Abstract

This research establishes the research object at the Education Office of Nabire Regency, focusing on the Policy of the Indonesia Smart Program at the SMA/SMK level. This study aims to understand and analyze the Implications of the Indonesia Smart Program Policy at the SMA/SMK level in the Education Office of Nabire Regency. This type of research employs a qualitative approach. The results of this research indicate that the implementation of the Indonesia Smart Program (PIP) in Nabire Regency exhibits a strong correlation with government policies aimed at improving access to and the quality of education. The positive impacts observed from the implementation of the Indonesia Smart Program (PIP) in Nabire Regency include improved access to education, increased family welfare, and enhanced community awareness. Meanwhile, the challenges faced include delays in fund disbursement, a lack of community understanding, inadequate infrastructure, and the potential for fund misuse. The Indonesia Smart Program (PIP) has made significant contributions to student participation at the SMA/SMK level by alleviating the financial burden of education for students from underprivileged families. The Indonesia Smart Program (PIP) is a strategic step towards creating more equitable and fair educational opportunities, contributing to human resource development, particularly for school-age students in Nabire Regency.

Abstract

Penerapan Sistem Akuntabilitas Kinerja Instansi Pemerintah (SAKIP) menjadi aspek krusial dalam mewujudkan tata kelola pemerintahan yang baik (good governance). Inspektorat Provinsi Papua Tengah memiliki peran strategis dalam mengawasi dan mengevaluasi kinerja instansi pemerintah daerah. Namun, tantangan seperti kurangnya pemahaman tentang akuntabilitas, keterbatasan sumber daya, serta ketidakefektifan pengawasan masih menjadi hambatan utama. Penelitian ini bertujuan untuk menganalisis penerapan SAKIP di Inspektorat Provinsi Papua Tengah dan dampaknya terhadap transparansi, akuntabilitas, serta kepercayaan masyarakat terhadap pemerintah daerah. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan desain studi kasus. Data dikumpulkan melalui observasi, wawancara, dan dokumentasi, kemudian dianalisis secara deskriptif dengan teknik reduksi data, penyajian data, serta penarikan kesimpulan. Hasil penelitian menunjukkan bahwa penerapan SAKIP di Inspektorat Provinsi Papua Tengah telah meningkatkan efektivitas pengelolaan anggaran, transparansi laporan kinerja, serta keterlibatan masyarakat dalam pengawasan. Selain itu, adanya audit berkala dan pelatihan pegawai berkontribusi terhadap peningkatan kualitas layanan publik. Namun, masih ditemukan kendala dalam hal optimalisasi teknologi informasi serta konsistensi penerapan standar akuntabilitas di berbagai unit kerja. Kesimpulannya, penerapan SAKIP berperan signifikan dalam mewujudkan good governance. Untuk meningkatkan efektivitasnya, diperlukan optimalisasi sistem teknologi, peningkatan kapasitas SDM, serta penguatan pengawasan dan evaluasi secara berkelanjutan.

Abstract

Penelitian ini bertujuan untuk mengidentifikasi strategi peningkatan kompetensi guru dalam pemanfaatan Teknologi Informasi dan Komunikasi (TIK) di SD Negeri 003 Osango, Kabupaten Mamasa, Sulawesi Barat. Metode penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara tidak terstruktur, observasi partisipatif, dan studi dokumen. Subjek penelitian melibatkan kepala sekolah dan guru sebagai informan kunci. Hasil penelitian menunjukkan bahwa strategi peningkatan kompetensi TIK guru dilakukan melalui dua pendekatan: (1) program internal sekolah seperti Program Pengembangan Potensi Guru (P3G) yang mencakup pelatihan dan pendampingan; (2) kolaborasi eksternal melalui diklat dan workshop. Faktor pendukung meliputi kesadaran guru akan pentingnya TIK, inisiatif belajar mandiri, dukungan kepala sekolah, serta ketersediaan sarana TIK meskipun terbatas. Kesimpulan penelitian menegaskan bahwa pendekatan holistik yang menggabungkan pelatihan terstruktur, dukungan institusi, dan motivasi intrinsik guru mampu mengatasi keterbatasan infrastruktur di daerah terpencil. Rekomendasi mencakup pengembangan modul pelatihan berbasis kebutuhan lokal dan peningkatan jejaring antar-sekolah.

Abstract

Purpose: The study aims to evaluate compliance with SOPs, prudence principles, and legal regulations, while also identifying operational, legal, and credit risks, along with the cooperative’s mitigation strategies. Methodology/approach: The method used is qualitative descriptive through observation, interviews, and document analysis. Results/findings: The findings indicate that credit procedures largely comply with SOPs and prudential principles via 5C analysis. However, improvements are needed in document verification, credit scoring, digital collateral archiving, and limiting informal collateral binding. Key risks include non-performing loans, invalid borrower data, and weak legal standing of informal collateral, mitigated through persuasion, field checks, and cooperation with notaries/PPAT. Conclusions: While the current procedures are systematic and legally aligned, strengthening technological support, formalizing collateral binding, and enhancing risk management are crucial for sustaining cooperative performance. Limitations: This research focuses on analyzing credit distribution procedures and collateral binding at KSP BALO’ Toraja Tarakan Branch, limited to their compliance with SOPs, prudential principles, and legal provisions. Contribution: This research contributes to cooperative financial management and business law literature, providing practical recommendations for improving credit procedures, collateral binding, and risk mitigation in savings and loan cooperatives.

