Abstract

Organisasi Papua Merdeka (OPM) is considered the group most associated with various forms of community resistance throughout the Papuan landscape. The policy direction of the central and regional governments that ignores the Papuan people is also seen as the source of strengthening the separatist movement. This study uses a qualitative method that seeks to analyze the local government policies of Puncak Jaya Regency regarding the dynamics of the OPM struggle. The results showed that there had been a decrease in OPM sympathizers and members, including deciding to return to the Republic of Indonesia. This reduction was achieved through the Puncak Jaya regency government policy which concentrated on development planning until its realization. Real evidence of development, especially in the interior of Puncak Jaya, makes people feel the state is present in their midst. That the state is not ignorant of them. The most recent policy of the Puncak Jaya regency government is to collect sympathizers or OPM members who wish to join the Republic of Indonesia, provide adequate accommodation, livelihoods and livelihoods, as well as some others are appointed and given the opportunity to become state civil servants. This persuasive approach to development seems to be able to reduce the resistance of the separatist movement (OPM) significantly compared to other military and violent approaches.

Abstract

The overall objective of the research is to identify the penetration of bigman leadership values in village governance in Oransbari District, South Manokwari Regency. This research uses an exploratory paradigm, a descriptive approach with qualitative research (in-depth interviews). The data collection methods used were observation, interviews and documentation. Data analysis follows the procedures of data collection, data presentation and drawing conclusions. The results of these findings show that the penetration of big man leadership values in village governance in Masabui one Masabui two Watariri villages is still controlled by traditional values, especially the value of power and ownership of customary rights and rights as a tribal chief, which are used in governance starting from the leader. The village structure prioritises the values of responsibility and transparency, even though it is controlled by a patrilineal family. The penetration of bigman leadership values in village governance in Oransbari District, South Manokwari Regency, has had a very strong influence. This influence is due to the power system of the tribal chief as the holder of customary rights, which has become a customary provision that all organisations entering the village must be headed by the holder of customary rights, who is also the local tribal chief, including bodies in the organisational structure, because it has become customary. As a legacy from generation to generation, all the trust of the community will be directed towards him. In addition, as the head of the village, the tribal chief plays an important role and is fully responsible for all government programmes that come to the village. He is also responsible for solving all problems related to violations and disputes in the village.

Abstract

This article aims to analyze the implementation of the tasks and functions of educational empowerment, analyze the role of the government in educational empowerment, and analyze the strategies of educational empowerment in Beoga Village, West Beoga District, Puncak Regency. Research method: Case study method. This thesis concludes several things as follows: The tasks and functions of educational empowerment in West Beoga District can be said to be not going well, especially in implementing the tasks and functions of education as an actor in socializing the nation's socio-cultural ideology and values, preparing the workforce to reduce poverty, ignorance and promote social change, and equal distribution of income and opportunities, caused by the security conditions (conflict areas) that resulted in the absence of learning activities in schools, in addition to the absence of teachers who were displaced and afraid of the conflict, as well as the reluctance of students to go to school due to the conflict that occurred. The role of educational empowerment as community servants, facilitators and provision of funds is not working well in North Beoga district, this can be seen from the lack of development of existing educational facilities and infrastructure such as local classes, reading books, curriculum, teaching aids and the inadequate quality of teachers. This role is also not optimal due to the lack of local government budget support for the education sector. The educational empowerment strategy, especially in improving the quality of teachers and students, is not working well. This condition is characterized by the lack of development of teachers' competence and professionalism through education and training, technical guidance and strengthening of other competencies, thus affecting the quality of education services in West Beoga District.

Abstract

This article aims to analyze the patterns and forms of social interaction in Marikla Village, Pamek District, Bintang Mountains Regency, factors as well as barriers and drivers of social interaction patterns. The research method is descriptive qualitative. The data collection techniques used were observation, in-depth interviews and documentation. The informant selection technique was purposive by involving 10 informants in the research. The data analysis method used includes stages of data reduction, data presentation, and inference. The research results show that the pattern of social interaction in community life includes religious activities, socio-cultural activities and mutual cooperation. Forms of social interaction in community life that occur between individuals or people and groups have a reciprocal relationship and can be created through contact and communication, which gives rise to various social interactions, mainly based on the interests and degree of group interaction. Factors that influence social interaction patterns in community life, the existence of kinship system attitudes and community cultural values.

Abstract

The division of roles between men and women is expected to have the value of equality rather than inequality as a result of socio-cultural construction in society. The importance of socio-cultural changes influences the development and participation of women in the economy. For this reason, an approach is needed through appropriate interventions in facing the challenges of women in the economy. This research uses qualitative methods, data collection includes observation and in-depth interviews, data analysis through data reduction stages, data presentation and drawing conclusions. The research findings show that indicators of social change in the community of Senamai Village, Yokari District, also influence the economic empowerment of Papuan women living in the coastal area of Senamai Village. Based on the socio-cultural changes and economic empowerment situation, as well as various challenges in promoting women's adaptation process in the era of modernization from a system economy to a market economy, an appropriate intervention model is needed to implement economic empowerment for Papuan women in coastal areas based on a socio-cultural change approach.

Abstract

The role of parents in the development of children's personality is very important, especially in the formation of religious personality. Parents are the first means through which a child undergoes socialization and the formation of the child's personality. Because parents are a reflection of the child, it is expected that religious education in children will succeed in shaping the child's personality. The purpose of this study is to find out what are the roles of parents in fostering children's religiosity, what values children get from the religiosity, and how children are influenced in the practice of religiosity in the community. The location of this research is Yobeh village in Senthani district of Jayapura Regency. This research is a descriptive qualitative research. The data collection techniques used are in-depth interview, observation, and documentation. Data analysis includes the stages of data exploration, data classification, data validation, and conclusion drawing. The result of this study is that the role of parents is still not fully implemented. This is because there are still many parents who delegate their parenting role to other institutions. There are several reasons why this happens, because many parents do not have time to provide full care, because they are busy earning a living. But there are also parents who want to directly shape the religious role of their children, so there are also parents who teach their own religious education to their children. Evidently, parents directly or indirectly have a very large role in shaping the character and personality values of their children.

