Abstract

This study aims to analyze the impact of Japan's Free and Open Indo-Pacific (FOIP) policy on Indonesia’s maritime security. The research adopts a qualitative descriptive method, utilizing document-based analysis through literature review of official records, academic journals, books, and reports from international organizations. The theoretical framework draws on liberalism in international cooperation and world-systems theory to understand maritime security dynamics in the Indo-Pacific region. The findings indicate that Japan’s implementation of FOIP through defense cooperation, maritime security training, patrol vessel assistance, and multilateral diplomacy has significantly enhanced Indonesia’s maritime surveillance, law enforcement capabilities, and protection of major sea lines of communication. Moreover, FOIP strengthens the observance of international maritime law and supports Indonesia’s position in addressing non-traditional security threats. Thus, FOIP has positively contributed to Indonesia’s maritime security through strategic bilateral and regional collaboration.

Abstract

This research analyzes the effectiveness of Indonesia–Philippines cooperation in combating narcotics smuggling during the 2017–2022 period. The main objective is to assess the extent to which bilateral memoranda of understanding—between institutions such as the Indonesian National Police (POLRI) and Philippine National Police (PNP), as well as the National Narcotics Agency (BNN) and the Philippine Drug Enforcement Agency (PDEA)—have been effectively implemented in addressing transnational narcotics crimes. The study employs a qualitative descriptive method, utilizing data from interviews and literature review of relevant secondary sources. Theoretical analysis is based on Steers’ (2015) organizational effectiveness framework, emphasizing accuracy, timeliness, objectivity, and comprehensiveness of execution. Findings indicate that the cooperation is moderately effective in supporting enforcement and prevention efforts, although it has not fully disrupted cross-border drug networks. Key challenges include limited coordination during the COVID-19 pandemic, the evolving complexity of smuggling operations, and legal system differences. Nevertheless, increased intelligence sharing, joint policing efforts, and the establishment of a bilateral committee demonstrate that this partnership has contributed meaningfully to regional security stability in Southeast Asia.

Abstract

The purpose of this research is to analyze how aviation safety cooperation between the Air Force (AU) and the Royal Australian Air Force (RAAF) through the development of the 2024 Safety and Airworthiness Joint Working Group (SAJWG) program can anticipate and minimize the level of work accidents in the aviation environment so as to create a safe, efficient and professional aviation environment by adopting international aviation safety standards. This research uses qualitative data collection techniques through literature study and interviews with relevant agencies. The results showed that aviation safety cooperation through the SAJWG program was able to create a competent work environment. In addition, this aviation safety cooperation can enhance the bilateral cooperation that has been established between Indonesia and Australia.
