Abstract

ANALYSIS OF TRAFFIC IMPACT DUE TO OPERATION OF RAMA PARK SCHOOL ABSTRACT Taman Rama School which has 1144 students is included in the mandatory traffic impact analysis based on the Minister of Transportation Regulation No. PM 75 of 2015 concerning the Implementation of Traffic Impact Analysis. Data are analyzed by the formulas and methods of the Indonesian Road Capacity Manual 1997, assisted by using CONTRAM software. The analysis output showed a trip production of 413 pcu/hour and a trip attraction of 632.8 pcu/hour during peak hours. The performance of the road and intersection are improving as the result of the stop and go restriction on the road and the availability of the school transportation assuming 50% of students will switch from private vehicles. With the handling, in the existing year V/C Ratio at Jalan Cokroaminoto I improved to 0.72, Jalan Cokroaminoto II to 0.7, Jalan Cokroaminoto III to 0.67, Jalan Gunung Galunggung to 0.38, and Jalan Ken Dedes to 0.72, while the Cargo intersection performance as seen from the average intersection delay improved to 97.541 seconds/pcu, and the degree of saturation (DS) at the intersection of Ken Dedes also improved to 0.59. It's expected in the planned year (2023) there will be traffic performance improvement when compared without the handling, namely V/C Ratio Jalan Cokroaminoto I to 0.81, Jalan Cokroaminoto II to 0.937, Jalan Cokroaminoto III to 0.76, Jalan Gunung Galunggung to 0.42, and Jalan Ken Dedes to 0.81, while the performance of Cargo intersection seen from the average intersection delay also improved to 161.02 seconds/pcu and the degree of saturation of Ken Dedes intersection to 0.66. Parking lots capacity provided by Taman Rama School is still beyond number of the needs, where the availability of 179 SRP motorbikes and 107 SRP cars still excessive to the highest usage of 90 SRP cars and 154 SRP motorbikes. Based on PV2 values, the type of suitable crossing facilities for the locations,covers in front of the school and in front of the additional parking area is Pelican Crossing.

Abstract

This study takes the case PKT. EBL highway Tohpati – 02 – Kusamba.The purpose of this study was to conduct economic studies flexible pavement and rigid pavement based on primary data and secondary data obtained from government agencies, the analysis in this study using the methode of costs and benefits. For flexible pavement; assuming traffic growth factor of 3.66%, inflation at 5.68% and the interest rate of 15% / year, 25% / year and 30% / year, and the fluctuating value of IRI. The results obtained for the 15% interest rate per year is NPV = Rp. 98,517,603,656, -, BCR = 1.42; interest rate to 25% per year is NPV = Rp. (65,520,977,844, -), BCR = 0.96; interest rate to 30% per year is NPV = Rp. (69,846,272,752, -), BCR = 0.51, moderate IRR = 24.38%. It can be concluded that the Highway Pavement Bending PKT.EBL-02 Tohpati - Kusamba is economically feasible at the rate of 15% per year with an IRR above. For Rigid Pavement; assuming traffic growth factor of 3.66%, inflation at 5.68% and the interest rate of 15% / year, 25% / year and 30% / year, and the value of IRI stable. The results obtained for the 15% interest rate per year is NPV = Rp. 159 515 604 651, -, BCR = 2.20; interest rate to 25% per year is NPV = Rp. 2068846698, -, BCR = 1.01; interest rate to 30% per year is NPV = Rp. (65,250,533,141, -), BCR = 0.51, moderate IRR = 25.15%. It can be concluded that the Rigid Pavement on Highway-02 PKT.EBL Tohpati - Kusamba is economically feasible at the rate of 15% per annum and 25% per year with an IRR above. In the concluding remarks of the above where rigid pavement IRR greater than the flexible pavement, the results of the economic analysis of this study is that the rigid pavement is more profitable than the flexible pavement.

Abstract

Urbanization is a common issue faced by many authorities. Urban population is steadily growing which requires more land for housing and other activities. Predicting urban growth pattern has been challenging efforts for planners. Many models have been developed by various researchers and practitioners to give a glimpse of possible future lookout of the city. This paper attempts to explain the basic of Bucket model, where new inhabitants will fill the more developed urban areas then spill over to less developed urban area and finally to rural areas bordering urban regions. This model is using a grid map as patches in the Agent Based Model (ABM). Each grid cell is filled with land use, population density, and other data to show its advantages compared to others. New inhabitants as the agent can move freely among the grid cells until an appropriate cell is found. Restrictions should be introduced to for each cell to limit the growth. Abstract

