Abstract

Potensi pengembangan community-based ecotourism (CBT) di Pulau Lusi, yang terbentuk akibat bencana Lumpur Sidoarjo. Fenomena semburan lumpur sejak tahun 2006 membawa dampak besar bagi lingkungan dan masyarakat sekitar. Namun, dengan inovasi berbasis masyarakat, Pulau Lusi dikembangkan sebagai destinasi wisata edukasi dan ekowisata. Masyarakat lokal berperan aktif dalam mengelola wisata ini, termasuk menyediakan layanan wisata perahu, edukasi geologi, serta pelestarian ekosistem mangrove. Pengembangan pariwisata berbasis masyarakat ini tidak hanya meningkatkan ekonomi lokal tetapi juga mendorong kesadaran lingkungan melalui aktivitas pelestarian. Dukungan dari pemerintah dan LSM membantu masyarakat dalam menghadapi tantangan pengelolaan wisata di tengah risiko bencana yang masih ada.

Abstract

Penelitian ini bertujuan untuk menganalisis kualitas pelayanan dalam pembayaran pajak kendaraan bermotor di Kantor Samsat Kabupaten Lamongan. Kualitas pelayanan yang baik merupakan salah satu faktor penting dalam meningkatkan kepuasan wajib pajak dan kepatuhan dalam membayar pajak tepat waktu. Penelitian ini menggunakan metode deskriptif kuantitatif dengan pendekatan survei, di mana data dikumpulkan melalui kuesioner yang dibagikan kepada wajib pajak yang mengurus pembayaran pajak kendaraan bermotor. Analisis dilakukan menggunakan model Servqual, yang meliputi lima dimensi utama: keandalan, daya tanggap, kepastian, empati, dan bukti fisik. Hasil penelitian menunjukkan bahwa kualitas pelayanan di Kantor Samsat Kabupaten Lamongan masih perlu ditingkatkan, terutama dalam aspek daya tanggap dan empati. Namun, dimensi keandalan dan bukti fisik sudah menunjukkan hasil yang memuaskan. Rekomendasi untuk peningkatan kualitas pelayanan termasuk pelatihan bagi petugas pelayanan dan peningkatan fasilitas fisik di Kantor Samsat. Temuan ini diharapkan dapat memberikan masukan yang berguna bagi pengelola Samsat dalam upaya meningkatkan kualitas pelayanan dan kepuasan wajib pajak.

Abstract

This study focuses on the challenges and efforts of community empowerment in reducing stunting rates through the Canting Gula Mojo Program in Mojokerto City. The primary issues addressed include the high prevalence of stunting in certain areas with diverse socioeconomic conditions, limited access to nutritional resources, and low awareness among families regarding the importance of proper childcare and balanced nutrition. Drawing on Jim Ife's (1997) theory of community empowerment, this research analyzes how the provision of resources, opportunities, knowledge, and skills can enhance community capabilities in addressing these challenges. The program aims to empower the community through education, distribution of nutritional resources, and capacity building for health cadres to achieve sustainable stunting reduction targets. This study employs a qualitative research method, utilizing primary data from in-depth interviews with policymakers, health cadres, and beneficiaries, alongside secondary data from official reports by the Mojokerto City Health Office. The findings reveal that the Canting Gula Mojo Program increased community participation by up to 85% in 2023, with 80% of the target audience improving their understanding of the importance of balanced nutrition. Furthermore, the program successfully reduced stunting rates to 2.26% in the same year, marking a significant decrease compared to previous years. This achievement was facilitated by providing skill training to health cadres, distributing high-protein foods, and monitoring children's growth using anthropometric kits. The study concludes that community empowerment through the Canting Gula Mojo Program is not only effective in enhancing individual and community capacities but also serves as an impactful innovation in stunting prevention efforts. Nevertheless, challenges such as budget constraints, access disparities, and the need for more detailed data mapping continue to influence program implementation. Consequently, this research recommends strengthening cross-sectoral collaboration, more targeted budget allocation, and optimizing technology for data mapping and equitable resource distribution. The program's framework can also be adapted and replicated in other regions to align with the national strategy of achieving "zero new stunting" by 2024.

