Abstract

Pandemic disease outbreaks are one of the non-physical non-military threats with a public safety dimension, when the covid-19 pandemic that occurred in early 2020 affected the world economy as well as in Indonesia, one of the affected sectors was the Cooperative, especially regarding finance. This study uses Lykke's strategy theory which includes 3 (three) aspects of Ends (Purpose) explaining "what" is to be achieved, Ways (Ways) strategic concepts / actions and Means (Means) explaining what specific resources will be used in applying concepts to achieve goals that must be balanced there will be no risk with descriptive qualitative methods this paper discusses how the strategies implemented by the government in helping Cooperatives during the Covid-19 Pandemic in supporting Indonesia's economic resilience, the results obtained between the three policies issued by the government have been implemented by the institutions concerned have been balanced and the risks have been minimal and the strategy has been running in helping Cooperatives during the covid-19 pandemic

Abstract

Menembak adalah suatu keahlihan yang harus dimiliki setiap prajurit TNI untuk itu melakukan latihan menembak secara rutin agar keahlihan tetap terjaga, dalam latihan menembak terdapat 3 sikap yaitu berdiri, duduk dan tiarap perlu kita ketahui bahwa variasi sikap menembak mempunyai akurasi yang berbeda-beda maka diperlukan metode uji eksperiman untuk mengetahui akurasi terbaik menggunakan senjata SS1 V1 Pindad munisi 5.56mm dengan jarak tembakan 100m. Dari hasil uji eksperimen yang dilaksanakan diperoleh bahwa nilai dari sikap berdiri mecapai rata-rata nilai 70%, sikap duduk mencapai rata-rata nilai 82% sedangkan sikap tiarap mencapai rata-rata nilai 91%. dari hasil tersebut dapat diambil kesimpulan bahwa sikap tiap mempunyai akurasi yang lebih baik dibandingkan dengan sikap berdiri dan duduk nilai tembakan mencapai 91%.

Abstract

Perang gerilya tidak lagi sekadar aktivitas militer berbasis fisik, melainkan telah berevolusi menjadi model operasi multi-domain yang memadukan teknologi, informasi, dan legitimasi populasi. Artikel ini mengkaji transformasi perang gerilya tradisional menuju perang hibrida modern yang memanfaatkan teknologi otonom seperti unmanned aerial systems (UAS), sistem robotik, dan kecerdasan buatan (AI). Metode penelitian menggunakan pendekatan kualitatif melalui kajian literatur sistematis dan analisis komparatif terhadap publikasi bereputasi (Scopus Q1 dan SINTA 2-4) periode 2016-2021. Hasil kajian menunjukkan tiga temuan utama: (1) prinsip-prinsip klasik gerilya yaitu mobilitas, dukungan rakyat, dan desentralisasi komando tetap relevan, (2) teknologi otonom dan operasi informasi meningkatkan efektivitas asimetri taktis, dan (3) perang siber serta dominasi narasi menjadi dimensi strategis dalam memenangkan legitimasi politik. Studi ini merekomendasikan penguatan unit kecil multi-domain, pembentukan SOP etis untuk penggunaan teknologi otonom, serta kebijakan nasional yang menyeimbangkan inovasi militer dan regulasi hukum internasional.

Abstract

Flood disaster management in DKI Jakarta demands a rapid, precise, and coordinated logistics distribution strategy. As the center of government and economy, paralysis due to flooding in Jakarta has a systemic impact. Bekangdam Jaya, as a support unit of Kodam Jaya, plays a strategic role in supporting the Regional Government through the provision of infrastructure, personnel mobilization, and aid distribution during emergency response, in accordance with the mandate of Law Number 34 of 2004 concerning the TNI. The problem in this research is how Bekangdam Jaya's strategy in distributing logistics for flood disaster management in the Jakarta area. This study aims to analyze the capability of facilities and infrastructure (Means), the effectiveness of operational distribution (Ways), and to formulate a strategy for optimizing logistics distribution (Ends) using the Arthur F. Lykke Jr. strategy framework. The research method used is qualitative with a case study design. Data was collected through in-depth interviews with informants from Bekangdam Jaya and BPBD DKI Jakarta, field observations, and analysis of related documents. The results show that Bekangdam Jaya has strong logistics capabilities, including a transport fleet, rubber boats, field kitchens, and trained personnel. However, the effectiveness of distribution is still hampered by inter-agency coordination constraints, the accuracy of dynamic logistics needs data, and accessibility challenges in flooded areas. The discussion emphasizes the gap between potential capabilities and their realization in the field due to coordination friction and information systems. Optimization of the logistics distribution strategy requires strengthening civil-military interoperability through the refinement of joint Standard Operating Procedures (SOPs), the implementation of an integrated data system for real-time information management, and the decentralization of logistics by pre-positioning in flood-prone areas. With a strategy that is aligned between Ends, Ways, and Means, the effectiveness of the disaster logistics response can be increased, thereby supporting the acceleration of handling flood victims in Jakarta
