Abstract

The National Election Commission or Comissão Nacional da Eleições abbreviated as CNE is an independent institution/body that organizes national elections, meaning that the Comissão Nacional de Eleições (CNE) is one of the central institutions in Timor Leste tasked with supervising, organizing, managing and organizing General Elections as an instrument to realize the sovereignty of the people, form a legitimate government and as a means of articulating the aspirations and interests of the people. The role of the Comissão Nacional de Eleições (CNE) in organizing and supervising, organizing and managing the National Parliamentary Elections has provided guarantees and opportunities for citizens to convey their voices and elect leaders who will represent them in government. In the General Election, eligible citizens have the right to cast their votes for the candidates or political parties of their choice. The election results are then used to determine who will hold political office, either at the local, regional or national levels through the winning party in the election. The purpose of this study is to describe and analyze the role of the Comissão Nacional de Eleições in ensuring the rights and obligations of the community to participate in the General Election, Parliamentary Election in 2023 in Timor-Leste. The method used to examine the research problem is a qualitative descriptive approach. While data collection techniques include observation, document studies, and interviews, while data analysis techniques include the stages of data collection, data reduction, data presentation, and drawing conclusions.

Abstract

This study aims to analyze the performance of cooperation of Nusa Cendana University in the last five years (2019–2023), and to identify factors that support and hinder the effectiveness of the implementation of the cooperation. The study used a qualitative approach with an instrumental case study method, and was conducted at Nusa Cendana University, Kupang. Informants were determined purposively from three faculties representing the categories of high (FKIP), medium (FST), and low (FISIP) cooperation performance. The results of the study show that in general, Nusa Cendana University has established various forms of cooperation at the university, faculty, and study program levels. However, there are disparities in the performance of cooperation between work units, as reflected in the number of cooperation documents and the level of implementation of cooperation agreements (MoU, MoA, IA). The most dominant cooperation is carried out in FKIP, while FISIP and postgraduate programs show relatively low achievements. Factors that influence cooperation performance include ability and motivation factors at the study program level. Supporting factors include: faculty leadership initiatives, availability of regulations and guidelines for cooperation, collaborative experience, and active partner networks. Inhibiting factors include the lack of an integrated coordination system, limited human resources, low administrative literacy, and no specific cooperation budget. The study recommends strengthening institutional systems, enhancing HR capacity at the study program level, and developing measurable follow-up strategies. Optimizing these aspects is expected to improve Nusa Cendana University's cooperation performance more effectively and sustainably.

Abstract

The purpose of this research is to analyze the condition of the existing urban transportation system in Kupang City, including its weaknesses, strengths, and development opportunities. It also identifies the main challenges faced in the process of transforming the urban transportation system. It also develops an urban transportation transformation strategy that aligns with the needs of the community and the conditions of Kupang City, to support sustainable mobility. The research used a qualitative approach, with informants selected purposively and actively. The results indicate that the urban transportation system in Kupang City is facing significant challenges in its transformation process. Although public transportation (angkot) remains available and operational, the dominance of online transportation services such as Grab and Maxim signals a shift in public preference toward more flexible, faster, and technology-based modes. The quality of conventional public transportation services remains low, with limitations in comfort, accessibility, and schedule certainty. Furthermore, the lack of regional regulations specifically governing the operation of urban transportation systems hinders efforts to reform and integrate transportation. Other challenges stem from the social and cultural aspects of the community's continued reliance on private vehicles, as well as the lack of institutional support and visionary public policies. The success of this transformation depends heavily on active collaboration between the government, transportation operators, and the community to create a modern, inclusive, and sustainable urban transportation system.

