Abstract

Indeks Supremasi Hukum dari Proyek Keadilan Dunia sangat penting untuk menilai kepatuhan negara terhadap keadilan, akuntabilitas, dan tata kelola hukum. Makalah penelitian ini menganalisis Indeks Negara Hukum Negara-negara Asia Selatan: India, Pakistan, Bangladesh, Sri Lanka, Afghanistan, dan Nepal. Sistem hukum, kesenjangan sosio-ekonomi, dan sejarah yang ada di kawasan ini telah menciptakan tantangan dan peluang unik untuk memajukan supremasi hukum. Penelitian ini menggunakan metodologi penelitian komprehensif yang mengintegrasikan metode kuantitatif dan kualitatif. Secara kuantitatif, studi ini bergantung pada pengumpulan data komprehensif dari Rule of Law Index oleh World Justice Project, yang mencakup beberapa tahun. Tujuan pengumpulan data ini adalah untuk mengidentifikasi dan menganalisis tren dan pola di negara-negara Asia Selatan yang sedang diteliti. Penelitian ini menggunakan wawancara ahli, analisis isi teks hukum, dan studi kasus sejarah untuk meningkatkan aspek kualitatif dari kesimpulan kuantitatif. Pemanfaatan pendekatan metode campuran memungkinkan pemahaman menyeluruh terhadap dinamika supremasi hukum di negara-negara Asia Selatan, sehingga memungkinkan evaluasi yang lebih komprehensif terhadap berbagai elemen yang berdampak pada tata kelola hukum di kawasan. Studi ini mengungkap pola dan tren yang muncul di Asia Selatan dengan menganalisis komponen-komponen Indeks Negara Hukum, termasuk keterbatasan kewenangan pemerintahan, tidak adanya praktik korupsi, pemerintahan yang transparan, perlindungan hak-hak dasar, pemeliharaan hukum dan ketertiban, serta penegakan peraturan yang efektif. Temuan di atas membantu mengidentifikasi kekuatan dan kelemahan yang spesifik pada konteks tertentu.

Abstract

This study aims to determine the framework related to the Government Policy of determining the Average weightage against each citizen of the country, which will decide the value or impact of the Individual Vote given to the Candidate by the Voter in the Election process and similarly that Average Weightage will be deciding the Election Candidate validity to run in the Election. Researchers are doing research work in this specific use case using ‘Qualitative Research.’ This research data was taken from social media, Online Media, Websites, Journals, and Articles and then represented in descriptive format. This study indicates that the creation of this Policy will surely improve the quality of the Election process in the country and build more trust in the Citizens in the Electoral Process. There are several milestones that need to be fulfilled for the development and successful implementation of this policy—first, the analysis and determining the critical indicators required for the Average Weightage calculation. Second, the selection of the medium for the solution. Finally, then start the development of the solution based on the analysis. This paper is limited to the extent to which the problem is clearly described, then proposing the solution and how it should work, and lastly, what benefits the solution will be given to resolve the challenge the current Election process is facing.

Abstract

The widespread use of social media has fundamentally transformed how people communicate, collaborate, and interact, leading to significant shifts in social structure and contemporary cultural order. This study aims to analyze the role of social media in revolutionizing public service implementation in the digital era. The research uses a qualitative approach, utilizing Google Collab and Nvivo as analytical tools. Key findings reveal that internet usage is dominated by adolescents and adults, which accelerates the adoption of public services through social media, primarily due to the high level of technological literacy among users. The results of this study contribute to the literature by highlighting the role of social media as an effective tool to overcome the limitations of conventional communication in public services. The practical implications of this study indicate the potential for improving public service standards at the international level through the optimization of social media to reach the community more broadly and efficiently.Keywords: social media, e-government, e-governance, innovation division, web 2.0AbstrakPenggunaan media sosial yang luas telah secara mendasar mengubah cara orang berkomunikasi, berkolaborasi, dan berinteraksi, serta menyebabkan pergeseran signifikan dalam struktur sosial dan tatanan budaya kontemporer. Penelitian ini bertujuan untuk menganalisis peran media sosial dalam merevolusi implementasi pelayanan publik di era digital. Metode yang digunakan adalah pendekatan kualitatif dengan memanfaatkan alat analisis Google Collab dan Nvivo. Temuan utama menunjukkan bahwa penggunaan internet didominasi oleh remaja dan orang dewasa, yang mempercepat adopsi layanan publik melalui media sosial, terutama karena tingginya tingkat literasi teknologi di kalangan pengguna. Hasil penelitian ini berkontribusi pada literatur dengan menekankan peran media sosial sebagai alat efektif untuk mengatasi keterbatasan komunikasi konvensional dalam pelayanan publik. Implikasi praktis dari penelitian ini menunjukkan potensi peningkatan standar pelayanan publik di tingkat internasional melalui optimalisasi media sosial untuk menjangkau masyarakat secara lebih luas dan efisien.Kata Kunci: media sosial, e-government, e-governance, divisi inovasi, web 2.0

