Abstract

This research is a case study research aimed at analyzing the role of the teacher working group (KKG) in strengthening the professional competence of elementary school teachers in the Diponegoro Cluster Korwilcam Education and Culture Office of Karangmoncol Purbalingga. Data were collected using interview, observation and documentation techniques and then analyzed using three stages, namely data reduction, data display and verification. The results showed that with the various activities carried out by the KKG, the teachers already had the ability to master the material and scientific mindset that supported the subjects they taught, the teachers were able to organize fun learning activities, were able to conduct classroom action research as a reflective effort from the activities. learning that has been held, and able to utilize information and communication technology to organize innovative learning activities.

Abstract

This study aims to explore levers for increasing regional revenues. The problem in this study is how regional autonomy can increase regional income and the possibility of developing regional income potential while regions have limited resources. This study is the result of a qualitative study. The research location is in Bitung City, North Sulawesi Province. Data collection was conducted through interviews with selected stakeholders. With purposive sampling techniques and direct observation at the research site. Data analysis is done through coincidences: data reduction, data presentation, coding, data conceptualization, and conclusions/verification. The findings of this study are that three levers play a role in the success of increasing regional revenues, primarily provincial taxes, namely digitization of taxpayer data, the part of business knowledge transfer in taxation, and grouping potential local taxes. Digitalization of taxpayers is carried out to facilitate tax administration and supervise tax collection. Transferring knowledge about the business is needed to improve the general circulation of money. With more and more people trying and increasing quality in doing business, it will increase the circulation of money in society. Meanwhile, grouping potential taxes is needed to map revenue targets through taxes to be right on target. The implication of this study is a follow-up study on making a predictive model of local tax revenue, taking into account the characteristics of the local economy.

Abstract

Tujuan penelitian adalah untuk mengkaji efektivitas implementasi kebijakan BDC Program Kotaku dalam memberdayakan UMKM di Kabupaten Pangandaran. Jenis penelitian ini, adalah campuran deskriptif kuantitatif dan kualitatif. Sampel yang digunakan sebanyak 100 responden. Pengumpulan data dilakukan dengan menyebarkan instrumen (kuesioner) kepada responden, selanjutnya dianalisis dengan tehnis analisis stattistik deskriptif menggunakan rumus persentase untuk mengukur nilai efektifitas. Hasil penelitian ini menemukan bahwa Business Development Centre merupakan salah satu kegiatan dari Program P2KKP (Program Peningkatan Kualitas Kawasan Permukiman) yang diluncurkan oleh Direktorat Jenderal Cipta Karya Kementerian Pekerjaan Umum dan Perumahan Rakyat (PUPR) pada tahun 2015 dengan pendekatan fasilitasi layanan kegiatan ekonomi terhadap KSM Ekonomi binaan program. Selanjutnya P2KKP bertransformasi menjadi Program Kota Tanpa Kumuh (KOTAKU) dengan lebih fokus pada pendekatan fasilitasi infrastruktur masyarakat maka pendekatan fasilitasi terhadap BDC pun berubah menjadi fasilitasi infrastruktur pendukung kegiatan ekonomi. Efektifitas Pelaksanaan Kebijakan BDC Program Kotaku Dalam Memberdayakan UMKM termasuk kategori BAIK, dilihat dari aspek tepat proses, tepat target, tepat kebijakan dan tepat lingkungan. Pemberdayaan KSM juga berjalan efektif dan masuk termasuk dalam kategori baik. Pembangunan perekonomian masyarakat melalui pemberdayaan UMKM diharapkan menjadi solusi terhadap terbatasnya lapangan kerja.

Abstract

Penelitian ini bertujuan untuk mengetahui pengaruh kemampuan literasi informasi dan motivasi kerja terhadap kinerja guru sekolah dasar di Gugus Sadewa Kecamatan Petanahan Kabupaten Kebumen. Penelitian ini merupakan penelitian kuantitatif. Populasi meliputi semua guru sekolah dasar di Gugus Sadewa Kecamatan Petanahan Kabupaten Kebumen, sedangkan sampel berjumlah 59 guru. Pengumpulan data menggunakan angket, kemudian dianalisis menggunakan regresi sederhana dan regresi ganda. Hasil penelitian ini berupa: (1) Kemampuan Literasi Informasi memiliki pengaruh signifikan terhadap Kinerja Guru, terbukti dari nilai Sig = 0,000 < ? = 0,050. Adapun nilai koefisien korelasi (r2) = 0,555 atau berkontribusi sebesar 55,5 %; (2) Motivasi Kerja memiliki pengaruh tidak signifikan terhadap Kinerja Guru, terbukti dari nilai Sig = 0,094 > ? = 0,050. Adapun nilai koefisien korelasi (r2) = 0,220 atau hanya berkontribusi sebesar 22,0 %; dan (3) Kemampuan Literasi Informasi dan Motivasi Kerja secara bersama-sama memiliki pengaruh signifikan terhadap Kinerja Guru, terbukti dari nilai Sig = 0,000 < ? = 0,050. Adapun nilai koefisien korelasi (R2) = 0,556 atau berkontribusi sebesar 55,6 %.

