Abstract

This research examines the resilience of informal education at YATAPS Mission School in Papua after the Covid-19 pandemic. With the pandemic drastically changing the education landscape, informal education is seen as an effective alternative to formal learning. The study aims to understand how informal education adapts and functions in the post-pandemic situation and its impact on student learning. The research utilized anthropological qualitative methods, including interviews, observation, and document analysis. Students, teachers, and parents were purposively selected to gain diverse perspectives. The results indicate that informal education at YATAPS Mission School has successfully adapted to the post-Covid-19 situation, with various learning activities happening outside the classroom using local resources and community strengths. The findings highlight the role of informal education in complementing formal education, building character, strengthening social ties, and increasing parental involvement. Despite challenges like limited technology access, the school community found innovative solutions to ensure education continuity. This research is expected to inform education policy in Papua and guide future research on informal education.

Abstract

This research aims to understand how multicultural communities in Waena Village build social capital to overcome differences, tensions and create an inclusive and harmonious life. Diversity often triggers conflict, tension and mutual distrust, both among the community and elites who prioritise personal or group interests. This research focuses on how communities construct social capital to support social integrity. This research uses a descriptive qualitative approach with a constructivistic paradigm. This paradigm recognises that social reality is formed from individual constructions based on their experiences and social environment, so that each individual has a different perception of a phenomenon. Data collection techniques included in-depth interviews, participatory observation, and documentation studies. Data analysis was done thematically by identifying patterns of social big77 interaction, values upheld, and participation practices in the community. The results showed that the diversity of multicultural communities is a potential to strengthen social relations through trust, social networks, and norms that become social control. This social capital is supported by active community participation and inclusive leadership. These elements become the foundation of social interaction that unites diversity, creating integrity, solidarity and harmony in community life. Social capital plays an important role in managing differences in a multicultural society. With strong trust, social relations and norms, communities can overcome potential conflicts and build more inclusive and harmonious lives.

Abstract

This study aims to analyze the internal and external factors that lead to the waning preservation of paddle culture in the Biak Kafdarun Tribe in Raja Ampat. Paddle culture, which is an important traditional heritage, faces challenges due to modernization, globalization, and lack of government attention. The method used is descriptive qualitative with a constructivistic paradigm, utilizing in-depth interviews, participatory observation, and literature study as data collection techniques. The results showed that internal factors include the low response of the younger generation to cultural preservation, decreased community concern, and a cultural identity crisis due to the influx of outside culture. External factors include modernization, lack of government support, and lack of socialization about the importance of culture as a community identity. The research conclusions emphasize the need for a holistic approach to cultural preservation, including strengthening community awareness, active government involvement, and adaptation of traditions to the modern context to maintain the relevance of rowing culture in people's lives. The findings provide a basis for the development of more inclusive and sustainable cultural preservation policies and programs.

Abstract

The high maternal and infant mortality rates among the Asmat tribe in South Papua Province are closely related to social and cultural values and norms that tend to discriminate against women and have a negative impact on their reproductive health. This study aims to examine how Asmat women construct social and cultural realities related to reproductive health and to understand the meaning of reproductive health behaviors in the context of pregnancy, childbirth, and the postpartum period. This study is expected to provide practical contributions in the form of scientific information for local governments in formulating socially and culturally based policies to reduce maternal and infant mortality rates. This study uses a qualitative approach with an ethnomethodological design to uncover the subjective meaning of individual actions in phenomena related to the reproductive health of Papuan ethnic women. Data were collected through observation, in-depth interviews, and documentation studies, then analyzed interpretively. The results of the study indicate that the reproductive health behavior of Asmat women is greatly influenced by cultural value systems in terms of superstructure, infrastructure, and ethnic preferences. Two cultural behavioral tendencies emerge: a loose and adaptive acculturative behavior toward modern health services, and a strict traditional behavior that tends to maintain slot deposit 5000 prohibitions, taboos, and local belief practices. It was found that the more relaxed and acculturated the community's health behavior, the faster the detection of risks and handling of health cases, which positively impacts the reduction in maternal and neonatal mortality rates. Conversely, behavior that is increasingly strict and traditional tends to increase delays in handling and worsen the risk of maternal and infant mortality.

