Abstract

National resilience will only be realized when it is supported by resilience in the layers below, namely regional/regional resilience. Regional/regional resilience is also impossible to create if there is no resilience at the family (self/individual) level. The Covid-19 pandemic has the potential to threaten the national resilience of the Indonesian nation. Therefore, the role of the family as a supporting pillar of national resilience must be increased. The family as the smallest social unit in society has the responsibility to produce the next generation who is superior and competitive, educating the nation's children who have balanced intellectual, moral and spiritual intelligence. This article aims to explain the condition of family resilience during the Covid-19 Pandemic and explain the contribution of families in realizing community resilience which has an impact on strengthening the nation's national resilience. Data collection in this research was carried out using the interview method and distributing questionnaires to respondents. A qualitative approach was chosen in this study through a study of relevant literature.

Abstract

Permasalahan sampah telah menjadi isu yang signifikan di berbagai wilayah, termasuk di Desa Cibungur, yang berupaya mengembangkan program bank sampah sebagai solusi pengelolaan sampah berbasis masyarakat. Namun, keterlibatan masyarakat desa masih menjadi kendala utama dalam keberlanjutan program ini. Kegiatan pengabdian kepada masyarakat ini bertujuan untuk mengoptimalkan bank sampah melalui peningkatan kesadaran dan partisipasi masyarakat dalam pengelolaan sampah. Dilaksanakan oleh Tim Dosen Politeknik STIA LAN Bandung, kegiatan ini merupakan langkah strategis dalam menjaga kebersihan lingkungan, mengurangi dampak negatif sampah terhadap ekosistem, dan meningkatkan kualitas hidup masyarakat setempat.

Abstract

Objectives: This study aims to evaluate the Affordable Food Movement (Gerakan Pangan Murah, GPM) program in Bandung City, which seeks to stabilize food supply and prices by providing food at prices below the market rate, making it affordable for low- and middle-income communities despite their dependence on external food sources. Research Methodology: This research was conducted using a qualitative descriptive approach based on the CIPP (Context, Input, Process, Product) evaluation model developed by Stufflebeam (1985). Data were gathered through document analysis, observations, and interviews with local government officials and community representatives Results: The findings reveal several challenges: uneven implementation across districts, limited execution in areas affected by stunting and low socioeconomic status, protracted coordination processes, inadequate budgeting, ineffective public communication, and flawed operational mechanisms. These constraints hinder the program’s objective of ensuring access to affordable food for vulnerable populations. Conclusion: The evaluation reveals that the Affordable Food Movement (Gerakan Pangan Murah, GPM) program in Bandung faces challenges in consistent implementation, coordination, and outreach, limiting its effectiveness in assisting vulnerable populations. Comprehensive improvements in program design and management are essential to enhance its impact on food supply stability and community welfare. Limitations: The study’s limitations include reliance on qualitative data from a single region, which may affect the generalizability of the findings to other cities. Contributions: This research provides strategic recommendations to enhance food security programs, supporting policymakers and stakeholders in improving urban food systems and poverty reduction. Implementing these can stabilize food prices and expand access for underserved communities in Bandung.

Abstract

Traffic congestion is one of the critical problems faced by Bandung City as the center of socio-economic activities in West Java. To address this issue, the Bandung City Government has implemented the Trans Metro Bandung (TMB) policy as a mass public transportation mode based on bus rapid transit (BRT). However, the effectiveness of this policy is still in question considering the low level of public transportation usage and the suboptimal services provided. This study aims to analyze the implementation of the Trans Metro Bandung policy based on George C. Edwards III's implementation model, which includes four main variables: communication, resources, implementers’ disposition, and bureaucratic structure. The approach used is descriptive qualitative with data collection techniques through interviews, observations, and document studies. The results show that policy communication to the public has not been effective, resources such as fleets and bus stop infrastructure are still limited, implementers have a positive disposition but lack continuous training support, and the bureaucratic structure is fragmented without strong cross-sectoral coordination. These four factors are interrelated and serve as the main obstacles to the success of TMB implementation. This study contributes theoretically to strengthening public policy implementation based on Edwards III's model and recommends improvements in public communication, resource enhancement, and bureaucratic governance reform in Bandung City's transportation sector.