Abstract

This research explores trends, challenges and innovations in digital transformation in the public sector, with a focus on its implications in Indonesia. The objectives of this study are to evaluate operational efficiency improvements in public services generated by digital transformation, identify challenges in the implementation of digital technologies, and provide policy recommendations to ensure the sustainability of technology adoption in the Indonesian public sector. The methodology used included a literature review and data analysis from the Scopus database, which was analyzed using VOSviewer to identify key patterns and trends in digital technology adoption in the public sector. The results show that the success of digital transformation depends not only on the adoption of new technologies, but also requires structural changes and organizational culture. Key challenges include resistance to change, the digital divide between urban and rural areas, and infrastructure limitations. This research provides policy recommendations that can accelerate the adoption of digital technologies in Indonesia, particularly through cross-sector collaboration and infrastructure improvements. The findings are expected to serve as a reference for policymakers and practitioners to strengthen the digitalization of public services in a sustainable manner. This research still has several limitations, such as the absence of field studies that directly test the effectiveness of digital transformation in the public sector, as well as analysis of regulations and human resource readiness that still need to be deepened. In addition, the mapping of digitalization trends in Indonesia is still limited to secondary data. For this reason, future research is recommended to conduct surveys or direct interviews with policy makers, strengthen policy analysis, and compare the implementation of digital transformation in other countries so that the strategies formulated are more appropriate and contextual for Indonesia.

Abstract

Digital maturity represents an organization’s ability to adopt and integrate digital technologies into its operations, culture, and strategies. It plays a cru- cial role in navigating digital transformation while maintaining competitive- ness. This study explores how digital maturity serves as a key driver for effi- ciency, innovation, and sustainability. To understand research trends in this field, a bibliometric analysis was conducted covering studies from 2006 to 2024 using data from the Web of Science and Scopus databases. Analytical tools like R and Bibliometric were used to assess publication trends, citation patterns, and keyword co-occurrences. The findings revealed 852 publications on digital maturity, with a significant increase in research output between 2006 and 2023. Countries like Germany, Italy, and the UK emerged as the most active contributors, while Indonesia showed promising growth in this area. Many studies focused on sector-specific digital maturity models, particularly in Industry 4.0 and SMEs. Key research highlighted the importance of strategic alignment, leadership, and stakeholder engagement in achieving digital maturity. Digital maturity plays a pivotal role in driving transformation across various sectors. International collaborations have proven to enhance the impact of research, while sector-specific models help address unique challenges. However, the relationship between digital transformation and sustainability remains complex and requires further exploration. In conclusion, digital maturity is a foundation for transformative growth, enabling efficiency and sustainability. Future research should focus on developing context-specific models, particularly for developing countries, and fostering global collaboration to drive digital transformation forward.

