadai” dengan nilai -2,19 dan -1,46. Pemetaan kinerja-kepentingan untuk wisatawan nusantara menunjukkan terdapat tiga butir pernyataan pada kuadran prioritas utama, yaitu “fasilitas jalan yang memadai menuju kawasan wisata, sarana keperluan pribadi lainnya yang memadai”, dan “pengelola mampu memberikan pelayanan yang cepat”. Menurut wisatawan mancanegara, terdapat dua butir pernyataan pada kuadran prioritas utama, yaitu “sarana informasi yang memadai” dan “kebersihan kawasan wisata”. Pengelola objek wisata dapat memprioritaskan strategi pengelolaan pada perbaikan sarana kuliner, sarana keperluan pribadi, sarana informasi, fasilitas jalan, kebersihan kawasan, dan pelayanan.
