Abstract

ABSTRACT Amid the transfer of land functionsthat mostly occurs in Denpasar City, Subak Sembung can still survive with good agricultural conditions and is also developed as an ecotourism which can be a role model for other Subak in Denpasar City. The purpose of this study is to determine the implementation of the Green Open Space Policy of the City for Agricultural Designation Areas in Subak Sembung, Peguyangan Village, North Denpasar Subdistrict by using the Implementation theory of Van Meter and Van Horn which consists of six variable. The results of this study is the policy of the Green Open Space of the City of Agricultural Designation Areas in Subak Sembung, Peguyangan Village, carried out by the Spatial Planning Division of the Public Works Department of Denpasar City, has gone well, but the human, financial and infrastructure resources need to be improved so that policy can running optimally. Abstract

ABSTRACT SMS Gateway is a device that offers SMS transit services to transform messages to the cellular network from other media. Wangaya Hospital has implemented an innovation SMS Gateway program that aims to provide an ease in the field of service to the patients, in the process of registration to conduct examination in polyclinic and to know the amount of patient care costs at Wangaya Hospital. This research was conducted by a descriptive qualitative method with data collection techniques which are observation, interview and documentation. This research measures how the implementation of SMS Gateway program at Wangaya Hospital by using the policy implementation concept by Charles O. Jones that based on indicator of organization, interpretation, and application. The result of this research is the implementation of SMS Gateway program in Wangaya Hospital has been running well but not yet reached the maximum. Based on the three indicators used to see the implementation, all have met these indicators but still encounter various obstacles in each indicator. Abstract

ABSTRACT Transportation is important in national development, therefore a transportation service should be done well so the public safety can be guaranteed. A transportation service better known as motor vehicle testing or kir. High number of vehicles as happened in Denpasar need a good vehicle test service. Previously, the vehicles testing in the city of Denpasar considered the public too convoluted and takes a long time. Seeing the phenomenon, denpasar government through UPT Pengujian Kendaraan Bermotor sparked a new breakthrough programme known as kir drive thru that have a purpose to improve transportation service in UPT Pengujian Kendaraan Bermotor. Kir drive thru programme can be successful not just seen from the purpose, but also get improvement from the problem that happened during the implementation with evaluation. A policy evaluation is undertaken to assess whether the policy is appropriate to implement and to provide recommendations for future policy implementation. In this study using William N Dunn's policy evaluation theory consisting of sixpevaluationpcriteria. Which is effectiveness,pefficiency, adequacy, equity, responsiveness, and accuracy. This type of research is descriptive qualitative. The results showed that the implementation of kir drive thru program since 2012 has been effectively seen from the predetermined objectives can be achieved. However, if seen from the criteria of efficiency and adequacy there are still some problem that make the drive thru programme less maximum. If seen from the equity, responsiveness and accuracy criteria is can be done well. Abstract

ABSTRACT The purpose of this study was to determine the Implementation of Badung Regency Local Regulation Number 7 of 2012 concerning Structuring and Guiding Traditional Markets, Shopping Centers and Modern Stores (CK Modern Minimarket Type Licensing Licensing Study in Kuta Subdistrict) using the Policy Implementation Policy from Van Meter and Van Horn includes policy standards and objectives, resources, communication between implementing organizations, characteristics of implementing organizations, attitudes of implementers, and social, economic and political environmental aspects. This research uses descriptive qualitative method with data collection techniques in the form of observation, interviews and documentation. The results of the study show that the implementation of Regional Regulation No. 7 of 2012 has not gone well because there are still obstacles in several indicators, namely from standard indicators and policy objectives / goals, communication between implementing organizations, attitudes of implementers, and social, economic and political environmental aspects and indicators that have been running well include two indicators, namely indicators of resources and characteristics of implementing organizations. Abstract