Abstract

Penelitian ini bertujuan untuk menerapkan kerangka kerja kematangan digital dalam meningkatkan kinerja organisasi sektor publik di Indonesia. Penelitian ini menggunakan metode kualitatif dengan pendekatan bibliometrik, memanfaatkan data dari basis data Scopus (2019-2024) yang dianalisis menggunakan RStudio dan VOSviewer. Analisis dilakukan terhadap tiga dimensi utama: teknologi, proses, dan sumber daya manusia. Hasil penelitian menunjukkan bahwa sektor publik di Indonesia telah menunjukkan kemajuan dalam penerapan infrastruktur digital, seperti komputasi awan dan analisis data. Namun, tantangan seperti interoperabilitas sistem dan rendahnya tingkat otomatisasi masih ada. Pada dimensi proses, penerapan pendekatan berbasis data telah dimulai, namun efisiensi operasional masih memerlukan peningkatan melalui otomatisasi. Sementara itu, kompetensi sumber daya manusia digital masih rendah, sehingga diperlukan pelatihan dan peningkatan kapasitas yang lebih intensif. Kesimpulan penelitian menegaskan bahwa kerangka kerja kematangan digital mampu memberikan panduan sistematis dalam menilai kesiapan organisasi dan merancang strategi transformasi yang efektif. Penerapan teknologi canggih, seperti Internet of Things (IoT), kecerdasan buatan, dan blockchain, memiliki potensi besar untuk meningkatkan kinerja sektor publik, tetapi keberhasilannya bergantung pada tata kelola yang kuat, manajemen risiko, dan integrasi lintas sistem. Untuk memastikan keberlangsungan transformasi digital, diperlukan investasi berkelanjutan dalam infrastruktur, pelatihan, dan regulasi yang lebih kuat. Abstract

The objective of this article is to explore the issue of the digital divide and how we can bridge it to overcome the challenge of digital transformation. We will start by examining the key factors that contribute to the issue of the digital divide, which include economic factors, accessibility of infrastructure and technology, and also digital literacy. We will explore the strategies and initiatives that need to be implemented to address these challenges and promote digital inclusion. Based on our research, we have argued that bridging the digital divide is not only limited to social justice and equity but is also a key driver for achieving economic growth and innovation. We will focus on how important it is to ensure that every citizen can access digital services equally. Also, they should be trained with the skills to use it effectively. Public-private collaboration is essential for bridging the digital divide in government digital transformation. This study identifies key strategies and outcomes of such collaborations, emphasizing their role in enhancing digital access and service delivery. Findings underscore the importance of partnership models in fostering inclusive and effective digital governance. So, overall, this article will provide a comprehensive overview of the digital divide, its challenges, and how we can solve these problems to create opportunities that will add value to the country's progress.

Abstract

This study looks at the quality and dependability of digital census data in the context of sustainable development. The study compares digital census approaches traditional paper-based systems using a mixed-methods approach, concentrating on data quality, accessibility, and their contribution to sustainable development goals. The results show that digital census data is more accurate and reliable than traditional techniques, with fewer errors and inconsistencies. Furthermore, digital data is more accessible and easier to evaluate, allowing for better-informed decision-making for long-term development. However, obstacles such as the digital gap and privacy concerns must be solved for digital census methodologies to be implemented successfully. This paper demonstrates how digital census data may greatly help sustainable development by providing accurate, reliable, and easily accessible information. Digital census methodologies can be essential in designing a sustainable future by solving recognized hurdles and exploiting digital technology benefits.

Abstract

Rapid digital transformation has prompted organisations to improve digital maturity in response to increasingly complex cybersecurity challenges. This research aims to explore the relationship between digital maturity and the effectiveness of data security measures, with a bibliometric approach to analyze trends, patterns and gaps in related literature. Based on the literature review, digital maturity reflects the level of digital technology adoption integrated with organisational strategy and culture, which is shown to have a significant impact on strengthening data security measures. This study used a bibliometric analysis method based on data from Scopus, involving 315 documents analyzed with VOSviewer and RStudio software to visualize trends and relationships between key variables. The results show that organizations with high digital maturity tend to be more capable of implementing effective data security measures, such as encryption, multi-factor authentication, and cybersecurity frameworks. In addition, the adoption of technologies such as blockchain and artificial intelligence (AI) also contributes to increased resilience against cyber threats. However, the gap between theory and real applications remains a challenge, with the need for more applicable and contextualized models. This research provides important insights for policymakers and practitioners to support a secure and sustainable digital transformation.