Abstract

This study aims to analyse the role of women noken crafts in meeting the socio-economic needs of the family, what are the results achieved by women noken crafts in Bhayangkara Village, North Jayapura District, and the obstacles faced in meeting the socio-economic needs of the family. The method used in the research is descriptive qualitative method. The subjects of this research are women noken crafts, Jayapura City Women's Empowerment Office, Bhayangkara Village. Data collection techniques using interview guidelines, observation and documentation techniques. While data analysis uses data editing techniques, data reduction, categorising in units, presenting data, interpreting data, testing data validity and drawing conclusions/verification. The results showed that the role of women noken crafts in Bhayangkara Village, North Jayapura District can be said to be unfavourable, in terms of education, health, and social status. The utilisation of noken bag weaving in Bhayangkara Village, North Jayapura District found inhibiting factors, including: business capital, means of buying and selling, utilisation of models/motifs, and extension of the Jayapura City Women's Empowerment Office. By weaving Noken bags, the women aim to support the daily economy of the Noken crafters' families by realising the local community's socio-economy in terms of income. In other words, the use of Noken bags can affect socioeconomic improvements such as food, clothing, shelter, children's education, health, and ownership of valuables.

Abstract

Since the implementation of Law Number 23 of 2014 concerning Regional Government, Jayapura Regency has adopted a policy of delegating authority as an effort to improve the efficiency and effectiveness of government administration at the district level. This study aims to analyze the effectiveness of the delegation of authority from the Regent of Jayapura to the District Heads based on the Jayapura Regent Regulation Number 13 of 2019 on the Delegation of Partial Authority from the Regent to the District Heads to Perform Certain Local Government Affairs. This study uses a qualitative approach with data triangulation methods, including indepth interviews, observations, and document analysis. The results show that although there are some successes in the implementation of delegated authority, various obstacles remain, such as mismatches between the delegated authority and district capacities, lack of trained and competent human resources, and budget limitations. Additionally, the delegation process often lacks adequate accountability and transparency systems. The study also found that unclear policies and regulations, as well as complex bureaucratic processes, hinder the effectiveness of the delegated authority implementation. Some district heads feel that the delegated authority is insufficient to enable them to make quick and accurate decisions to serve local community interests. Recommendations from this study include improving human resource capacity at the district level, enhancing accountability and transparency systems, and simplifying bureaucratic processes to support the effectiveness of delegated authority. Thus, it is expected that the delegation of authority from the Regent of Jayapura to the District Heads can run more optimally and contribute positively to regional development and the improvement of public service quality

Abstract

As an effort to advance Papuan human resources, the Special Autonomy Law regulates education and culture. One form of concern for the future of Papuan human resources, especially attention in the education sector, was also shown by the Jayapura City Government through the Port Numbay Men's Special Education Program (PKP3N) in collaboration with the Universitas Kristen Satya Wacana (UKSW) Salatiga. The provision of scholarships through PKP3N since 2013 until now has shown a fairly good performance despite the challenges and obstacles faced. This sociological condition in the field of Higher Education does not have to be a prolonged problem, but a solution must be sought. Therefore, it is necessary to create a model that is considered appropriate in answering various problems of higher education within the Jayapura City Government. Specifically, the purpose of this research is to explain the implementation of the policy of the scholarship award in the Higher Education Sector implemented by the Jayapura City Government, identify the factors that support and hinder the process of implementing the policy of the scholarship award in the Higher Education Sector for Port Numbay students. at UKSW Salatiga, and strategically evaluating the success of implementing the Special Autonomy Fund scholarship award for the Higher Education Sector within the Jayapura City Government. This study was designed with a qualitative method. Data was collected through structured interviews with policy makers (Jayapura City Government and Jayapura City Regional Secretary) and policy recipients (19 students of UKSW Salatiga). Unstructured interviews were also addressed to policy implementers and several community members. The findings of this study mainly focus on the need for socialization to executive officials, Technical OPD and Community Leaders as well as a form of attention and motivation to policy recipients as a form of follow-up for the success of policy implementation.

Abstract

Artikel ini membahas tentang pelaksanaan Program Keluarga Harapan di Kota Jayapura dan mengkaji proses konstruksi sosial pada keluarga penerima, beserta dampak perubahan yang dialami. Penelitian ini menggunakan metode kualitatif, khususnya pendekatan fenomenologi, dengan pengumpulan data melalui wawancara, observasi, dan diskusi kelompok terarah. Analisis data meliputi reduksi data, penyajian, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa pelaksanaan Program Keluarga Harapan belum optimal karena kurangnya perhatian dari sumber daya manusia penyuluhan sosial, serta terbatasnya keterlibatan pemerintah dan instansi terkait, faktor sosial budaya, dan latar belakang pendidikan peserta. Konstruksi sosial keluarga penerima program meliputi pemahaman dan penerimaan terhadap komponen program, yang diikuti dengan penerapan pola hidup baru untuk mempertahankan manfaatnya. Konstruksi sosial ini dipengaruhi oleh pendamping, lembaga pemerintah, dan persepsi terhadap bantuan sosial. Namun, perubahan sosial yang diharapkan belum tercapai karena dukungan pendamping yang kurang memadai, terbatasnya koordinasi pemerintah, dan keterbatasan infrastruktur.
