Abstract

Urban sprawl has become one of the major spatial challenges faced by Makassar City amid rapid urban growth and suburban expansion. The increasing conversion of agricultural and open land into residential, commercial, and infrastructure areas has encouraged uncontrolled urban expansion toward peri urban areas such as Biringkanaya, Tamalanrea, and surrounding corridors. This condition has created various urban problems including traffic congestion, inefficient infrastructure services, environmental degradation, flood vulnerability, and fragmented land use patterns. This study aims to analyze the role of spatial planning policies in addressing urban sprawl in Makassar City and to identify the main challenges in controlling spatial expansion in suburban areas. The research uses a qualitative approach through library research by examining various scientific studies related to urban sprawl, land use change, suburban development, and spatial planning policies in Makassar. Data were analyzed descriptively and critically to understand the relationship between urban expansion and the effectiveness of spatial planning policies. The findings indicate that urban sprawl in Makassar is driven not only by population growth and urbanization, but also by weak spatial control, increasing real estate development, transportation accessibility, and uneven urban development patterns. Existing spatial planning policies have not fully controlled dispersed urban growth, particularly in peri urban areas experiencing rapid land conversion. Therefore, strengthening spatial governance through compact city approaches, mixed land use development, integrated transportation systems, and stricter land use control is necessary to support more sustainable urban development in Makassar City.

Abstract

Essentially, a Village-Owned Enterprise (BUMDesa) operates as a social enterprise, a business entity that actively seeks solutions to address social problems in the community. In this regard, social enterprises need to be distinguished from other socially oriented organizations and initiatives that benefit the community but are not businesses and rely more on aid. In the context of a BUMDesa, as a socially oriented institution, it is intended as part of the village government's primary duty to provide solutions to social problems within the community. However, when the Village Government is able to resolve these social problems through activities that generate added value in terms of profit, this becomes a distinct advantage for the Village Government. In the next concept, the presence of BUMDesa as an economic or profit-oriented institution generates Village Original Income (PADes). This situation should motivate the village government and all related parties to work together to formulate a strategy for establishing Village-Owned Enterprises as economic institutions in the village capable of realizing the true function of BUMDes, including job creation and absorption of the village's workforce. This can be realized when Bumdesa managers are given full authority through the Village Deliberation to optimize all potential, assets, community institutions, and resources within the village to transform them into business opportunities that can become profit-oriented business units for the advancement and sustainability of the Bumdesa. Based on the aforementioned background, using a strengths (discovery) approach to these potentials, the topic of discussion in this paper can be formulated: "How to develop BUMDesa" by optimizing village community institutions (Karang Taruna/Mosque Youth) in managing mosque economic enterprises.

Abstract

Digital transformation in government has become an essential part of improving public service quality, bureaucratic effectiveness, and governmental transparency at the local level. The Government of Makassar City is considered one of the regions actively developing digital based public services through the implementation of e-government, smart governance, and the Electronic Based Government System (SPBE). This study aims to analyze the challenges of digital transformation within the Makassar City Government in the framework of e-government and to identify the supporting and inhibiting factors affecting its implementation. This research employed a qualitative approach using a library research method through the analysis of scientific journals and related documents concerning governmental digital transformation. The findings indicate that the Makassar City Government has experienced significant progress in implementing digital services, particularly in population administration, public services, and the strengthening of information technology based governance systems. However, the digital transformation process still faces several challenges, including limited interagency data integration, inadequate digital human resource capacity, gaps in public digital literacy, regulatory changes, as well as issues related to data security and information technology infrastructure. This study also found that the success of digital transformation in Makassar remains sectoral and has not been fully integrated into a sustainable digital governance framework. Therefore, stronger coordination among regional institutions, improvement of bureaucratic competence, development of digital infrastructure, and optimization of SPBE implementation are required to ensure that governmental digital transformation can operate more effectively, inclusively, and sustainably.