ABSTRACT This policy was implemented in 2013 by implementing an online system. This online system-based Hotel and Restaurant Tax Collection includes a reporting system (SPTPD), payment system, and online business transaction monitoring (supervision) system. With the existence of this policy, many conveniences were brought in. For taxpayers, they can carry out their obligations to report and pay taxes online. In this research, researchers used descriptive qualitative methods.To able to obtain data, researchers goes down to the field to observe and got a primary data and secondary data for documentation study. The implementation has been running quite well but, implementation it has not been able to improve the compliance of taxpayers. There are some difficulties in carrying out this policy, there are taxpayers who still use manual systems, taxpayers who are less cooperative in paying taxes, taxpayers do not make good use of the facilities provided, and less competent human resources. Abstract

ABSTRACT Gema Petik Program is a community-driven community empowerment movement that is from, by and for the people, as well as an effort to suppress DHF (Dengue Fever) in the Denpasar city.The purpose of this study was to determine the implementation of the echo program in Banjar Lantang Bejuh. This study uses descriptive qualitative data collection techniques, and data in this study are presented in the form of text, tables, and graphs/diagrams. The indicators used in this study are, information, policy content, community support, potential sharing. The results of this study is the implementation of the Gema Petik program in Banjar Lantang Bejuh has been implemented, but it has not run optimally. The obstacles that must be followed up are the provision of information on the Gema Petik program that is unclear and evenly distributed, the community support is still not optimal, the lack of human resources for jumantik officers. Abstract

ABSTRACT The government's obligation in realizing supervision on the circulation of counterfeit and illegal drugs is to form an institution that oversees the circulation of drugs and food namely the Food and Drug Administration or BPOM. There are several findings of problems regarding the monitoring of BBPOM to the drug distribution facilities and health service facilities. Firstly, the unclear time of BBPOM monitoring. Secondly, the supervision by BBPOM is not yet optimal in the health service facilities of drug store, minimarket or supermarket. Third, cross sectoral cooperation is not yet optimal. This research aims to find out how the supervision of the Food and Drug Administration of Bali Province to the drug distribution facilities and health service facilities in Denpasar City and the constraints faced. The theory used in this research is the management theory of supervisory function by Joko Widodo. The method of research used is qualitative with qualitative descriptive technique. The result of this research is that supervision of the Food and Drug Administration of Bali Province is not optimal, because lack of human resources of supervisor in terms of quantity, lack of facilities, difference of perception with cross sectoral. As for the advice given is the acceptance of contract workers or internships and apply the organization to be appropriate function and right size, coordination should be integrated and sustainable to cross-sector, review the current budget needs planning for next year's budget. Abstract

ABSTRACT The Micro and Small Business License Policy (IUMK) in West Denpasar District has been running since February of 2015. West Denpasar District became the first district to implement IUMK and has adequate facilities, but the number of IUMK’s publishing in West Denpasar District is still slightly compared to 3 (three) other districts in Denpasar City. The purpose of this IUMK is to make it easier for people to get legality for their business and easy access to empowerment, such as access to capital or financial. The purpose of this research is to know the implementation of policy of Small and Micro Business License (IUMK) in West Denpasar District by using Policy Implementation Theory from Charles O. Jones, including organization, interpretation, and application. This research used a descriptive qualitative method with data collection techniques such as observation, interview, dan documentation. The result of this research is the implementation of IUMK in West Denpasar District has been running well from the policy supporting organization aspect, but still need to be improved on the interpretation aspect of the implementation of IUMK and the lack of socialization, and the application or implementation aspect of IUMK. Through the improvement of the overall policy implementation process, it is expected to be able to increase the number of IUMK publishing as an effort to empower micro and small business enterprises in West Denpasar District. Abstract

ABSTRACT Prostitution is a social problem that tends to occur in urban areas of a country, including in Indonesia. In Denpasar, in dealing with the problem of prostitution, a government institution, namely the Social Service Office of the City of Denpasar, was given the responsibility of fostering female prostitutes again as functional citizens. The purpose of this study is determining the performance of the Denpasar City Social Service in dealing with the problem of prostitution. The research method used is Qualitative Descriptive method with the method of determining the informant is Purposive Sampling and the method of observation is Passive Observation. It was found that the performance of the Denpasar City Social Service prostitution was still not effective due to various factors from WTS, community participation and the interests of third parties. Therefore it is recommended to educate the younger generation about the dangers of HIV/AIDS or legalize prostitution Keywords: Performance, Prostitution, Denpasar City Social Service