Abstract : On the implementation of the construction project, financing is the main consideration due to the number of large and vulnerable to various risks. Cost control is the beginning of the estimates. An inaccurate estimation could have a negative impact on the whole process of construction. Because of estimation is reference in preparing the budget and used as control of the cost of projects, then required to major risk analysis that can be used as a basis in the mitigation. This research was conducted with qualitative descriptive method by interviews and survey. Data was collected by distributing questionnaires to the respondents using purposive sampling method, which simply selecting respondents who were competent and expert about the possible risks. The number of respondents was 25 who represent 8 construction project belonging to the government which is located in Denpasar. The results showed that there were 40 risks identified, from literature identified 16 risks and from brainstorming identified 24 risks. Than from 40 risks there are 34 major risks which was 9 risks classified as unacceptable and 25 risks classified as undesirable. Most dominant risks were the risks of estimator team and project. There were 16 mitigation measures at an unacceptable risk and 41 mitigitation measures at an undesirable risk. Most dominant risks were the risks of contractors and owner.

Abstract

TRAFFIC IMPACT ANALYSIS OF BADUNG REGENCY GOVERNMENT CENTRE “MANGUPRAJA MANDALA” ON THE PERFORMANCE OF SURROUNDING ROADSABSTRACTTraffic congestion around Hanoman intersection especially during the rush hours when the employees of the Badung Regency Government Office Centre are coming to or going home from their offices has created long lines of traffic jammed cars along Sempidi Road and the Dalung-Sempidi Road. Therefore, an analysis on the performance of the road and intersections around the Badung Regency Government Office Centre is needed to be done. The aim of this study is to identify the values of Trip Generation by Badung Regency Government Office Centre, the performance of Jalan Raya Sempidi, Jalan Raya Sempidi-Dalung, and the Hanoman Intersection. The method used was based on the Indonesian Road Capacity Manual (MKJI), 1997. The result of the analysis showed that the impact of Trip Generation by Badung Regency Government Office Centre during peak hours is 1,414 pcu/hour. Degree of Saturation on Sempidi Road increased from 0.93 to 0.97, and the Level of Service in E. Degree of Saturation on Sempidi-Dalung Road increased from 0.67 to 0.93 and the Level of service decreased from C to E. Degree of Saturation on Hanoman Intersection increased from 1.59 to 1.83 and the Intersection Delay increased from 160-109 to 229-150, and Level of Service in F. The traffic congestion in Raya Sempidi and Raya Sempidi-Dalung road are caused by the delay in Hanoman Intersection, therefore the problem in Hanoman Intersection must be solved. With the availability of land in the Northern and Southern gate of Badung Regency Government Office Centre, the solution can be in the form of establishment a U-Turn.

Abstract

Abstract :Reducing the negative effect of erosion problem efforts either by hard structure (e.g. groin construction) or soft structure (e.g. Sand nourishment) solution have been already implemented. One of the location with sand nourishment solution as well as the groin construction is located in Sanur beach, Bali. This location is in critical situation, where the infrastructure is threatened by the lack of the sediment amount and hence it will be impact on the tourism. The evaluation of the coast line changing impact due to the existing of coastal structure need to be assessed. In the worst case, where the coastline changes significantly, the efforts to solve the erosion problems are by groin shape modification and adding the new coastal structure. Simulation results show that there are three segment of the coastal area in between the groin need to be overcome, GN.4 – G7, G39 – GA2 and G32 – G37. The methodology in this study is by comparing the simulation result with the measurement data in 2012.  The evolution of coastline changing in those areas shows significant coastal recesion compare to the other places. What can be done to solve the problem is that by modifying and construct new structure. In GN.4 – G.7, we can construct breakwater paralel to the coastline in the middle. In GN 4, transforming the groin shape from T to I, in the location of G39 – GA2 we propose to omit the bending of the groin in GA2 and construct the groin parallel to the beach in between G39-GA2, in the location of G32 - G37 the breakwaters need to be constructed in the right side and in the left side of the groin G32. The modification of groin construction in the GN.4 – G7, G39 – GA2, and G32 – G37 reduces the losing of material. The coastal recession can be reduced from 6.15 m to 5.34 m in GN.4, in GA 2 from 3.4 m to 2.85 m, and in G32 from 3.69 m to 2.98 m.

Abstract

ABSTRAK Kinerja proyek merupakan prestasi kerja yang dicapai dalam melakukan pekerjaan yang tercermin dari hasil akhir yang dihasilkan sesuai dengan kuantitas maupun kualitas yang diinginkan. Biaya Mutu Waktu (BMW), manajemen lingkungan dan manajemen K3 merupakan beberapa faktor kinerja yang mempengaruhi kepuasan stakeholders yang terdiri dari internal stakeholders dan eksternal stakeholders. Penelitian ini bertujuan untuk menganalisis pengaruh BMW, manajemen lingkungan dan manajemen K3 terhadap kepuasan stakeholders dalam pelaksanaan proyek. Pengumpulan data dilakukan melalui survei mengggunakan kuisioner. Responden yang diambil berdasarkan metode purposive sampling yang meliputi stakeholders proyek kontruksi atau orang yang berkompeten di bidang konstruksi yang mencangkup 100 orang responden. Analisis data dilakukan dengan analisis statistika regresi linier berganda dan analisis korelasi menggunakan program SPSS versi 17. Dari analisis diperoleh faktor BMW memberikan pengaruh negatif sedangkan manajemen lingkungan dan manajemen K3 memberikan pengaruh positif terhadap kepuasan stakeholders. Manajemen K3 adalah faktor kinerja yang paling mempengaruhi kepuasan stakeholders.