Abstract

This study aims to examine the challenges and opportunities for the existence of Ondoafi traditional leadership in the context of governance in Kampung Nafri, Jayapura City, which is experiencing the dynamics of pluralism between traditional power and modern government structures. The main focus is on how Ondoafi leadership maintains its legitimacy and role amid modernization, national regulations, and changes in local social values. This study employs a descriptive qualitative approach using case study methodology, deemed most relevant for understanding complex social phenomena. Data collection techniques include field observations, in-depth interviews with key informants, and documentary analysis. Data analysis is conducted using an inductive-thematic approach with an interactive methodology emphasizing reflective interpretation of the social and historical context. The results of the study show that the existence of Ondoafi faces structural and cultural challenges, such as weak regeneration, the absence of formal regulations, and the marginalization of the role of customs in village development planning. However, great opportunities are also opening up through constitutional recognition of indigenous peoples, support for Papua's special autonomy, and increasing public awareness of the importance of preserving traditional values. Synergy big77 between traditional and formal leadership can be achieved through collaborative governance, the revitalization of traditional institutions, and the participation of Ondoafi in the formulation of village policies. This study recommends an inclusive and responsive village governance model that addresses the social and cultural dynamics of Papua.

Abstract

The Papua Religious Education and Training Center plays an important role in developing the competence of the State Civil Apparatus based on Law Number 20 of 2023 concerning the State Civil Apparatus. There are many challenges faced in various improvements in public services, including problems related to training program planning, availability of infrastructure and limited budgets. If these obstacles are not managed well, they will have a negative impact on the State Civil Apparatus performance. This research aims to analyze superior public services, supporting and inhibiting factors and recommend models for optimizing superior public services at the Papua Religious Education and Training Center. Through the literature study method, we found that: Tangibles or physical evidence still needs to be completed. Reliability of human resources, training facilities, consumption services for participants and post-training services need to be improved; Responsiveness is quite good; Assurance and certainty of employee capabilities continues to be improved; Empathy is good. Supporting factors such as competent human resources, effective management systems, collaboration with stakeholders, and advanced information and communication technology, will improve the quality of the State Civil Apparatus and their performance; Inhibiting factors such as budget limitations, lack of facilities and infrastructure, as well as cultural differences in the Papuan context, can interfere with improving service quality. The superior public service optimization model that can be implemented at the Papua Religious Education and Training Center is: Building physical facilities, increasing human resources and training facilities, increasing responsiveness, regular monitoring and evaluation, and increasing output by holding training in district/city areas.

Abstract

Secara bahasa, ongko bermakna taro-taro (simpanan) atau klaim kepemilikan atas sesuatu (sumberdaya). Ongko juga biasa disebut dengan pakkorong-korongang, suatu istilah yang bermakna bahwa dengan ongko yang eksis dan sustain, maka asap dapur bisa mengepul. Kearifan lokal ongko merupakan suatu pengetahuan pengelolaan sumberdaya alam berbasis kekerabatan yang secara turun temurun telah digunakan oleh masyarakat pesisir Kepulauan Selayar Sulawesi Selatan. Penelitian ini merupakan penelitian kualitatif yang dilaksanakan di enam kecamatan daratan Kepulauan Selayar. Penelitian ini menggunakan data hasil studi literatur, wawancara, dan observasi. Sedangkan sifat penelitian ini adalah penelitian deskriptif yang bertujuan memberikan gambaran secara rinci dan jelas tentang permasalahan yang diteliti. Hasil penelitian menunjukkan bahwa kearifan lokal ongko masih dipraktekkan oleh masyarakat pesisir Kepulauan Selayar serta memiliki persyaratan-persyaratan untuk bisa memenuhi pengelolaan sumberdaya pesisir yang berkelanjutan. Hanya saja untuk memaksimalkan upaya pemenuhan tersebut, perlu dilakukan serangkaian langkah, antara lain: memberikan penguatan agar ongko yang merupakan klaim perseorangan ataupun kelompok kekerabatan terbatas, ditingkatkan menjadi klaim pengelolaan bersama serta memperkuat kelembagaan pengelola ongko sehingga ada pengaturan waktu penangkapan dan penggunaan alat tangkap.