Abstract

Collaboration between universities is a key strategy to enhance institutional capacity, educational quality, and graduate competitiveness. Universitas Nusa Cendana (UNDANA), the largest public university in East Nusa Tenggara, has established various partnerships at the university, faculty, and study program levels during the 2019–2023 period. However, partnership achievements indicate disparities among units and a lack of follow-up on agreements. This study aims to analyze UNDANA’s partnership performance, identify supporting and inhibiting factors, and provide recommendations to improve partnership effectiveness. A qualitative approach with an instrumental case study design was employed. Data were collected through open-ended interviews, document analysis, and observations, then analyzed using Creswell’s stages, with validation conducted through source, technique, and time triangulation. The findings reveal that the Faculty of Teacher Training and Education (FKIP) demonstrates the highest partnership performance, supported by clear standard operating procedures, adequate funding, and dedicated human resources for partnership management. The Faculty of Science and Engineering (FST) is in the medium category, while the Faculty of Social and Political Sciences (FISIP) ranks lowest due to limited internal support and strategic networking. Overall, UNDANA’s partnerships have developed significantly, yet six categories of partners remain untapped. Strengthening institutional capacity, leveraging strategic networks, and enhancing follow-up on agreements are essential to generate sustainable benefits.

Abstract

Purpose: This study discusses the personnel management information system to create up-to-date and integrated personnel data and information in the Personnel and Human Resources Development Agency in Malaka Regency. Research Methodology: This study used a qualitative approach. Data collection methods for this research will be conducted through interviews, observations, and document searches. The data analysis technique used in this study is based on the theory of Miles and Huberman. Results: The findings reveal that the implementation of SIMPEG in Malaka Regency remains ineffective. Personnel data management still relies heavily on manual (paper-based) and Excel systems, leading to delays, inaccuracies, and unintegrated databases. Problems include mismatches between BKPSDM records and the State Civil Service Agency (BKN) system, resulting in canceled promotions, delayed pension processing, and the inappropriate placement of civil servants. Major inhibiting factors include limited budget allocations, the absence of a permanent building and adequate IT infrastructure, and insufficient human resources with IT expertise. Conclusions: The study concludes that SIMPEG has yet to be effectively realized in Malaka Regency, causing inefficiency, inaccuracies, and poor service delivery in personnel management. Limitations: Researchers find it difficult to make more detailed observations; therefore, they cannot display more related data and information. Contribution: This research can serve as a scientific basis for evaluating the application of the personnel information system at the Personnel and Human Resources Development Agency of Malaka Regency. In addition, this research can provide scientific information for students of Public Administration Science.

Limitations: Researchers find it difficult to make more detailed observations so that they cannot display more related data and information. Contribution: This research can be a scientific basis for evaluating the application of the personnel information system at the Personel and Human Resources Development Agency of Malaka Regency. In addition, this research can be scientific information for students of Public Administration Science.

Abstract

The purpose of this study is to find a Hybrid Governance model in the formulation of public policies for forest conservation based on local wisdom ontology. The method used is qualitative with a critical emic ethnography approach. The theory used is the theory of public administration. There are several data collection techniques used to obtain the necessary information, namely observation, in-depth interviews and document studies. In this study, data analysis was carried out qualitatively. The data analysis process includes several activities, namely: data collection, data condensation, data presentation (data display) and data conclusions (conclusions: drawing/verifying). The results of the study show that traditional ecological knowledge (TEK) in the Tetun community is manifested through the practice of crop rotation, seasonal prohibitions, sacred zone arrangements such as lulik, rai-mutin, and rai-klaran, as well as collective rites that strengthen the spiritual relationship between humans and nature. The customary sanction mechanism and social oversight through customary leaders such as na'i, tua adat, and kukun demonstrate that customary institutions function as normative and operational tools in maintaining ecological balance. However, in the context of public policy at the village level, indigenous community participation remains procedural. Musrenbang (Regional Development Planning Forum) and village planning documents (RPJMDes and RKPDes) have not substantively accommodated the results of customary deliberations. Village governments tend to use technocratic and formal legal approaches that are not always aligned with the value systems of indigenous communities. This indicates an imbalance between the formal epistemology of the state and the local epistemology of indigenous communities. The most prominent contribution of this research is the formulation of a Hybrid Governance Model Based on Tetun Customs, which integrates customary institutions into the formal village government system.