Abstract

Digital transformation at the village level aims to improve public service efficiency, expand information access, and promote local economic growth through technology. Its success, however, largely depends on visionary and adaptive leadership. Leaders who possess technological understanding and can inspire their communities play a crucial role in fostering inclusivity and addressing challenges such as limited infrastructure and low digital literacy. This study explores leadership competencies that contribute to successful digital transformation, focusing on Pleret Village as a case study. Using qualitative methods and drawing from both primary and secondary data, the research found that effective digital leadership is supported by leaders’ digital knowledge and skills, as well as managerial competencies. Beyond technological proficiency, strategic planning, regulatory strengthening, and innovation development also proved essential. The findings highlight that Pleret Village represents a best practice model for village-level digital transformation, successfully integrating technology, innovation, and managerial capacity while preserving local wisdom.

Abstract

ABSTRACT This study examines the implementation of citizen-centric governance within local digital transformation by analyzing the Electronic-Based Government System (EBGS), nationally known as Sistem Pemerintahan Berbasis Elektronik (SPBE), in Banyuwangi Regency, Indonesia. While previous studies on digital government have largely focused on technical readiness, system integration, and performance indices, this research emphasizes the importance of citizen experience, participation, and public value creation. Adopting a qualitative case study approach, the study explores how citizen-centric principles are institutionalized in digital public service delivery. Data were collected through in-depth semi-structured interviews with key government officials and citizens, non-participant observation of digital service practices, and analysis of policy documents, official reports, and digital governance evaluations. The findings reveal that Banyuwangi’s digital transformation is supported by strong data transparency, hybrid participation mechanisms combining digital and non-digital channels, responsive public service delivery, and collaborative co-production between government and citizens. These practices foster interactive governance characterized by two-way communication, adaptive service design, and contextual responsiveness to citizens’ capacities and needs. The interaction between transparency, participation, and responsiveness generates value co-creation in the form of individual benefits, social cohesion, and increased political legitimacy. This study demonstrates that successful local digital transformation is not solely determined by technological sophistication or administrative performance, but by the extent to which digital governance embeds citizen-centric values into institutional practices. The research contributes to digital governance literature by empirically integrating citizen-centric governance, co-production, and public value perspectives within a developing country context. ABSTRAK Studi ini meneliti implementasi tata kelola yang berpusat pada warga dalam transformasi digital lokal dengan menganalisis Sistem Pemerintahan Berbasis Elektronik (SPBE) di Kabupaten Banyuwangi, Indonesia. Sementara studi-studi sebelumnya tentang pemerintahan digital sebagian besar berfokus pada kesiapan teknis, integrasi sistem, dan indeks kinerja, penelitian ini menekankan pentingnya pengalaman warga, partisipasi, dan penciptaan nilai publik. Dengan mengadopsi pendekatan studi kasus kualitatif, studi ini mengeksplorasi bagaimana prinsip-prinsip yang berpusat pada warga diinstitusionalisasikan dalam penyampaian layanan publik digital. Data dikumpulkan melalui wawancara semi-terstruktur mendalam dengan pejabat pemerintah dan warga kunci, observasi non-partisipan terhadap praktik layanan digital, dan analisis dokumen kebijakan, laporan resmi, dan evaluasi tata kelola digital. Temuan menunjukkan bahwa transformasi digital Banyuwangi didukung oleh transparansi data yang kuat, mekanisme partisipasi hibrida yang menggabungkan saluran digital dan non-digital, penyampaian layanan publik yang responsif, dan produksi bersama yang kolaboratif antara pemerintah dan warga. Praktik-praktik ini mendorong tata kelola interaktif yang dicirikan oleh komunikasi dua arah, desain layanan adaptif, dan responsivitas kontekstual terhadap kapasitas dan kebutuhan warga. Interaksi antara transparansi, partisipasi, dan daya tanggap menghasilkan penciptaan nilai bersama dalam bentuk manfaat individu, kohesi sosial, dan peningkatan legitimasi politik. Studi ini menunjukkan bahwa transformasi digital lokal yang sukses tidak hanya ditentukan oleh kecanggihan teknologi atau kinerja administratif, tetapi juga oleh sejauh mana tata kelola digital menanamkan nilai-nilai yang berpusat pada warga negara ke dalam praktik kelembagaan. Penelitian ini berkontribusi pada literatur tata kelola digital dengan secara empiris mengintegrasikan tata kelola yang berpusat pada warga negara, produksi bersama, dan perspektif nilai publik dalam konteks negara berkembang.