Abstract

The development of the implementation of the School Operational Assistance Policy (BOSP) in Surabaya faces various challenges that affect policy optimization. This study aims to analyze the role of local government in optimizing the BOSP policy using Edward III's policy implementation theory, which includes communication, bureaucratic structure, resources, and the disposition or attitudes of implementers. This research employs a qualitative method by collecting data through in-depth interviews with informants from the education office and educational institutions in Surabaya, as well as documentation studies related to the BOSP policy. The study results show that communication contributes 68% to the success of the BOSP policy implementation, although there are still shortcomings in responsiveness and socialization. Bureaucratic structure contributes 72%, with major challenges in fragmented coordination between units and complex decision-making procedures. Resources contribute the highest at 74%, but limitations in staff competence and technological infrastructure remain significant obstacles. The disposition or attitudes of implementers contribute 73% to success, though deficiencies in discipline, integrity, and initiative are still evident. These four aspects indicate that while most elements have performed well, there is still room for improvement requiring serious attention to enhance policy effectiveness.The conclusion of this study is that optimizing the BOSP policy in Surabaya requires strengthening the four analyzed aspects. To address communication shortcomings, more structured and responsive socialization mechanisms are needed. Bureaucratic fragmentation can be resolved by simplifying procedures and integrating data management systems. Human resource and technological limitations must be addressed through intensive training and infrastructure investment. Finally, implementer disposition can be improved through development programs and supervision. These strategic recommendations can support the Surabaya local government in optimizing the implementation of the BOSP policy in a transparent, accountable, and effective manner to achieve better educational goals.

Abstract

This study aims to evaluate the effect of implementing an online attendance system on improving work discipline and to examine the work discipline of State Civil Apparatus (ASN) at the Benjeng Sub-district Office, Gresik Regency. This study uses a qualitative descriptive method supported by data from interviews, observations, and document studies. The research findings indicate that the implementation of online attendance plays a significant role in improving ASN work discipline. This system facilitates the process of recording attendance that is more transparent, accurate, and real-time, thus providing better control over employee attendance. In addition, ASN work discipline at the Benjeng Sub-district Office is also influenced by the leadership's exemplary behavior, consistent supervision, and the application of fair sanctions and rewards. Online attendance supports these efforts by providing data that can be used as a basis for decision making. Although there are several obstacles, such as employee adaptation to new technology and internet network disruptions, this system is generally successful in increasing employee compliance with applicable regulations. This study highlights the importance of synergy between online attendance technology and work discipline policies to create a professional and productive work environment.

Abstract

This research aims to analyze the quality of public services in making children's identity cards at the Sidoarjo district population and civil registration service. Researchers used descriptive qualitative research methods. with several qualitative data collection techniques, namely; 1). interview, 2). observation, 3). documentation, and 4). focused discussion (Focus Group Discussion). In collecting data, researchers ensured that they combined several data sources for accuracy and reliability of results, namely from observations and interviews. Furthermore, when researchers carry out data analysis using qualitative research methods, it is very important to pay attention to the interpretation of the qualitative data. There are several stages in the data analysis carried out, data transcription, data categorization, data reduction, data description, data interpretation and reporting. In this study, researchers used the theory of Parasuraman, Zeithmal and Berry (Hardiansyah, 2018) that service quality can be measured using indicators, namely, Tangibles, Reliability, Responsiveness, Assurance, and Empathy. The results of this article show that the quality of public services in making Child Identity Cards at the Sidoarjo Regency Population and Civil Registration Service needs to be improved through various factors such as efficiency, staff training, online systems, clear service standards, public input from, and priority on customer satisfaction. The discussion in this article emphasizes the importance of innovation and improving service quality to ensure public satisfaction in processing Child Identity Cards. It is also necessary to improve infrastructure, facilities and employee capabilities as well as implement quality service principles to improve the quality of KIA services.