Abstract

This study employs a mixed-method approach with an explanatory sequential design (QUAN→qual) to analyze the influence of job enlargement, cognitive crafting, and motivation on team member job satisfaction at the Regional Office of the Directorate General of Treasury of Aceh Province, in the context of implementing TREFA (Treasurer, Regional Chief Economist, and Financial Advisor) and shadow organization. The quantitative phase was conducted using Partial Least Squares Structural Equation Modeling (PLS-SEM) on 47 employees divided into two clusters: 21 officials and 26 staff members. The qualitative phase was carried out through in-depth interviews with 11 key informants. The findings reveal a significant hierarchical disparity. Job enlargement positively affected officials (T-statistic = 2.871) but not staff members (T-statistic = 0.701). Cognitive crafting did not show a significant effect, although employees applied gamification and goal framing strategies. Motivation demonstrated a positive and significant effect at all levels (T-statistic = 3.158), with the highest path coefficient. The combined analysis identified three main phenomena: the Hierarchy-Differentiated Job Design Effect, the Cognitive Crafting Paradox, and Universal Public Service Motivation. The three variables had a significant influence with a coefficient of determination of 53.1%, although their contributions varied. This study contributes to developing Contextual Job Design Theory for the public sector and the Bounded Cognitive Crafting Model. It provides recommendations for implementing TREFA that are more aligned with the hierarchical characteristics of employees in the public sector.

Abstract

Employees of the Public Works Department of Teluk Wondama Regency feel that they have given good performance, but the provision of additional employee income compensation (TPP) cannot provide job satisfaction because some employees are actively working and inactive or lazy, the additional income payment is paid the same amount. This makes active employees feel dissatisfied with the performance they have done. In addition, in uneven career development and more than half of the employees are high school education which has an impact on their abilities and skills in carrying out their performance. The purpose of this study was to determine partially and simultaneously the effect of compensation, job satisfaction and career development on the performance of employees of the Public Works Department of Teluk Wondama Regency. The research method is associative to determine the relationship between the two (or more) variables. The population is civil servants with a sample size of 91 people. Data were obtained using a questionnaire and analyzed using multiple regression. The results of the study showed that compensation has a positive and significant effect on employee performance at the Public Works Department of Teluk Wondama Regency (t count = 2.470> t table = 1.662557 and significance 0.015 <0.05. Job satisfaction has a positive and significant effect on employee performance at the Public Works Department of Teluk Wondama Regency (t count = 11.712> t table = 1.662557 and significance 0.000 <0.05). Career development has a positive and significant effect on employee performance at the Public Works Department of Teluk Wondama Regency (t count = 3.686> t table = 1.662557 and significance 0.000 <0.05. There is a significant simultaneous effect between compensation (X1), job satisfaction (X2), career development (X3) on employee performance (Y) at the Public Works Department of Teluk Wondama Regency ((f count = (247.308) > (2.689490) with a contribution of 96.5% and 3.5% explained from outside variables in this study.  Keywords: Compensation, Job Satisfaction, Career Development, Performance

Abstract

The research is motivated by the ineffectiveness of the implementation of the Basic Emergency Obstetric and Neonatal Services (PONED) program at the Bangetayu Public Health Center in Semarang City. This ineffectiveness is primarily attributed to inhibiting factors such as poor communication, a shortage of human resources, and insufficient facilities and infrastructure. These challenges have adversely affected the quality of healthcare services provided to the community and have hindered the program from achieving its intended goals. This research aimed to evaluate the PONED Program implementation at health centres to determine the factors driving and inhibiting its success. This descriptive and qualitative research was carried out at the Bangetayu Public Health Centre, one of the primary health care centres with Basic Emergency Obstetric and Neonatal Services (PONED) in Semarang City. The purposive sampling method was used to collect data from 15 informants through interviews. Public compliance with the program could be seen from the very high participation of citizens in PONED socialization. Community participation in identifying problems and determining the PONED strategy with stakeholders is not in sync with the activities budgeted in the Regional Revenue and Expenditure Budget as deconcentration funds. Program efficiency in terms of task delegation was quite good, although not optimal. Program effectiveness/relevance was not yet fully effective. This evaluation showed that the authority factor greatly influenced the operation of the three indicators. The authority factor of the City Government of Semarang concerned the application of a merit system and the principle of deconcentration in monitoring, as well as special allocation funds for physical/non-physical infrastructure, including competency improvement. Factors supporting the implementation of the PONED Health Center Program found that there were aspects of stakeholder collaboration that determined the success of the program, in addition to aspects of resources, aspects of implementers' attitudes, and aspects of bureaucratic structure.

Abstract

The growing demand for open and distance education calls for a stronger focus on student well-being, particularly mental health. This study explores the mental health landscape at Universitas Terbuka (UT), Indonesia’s national open university, which serves a geographically dispersed and diverse student population. Employing qualitative methods, including in-depth interviews and focus group discussions (FGDs), this research aims to assess mental health needs, identify contributing stressors, and develop policy recommendations to strengthen mental health support in a distance learning context. The findings indicate that students experience anxiety, stress, and burnout, exacerbated by academic pressure, social isolation, and the absence of structured counselling services. To address these challenges, the study proposes a phased strategy: short-term awareness programs, medium-term pilot e-counselling initiatives, and long-term institutional development through a centralized mental health center. This study contributes to the field of education by offering a practical framework for integrating mental health support into distance learning environments at UT, with potential implications for similar institutions across the ASEAN region and beyond.
