Abstract

A city needs transportation to help people in the city move from one place to another easily. Currently, there are many big cities in Indonesia, one of which is Surakarta City, which provides public transportation provided by the Surakarta City Governemnet called Batik Solo Trans (BST) consisting of various corridors with different road routes. At this time, Batik Solo Trans (BST) has provided convenience and comfort for the people of Surakarta City related to the innovative performance of its payment method, which is using an electronic card or emoney payment. This new payment method makes the payment transaction process faster because people only need to tap their electronic cards to the tap tool or scan the barcode available on the bus. However, there are indications that people feel dissatisfied with the emoney payments that are implemented because there are still various obstacles. The purpose of this research is to analyze the effect of service quality and product quality on customer satisfaction with the implementation of the e-money payment sysem in Batik Solo Trans (BST). Researchers will analyze through the theory of customer satisfaction, service quality, and porudct quality. The research method used in this research is a type of quantitavie research with data collection techniques through questionnaires. In determining research subjects, researchers will use convenience sampling techniques. The result of the research produced by researchers, namely the quality of e-money payment services partially has a significant influence on customer satisfaction with a value of 4.322. The quality of e-money payment product partially has a significant with a value of 4.315. Service quality and product quality of e-money payments together have a signicant influence on customer satisfaction with a value of 67.038.

Abstract

In research This the existence of a Smart village in Warunggunung Village can understand problems faced by the village with understand situation latest from problems that exist in the village, with manage various source power to be effective and efficient, then maximizing objective for serve public. Study This aim for see how one dimensions of the smart village implemented namely smart government in Warunggunung Village, Lebak Regency. Method used in study This is descriptive qualitative use theory from Bakri (2004) about readiness with the STOPE model. Interview data collection done with informant from the Warunggunung Village Head's Office and parties public. Research result show that readiness village warunggunung in dimensions of smart government yet walk with Good seen from lack of budget and HR readiness of Warunggunung Village in prepare digitalization service village in Warunggung Village Because Still There is a number of features that are not yet Can walk optimally. Other perceived obstacles were also seen from side public it's the one that’s lacking participate active and public with the world of digitalization. Efforts made as preparedness and coping factor inhibitor with do training For increase the quality of human resources as well Keep going do socialization massively to the people of Warunggung Village about method use technology digital information and services.

Abstract

The Resettlement of Alienated Communities (PKMT) program, in the aspect of social development carried out by the government. This research focuses on the effectiveness of the SAD settlement development program through the PKSTM program. The formulation of the problem How is the effectiveness of the special housing construction program for SAD through the Program for the Welfare of Alienated Communities (PKSMT). The purpose of this research is to analyze the effectiveness of the special house construction program for SAD through the Development of the Welfare of Alienated Communities (PKSMT) program. The urgency of the research is as a forum for the development of government programs for disadvantaged communities, especially SAD, through this program can provide welfare and openness of SAD to the outside world. The method used in this research is field research with a qualitative descriptive approach, with the type of data used primary data and secondary data. Data sources were obtained from the Social Service, mass media, journal articles and documentation. Data collection was carried out using the interview method. This research was conducted. The results of the analysis show that the SAD settlement building program has not been effective, because: the construction of special SAD settlements is not evenly distributed throughout the SAD community, the government's efforts are not optimal in running the PKSMT program and psychologically it takes a long time to change the patterns and habits of life of the SAD community from living in melangun (moving) to living in a settled area.

Abstract

Penelitian ini bertujuan untuk menganalisis elemen Support, Capacity, dan Value dalam implementasi Electronic Sistem Akuntabilitas Kinerja Instansi Pemerintah (E-SAKIP) di Kabupaten Demak. Metode penelitian yang digunakan adalah pendekatan kuantitatif dengan teknik pengumpulan data melalui kuesioner dan observasi. Data yang diperoleh dianalisis menggunakan aplikasi JASP untuk menguji validitas, reliabilitas, dan deskripsi data. Hasil penelitian menunjukkan bahwa implementasi E-SAKIP masih menghadapi berbagai tantangan. Dari aspek Support, dukungan regulasi masih belum optimal, terlihat dari rendahnya tingkat sosialisasi dan pemahaman terhadap kebijakan yang ada. Pada aspek Capacity, mayoritas instansi telah memiliki infrastruktur yang memadai, seperti akses internet dan anggaran terkait E-SAKIP, namun masih terdapat kekurangan dalam sumber daya manusia yang kompeten dalam pengelolaannya. Sementara itu, aspek Value menunjukkan bahwa penerapan E-SAKIP telah memberikan manfaat bagi instansi pemerintah dalam meningkatkan efisiensi dan akuntabilitas kinerja, meskipun belum sepenuhnya dipahami oleh seluruh pegawai yang terlibat. Secara keseluruhan, penelitian ini menegaskan bahwa meskipun E-SAKIP telah berjalan cukup baik, masih diperlukan optimalisasi kebijakan, peningkatan kapasitas sumber daya manusia, serta evaluasi berkala untuk memastikan sistem ini dapat berfungsi secara maksimal dalam mendukung akuntabilitas kinerja instansi pemerintah.

