Abstract

Corn is one of the food commodities traded globally as food, feed and biofuel commodities. Global demand for corn will tend to increase from year to year considering the multifunctional uses of corn. Climate change also take part in decreasing global production. Producer countries, namely China, America, and Brazil, suffered severe drought in 2020. It had impact in global corn market since the low of production. Globally, corn is used as food, but Indonesia imports corn as feed. Therefore, the price of corn in the global market is of concern to the Indonesian government. Fluctuations alone are not enough to describe the movement of corn prices, it is necessary to do a volatility analysis to find out how much uncertainty corn prices are in the global market. This study aims to determine the volatility of corn prices in the world market. The data used is secondary data obtained from the World Bank's Pink Sheet Data from 1960 to 2020. This study uses the econometric method using the ARIMA (Autoregressive Integrated Moving Average) and ARCH GARCH (Autoregressive Conditional Heteroscedasticity-Generalized Autoregressive Conditional Heteroscedasticity) model. The results showed that corn prices were volatile most of the year from 1960 to 2020.

Abstract

Introduction: World crude oil prices are linked to food commodity prices as input costs for the production distribution and development of biofuels. The relationship between increasing crude oil prices and food prices is in one way; i.e. an increase in world crude oil prices will trigger an increase in food prices and not the other way around. This study aimed to analyze and compare price transmission and integration of cross-commodity prices between the price of crude oil and the price of corn (raw material for biofuels) and the price of rice (non biofuels raw material). Methods: This study used the VARX (Vector Autoregression with Exogenous variables) method with corn prices and rice prices as the endogenous variables, while crude oil prices as exogenous variables. Results: Price transmission and integration of cross-commodity prices occur in crude oil to corn commodities. In contrast, there was no price transmission and price integration between crude oil and rice. Commodities that are directly related to the development of biofuels experience a more significant impact on price changes. Conclusion: Energy commodity prices are connected to food commodity prices, particularly corn. Therefore, if crude oil price rises, so does the corn. Highly dependent corn-importing countries have to be aware. Measures engendering food security are key to any country, particularly promoting domestic production and improving food storage and distribution systems to reduce the risk of food price spikes. The policy implications emerging from the one-directional causality between oil and food prices would typically depend on the specific nature of the two markets and the goals of policy intervention.

Abstract

Introduction: The COVID-19 pandemic has significantly impacted food security and accessibility in Central Java Province. This study aims to analyze the effects of the pandemic on food accessibility in three dimensions—physical, economic, and social—and on food security. Methods: The study was conducted in five cities and regencies with high COVID-19 case rates. The research method employs Structural Equation Modeling-Partial Least Square (SEM-PLS) to identify relationships between latent and manifest variables. Primary data were collected from 348 respondents, while secondary data were obtained from relevant agencies. Results: The findings reveal that the COVID-19 pandemic situation indirectly positively affects food security through improved physical access to food, supported by government policies such as large-scale social restrictions (PSBB) and community activity restrictions (PPKM), which allowed markets to operate with health protocols. However, economic and social access to food was not significantly impacted by the pandemic. Physical access was shown to have a direct positive impact on food security, while economic access was highly influenced by the respondents’ economic conditions. Conclusion: In conclusion, food accessibility—particularly physical access—plays a crucial role in maintaining food security during the pandemic in Central Java.

Abstract

Abstract

The policy objective of government purchase price (harga pembelian pemerintah – HPP) of plantation white sugar in Indonesia is to increase the production. However, while the government increase the HPP, the production was decreased. The purpose of this study was to analize the impact of HPP policy on production of plantation white sugar in Indonesia. This study uses ex-post simulation based on econometrics model (build from monthly time series data from 2012 until 2017, consist of 13 equations and estimated using 2SLS method). The result shows that an increase in  HPP causes an increase in plantation white sugar production. However, an increase in labor wages cause decreased in production. The increase HPP also causes an increase in producer surplus. Based on producer surplus, the biggest impact of the increase in HPP was felt by the farmers.

Abstract

East Java Province is recognized as one of Indonesia’s main producers of the white sugar (plantation white sugar/gula kristal putih). However, The closure of these sugar mills raises an important question about the mills efficiency. The urgency of this study lies in the need to develop a comprehensive literature review that synthesizes existing findings on the production efficiency of East Java's sugar mills. The research was conducted in April 2025, using the literature review  method. The results shows that the efficiency of sugar mills in East Java Province remains below the optimal threshold, both technically and economically. This inefficiency is caused by several factors, including inconsistent sugarcane supply, outdated factory machinery, and socio-economic challenges such as price policy and the low welfare of farmers. Inefficiency has become one of the key reasons behind the closure of several sugar mills in East Java, particularly those owned by PTPN X and PTPN XI.

Abstract

Rice has become a central focus of the Indonesian government in ensuring both availability and price stability. To address these concerns, the government, through Perum Bulog, introduced the SPHP (Stabilization of Food Supply and Prices) rice policy. This study aims to analyze the effectiveness of SPHP rice policy in influencing the price of premium rice in East Java Province. This study contributes to the limited empirical evidence on food policy evaluation in Indonesia and offers insights for designing more differentiated price stabilization strategies. The analysis in this study was conducted using a fixed effect model–dynamic unbalanced panel data regression with a double-log natural functional form. The dataset consists of monthly panel data covering 34 cities/regencies in East Java Province over the period June 2024–May 2025. The estimation results indicate that only the lagged premium rice price has a significant effect on the premium rice price. However, the price of SPHP rice, both current and lagged, does not have a significant effect on the price of premium rice.