Abstract

Karangasem regency is one area of dry areas in the province of Bali. This area has limited surface water resources in some area, and the rivers are partly a intermittent, which there is no water in the dry season, so as to meet the needs of raw water is very difficult. One alternative to overcome this, the government has built the small reservoir, called the Embung. In order to meet the embung system sustainable, the participation of water users in the operation and maintenance of Embung is required. This research aims to determine the influence of human resources (HR) factors, funding, ideas and effort, and organization in the operation and maintenance of Embung. Number of samples obtained in these research as many as 290 respondents is calculated by Slovin theory formulation of the total 1.045 family heads of water user population. Community participation is measured statistically using the independent variables, namely human resources (X1), funding (X2), ideas and effort (X3), organization (X4), as well as the operation and maintenance of embung as the dependent variable (Y). Data results of the questionnaire, scored into a Likert scale, further processing was carried out by multiple linear regression analysis. using statistical software Statistical Package for Social Science (SPSS) version 19. The results showed that there is participation of water user in the operation and maintenance of embung in the regency of Karangasem, which can be shown from the resulting regression equation model, where all the regression coefficients of each variable are positive. Independen variables also have a significant influence on the dependent variable, with Fhitung (= 2316,926) > Ftabel (= 1,96). While the most dominant variable effects on the operation and maintenance of embung is organization's variable, with the ? value of 0.382, followed by ideas and effort variable (? = 0.329), proceeded by funding (? = 0.302), and the lowest is the human resources (HR) variable (for ? = 0.283)

Abstract

The road handling and installation of utilities in Denpasar City is still running based on the work program of each agency and has not been integrated. The authorities of the utilities repair and improve the network based on consumer demand, however, the implementation has not been integrated between the utilities installation and road handling program. Consequently, the reinstatement of pavement conditions is not optimal and can potentially damage the utility network. This paper aims to analyze existing condition of the road handling and installation of utilities and barriers to conducting synergy of program between the road handling and installation of utilities. Data was collected using questionnaire survey to respondents that selected by purposive sampling method. The result shows that currently, the synergy condition of the road handling and installation of utilities in Denpasar City is only based on coordination among the stakeholders regarding approval to install the utility network. The barriers to integrated utility implementation include ineffective implementation of coordination and collaboration between related stakeholders, ineffective involvement stakeholder in decision making, unavaibility of vision and mission of stakeholders to alter the program, stakeholder ‘s resistance to change, limited budget allocation on road handling lack of stakeholder’s innovation, high cost of operational and maintenance, and unavailability of stakeholders who initiate the integrated program. Abstract

Abstract:The construction of Dewaruci Underpass was an attempt by the government to improve accessibility to support economic growth as well as to improve social welfare. The construction activities of Dewaruci Underpass can bring a wide range of risks, therefore it was conducted a research to identify the risks, assess the risks by analyzing the level of risk acceptance, risk mitigation and ownership of the dominant risk. This research was conductedbyqualitativedescriptivemethod, namely the field research, based on theliterature reviewandsupporting data. Data was collected bydistributing questionnaires tothe respondentsusingpurposive sampling method, whichsimplyselectingrespondentswho were competentandexperienced(expert) about the possiblerisksthatoccurduring theexecution ofthe construction of Dewaruci Underpass. The study was conductedin the area ofdevelopment projects of Dewaruci Underpass, JalanNgurahRaiBypass, Badung from March 2013toJune 2013. The results showedthat there were99risks identifiedand46(46.46%) of dominantriskcategory. The dominantrisks were most prevalentinthe projectrisks. There were105measuresto mitigatetheriskdominantwith 19mitigationmeasuresatan unacceptablerisk. Mostdominantrisksweretherisks ofcontractorsof41(58.57%) withsevenunacceptable risks.Thedominantrisksfor examples:disruption ofconstructiondue tothe density oftraffic, the mitigation measures were doingtraffic controlalong with the relevant agenciesandcarried out most ofthe majorworksoutsiderush hourtrafficandthe risk wasborne bythe contractor. Groundwater levelswereshallow, the mitigation measureswerepreparingdewateringwellsandthe pumpandput thework onthe drainagechannel, andthe risk wasborne bythe contractor.