Abstract

Human Resource Management (HRM) is a strategic factor in supporting the performance of government organizations; however, practices within local bureaucracies often remain administrative and suboptimal. This study aims to examine HRM practices and their impact on employee performance in the Household Subdivision of the Regional Secretariat of North Toraja Regency. A descriptive qualitative approach was employed using purposive sampling, involving five informants comprising structural officials and staff employees. Data were collected through semi-structured interviews, non-participatory observation, and documentation, and analyzed thematically through transcription, coding, categorization, and interpretation. The findings reveal that HRM practices are still administrative in nature: workforce planning is reactive, contract staff recruitment is based on internal recommendations, training is rarely conducted, performance appraisal lacks measurable indicators, and incentives are limited. These conditions result in low achievement motivation, although supported by harmonious working relationships, adequate facilities, and a strong familial culture. Supporting factors include team cohesion and a leadership style that provides flexibility, while key challenges lie in the lack of training, non-merit-based recruitment, weak performance appraisal systems, and limited incentive budgets. The study concludes that transforming HRM toward a strategic approach is crucial through needs- and competency-based planning, merit-based open recruitment, continuous training, objective evaluation, and performance-based incentives.

Abstract

This study aims to analyze the influence of Human Resources (HR) and Competence on the Quality of Employee Performance at BPPKAD Intan Jaya Regency, both partially and simultaneously. The method used was quantitative with multiple linear regression analysis, involving 55 employees as a sample and questionnaire as a data collection tool. The results of the study showed that human resources had a positive and significant effect on the Quality of Employee Performance, with a standard Beta value of 0.260 and a significance of 0.042 (p < 0.05). T count 2.084 is greater than T table 1.67412, indicating that the improvement of human resources contributes to the improvement of the quality of employee performance. In addition, Competence also had a positive and significant effect, with a standard Beta value of 0.554 and a significance of 0.000 (p < 0.05). T count 4.445 is greater than T table 1.67412, indicating that improving competence significantly improves the quality of employee performance. Simultaneously, HR and Competency have a positive and significant effect on the quality of employee performance at BPPKAD Intan Jaya Regency. This confirms that good HR management and employee competency development are key to improving organizational performance.

Abstract

The issue of educational access inequality in remote areas remains a pressing challenge in achieving equitable development, particularly in developing countries. This study examines the root causes, implications, and potential solutions to educational access disparities in remote regions through a qualitative approach, utilizing literature review and library research methods. The research highlights the multifaceted nature of this gap, which is influenced by geographical barriers, inadequate infrastructure, limited teacher availability, and socioeconomic factors. Furthermore, the analysis underscores the interplay between ineffective policy implementation and insufficient funding allocations as key contributors to the persistent challenges. By synthesizing findings from relevant academic works, governmental reports, and international case studies, this article identifies promising alternative solutions, such as community-based education initiatives, digital learning platforms, and public-private partnerships. These approaches have demonstrated success in bridging educational gaps in other contexts and hold potential for adaptation in remote areas. The study concludes by proposing a comprehensive policy framework emphasizing inclusive and sustainable solutions tailored to local needs. It calls for greater collaboration among policymakers, educational institutions, and local communities to foster equitable access to quality education. This research contributes to the discourse on education equity by offering actionable insights and alternative strategies for mitigating access disparities, ultimately supporting efforts to achieve Sustainable Development Goal 4: Quality Education for All.

Abstract

This study aims to analyze employee performance improvement strategies at Bank Negara Indonesia Makale Branch Office. Data were obtained from primary and secondary data through observation, interviews, and documentation. The research method used was qualitative using SWOT analysis. The results showed that the strength of employee performance lies in fulfilling the workload according to SOP and job description, a harmonious work environment, and adequate work facilities. However, there are several weaknesses such as delays in repairing work equipment, lack of human resources in customer service positions, and employees who are not domiciled in Makale. Opportunities in improving performance include employee motivation and career development, while threats include employees who are not domiciled in Makale and a lack of security personnel. Obstacles faced by employees include damaged work equipment, lack of human resources, and limited security personnel. Factors that support employee performance include fulfilling the workload, a harmonious work atmosphere, adequate work facilities, and employee motivation. It can be concluded that performance strengths must be maximized and must take advantage of opportunities so that performance continues to improve.

Abstract

This study aims to analyze the role of branch leaders with transformational leadership in encouraging employee performance and member welfare at the Balo'ta Savings and Loan Cooperative Berau Branch, East Kalimantan. The background of this research is based on the importance of leadership quality by branch leaders in encouraging employee performance or productivity and supporting the success of cooperatives in encouraging the welfare of their members. This study uses a qualitative method with a descriptive-analytical approach. Data collection techniques are carried out through in-depth interviews with leaders, employees, and cooperative members, direct observation in the field, and analysis of relevant documents. Source triangulation techniques are used to improve the validity of the data. Data analysis is carried out qualitatively with the stages of data reduction, data presentation, data validity test through data triangulation, and conclusion drawn. The results of this study show that transformational leadership not only drives employee performance internally, but also improves service quality and member satisfaction, which directly impacts improving the welfare of cooperative members. Therefore, transformational leadership has proven to be a central factor in driving better employee performance as well as member well-being

Abstract

This study aims to explore employees’ experiences in responding to performance improvement policies at the Department of Manpower and Transmigration in North Toraja Regency. Utilizing a qualitative phenomenological approach, data were collected through in-depth interviews with five purposively selected participants. The findings reveal that understanding of performance-related policies remains uneven among employees; workplace facilities are inadequate in several units, and the reward–punishment system lacks consistent implementation. Furthermore, the current leadership style is perceived as open but not fully participatory, and disparities in work environments across divisions contribute to diminished motivation. Key driving factors of performance include intrinsic motivation, work commitment, and peer support, while inhibiting factors involve unclear performance targets, limited infrastructure, and ineffective interdepartmental communication. This study underscores the need for a contextual approach in performance policy formulation, equitable distribution of resources, and the development of participative leadership practices to foster a fair and productive organizational culture.