Abstract

Penelitian ini dilatarbelakangi oleh perkembangan pariwisata budaya yang mendorong terjadinya komodifikasi tradisi dan identitas lokal dalam aktivitas wisata. Kawasan Benteng Somba Opu sebagai salah satu destinasi wisata budaya di Kabupaten Gowa mengalami transformasi fungsi budaya dari warisan sosial menjadi komoditas ekonomi yang dikemas untuk kepentingan pariwisata. Penelitian ini bertujuan untuk menganalisis bentuk komodifikasi tradisi dan identitas lokal dalam pariwisata budaya serta dampaknya terhadap pelestarian budaya masyarakat lokal. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Teknik pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi dengan melibatkan pengelola wisata, pelaku seni budaya, tokoh masyarakat, dan wisatawan sebagai informan penelitian. Hasil penelitian menunjukkan bahwa komodifikasi budaya di kawasan Benteng Somba Opu terjadi melalui pengemasan pertunjukan seni tradisional, penggunaan simbol budaya lokal, pemanfaatan rumah adat, serta penjualan produk budaya sebagai daya tarik wisata. Proses tersebut memberikan dampak positif berupa peningkatan ekonomi masyarakat dan promosi budaya daerah, namun juga menimbulkan pergeseran makna budaya akibat dominasi orientasi ekonomi dan kebutuhan pasar wisata. Penelitian ini merekomendasikan perlunya pengelolaan pariwisata budaya yang berkelanjutan melalui penguatan edukasi budaya, pelibatan masyarakat lokal, serta perlindungan terhadap nilai autentik tradisi agar budaya lokal tetap terjaga sebagai identitas sosial masyarakat Gowa.

Abstract

This study aims to analyze the evaluation of the quality of education in the context of sustainable development by identifying themes, dimensions, indicators, evaluation approaches, and research gaps. The study is important because the increasing complexity of educational challenges in the digital and sustainability era requires a more comprehensive and integrative evaluation model to ensure equitable and high-quality education. However, previous studies on educational quality evaluation tend to be fragmented and still dominated by conventional approaches, with limited integration of sustainability, technology, and equity dimensions. This research uses a systematic literature review with bibliometric and thematic approaches. Data were collected from selected scientific articles based on clear inclusion and exclusion criteria. Validity and reliability were maintained through a systematic selection process, data filtering, and analytical consistency. Data analysis was conducted using Biblioshiny to map research publication trends and distributions, as well as VOSviewer to identify thematic structures and conceptual relationships. The results show that the quality of education is a multidimensional construct that includes pedagogical, equity, evaluative, institutional, sustainability, and technological aspects. Evaluation practices are still dominated by quantitative approaches and conventional models, although recent developments indicate a growing integration of technology-based evaluation systems. This study also identifies research gaps related to sustainability integration, technology utilization, and equity measurement, highlighting the need for a more holistic and adaptive educational quality evaluation model.

Abstract

This study aims to identify, classify, and evaluate educational management strategies in improving learning quality through a systematic literature review approach. The data were collected from the Scopus database within the 2015–2025 publication period. The initial search identified 145 documents, which were then filtered based on inclusion and exclusion criteria related to relevance, document type, language, and subject area. After the screening process using Rayyan through title, abstract, and full-text assessment, 9 articles were selected for final analysis. The analysis was conducted using a combination of bibliometric visualization through VOSviewer and table-based thematic synthesis. The results reveal four main categories of strategies, namely leadership-based strategies, collaborative strategies, capacity-building strategies, and system and innovation strategies. Leadership plays a central role as the main driver of learning quality improvement; however, its effectiveness depends on integration with collaboration, capacity development, and systemic support. Overlay visualization also indicates a shift in research trends from leadership-centered approaches toward more integrative and learning outcome-oriented strategies. In addition, the study identifies several research gaps, particularly the limited integration across management strategies and the lack of methodological diversity in previous studies. This study provides a comprehensive synthesis of educational management strategies and highlights the importance of adaptive and integrative approaches to improving learning quality.
