Abstract

‘Ashabiya theory is one proof of how rigor and smart Ibn Khaldun is in analyzing the issue of both politics and state, wherein ‘ashabiya is the key issue of the establishment and the formation of a state. Conversely, when the nature of ‘ashabiya of a state get weaken, the state is subsequently in the brink of its fall. Until recently, the theory proved to be true and that of ‘ashabiya has inspired the emerging contemporary political movement.

Abstract

The long term objective of this research is to observe community participation in the development planning meeting (musrembang). Moreover this research is also aimed at understanding socio-cultural factors such as norms, believes, knowledge, behaviors, marital status, age, sex and symbols, which influence community participation in the development planning meeting of the Village of Kanyuara, Sub-district of Watang Sidenreng, District of Sidenreng Rappang. Understanding this objective will provide academic advantages which include inputs of the development of knowledge, particularly on understanding community participation in the development planning meeting. Another advantage is for the researcher to delve into a vast knowledge on influential socio-cultural factors during the development planning meeting in the Village of Kanyara. This research found that community shows their less participation during the musrembang, while at the same time, the above mentioned socio-cultural factors may be categorized influential and even mostly influential towards community participation.

Abstract

This paper`s aim is to argue that citizenship could be been approached in the dialectical lens produced by creative antagonism between nation in one hand and state in other hand. This tension, if interrogated in postcolonial nuances, become the fertile habitus for Indonesian citizenry as creative and multilayered cross and inter-identity configuration, by which Indonesian exercise its rights and critical distance from both Indonesia as state (in terms of panoptical bureaucratic and enduring regime of political reservation)  and Indonesia as nation (in terms of myopic utopia spoken in language of impossibility as the main horizon bounding and creating togetherness of so called Indonesia) day by day. This rich notion of creative antagonism has embodiment in what been called as the surplus of aesthetic imagination explored by but not limited to Nirwan Ahmad Arsuka and DandhyLaksono (read as 2 temporary example of active citizenry of Indonesian) as exercise toward new horizon of what is possible to be Indonesian.

Abstract

This article focuses on political participation and guarantee on political rights of disable voters during the 2014 legislative election in Makassar, particularly at Yukartuni Makassar Foundation, as well as focuses on some possible hindrances. The involvement of disable voters at Yukartuni Makassar Foundation is measurably significant during the election process in order to ease people with disability to deliver their electoral rights and to show their political participation. The assurance towards political rights of disable voters at Yukartuni Makassar has been met, which can be identified during the 2014 legislative election. They have been involved during the campaign period, not only during the visit of the candidates to the Foundation to deliver the latter’s vision, mission and programs, but also attending the candidates’ campaign process at the other places by showing their talents of singing, for instance. Some hindrances apparently emerged during the election period, since they voted for certain candidates due to money politics, or being unable to vote for having no Makassar identity cards. Some other difficulties may be listed during the Election Day such as the illiterate of some disable voters towards braille ballots, the insufficiency of braille ballots and the disable voters’ arrival at the voting place without someone to accompany and to assist them.

Abstract

This research aims at exploring the dynamics of Islamic politics during Suharto’s New Order Regime, particularly when the regime simplifies political parties into merely three parties. This political shift, then, caused Muslim figures in Palembang, who were initially involved in Islamic political parties, to move their political vehicles and began to take a role in the management of Golkar party in one side, andremained consistent with the struggle of Islamic political parties in another side. This involvement was a middle ground for bridging the political interests of Muslims in Palembang and in the same time following the political flow of the central government.

Abstract

State and its function are conducted by institution mediated by contesting political parties within democratic events called ‘public election.’ This contestation works as public space where power is identified as electoral ceremony regulated through laws of election. Power is assigned by public power to the lawmaker or legislative power. This style of government has then been in line with regulated laws, not to accommodate the rich, nor to the poor, but applies for the sake of the whole. In an independent situation, political equality is critical. A medieval formula of independence states that salus populi supremelex (people welfare is the grandiose law). In preserving such principal rights, unfair treatment between the rich and the poor frequently occurs, which within some circumstance, leads to radical movement by certain group of insurgents. This typical group resists against the ruling government and complaining about the former’s lack of access towards their principal rights of property, by which they believe that all conditions to guarantee the welfare of the people should be proportionally and equally available.

