Abstract

This study evaluates the IT governance maturity of the Central Lombok Civil Service Police Unit (Satpol PP) using the COBIT 2019 framework, focusing on improving service continuity and data security in a resource-constrained public sector context. The assessment, conducted across key domains such as service delivery, data security, and compliance, revealed that Satpol PP operates at Level 3 (Defined) maturity. While processes are documented and standardized, significant gaps remain in automation, proactive risk management, and real-time monitoring. These limitations hinder the organization's ability to optimize service continuity and safeguard sensitive data effectively. The study emphasizes the innovative application of COBIT 2019 in a resource-limited environment, demonstrating how the framework can be adapted to prioritize immediate needs while progressively advancing IT governance maturity. Key recommendations include automating monitoring systems, enhancing data security protocols, and implementing proactive risk management strategies. These findings contribute valuable insights into the challenges and solutions for IT governance in public institutions, providing a replicable model for similar organizations. Future research should explore the long-term impacts of these recommendations on IT governance maturity and service efficiency in other public sector contexts.

Abstract

This study examines the impact of Accounting Information System (AIS) attributes on User Satisfaction, Decision-Making, and Loyalty among Micro, Small, and Medium Enterprises (MSMEs). The research evaluates how Content, System Quality, Information Quality, and User Characteristics influence satisfaction and decision-making, ultimately shaping user loyalty. A quantitative approach utilizing Partial Least Squares Structural Equation Modeling (PLS-SEM) was employed to analyze responses from 62 MSME operators in East Lombok, Indonesia. The findings indicate that Content and System Quality significantly enhance User Satisfaction and Decision-Making, which in turn mediate their effects on User Loyalty. Contrary to conventional expectations, Information Quality has a minimal impact, suggesting that MSMEs prioritize system usability and functionality over informational attributes. The study reinforces the critical mediating roles of satisfaction and decision-making, highlighting how system attributes influence behavioral outcomes. In practical terms, AIS should be designed with simplicity, reliability, and relevance to MSME needs, ensuring ease of adoption and operational efficiency. Policymakers are encouraged to promote digital literacy and provide affordable AIS solutions to accelerate adoption among MSMEs. Additionally, the study suggests that future research explore broader cultural and organizational dynamics affecting AIS adoption and employ mixed-method approaches for deeper insights into user behavior.

Abstract

This study investigates the determinants influencing the adoption of digital based performance appraisal systems in secondary schools by integrating the Technology Acceptance Model (TAM) with the Technology Organization Environment (TOE) framework. A quantitative approach was employed, involving 103 teachers from junior and senior secondary schools, and data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) and Importance Performance Map Analysis (IPMA). The results show that perceived ease of use strongly affects both perceived usefulness (β = 0.377, p = 0.007) and behavioral intention (β = 0.678, p < 0.001). Environmental readiness (β = 0.495, p < 0.001) and technological readiness (β = 0.357, p < 0.001) are significant predictors of perceived ease of use, while organizational readiness (β = 0.269, p = 0.013) significantly influences perceived usefulness. Conversely, the direct effect of perceived usefulness on behavioral intention was not significant (p = 0.142). The IPMA results emphasize that although environmental and technological readiness exhibit relatively high performance, they still present opportunities for improvement to enhance perceived ease of use. These findings highlight that strengthening usability, infrastructure, and organizational support is crucial for increasing teacher acceptance and ensuring the sustainable implementation of digital based performance appraisal systems in schools.
