Abstract

The rapid development of technology is also one of the gaps that can be used as a source of threat to the integrity of a country. Efforts made to maintain the country's integrity need to be supported by defense tools capable of supporting the achievement of these national goals. Developing an independent defense industry is very important in maintaining defense and defense in Indonesia. It is done to meet the needs of both the quality and quantity of defense equipment following the territory of Indonesia and eliminate dependence on other countries in the political field. This study aims to identify and clarify the management process for procuring defense equipment to support TNI personnel in carrying out their duties and increase Indonesia's competitiveness in the global market. In this study, field research was carried out using qualitative methods by reviewing the literature. The research findings show that logistics management in the defense field can support the TNI's role in maintaining the nation's integrity. By modifying the management of defense equipment procurement, the TNI can strengthen its capabilities in carrying out its duties more effectively and efficiently. The findings of this study are expected to guide related parties in making decisions regarding the procurement of defense equipment.

Abstract

Riau is one province of Indonesia known for its forest and land fires. One of the causes of these tragic land fires is tenure conflicts between corporations and indigenous or local peoples. Tenure conflicts became the main reason forest and land fire cases in Riau Province are convoluted. Thus, the resolution takes a long term to resolve. The local government, as a policymaker, has played a pivotal role in resolving tenurial conflicts. This research analyzes local governments' role in handling tenure conflicts in Riau Province by using the structural root causes of conflict, accelerator, trigger (SAT) factor analysis approach and Human Needs Theory. To analyze the role of the Riau Province government in handling tenurial conflict as an effort to resolve forest and land fires during the pandemic, the researcher uses a qualitative approach with a descriptive design presented through data collection from primary and secondary data sources, such as interviews and literature review. This research finds that in handling tenure conflicts, the government of Riau has been facing some challenges in its effort to resolve forest and land fires conflict resolution process.

Abstract

Securing the border of a nation is identical with upholding the nation’s sovereignty. Therefore, it is very important to ensure the role of securing the land border area through maximum security according to its needs. Several violations often occur in land border areas between two countries, so it is necessary to maintain strict security along the borders of the two countries. But the problem is, the borders between countries are very long, and it is impossible to deploy TNI troops along these borders. Apart from the difficult terrain conditions in the border areas, there are also a large number of TNI soldiers needed to guard the borders, so this is not an effective and efficient thing to do. This research was conducted based on data on violations in the border areas between the Republic of Indonesia and other countries, namely Malaysia, the Democratic Republic of Timor Leste and Papua New Guinea, which are represented in the distribution of cases during the second semester of 2020 and the first semester of 2021. Based on data collection data from respondents/field practitioners who have been directly involved in securing border areas and with the help of the Analytical Hierarchy Process (AHP) method and the Strengths, Weakness, Opportunities and Threats (SWOT) method, a decision with optimal value regarding the security of land border areas can be determined. appropriate to current and future conditions. Analysis using AHP resulted in the best alternative being a Non-Traditional Deployment (53%) with a consistency ratio value of 0.0136 (1.36%). Likewise, analysis using SWOT produces the best alternative, namely Non-Traditional Deployment with an IFAS score of 0.12 and EFAS 0.90. So, the best alternative that should be taken by decision makers in order to realize land border security in order to strengthen Indonesia's defense strategy is to use the Non-Traditional Deployment system.

Abstract

The 2nd Supply and Transport Batallion has the main task of providing supplies, maintenance and services by land, water or air. In carrying out its duties, the Battalion is still experiencing several issues. Some of these issuses caused soldiers’ performance to decline. The research aims to analyze the influence of situational leadership style, motivation, and work environment on soldier performance. This study will use a quantitative verification analysis, that is testing the hypothesis through processing field data. Besides that, exploratory descriptive analysis was also carried out. Researchers sorted out 30% of the sample from 380 soldiers, so that there were 114 samples. The sampling technique is Stratified Random Sampling. Data collection techniques used questionnaires and documentation, while data analysis techniques used descriptive statistical analysis and multiple linear regression analysis. The results of the analysis show that situational leadership style, motivation, and work environment have a positive and significant effect on soldier performance. Situational leadership style has a dominant effect on soldier performance.

Abstract

The Government is entrusted with two fundamental tasks: crafting superior public policies and delivering public services of the utmost quality. The hallmark of a successful President lies in their ability to ensure that public services rendered under their administration are of impeccable quality. This study, spanning the years 2014 to 2016, employed a quasi-qualitative methodology. The findings revealed that public services during the Jokowi era did not meet the anticipated standards of quality. Consequently, this research proposes five strategic priorities for the future. First and foremost, it is imperative not merely to concentrate on public service provision but to spearhead a concerted effort towards establishing a pervasive culture of high-quality public services. Secondly, there is a pressing need to refine existing policies related to the development of public services, including assessment methodologies. Current policies are reflective of the developmental paradigm typical of emerging nations, characterized by a mindset prevalent in developing countries, particularly in Indonesia. Thirdly, there is a crucial need to elevate performance criteria from mere basic indicators to intermediate metrics that offer substantial value addition. Moreover, striving towards an 'advanced' level of service provision, one that is innovative and creates inherent value, is paramount. Fourthly, it is essential for the bureaucracy to shift its focus from mere reporting of service outcomes to a heightened emphasis on the functional aspects of service delivery. Lastly, fostering a collective public consciousness is pivotal. Public services ought to be perceived as a benevolent endowment from the Government to its citizens, surpassing the realm of rights and duties. This awareness is foundational to nurturing a society where public services are not just a transactional obligation but a cherished privilege bestowed upon the populace by the Government.

