Abstract

Penelitian ini bertujuan menganalisis serta merumuskan strategi peningkatan kompetensi kepemimpinan Ketua RT dan RW di Kelurahan Subangjaya, Kecamatan Cikole, Kota Sukabumi. Permasalahan utama yang ditemukan meliputi pengelolaan administrasi yang masih manual, keterbatasan penguasaan teknologi informasi, rendahnya efektivitas komunikasi sosial, serta belum optimalnya kemampuan perencanaan strategis dalam mendorong partisipasi masyarakat, termasuk kepatuhan pembayaran Pajak Bumi dan Bangunan (PBB). Penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan studi dokumentasi. Analisis dilakukan secara interaktif melalui reduksi data, penyajian data, serta penarikan kesimpulan, dilengkapi analisis tematik berdasarkan teori kompetensi kepemimpinan Robert Katz (technical skill, human skill, conceptual skill) dan analisis Fishbone untuk mengidentifikasi akar masalah. Hasil penelitian menunjukkan bahwa kompetensi ketua RT/RW relatif kuat pada aspek human skill, namun masih memerlukan penguatan pada aspek technical skill dan conceptual skill. Strategi peningkatan kompetensi disusun melalui pendekatan pengembangan SDM yang berkelanjutan, pelatihan terarah, pendampingan, serta digitalisasi administrasi. Penelitian merekomendasikan prioritas utama pada peningkatan kemampuan konseptual (perencanaan strategis), diikuti peningkatan keterampilan teknis berbasis teknologi, serta penguatan komunikasi partisipatif untuk meningkatkan kualitas pelayanan publik dan efektivitas kepemimpinan lingkungan.

Abstract

Sumber daya manusia yang kompeten merupakan faktor kunci keberhasilan pelaksanaan program pembangunan daerah, termasuk Program Pemberdayaan Rukun Warga (P2RW). Tim Fasilitasi, Monitoring, dan Evaluasi (FASMONEV) P2RW Kecamatan Gunungpuyuh memiliki peran strategis dalam memastikan akuntabilitas, transparansi, dan efektivitas program. Namun, pelaksanaan tugas tim masih menghadapi berbagai kendala kompetensi, baik pada aspek pengetahuan, keterampilan, maupun sikap kerja. Penelitian ini bertujuan menganalisis kondisi kompetensi Tim FASMONEV serta merumuskan strategi peningkatan kompetensi yang tepat dan berkelanjutan. Penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi, serta analisis data secara induktif. Untuk perumusan strategi digunakan analisis SWOT yang diperkuat dengan matriks IFE, EFE, SPACE, TOWS, dan penentuan prioritas strategi menggunakan Quantitative Strategic Planning Matrix (QSPM). Hasil penelitian menunjukkan bahwa kompetensi Tim FASMONEV belum merata, terutama pada pemahaman teknis pembangunan, analisis RAB, serta kemampuan penyusunan rekomendasi berbasis data. Analisis strategis menempatkan tim pada Kuadran I (agresif), yang menunjukkan kondisi internal cukup kuat dan didukung peluang eksternal. Berdasarkan hasil QSPM, strategi prioritas adalah penguatan kapasitas SDM berbasis praktik, diikuti penataan manajemen kerja dan kolaborasi, optimalisasi sistem dan prosedur kerja, serta adaptasi regulasi dan mitigasi risiko organisasi. Strategi tersebut diharapkan mampu meningkatkan profesionalisme dan efektivitas pelaksanaan monitoring dan evaluasi P2RW.

