Abstract

Class I narcotics trafficking constitutes a serious crime with far-reaching impacts on public health, social stability, and national security. In recent years, the jurisdiction of the Tanah Datar Police has shown an increasing involvement of women as perpetrators of narcotics trafficking, indicating a shift in crime patterns as well as the presence of gender-specific vulnerabilities. This study aims to analyze the criminological factors underlying women’s involvement in Class I narcotics trafficking and to examine the countermeasures implemented by law enforcement authorities. This research employs an empirical juridical method with a qualitative approach. Data were collected through in-depth interviews with police officers from the narcotics investigation unit of the Tanah Datar Police and a female convicted offender, and were analyzed by relating criminological theories to the local social context. The findings indicate that women’s involvement in narcotics trafficking is influenced by a combination of economic pressure, unequal social relations, and weak social control within their living environments. The countermeasures implemented have included repressive, preventive, and rehabilitative measures; however, they have not yet fully integrated a gender perspective. This study emphasizes that women’s involvement in narcotics trafficking cannot be understood merely as individual legal violations, but rather as a criminological phenomenon shaped by structural and relational conditions. These findings contribute academically to the development of gender-based criminological studies and serve as a reference for the formulation of more comprehensive and gender-sensitive narcotics control policies.

Abstract

This study aims to analyze the application of legal sanctions against soldiers of Kodim 0304/Agam involved in online gambling crimes and to examine the legal mechanisms used in handling such cases within the framework of military law enforcement. The increasing involvement of military personnel in cyber-based gambling activities has raised concerns regarding legal accountability, military discipline, and institutional integrity. This research employs an empirical legal research method with a qualitative approach through field research, document analysis, and the examination of relevant legal regulations governing military and criminal law. Data were collected through interviews, observations, and supporting legal documents related to the implementation of sanctions for military personnel involved in online gambling activities. The findings indicate that soldiers involved in online gambling crimes are subject not only to criminal sanctions under applicable laws but also to disciplinary sanctions and administrative measures under the military justice system. The imposition of sanctions is influenced by the nature of the offense, the degree of involvement, and institutional considerations related to maintaining military discipline and public trust. The study finds that legal enforcement in military institutions prioritizes both punitive and corrective dimensions to preserve professional conduct among soldiers. This study concludes that the application of legal sanctions against soldiers involved in online gambling requires an integrated legal approach combining criminal responsibility and military disciplinary principles. The academic contribution of this research lies in expanding the discourse on military criminal law and providing a contextual understanding of legal accountability for online gambling offenses within military institutions.

Abstract

Sejak tahun 2009, isu mengenai kendaraan overdimensi dan overloading (ODOL) telah menjadi perhatian serius di Indonesia. Kendaraan dengan muatan yang melebihi kapasitas dan dimensi ini tidak hanya mempercepat kerusakan infrastruktur jalan, tetapi juga menjadi salah satu penyebab utama terjadinya kecelakaan lalu lintas. Meskipun pemerintah telah mengeluarkan berbagai regulasi untuk mengendalikan permasalahan ODOL, kenyataannya pelanggaran masih sering terjadi di lapangan. Permasalahan dalam penelitian ini adalah. Bagaimana Tingkat Pelanggaran kendaraan Overdimensi Overloading (ODOL), Bagaimana Proses Penindakan Pelanggaran Kendaraan Overdimensi Overload terhadap angka kecelakaan lalu lintas dan Bagaimana Upaya Penindakan Pelanggaran Kendaraan Overdimensi Overload terhadap angka Kecelakaan lalu lintas Penelitian ini menggunakan pendekatan normatif dan empiris yang berguna memberikan data dan informasi mengenai Pelanggaran Kendaraan Overdimensi dan Overloading terhadap angka kecelakaan lalu lintas di wilayah hukum Polresta Bukittinggi. Kemudian data dianalisis secara sistematis. Dari hasil penelitian dan pembahasan yang telah dilakukan, dapat disimpulkan bahwa pengawasan dan penegakan hukum terhadap pelanggaran kendaraan overdimensi dan overloading (ODOL) masih belum berjalan secara optimal. Masih ada sejumlah hambatan yang membuat upaya penertiban kendaraan ODOL di lapangan kurang efektif. Salah satu hambatan utama adalah rendahnya kesadaran masyarakat, khususnya para pengemudi dan pelaku usaha transportasi, terhadap bahaya dan dampak dari pelanggaran ODOL. Selain itu, pengawasan dan penindakan dari pihak berwenang juga masih lemah, baik karena keterbatasan sumber daya, kurangnya fasilitas, maupun belum maksimalnya koordinasi antar instansi. Kata Kunci: Overdimensi, Overloading, Kecelakaan lalu lintas