Abstract

Peacekeeping has been used as a significant tool for the past six decades in solving crises that are dangerous to peace and security at the international level. Over the years the missions regarding peacekeeping have not only grown in size but have also seen an increase in complexity. A lot of personnel including police, military, civilians, and others deployed in United Nations peacekeeping operations around the world have reached unprecedented levels since the commencement of the latest millennium. When the peacekeeping missions began, they were largely governed by the body of principles that was unwritten and were more affected by the events people went through while working for decades rather than any specific statute. The conservation of global safety and tranquility was the main objective behind the formation of the United Nations. The main tool to achieve this objective is the process of peacekeeping.

Abstract

Generasi era milenial yang berkembang dipengaruhi oleh era digital memiliki tantangan pada pembentukan kepemimpinan strategis. Setiap anak harus mendapatkan pendidikan karakter sejak dini karena akan menumbuhkan budaya karakter yang baik dan menjadi kunci utama dalam pembangunan bangsa. Seorang pemimpin yang ideal bagi kemajuan dan perkembangan suatu organisasi dengan faktor ideal dalam menentukan seorang pemimpin adalah keinginan akan perubahan demi berkembangnya organisasi. Pendidikan organisasi sejak dini yang ditanamkan nilai-nilai kepemimpinan menjadikan harapan bagi bangsa agar terbentuk karakter pemimipin yang baik dan lebih bisa menuju strategis. Tujuan penelitian memberikan pengaruh dalam pembentukan karakter pemimpin era milenial agar menjadi pemimpin yang memiliki strategi dalam mengambil keputusan. Metode penelitian yang digunakan dengan cara kualitatif deskriptif berupa penelitian literatur terdahulu dengan analisis pendidikan budaya organisasi sejak dini untuk membentuk karakter pemimpin dalam mengambilan keputusan yang strategis. Hasil dan kesimpulan yang didapat  pada penggunaan sejak dini suatu budaya organisasi dalam pengambilan keputusan yang strategis bagi pemimpin bisa digunakan agar generasi milenial yang bisa membentuk pemimpin yang strategis sesuai harapan.

Abstract

Penelitian ini mengkaji pengembangan model dinamis pada sistem pembinaan karier di TNI, dengan fokus pada strategi manajemen SDM untuk mengatasi hambatan struktural. Menggunakan pendekatan kualitatif melalui studi literatur dan riset perpustakaan, penelitian ini mengidentifikasi tantangan dan peluang utama dalam sistem pembinaan karier yang ada di TNI. Penelitian ini menganalisis kerangka kemajuan karier yang ada, kebijakan manajemen SDM, dan struktur organisasi, yang menyoroti perlunya fleksibilitas dan adaptasi untuk meningkatkan peluang pengembangan karier bagi personel. Dengan mempelajari praktik terbaik dari organisasi militer dan non-militer, penelitian ini mengusulkan model dinamis yang mengintegrasikan manajemen SDM strategis dengan program pengembangan karier yang disesuaikan dengan kebutuhan khusus anggota TNI. Model ini bertujuan untuk mengurangi hambatan struktural yang ada, meningkatkan retensi personel, dan menciptakan sistem pembinaan karier yang lebih efisien, responsif, dan berkelanjutan. Temuan ini berkontribusi pada pemahaman bagaimana TNI dapat mengoptimalkan manajemen SDM untuk mengatasi tantangan struktural sekaligus memastikan pengembangan profesional yang berkelanjutan bagi personelnya.

Abstract

Penelitian ini menganalisis Lanud Leo Wattimena sebagai Satuan TNI Terintegrasi (STT) matra udara dalam mendukung operasi militer perang (OMP) Kogabwilhan III untuk pertahanan nasional. Fokus utama adalah evaluasi kemampuan Lanud Leo Wattimena dalam aspek sumber daya manusia, sarana dan prasarana, serta piranti lunak. Penelitian ini dikaitkan dengan beberapa teori seperti teori peran, teori air power dan teori sarana dan prasarana dan dengan metode kualitatif, dengan data primer diperoleh melalui wawancara dengan pihak terkait di Lanud Leo Wattimena dan analisis dokumen dari Mabes TNI dan Mako Kogabwilhan III. Hasil penelitian menunjukkan bahwa Lanud Leo Wattimena menghadapi tantangan signifikan seperti kekurangan personel dan infrastruktur yang memerlukan peremajaan. Solusi strategis termasuk rekrutmen intensif, peningkatan infrastruktur fisik, dan penyusunan regulasi yang mendukung operasional sebagai STT multi-matra.  Penelitian ini memberikan masukan penting bagi pemangku kepentingan dalam mempersiapkan Lanud Leo Wattimena sebagai bagian vital dalam sistem pertahanan nasional Indonesia.

Abstract

This study aims to analyze the strategy for improving the maintenance of Indonesian Army logistics ships by Bengpusbekang to support the main tasks of the TNI, in the context of supporting the shift of personnel, materials, and other logistical supplies in various military operations throughout the Indonesian Army in the Indonesian territory. This study was conducted using the Qualitative Descriptive Analysis method using data collection techniques through interviews, document studies, and field observations to obtain normative data. The theory of this study uses strategy theory, maintenance management theory and the concept of the effectiveness of military logistics operations. The results show that the maintenance of Indonesian Army logistics ships is currently still reactive and not condition-based (Condition Based Maintenance), using aspects of budget availability, technical infrastructure, and human resources. The lack of integration of the maintenance information system also complicates planning and supervision. The improvement strategy developed includes maintenance digitalization, strengthening technician competencies, integration of logistics systems between units, and collaboration with the national defense industry. The strategic approach used allows for alignment between operational objectives (ends), methods of achievement (ways), and supporting resources (means) in the context of adaptive and efficient maintenance management. These findings are expected to provide policy input for the Indonesian Army leadership in developing a logistics ship maintenance system that is measurable, responsive, and supports the effectiveness of military operations on an ongoing basis.
