Abstract

Poverty in Indonesia raises various complex problems such as unemployment, crime, and other social problems. Surabaya is one of metropolitan city in Indonesia, yet still has a high poverty rates. Various attempts have been made by the Surabaya City Government to overcome the problem of poverty. Some of the policies implemented by the Surabaya City Government are Urban Farming Program and UMKM Tangible Economy Heroes Program. This study wants to answer empirically how effective the program is. Effectiveness according to Budiani (2007: 53) can be measured through the determination of program objectives, program socialization, program objectives, and program monitoring. This program takes place in Kelurahan Keputih and Rungkut Lor, Surabaya using a comparative descriptive method with a qualitative approach. The Urban Farming Program is a program to spur improvement in the living standards of the poor who are engaged in strengthening the urban agriculture sector. The Urban Farming Program is felt to be lacking in accuracy of the program targets due to incompatible products produced with demand, incompatible characteristics of the area with what is planted, and products produced can only be consumed alone. Intangible UMKM Economic Heroes Program is a program to empower housewives from poor families and MSME entrepreneurs. The Intangible Economy Hero Program of UMKM is deemed effective in minimizing poverty.

Abstract

Brand is the concrete form to encourage the intellectual property right (IPR) awareness. IPR becomes key to promote the product abroad. However, there is still a little awareness about how to protect the IPR, in the rural business area particularly. Thus, it becomes necessary to create a brand in a village, which will cover all the rural masterpieces to encourage the rural economy and protect its potential. This strategy is called as one village one brand. OVOB “One Village One Brand” is initiated by APEC project of Korea Institute of intellectual property and this program supports the economic growth and development in the Asia Pacific region. This study focused on the Agenda Setting stage. This study aims to find out how the Agenda Setting process of One Village One brand (OVOB) program in Kediri Regency. This research uses descriptive-qualitative approach with data collection techniques in the form of literature review, observation, and documentation. The result found that the BUMDES “Karya Mandiri” OVOB Program Setting Agenda uses the Quick Decision Analysis method. Meanwhile, the Public Problem Priority Preparation Technique is used through the priority process of public problems, evaluating by stakeholders on policy alternatives, and inferring priority issues. The Agenda Setting process correspond to Three Stream Theory, that is, in terms of the Problem Stream, it is known that problem mapping is done by the rural government. By the Policy Stream, the single-issue background is the issue of lack of skills and infrastructure which is then reviewed and produces the OVOB program. According to Politics Stream, this program will get support from the village government and the budget is included in the APBD that supports what is then included in the village government work program and BUMDES.

Abstract

Penelitian ini bertujuan untuk mengetahui seberapa besar komitmen Pemerintah Kabupaten Sidoarjo dalam upaya optimalisasi UMKM di Sidoarjo. Implikasi pada penelitian ini adalah sebagai bentuk pemulihan sektor perekonomian Kabupaten Sidoarjo yang bertumpu pada Usaha Mikro, Kecil, dan Menengah (UMKM) di masa pandemi COVID-19 diperlukan political will dari Pemerintah Kabupaten Sidoarjo. Penelitian ini menggunakan metode kualitatif deskriptif yang dilakukan dengan wawancara mendalam (in-depth interview), observasi, dan dokumentasi. Temuan penelitian ini menunjukkan bahwa Pemerintah Kabupaten Sidoarjo memiliki tekad dan komitmen yang kuat untuk mengoptimalkan UMKM diukur menggunakan indikator political will dari Brinkerhoff (2010), yaitu inisiatif pemerintah, prioritas, mobilisasi dukungan politik, komitmen publik dan alokasi sumber daya, penegakan hukum, kontinuitas usaha, serta adaptasi dan belajar. Meskipun belum sempurna, upaya Pemerintah Kabupaten Sidoarjo didorong dengan niat baik Bupati dan Wakil Bupati Sidoarjo untuk UMKM dilakukan dengan pertimbangan yang matang, bertahap atau berkelanjutan.

Abstract

Entering November 2020, the Covid-19 case in Tulungagung Regency has spiked, accompanied by a soaring death rate. The concept of Agile Governance is a way to organize better governance by paying attention to the principles in it consisting of a value proposition and agility shift, the character of a leader who is ready for change, a citizen centric approach, and human resource investment. This research is interesting to study because researchers want to know the quick response made by the Tulungagung District Health Office to unexpected changes in meeting the demands and needs of the community due to the Covid-19 pandemic. This research uses qualitative research methods with a descriptive approach. In this study using primary and secondary data. As for the primary data source in this study were Mr. Didik Eka S.P., S.Km., M.Si. as Head of the P2P Division of the Tulungagung Regency Health Office and other related parties and obtained through interviews. Then the secondary data sources, namely documentation and questionnaires, literature, articles, journals, and sites on the internet relating to the research conducted. The results of this study are that the Tulungagung District Health Office responds quickly to the handling of COVID-19 and can run by applying the concept of Agile Governance.

Abstract

This article aims to find out that a Village Health Volunteer approach can be an innovation in handling disposable medical mask waste in the city of Surabaya which incidentally cannot be recycled. This causes it to have the potential to transmit disease if disposable medical masks are reused. The problem in this study is focused on disposable medical mask waste that has not been handled properly from the government side, the community itself and future estimates if left continuously will cause the environment to become worse due to the risk of cross-contamination or biological hazards if polluting the environment. The research method used is literature review. The results of this study explain that the Village Health Volunteer approach can be a way between the government and the community to work together in dealing with health, in this case the handling of disposable medical mask waste. During this pandemic, the use of disposable medical masks by the public has increased so that the waste of disposable medical masks has increased and the risk of cross-contamination or biological hazards by disposable medical mask waste has increased healthy.

