Abstract

The invitation of John Mearsheimer as a geopolitical speaker at the ministerial candidates briefing event entitled “Hambalang Retreat” by President Prabowo Subianto on October 17, 2024, illustrates the president's particular preferences regarding geopolitical topics that are heavily influenced by thoughts of Mearsheimer that in this article are referred to as “Mearsheimerism”. This has been reflected since the beginning of Subianto’s leadership in the Indonesian Ministry of Defense, which is attractive to review regarding the extent to which the contextualization of structural realism has been in defense policy decision-making, especially in Indonesia's defense diplomacy. Explaining how the government carried out its defense diplomacy process under the Subianto administration is necessary and exciting. This research was conducted using the qualitative research method. The results found several linearities between the main ideas of Mearsheimer and the main ideas of Indonesia's defense diplomacy.

Abstract

The spectrum of security threats continues to grow. This occurs due to broadening the meaning of security from traditional to non-traditional. The consequence of this phenomenon is that no country is truly safe because threats come that are difficult to predict. For example, the threat of terrorism, an attack that is not always institutionalized and often takes the form of individual actions, makes it challenging to overcome without a unique strategy. As a country that is known to be safe, New Zealand is not immune from the threat of terrorism. Even though the UN already has a Global Counter-Terrorism Strategy, it has little impact, especially when talking about the Christchurch tragedy, which has attracted world attention. From a national security perspective, the research describes how the United Nations Global Counter-Terrorism Strategy (UNGCTS) should be operationalized and why countries like New Zealand could miss out. Using a qualitative approach as a research method, at the end of this research, it was concluded that many factors must be considered when discussing countering terrorism, not just relying on general norms or rules and forgetting about micro-managing efforts.

Abstract

Perubahan atas Undang-Undang Nomor 34 tahun 2004 tentang Tentara Nasional Indonesia, memberikan dampak yang cukup signifikan terhadap tata kelola bidang pertahanan dan keamanan negara. Walaupun perubahan hanya dilakukan secara terbatas pada empat pasal, namun jika dikaji lebih dalam tentu perubahan ini dapat berdampak terhadap tata kelola penanggulangan terorisme khususnya pada “area abu-abu” yang secara praktis melibatkan institusi sipil dan institusi militer. Tujuan dari penelitian ini adalah untuk mendeskripsikan hubungan sipil militer dalam penanggulangan terorisme di Indonesia pasca perubahan atas Undang-Undang Nomor 34 tahun 2004 tentang Tentara Nasional Indonesia yang tertuang dalam Undang-Undang Nomor 3 Tahun 2025. Deskripsi ini berfokus untuk memetakan proyeksi interaksi antar institusi terkait penanggulangan terorisme khususnya antara Tentara Nasional Indonesia dengan Badan Nasional Penanggulangan Terorisme. Kualitatif adalah metode penelitian yang digunakan. Adapun tipe yang digunakan adalah tipe penelitian deskriptif. Pada hasil penelitian ini tergambar interaksi antar institusi sipil dan institusi militer yang terdampak langsung oleh penetapan Undang-Undang Nomor 3 Tahun 2025. Sorotan utama pada revisi yang memberikan implikasi dan dibahas dalam penelitian ini antara lain, kewenangan baru dalam operasi militer selain perang dan perluasan instansi sipil yang bisa ditempati prajurit Tentara Nasional Indonesia aktif. Kajian ini menemukan bahwa keberadaan prajurit Tentara Nasional Indonesia aktif di lingkungan Badan Nasional Penanggulangan Terorisme menjadi hal yang sama sekali tidak bertentangan dengan regulasi, namun perluasan interaksi sipil militer ini berpotensi memberikan kerancuan tata kelola tanpa adanya kontrol sipil yang objektif. The amendment to Law Number 34 of 2004 concerning the Indonesian National Armed Forces has significant implications for the governance of national defense and security. Although the amendment was limited to only four articles, a deeper analysis reveals that these changes may affect the governance of counterterrorism efforts, particularly in the “grey areas” where civil and military institutions are practically involved. This study aims to describe civil–military relations in counterterrorism in Indonesia following the amendment to Law Number 34 of 2004, as stipulated in Law Number 3 of 2025. The description focuses on mapping the projected interactions between institutions involved in counterterrorism, particularly between the Indonesian National Armed Forces and the National Counterterrorism Agency. The research employs a qualitative method with a descriptive approach. The findings illustrate the interactions between civil and military institutions directly affected by the enactment of Law Number 3 of 2025. Key points of the revision that carry significant implications and are discussed in this study include the granting of new authorities in military operations other than war, as well as the expansion of civilian institutions that may be occupied by the Indonesian National Armed Forces active personnel. This study found that the presence of the Indonesian National Armed Forces active personnel within the National Counterterrorism Agency environment is not at all contrary to regulations, but the expansion of civil military interaction has the potential to create governance confusion without objective civilian control.
