Abstract

This article presents a comprehensive community service implementation contextualized through an "impactful internship" (magang berdampak) model, seamlessly integrating academic institutional contributions with industrial operational needs at PT XYZ (Persero). The program directly addresses critical organizational challenges by bridging higher education competencies with real-world administrative governance and human resource management within the enterprise's Human Capital Management Division. Utilizing a qualitative descriptive methodology structured around the Indonesian National Work Competency Standards (SKKNI) Number 109 of 2024, the community service activities encompass rigorous preparation, direct operational execution, and continuous evaluation stages. The findings demonstrate that embedding students into strategic state-owned enterprises significantly optimizes administrative workflows, digital archiving security, and the execution of vocational student management and employee training programs. Furthermore, the initiative effectively mitigates chronic administrative bottlenecks caused by high-volume workflows and strict defense-industry compliance protocols. Ultimately, this collaborative model serves as a powerful mutual catalyst, enhancing organizational efficiency and institutional capacity while fostering professional resilience, civic responsibility, and practical readiness among public administration students.

Abstract

Vocational training in Indonesia, specifically at the Vocational Training and Productivity Center (VPTC) in Samarinda and Makassar, continues to struggle with suboptimal graduate employability. This research identifies a critical disconnect between institutional training and industrial demand, rooted in fragmented multi-stakeholder collaboration. Using the Ansell and Gash (2008) Collaborative Governance framework, this study analyzes the governance dynamics hindering effective job placement. Employing a qualitative multi-site case study approach—comprising document analysis, Focus Group Discussions (FGD), and field observations—the findings reveal a "cycle of collaborative dysfunction." The starting conditions are characterized by structural power imbalances, while the collaborative process remains largely ceremonial, failing to foster the strategic trust and shared understanding necessary for curriculum co-creation. Consequently, intermediate outcomes, such as synchronized industry-needs assessment and robust placement networks, remain unachieved. This study underscores the urgent need for institutional reform, including the formalization of Standard Operating Procedures (SOPs) for industry partnerships and the professionalization of Public Employment Services (PES). These measures are vital to transitioning from administrative compliance to a demand-driven vocational ecosystem.

Abstract

Performance measurement evaluation is essential for driving continuous improvement in public sector organizations. This study addresses recurring issues at the Bandung City Regional Revenue Agency (UPT PPD Central Bandung Region), which has experienced a continuous decline in PBB tax realization alongside a shortage of human resources. If left unaddressed, these issues will permanently degrade public service quality. To evaluate performance comprehensively, this study implements the Balanced Scorecard (BSC) method by analyzing Key Performance Indicators across both financial and non-financial dimensions. The research adopts a descriptive quantitative approach, utilizing both primary and secondary data sources. The results indicate that the overall performance of the UPT PPD Central Bandung Region using the BSC framework is in good standing, achieving a total score of 85.42%, which places the organization in the green level category. In detail, the customer perspective achieved the highest performance value at 30.44%, reflecting high taxpayer satisfaction. This is followed by the financial perspective at 22.43%. Furthermore, the internal business process perspective scored 12.79%, showcasing effective innovations that accelerate service delivery. Finally, the learning and growth perspective scored 19.74%, indicated by high employee satisfaction and strong expertise in their fields. This balanced scorecard evaluation confirms that despite structural challenges, the agency maintains a highly commendable quality of service.

Abstract

The COVID-19 pandemic has fundamentally reshaped the work-life interface, forcing public sectors to adopt remote and hybrid work models that blur the boundaries between professional and domestic spheres. This study examines the prevalence and gendered dynamics of Work-Family Conflict (WFC) among public officers in East Java, Indonesia, during the post-pandemic transition. Utilizing a quantitative cross-sectional design, data were collected from 179 public officers (117 males and 62 females) through a purposive online survey conducted between January and February 2022. The research employed a reversed-coded Likert scale to measure WFC, where lower scores indicate higher levels of conflict. Results from the Independent Sample T-test reveal that both male (M = 2.44) and female (M = 2.37) officers experience high levels of conflict, with no statistically significant difference in overall intensity (p = 0.540). However, Confirmatory Factor Analysis (CFA) indicates divergent internal manifestations: male officers’ conflict is primarily driven by behavioral constraints and the limitation of family activities (loading = 0.792), while female officers experience significantly higher cognitive spillover, characterized by persistent work-related thoughts during domestic time (loading = 0.734). These findings suggest that while the structural pressures of public service impose a universal burden, the psychological experience of conflict remains gendered. This study highlights the urgent need for nuanced organizational policies, such as "the right to disconnect" and enhanced schedule autonomy, to mitigate long-term burnout and sustain public service efficiency in the "new normal" era.

Abstract

Penelitian ini bertujuan untuk meninjau kembali implementasi manajemen risiko pada organisasi publik melalui analisis perbandingan antara standar internasional ISO 31000:2018 dan regulasi domestik PP No. 60 Tahun 2008. Menggunakan pendekatan kualitatif deskriptif dengan analisis komparatif dokumen, penelitian ini mengeksplorasi transformasi peran manajemen risiko di lingkungan Kementerian Keuangan Indonesia sebagai pelopor sektor publik. Hasil analisis menunjukkan bahwa meskipun regulasi nasional menekankan aspek kepatuhan legal dan akuntabilitas, pengadopsian standar global memberikan fleksibilitas teknis yang diperlukan untuk memperkuat efektivitas organisasi. Terjadi pergeseran paradigma dari manajemen risiko sebagai alat kontrol administratif menjadi penunjang kinerja strategis dan safety net dalam pengambilan keputusan. Temuan penelitian mengungkap bahwa upaya integrasi kedua instrumen ini melalui pendekatan Enterprise Risk Management (ERM) dan penguatan budaya risiko secara kolektif merupakan kunci keberhasilan mitigasi risiko di sektor publik. Penelitian ini merekomendasikan perlunya sinkronisasi berkelanjutan antara kebijakan nasional dan praktik terbaik global guna menghadapi kompleksitas tata kelola pemerintahan modern.