Abstract

Pandemi Corona Virus Disease membawa dampak signifikan terhadap semua aspek kehidupan, hingga terhadap pelayanan publik. Sehigga mengakibatkan pemerintah harus mengeluarkan berbagai kebijakan, antara lain dengan membatasi hubungan sosial, menghimbau untuk bekerja di rumah bagi sebagian besar Aparatur Sipil Negara. Artikel ini fokus pada implementasi kebijakan social distancing dengan penerapan work from home dalam pelayanan publik di Disdukcapil, dengan mengacu kepada himbauan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi melalui Surat Edaran nomor 19 Tahun 2020 tentang Penyesuaian Sistem Kerja Aparatur Sipil Negara dalam Upaya Pencegahan Covid-19 di Lingkungan Instansi Pemerintah, yang kemudian ditindaklanjuti dengan terbitnya Surat Edaran Bupati Kotawaringin Barat tentang Penyesuaian Sistem Jam Kerja Aparatur Sipil Negara dalam Upaya Pencegahan Penyebaran COVID-19 di Lingkungan Pemerintah Kabupaten Kotawaringin Barat yang dikeluarkan pada 24 Maret 2020. Artikel menggunakan metodologi studi kepustakaan. Hasilnya menunjukkan bahwa berlakunya work from home bagi Aparatur Sipil Negara yang bergerak dalam pelayanan publik menyebabkan pelayanan publik menjadi terhambat, karena beberapa bidang pelayanan tidak dapat melayani masyarakat secara langsung. Akan tetapi, penyelenggara pelayanan publik akhirnya membuat inovasi-inovasi dalam pemberian pelayanan seperti memberikan pelayanan melalui “Whatsapp”. Selain itu, Disdukcapil juga menjalankan program “menyapa masyarakat” untuk meningkatkan layanan publik di Kotawaringin Barat.

Abstract

Bureaucratic transformation in an environment steeped in traditional values demands an unconventional approach to leadership. This article examines how an anthropological perspective can explain the leadership transformation of a mayor who redefines his role-from authority figure to public servant-in the context of Yogyakarta's aristocracy. Using ethnographic methods, including participant observation and in-depth interviews, this study addresses three core questions: how leadership operates as a catalyst for bureaucratic transformation in an aristocratic society; what strategies are used to transform bureaucratic norms into public service; and how civil servants respond to such changes. The research findings suggest that culturally grounded leadership can play an important role in reshaping bureaucratic values and practices. The mayor's leadership broke down entrenched hierarchies, fostering a culture of service and accountability within the bureaucracy. These changes were not only administrative but also structural, contributing to more equitable and responsive governance. Ultimately, this research highlights the importance of context-rooted leadership in public sector reform, emphasizing that transformative change will be more sustainable if leadership strategies are aligned with local cultural frameworks.

Abstract

Lemahnya perekonomian buruh nelayan tradisional mengakibatkan buruh nelayan tradisional kesulitan untuk memenuhi kebutuhan hidup sehari-hari sehingga hal ini dapat mempengaruhi strategi bertahan hidup buruh nelayan tradisional di Sugihwaras. Tujuan penelitian untuk mengetahui faktor-faktor lemahnya perekonomian buruh nelayan tradisional dan strategi bertahan hidup buruh nelayan tradisional di Kelurahan Sugihwaras Kecamatan Pemalang Kabupaten Pemalang dalam memenuhi kebutuhan pokok keluarga. Teori Mekanisme Survival oleh James Scott digunakan penulis untuk mengkaji penelitian ini. Penelitian ini menggunakan jenis penelitian kualitatif dengan pendekatan etnografi. Teknik pengumpulan data dilakukan dengan observasi, wawancara mendalam, dokumentasi, dan studi pustaka. Lokasi penelitian dilakukan di Kelurahan Sugihwaras Kecamatan Pemalang Kabupaten Pemalang. Hasil penelitian menunjukkan bahwa faktor-faktor lemahnya perekonomian buruh nelayan tradisional di Sugihwaras di antaranya pengaruh musim, keterbatasan modal, teknologi yang digunakan sederhana, sistem bagi hasil yang timpang, pendidikan rendah, tidak memiliki pekerjaan alternatif, dan rendahnya harga hasil tangkapan yang dijual ke bakul langganan. Strategi yang dilakukan untuk memenuhi kebutuhan pokok keluarga berdasarkan tiga premis utama teori Mekanisme Survival James Scott, yaitu mengurangi frekuensi makan dalam satu hari dan beralih ke makanan yang mutunya lebih rendah, menggunakan alternatif subsisten dengan memanfaatkan anggota keluarga untuk ikut bekerja.