Abstract

Pelayanan publik yang inklusif di tingkat desa merupakan prasyarat penting untuk mewujudkan keadilan sosial. Program Desa Ramah Pelayanan Publik hadir sebagai bentuk advokasi kolaboratif antara Politeknik STIA LAN Bandung, Ombudsman RI Perwakilan Jawa Barat, dan Dinas Pemberdayaan Masyarakat dan Desa (DPMD) Provinsi Jawa Barat, dengan fokus pada peningkatan kapasitas aparatur desa dalam menghadirkan layanan yang bebas dari diskriminasi dan maladministrasi. Menggunakan pendekatan advokasi kebijakan model Sharma, program ini dilaksanakan di Kabupaten Karawang sebagai wilayah percontohan melalui enam tahapan strategis, mulai dari identifikasi masalah, pembentukan jejaring inti, pemilihan isu strategis, perumusan strategi, pelaksanaan kegiatan inti, hingga evaluasi awal. Intervensi yang dilakukan mencakup deklarasi komitmen desa ramah pelayanan publik, sosialisasi prinsip-prinsip layanan, penyelenggaraan layanan bersama, dan rembug warga, dengan melibatkan pemerintah daerah, aparatur desa, masyarakat, serta media massa. Hasil awal menunjukkan adanya peningkatan kesadaran dan komitmen aparatur desa terhadap prinsip pelayanan publik yang inklusif, yang teridentifikasi dari partisipasi aktif dalam sesi sosialisasi dan kesediaan kepala desa menandatangani deklarasi bersama sebagai bentuk komitmen awal. Temuan lapangan juga menunjukkan bahwa kolaborasi lintas lembaga menjadi faktor pendukung utama pelaksanaan program, sedangkan koordinasi antaraktor dan belum tersedianya instrumen evaluasi yang terstandar masih menjadi tantangan. Oleh karena itu, tindak lanjut diarahkan pada penguatan kapasitas desa, penyusunan instrumen penilaian Desa Ramah Pelayanan Publik, dan advokasi kebijakan agar inisiatif ini memperoleh payung hukum di tingkat provinsi.

Abstract

Abstrak: Bank Sampah Sauyunan di Desa Cibungur, Kecamatan Rancakalong, Kabupaten Sumedang, masih menghadapi kendala dalam pencatatan transaksi manual, keterbatasan transparansi, rendahnya partisipasi masyarakat, dan kurangnya sarana pengolahan sampah organik. Kegiatan pengabdian ini bertujuan meningkatkan kapasitas pengelola dan masyarakat melalui pemanfaatan teknologi informasi dalam pengelolaan bank sampah. Metode kegiatan meliputi penjajakan mitra, Focus Group Discussion, pelatihan pengelolaan bank sampah berbasis teknologi informasi, serta pendistribusian peralatan pengolahan sampah organik rumah tangga kepada perwakilan 30 KK dari empat RT. Evaluasi dilakukan melalui survei kepuasan dan kebermanfaatan kegiatan. Hasil evaluasi menunjukkan bahwa 90,76% peserta merasa puas terhadap kegiatan dan 90,38% peserta merasakan manfaat kegiatan. Kegiatan ini membantu pengelola memahami pencatatan transaksi, pelaporan, pengelolaan data nasabah, serta penggunaan teknologi informasi untuk mendukung operasional bank sampah. Program ini menunjukkan bahwa digitalisasi sederhana dapat mendukung efisiensi, transparansi, dan partisipasi masyarakat dalam pengelolaan Bank Sampah Sauyunan.Abstract: The Sauyunan Waste Bank in Cibungur Village, Rancakalong District, Sumedang Regency, still faces several challenges, including manual transaction recording, limited transparency, low community participation, and inadequate facilities for organic waste processing. This community service activity aims to strengthen the capacity of waste bank managers and community members through the use of information technology in waste bank management. The methods used in this activity included partner needs assessment, Focus Group Discussions, information technology-based waste bank management training, and the distribution of household organic waste processing equipment to representatives of 30 households from four neighborhood units (RT). The activity was evaluated through a satisfaction and perceived usefulness survey. The results showed that 90.76% of participants were satisfied with the activity, while 90.38% stated that the activity was beneficial. This activity helped waste bank managers improve their understanding of transaction recording, reporting, customer data management, and the use of information technology to support waste bank operations. The program indicates that simple digitalization can improve efficiency, transparency, and community participation in the management of the Sauyunan Waste Bank.