Abstract

Vaccination should be one of the solutions for handling the Covid-19 outbreak, but in fact there are still many people who doubt and even don't believe it, so this creates conflict between the government and the community. The aim of this study is to determine the extent of public confidence in the Covid-19 vaccination policy made by the government so that the acceleration of handling Covid-19 can be achieved. The research method used is descriptive analysis with a quantitative approach and data collection techniques using a questionnaire. The sample in this study was taken from the population of the city of Surabaya. The sample is divided into 5 community clusters, namely students, state civil servants (ASN), health workers, education personnel and the civil society. This research is limited to an unknown sample so that the determination of the number of samples is set to be 100 respondents. The results of this study indicate that the level of public trust from the five clusters in the Covid-19 vaccination policy is in the trust category, which means that the level of public compliance with the Covid-19 vaccination policy is also high. This can be a consideration for the government to increase its efforts to build relationships with the community so that it will gain the trust of the community.

Abstract

Community Empowerment in Rejosopinggir Village, Tembelang District, Jombang Regency by the Meri Rejeki Self-Supporter Farmer’s Agriculture and Rural Training Center (FAR-TC) group is currently in the spotlight. This self-help group was the representative of East Java Province in the National Agribusiness competition. The existence of the Meri Rejeki FAR-TC group was motivated by the strong desire of the Rejosopinggir village community, especially breeders, to improve the economy. The Meri Rejeki FAR-TC is expected to be able to directly play an active role in development through human resource development in the form of training and apprenticeship for farmers and breeders and the community in Rejosopinggir Village. The purpose of this study was to determine how the community empowerment process carried out by the Meri Rejeki FAR-TC group to the community of Rejosopinggir village. Community empowerment carried out by the Meri Rejeki FAR-TC is measured using the empowerment model according to D. Geroy (1998: 57-65), where there are 3 empowerment model strategies, including: 1) coaching or mentoring, 2) modeling, and 3) career. This research uses qualitative research methods, descriptive. The results of this study indicate that the Meri Rejeki FAR-TC group has succeeded in empowering the community, especially the residents of Rejosopinggir Village, Tembelang District, Jombang Regency.

Abstract

Surabaya Zoo Animal Park is one of the tourist attractions in the city of Surabaya with increasing visitors every year. Currently, during the pandemic, the Surabaya Zoo's Animal Park has used a new innovation, namely a policy in the form of an online tourist admission ticket program. This has resulted in a decrease in the number of visitors at the Surabaya Zoo's Animal Park. This study aims to determine how evidende informed policy is in the online ticketing program at the Surabaya Zoo's Animal Park. The type of research used in this article is to use a qualitative approach. The results showed that the process of evidence informed policy has been implemented but there are still many people or visitors who do not understand this program. The conclusion of this research is that the process of evidence informed policy that occurs is not yet optimal, this can be seen from the indicators of evidence informed policy.

Abstract

Sebuah Manajemen dalam pengelolaan BUMDes ini sangat penting karena dapat dijadikan sebagai acuan dalam pengembangan BUMDes serta dapat menangani beberapa permasalahn yang terjadi. Penelitian ini bertujuan untuk mengetahui proses Manajemen Badan Usaha Milik Desa (BUMDes) Kebaron Mandiri Makmur Desa Kebaron Kecamatan Tulangan Kabupaten Sidoarjo. Metode yang digunakan dalam penelitian adalah metode kualitatif menggunakan analisis deskriptif. Sumber data yang digunakan dalam penelitian ini adalah data primer dan data sekunder. Teknik pengumpulan data dalam penelitian ini yaitu observasi, wawancara, dan dokumentasi. Teori yang digunakan dalam penelitian ini menggunakan 4 indikator yaitu perencanaan, pengorganisasian, kepemimpinan, dan pengendalian upaya. Berdasarkan hasil penelitian ini mengenai Manajemen Badan Usaha Milik Desa (BUMDes) Kebaron Mandiri Makmur Desa Kebaron Kecamatan Tulangan Kabupaten Sidoarjo, masih belum optimal karena dari setiap indikator proses manajemen memiliki kendala masing-masing. Maka dari itu, dengan adanya kendala dalam proses manajemen dapat menghambat perkembangan BUMDes Kebaron Mandiri Makmur.

Abstract

Indonesia has great potentials in the field of tourism. The cumulative data of the Central Statistics Agency in January-August 2019 indicated that the number of foreign tourist visits to Indonesia reached 10.87 million visits or up 2.67 percent compared with the number of foreign tourists visiting the same period in 2018, which amounted to 10.58 million visits. These data indicate that the number of tourists continues to increase and will impact on foreign exchange income both central and regional. However, in reality, tourism potentials in the regional scope lack the spotlight for the central government, and the local government has not been able to manage it. Kepulauan Bawean saves a lot of variety of maritime tourism charm and has an amazing underwater ecological wealth in the form of a group of islands, each of which has its uniqueness. Kepulauan Bawean lies 80 miles from the mainland of Gresik Regency. The purpose of this research is to recommend a strategy for developing tourism model through public-private-people partnerships (4Ps) for Kepulauan Bawean, Gresik Regency. The method used in this research is qualitative descriptive with data collection techniques through interviews and literature review. The results of this research provide a conceptual description of 4Ps and 4Ps implementation steps for Kepulauan Bawean by using the analysis of the application of three-flow theory in the agenda setting consisting of problem stream, policy stream, and political stream. The concept of public-private-people partnership is very suitable to be applied because it involves government, private and community actors to be partner as a tourism development strategy for Kepulauan Bawean.Key words: Kepulauan Bawean, Public-Private-People Partnership, Tourism, Public Service.