Abstract

This research aims to examine the implementation of E-KTP Population Administration Services for People with Disabilities in East Manggarai Regency. by using theory according to George C. Edwards III, there are four variables in public policy, namely communication (Communications), Resources (Resources), attitudes (Dispositions or Attitudes). The method used is descriptive qualitative. Data collection techniques used in this research include observation, interviews and documentation. Based on the results of research using George C Edward III's theory at the East Manggarai Regency Population and Civil Registration Service, it can be said that communication has been running optimally because the Dukcapil have been effective and efficient in carrying out socialization. Based on the results of the interview analysis on June 22 to June 28 of 2023, for the Resource variable, it can be said that the implementation process is going well because the socialization material is there based on the results of interviews with the community, and for the disposition variable it can be said that it has gone well and well due to several factors, namely officers who work at the East Manggarai Regency Dukcapil providing services wholeheartedly and definitely serve the community well. This bureaucratic structure is quite good and works well because it consists of all the officers in the East Manggarai Regency Dukcapil, the SOP runs well and the officers also carry it out because the SOP is a guide for officers when working.

Abstract

In Indonesia there are several types of sea transportation, some of which are commonly used for public purposes. Some are only used for certain purposes. The port itself as a sea transportation infrastructure that supports smooth sea transportation has a function that is closely related to social and economic factors. Batu-Guluk Harbour is a ferry port that connects Kangean Island with Madura Island. Lack of passengers, for example the ship has exceeded its load and capacity but the ship's officers sometimes still accept passengers. This study aims to find out how to analyze the policy on sea transportation needs at Batu Guluk Port and to find out what factors support and hinder the process of sea transportation activities at Batu Guluk Port, according to William dunn. The research method chosen in this study uses a qualitative approach, the data collected is in the form of document data, data interviews, data observation, then analyzed using interactive data analysis. The results obtained are: (1) Lack of sea transportation and passenger comfort Sea transportation for passengers cannot be said to be feasible because of the large passenger capacity and the small size of the ship, this is very dangerous with the safety and comfort of passengers. So sea transportation for passengers provided must be added considering the large number of passengers needed by increasing cooperation between shipping companies and also looking for sponsors to be able to meet the shortage of sea transportation to the Kangean Islands, (2) Supporting factors in the process of sea transportation activities at Batu port-Guluk the availability of several workforces used such as laborers who assist in the process of loading and unloading passengers and ship departure times which are always on time and goods while the inhibiting factors in the process of sea transportation activities at Batu-Guluk port are weather, lack of availability of transportation fleets, and shortage of officers counter in serving the purchase of tickets.

Abstract

Pelayanan publik di Samsat Surabaya Barat sebelumnya menghadapi masalah seperti waktu pelayanan yang lama, prosedur administratif yang kompleks, dan praktik percaloan, mengganggu efisiensi dan transparansi. Penelitian ini menganalisis implementasi Program Mahameru Walk-Thru menggunakan teori difusi inovasi Everett M. Rogers dengan fokus pada lima indikator: keuntungan relatif, kesesuaian, kompleksitas, dapat diuji coba, dan dapat diamati. Metode kualitatif deskriptif digunakan melalui wawancara mendalam, observasi, dan analisis dokumen. Hasil penelitian menunjukkan program ini berhasil meningkatkan efisiensi dengan memangkas waktu administrasi dari 90 menit menjadi 30 menit, meningkatkan efektivitas sebesar 66%. Kesesuaian program mencapai 72% melalui penyederhanaan proses yang relevan dengan kebutuhan masyarakat modern. Kompleksitas berkurang sebesar 68% dengan menghilangkan langkah-langkah rumit. Tingkat trialibility mencapai 74%, menunjukkan kemudahan akses dan pemahaman masyarakat terhadap sistem baru. Observability mencapai 75%, terlihat dari pengurangan antrean dan praktik percaloan. Kesimpulannya, Program Mahameru Walk-Thru efektif meningkatkan efisiensi, kenyamanan, dan transparansi pelayanan di Samsat Surabaya Barat. Rekomendasi meliputi peningkatan sosialisasi, penguatan infrastruktur, dan evaluasi berkelanjutan.