Abstract

162 million children worldwide are affected by stunting, which has serious societal repercussions (WHO, 2021). In order to identify institutional drivers of success, this study compares the governance styles used to address stunting in Mexico (hybrid), Malaysia (centralised), and Indonesia (decentralised). Through a qualitative examination of 45 coverage documents (2015–2023) and 72 stakeholder interviews, we find that Malaysia's NPAN uses cross-regional cooperation to reduce stunting by 12%, while Indonesia's bureaucratic fragmentation hinders implementation. The importance of network engagement is emphasized in Mexico's PENSAN application. By showing how adaptive frameworks that are adapted to local capacities improve fitness outcomes, the study advances the idea of collaborative governance. Malaysia is a prime example of a collaborative governance model that involves a fewstakeholders and improves its national nutrition strategy. Mexico's comprehensive strategy, which combines health and social regulations, underscores the significance of community engagement in public health initiatives. A comparative analysis of stunting incidence indicates that Indonesia (20.0%) and Malaysia (24.3%) face significant challenges in reducing stunting rates, whereas Mexico (13.9%) has made greater progress in this area. This study gives contribution to the study of public administration by illustrating how centralized (Malaysia), decentralized (Indonesia), and hybrid (Mexico) governance systems influence the effectiveness of health interventions. It provides critical insights for policymakers and practitioners, advocating for inclusive stakeholder participation and the necessity of context specific solutions. This study redefines discussions on decentralization in global health governance and fills the gap on cross-national governance analyses in stunting policy. This study indicates that policymakers ought to promote institutional flexibility and participatory design to attain SDG objectives.

Abstract

General Background Digital betting has become a serious threat to student welfare, academic integrity, and institutional reputation in higher education. Specific Background In the studied vocational higher education environment, online gambling escalated from a private student problem into an institutional concern, as shown by illegal loan debt collection appearing in official communication channels and a USG Matrix score of 202, the highest among assessed social issues. Knowledge Gap Existing studies mainly discuss mental health, risk factors, and socioeconomic consequences, while internal policy formulation from a strategic management perspective in vocational higher education remains underexplored. Aims This study aims to formulate a strategic prevention framework using Kingdon’s Policy Window, Bryson’s Strategic Planning, and Rothman’s Community Intervention. Results Findings show that the convergence of problem severity, available institutional resources, and leadership commitment has opened a policy window for intervention. The study identifies punitive sanctions as counterproductive because they create fear and discourage early reporting. Novelty The proposed House of Integrity framework integrates Smart Monitoring, tiered educational sanctions, mandatory counseling, limited amnesty, and Peer Educator involvement through student organizations. Implications The framework offers a humane, measurable, and collaborative student protection system that supports early detection, rehabilitation, financial literacy, and institutional integrity. Abstract

This paper explores the political economy angels entail in the land conflict between the government and the local people. Land conflict between the government and the local people has been popular phenomenon in Indonesia. In the case of the local government in Indonesia, particularly in the Bandung City development, previous researchers have studied this issue by investigating the conflict either through institutional approach or people perspective.  However, have they failed to investigate the political and economic aspects inherent in the land conflict. This political economy dimension is missing from their studies.  By using the political economy approach proposed by Hughes and Hutchison who understand the material and political dimensions underlying the land conflict, the study contributes to the debate on studies of the land conflict.  The political economy aspect is important in unrevealing the economic and political reasons behind the surface of the conflict. In Investigating the phenomenon, the research uses qualitative method by interviewing the people of Tamansari area, the government officials, and the civil society organization. The research findings suggests that the political economy aspect is useful in understanding and mapping the political economy actors involved. The political economy perspective also contributes to the Bandung City Government in making the local government aware to the interests of the wider community, especially those affected by the conflict.gb777

Abstract

Laboratory services are essential for accurate diagnosis and effective public health action, requiring competent and standardized Medical Laboratory Technology Professionals (ATLM). This qualitative study examined competency development among ATLM personnel at 15 Community Health Centers under the Sukabumi City Health Office and developed an integrated competency model. Data were collected through interviews, observations, document review, and focus group discussions, and analyzed using the Miles and Huberman interactive model with triangulation. Findings revealed strong professional attitudes and motivation but deficiencies in technical skills, quality assurance, laboratory management, and certification. An evidence-based, context-specific competency model is proposed to enhance laboratory quality and public health outcomes.
