Abstract

Bangladesh's domestic policy in responding to the Rohingya refugee crisis is influenced by Sheikh Hasina's idiosyncratic nature and her efforts to raise Bangladesh's profile in the eyes of the international community. This study uses Rosenau's idiosyncratic approach with descriptive qualitative analysis methods. Data was collected through literature review, including journals, books, internet portals, and related documents. The findings of this study indicate that idiosyncratic factors such as the personal characteristics and leadership style of Sheikh Hasina play a significant role in determining the direction and response of Bangladesh's domestic policy towards the ongoing until this study was conducted.

Abstract

This article analyses women's leadership in politics through a reinterpretation of Al-Mawardi's thoughts in Ahkam al-Sulthaniyyah, particularly regarding the concept of gender and leadership requirements. The study focuses on the case of Khofifah Indar Parawansa as Governor of East Java. Qualitative method is used with hermeneutic textual analysis of Ahkam al-Sulthaniyyah and Khofifah's performance data. The results of the study show that Al-Mawardi's thoughts, although prioritising men as leaders, can be reinterpreted based on the principle of maslahat in Islam. Khofifah's leadership provides empirical evidence that women can lead well in the context of modern democracy, as long as they fulfil the criteria of justice, capability and benefits for society. This article also shows that the application of the principle of maslahat in fiqh siyasah provides room for women's leadership, as long as it prioritises the benefit of the people and the public interest, without being trapped in gender issues alone.

Abstract

This article analyzes the dynamics of the relationship between the state and civil society in the peacebuilding process in post-conflict Ambon from 1999 to 2002. Using J.P. Lederach's conflict transformation theory framework and Pierre Bourdieu's social capital concept, this study explores the evolution of the relationship between the two actors during the period from 2002 to 2022. A qualitative research method with a case study approach is used to analyze the processes of reconciliation, rehabilitation, and social reconstruction. The findings show that the state-civil society relations have transformed from a hierarchical-centralist pattern to a collaborative-participative one. Civil society acts as a bridge in building trust among groups, while the state provides legal frameworks and structural support. The social capital accumulated through interfaith dialogues, joint economic programs, and cultural initiatives has proven effective in strengthening social cohesion and preventing escalation of horizontal conflicts in Ambon.

Abstract

This study aims to analyze political communication strategies in the 2024 South Kalimantan regional election debate using Benoit’s Functional Theory and Personal Qualities approach. The study employs content analysis with a quantitative approach, examining candidates’ verbal statements in the debate accessed via YouTube. The total units of analysis are 800. The findings show significant differences between the two candidates, as evidenced by the chi-square test results (p < 0.001) in the use of functions (acclaim, attack, defense) and personal qualities (leadership ability and values/principles). Candidate 1 is dominant in using defense and highlighting leadership ability, while Candidate 2 is dominant in using acclaim and attack, emphasizing values/principles. This study complements previous research and contributes new insights to the development of political debate theory, particularly Functional Theory and Personal Qualities.

Abstract

The emergence of an empty column is an anomaly in the constellation of Regional Head Elections (Pilkada). The presence of the kolom kosong (none of the above/NOTA) in the local election indicates the pragmatism practiced by political parties. The purpose of this study is to determine the factors that cause the emergence of an empty column in the 2024 Pilkada in Samarinda City. The method used is descriptive qualitative by analysing government regulations on Pilkada, articles, books, news and official websites. The results showed that the empty column phenomenon in the Samarinda City Regional Election was part of the local political dynamics that displayed the pragmatism of political parties by forming a large coalition to support the incumbent. The high electability of Andi Harun and Saefuddin Zuhri was the main factor that encouraged political parties to prefer joining a large coalition rather than supporting alternative candidates. This constellation had an impact on the loss of the function of the opposition and limited political alternatives for the community, thus creating political conditions without choice.

Abstract

The mass corruption scandal that engulfed 41 out of 45 legislators in Malang City DPRD in 2018 serves as a striking reminder of how fragile democratic institutions can be when power becomes overly concentrated and accountability mechanisms are weak. Against this backdrop, this study aims to analyze the distribution of power and the interplay between structural dominance, leadership style, and political behavior in the Malang City DPRD, particularly in relation to its policy-making processes. Using a qualitative case study approach, the research draws on document analysis, interviews, and observation to capture the dynamics of legislative-executive relations and intra-party interactions. Findings show that PDI-P’s positional dominance enabled it to secure agenda-setting power, yet this structural advantage was exercised not through confrontational oversight but rather through a consensus-oriented, harmonious relationship with the executive. While fostering stability, this alignment weakened the checks and balances function, leading to policy capture by elites and reinforcing cartelized politics. The novelty of this research lies in integrating the positional approach, political behavior theory, and system analysis to reveal how structural dominance combined with weak legislative capacity produces institutional vulnerability to corruption. The policy implication is clear, strengthening legislative capacity, internal party democracy, and opposition mechanisms is essential to prevent elite capture and ensure that local legislatures genuinely serve as instruments of democratic accountability.