Abstract

This article explores the issue of split nationalism among Papuan young generation. This research was conducted to prove the pre-assumption that young generation of Papua are holding double nationalism. This research raises two main questions. First, how the Papuan and Indonesian identities are constructed among the Papuan young generation? Second, how is the modelling of Indonesian nationalism among the Papuan young generation? The issue of Papuan identity is always observed vis-à-vis Indonesian identity among Papuan young generation, which creates paradoxical manners and split identity leading to liminal identity of being both Indonesian and Papuan. Identifying Papuans as having Christian Melanesia roots against Indonesians’ Muslim Malays in one hand, and Papuans’ traumatic historical experiences of being discriminated and unequally treated on the other hand, have defined these two identities in paradox. This research shows that among some Papuan origins, possessing double nationalism of being Indonesian and Papuan at the same time is still apparent. Some other informants, however, have shown their awareness that Papuan identity should be fully integrated and merged into one positive and constructed Indonesian nationalism.

Abstract

The problem observed in this research is the low level of awareness and responsibility of civil servants at the Office of Highways on road construction, particularly in constructing provincial roads. This research is intended to explore and analyze influencing factors on work motivation of staff at the Office of Highways of South Sulawesi Province. This research applies quantitative descriptive method which covers 224 populations. Using probability sampling random of Slovin, this research picks 69 samples. In analyzing the data, this research applies motivation theory of Herzberg’s intrinsic and extrinsic factors. Intrinsic factor may include performance achievement, recognition, responsibility, progress/change and work development, while extrinsic factor covers salary, work safety, work condition, status, company procedures, and the quality of staff relations. The result shows that the staff work motivation which was assessed using intrinsic factors provides quite good category due to good performance, recognizable performance by others, and organizational progress or change oriented works. Staff motivations which were assessed by applying extrinsic factors, however, show different results. These unsatisfying results happened due to low level of salary, bad status and awkward staff relations.

Abstract

During the dynamics of Post New Order Regime, various efforts to initiate the idea of ‘1965 reconciliation’ have emerged. Steps to reconciliation have been smoothly running. Formally, TAP MPR Number 5 Year 2000 and Law Number 26 Year 2000 have noticeably stipulated the issue. Reconciliation is considered one alternative to resolve violation of past crimes. The stipulation of the Law Number 27 Year 2004 on Truth and Reconciliation Commission was expected to reflect a great step to succeed. Nevertheless, this step has been challenged, which led to the abolishment of the Law on Truth and Reconciliation Commission by Constitutional Court (MK). After its abolishment, various efforts have been done in order to renegotiate and to provide new tactics and initiatives. Some initiatives have met and achieved their intended objectives. Some find them as successful efforts, while some others either individuals or members of social and religious organizations, as well as government elites consider those reconciliation initiatives as critical threats to the state. Some negative responses are firmly connected to dominating narratives of phobia or anti-communism, which remain flourishing until nowadays. Some contestations and narrative articulations are frequently related to the discourses of anticommunism, which have in some cases hindered the reconciliation efforts. Indeed, there is a need to deeply deciphering the future narratives of the 1965 reconciliation, particularly in the post New Order development.

Abstract

Approach to understand an international organization behavior is rested on the domination of Western structural approaches such as realism, liberalism, and cognitivism. These approaches have inflicted serious problem to have a good grip on the behavior of the international regime in Islam World and Third Countries World. This research was aimed to elaborate the relevance of Islamic approaches in the framework of maqashid shariah for the management of international regime. This framework which leans primarily on the value of “protection” is able to elucidate new insight upon the understanding of international regime reality in Islamic World and Third Countries World. It also becomes a new alternative method to conceive the behavior of international regime and criticizes the Western structural approaches which emphasize the value of “asymmetric” in regard to the international relations.