Abstract

This study aims to analyze the influence of local bureaucratic leadership on the effectiveness of health services at Er Dabi Regional Hospital in Yalimo Regency and to identify supporting and inhibiting factors for health services in this remote area, including the implications of regional health decentralization policies. The urgency of this research is to improve the quality of health services in Yalimo, which remain constrained by bureaucracy, medical staff, and infrastructure. Using a qualitative case study design approach, data were collected through in-depth interviews with health bureaucratic officials, hospital leaders, medical personnel, and patients and their families; participant observation at Er Dabi Regional Hospital; and analysis of health policy documents and hospital performance reports. Informants were selected using purposive sampling to ensure a diversity of perspectives, and data were analyzed thematically to uncover patterns, themes, and relationships between factors. The results indicate that the formal bureaucratic structure remains rigid and hierarchical, hindering adaptive decision-making and responsive resource distribution; transformational leadership styles are suboptimal due to a lack of intensive training, resulting in often-resistance-based initiatives; cross-sector coordination and good governance principles such as transparency, accountability, and public participation are also inadequate; and limited medical personnel, diagnostic facilities, and infrastructure create bottlenecks in the service process, resulting in low patient satisfaction and delayed treatment. The conclusion states the need for a transformation toward a participatory and innovative leadership model supported by a hybrid bureaucratic structure that combines operational flexibility and local cultural inclusion. Recommendations include implementing an adaptive managerial capacity building program, transformational leadership workshops, digitizing services through SIMRS and telemedicine, strengthening collaborative governance through cross-sector forums and public-private partnerships, and implementing a real-time monitoring system for drug procurement and ongoing performance evaluation to improve access, quality, and sustainability of health services in Yalimo Regency.

Abstract

This study aims to analyze police strategies in realizing local wisdom-based security in Keerom Regency through the integration of community cultural values. This study is urgent as local wisdom integration is vital for sustainable peace and trust in Papua. The research method used is a qualitative approach with an in-depth case study. The research location was carried out in the Papua region, where the richness of local wisdom is a primary asset. Data collection techniques were carried out through in-depth interviews, field observations, and analysis of policy documents. Research informants included police officers, traditional leaders, and academics who understand the dynamics of security and local cultural values. Research instruments in the form of interview guidelines and observation sheets were developed to obtain valid data. Data analysis was conducted using thematic analysis techniques to identify interaction patterns, obstacles, and potential synergies between officers and the community. The results of the study revealed that the integration of local wisdom in police strategies can increase public trust and the effectiveness of law enforcement, although there are still obstacles in the understanding of culture by officers. The discussion shows that a participatory approach and collaboration between officers and traditional leaders are key to success. The conclusion of the study emphasizes the need to increase the capacity of officers through cultural training and strengthening cross-sectoral cooperation. Abstract

This study aims to analyze the dynamics of empowering Indigenous Papuan Entrepreneurs (OAP) within the Jayapura City Government’s policy framework during Papua’s Special Autonomy (Otsus) Phase II, focusing on barriers, opportunities, and strategies to strengthen business independence. A qualitative descriptive method with a case study approach was applied, using in-depth interviews, observations, and policy document analysis. The findings reveal that affirmative policy implementation is hindered by weak managerial capacity, low digital literacy, traditional business institutions, and identity manipulation practices by non-OAP entrepreneurs, which distort empowerment goals and perpetuate dependency. Nevertheless, strategic opportunities remain through special regulatory support, the SIKaP OAP digital application, and a collaborative penta-helix model involving government, private sector, academia, and local communities. The study concludes that affirmative policy reform is needed to be more contextual, participatory, and capacity-based, with recommendations to strengthen digital literacy, ensure fair access to capital, reinforce OAP institutions, and implement transparent monitoring and evaluation, thereby enabling OAP’s economic independence and positioning them as key actors in Jayapura’s economic development.
