Abstract

This study examines rice price margins on the island of Java at each level of the supply chain, including producers, wholesalers, and retailers. The method used in this research compares rice prices across six provinces on Java Island: (1) DKI Jakarta, (2) Banten, (3) West Java, (4) Central Java, (5) Yogyakarta, and (6) East Java. The data utilized consists of rice prices (Rp/kg) of all quality levels, sourced from the National Strategic Food Price Information Center (PIHPS) in October 2024. The study conducts descriptive analytical analysis by calculating the differences between: (1) producer (farmer) prices → wholesaler prices, (2) wholesaler prices → traditional market retailer prices, and (3) wholesaler prices → modern market retailer prices. The findings indicate variations in rice prices at each level of the supply chain on Java Island, from the producer to the retailer level, in both traditional and modern markets. Additionally, the varying price margins at each stage of the supply chain reveal differences in distribution efficiency and diverse cost structures among the provinces on Java Island.

Abstract

Introduction: World crude oil prices are linked to food commodity prices as input costs for the production distribution and development of biofuels. The relationship between increasing crude oil prices and food prices is in one way; i.e. an increase in world crude oil prices will trigger an increase in food prices and not the other way around. This study aimed to analyze and compare price transmission and integration of cross-commodity prices between the price of crude oil and the price of corn (raw material for biofuels) and the price of rice (non biofuels raw material). Methods: This study used the VARX (Vector Autoregression with Exogenous variables) method with corn prices and rice prices as the endogenous variables, while crude oil prices as exogenous variables. Results: Price transmission and integration of cross-commodity prices occur in crude oil to corn commodities. In contrast, there was no price transmission and price integration between crude oil and rice. Commodities that are directly related to the development of biofuels experience a more significant impact on price changes. Conclusion: Energy commodity prices are connected to food commodity prices, particularly corn. Therefore, if crude oil price rises, so does the corn. Highly dependent corn-importing countries have to be aware. Measures engendering food security are key to any country, particularly promoting domestic production and improving food storage and distribution systems to reduce the risk of food price spikes. The policy implications emerging from the one-directional causality between oil and food prices would typically depend on the specific nature of the two markets and the goals of policy intervention.

Abstract

Introduction: The COVID-19 pandemic has significantly impacted food security and accessibility in Central Java Province. This study aims to analyze the effects of the pandemic on food accessibility in three dimensions—physical, economic, and social—and on food security. Methods: The study was conducted in five cities and regencies with high COVID-19 case rates. The research method employs Structural Equation Modeling-Partial Least Square (SEM-PLS) to identify relationships between latent and manifest variables. Primary data were collected from 348 respondents, while secondary data were obtained from relevant agencies. Results: The findings reveal that the COVID-19 pandemic situation indirectly positively affects food security through improved physical access to food, supported by government policies such as large-scale social restrictions (PSBB) and community activity restrictions (PPKM), which allowed markets to operate with health protocols. However, economic and social access to food was not significantly impacted by the pandemic. Physical access was shown to have a direct positive impact on food security, while economic access was highly influenced by the respondents’ economic conditions. Conclusion: In conclusion, food accessibility—particularly physical access—plays a crucial role in maintaining food security during the pandemic in Central Java.

Abstract

Partisipasi petani menjadi faktor penentu keberhasilan Program Pengembangan Usaha Agribisnis Pedesaan (PUAP). Namun, di berbagai daerah program ini sering menghadapi kendala seperti rendahnya keterlibatan petani secara menyeluruh, sehingga efektivitas pemberdayaan belum optimal. Penelitian ini bertujuan untuk menganalisis tingkat partisipasi petani dalam PUAP serta mengidentifikasi faktor internal dan eksternal yang memengaruhinya. Penelitian dilakukan di Kelurahan Pettuadae, Kecamatan Turikale, Kabupaten Maros dengan pendekatan kuantitatif deskriptif. Sampel sebanyak 30 petani aktif ditentukan melalui total sampling. Data dianalisis menggunakan skoring partisipasi dan korelasi Rank Spearman. Hasil penelitian menunjukkan bahwa tingkat partisipasi petani tergolong sedang, dengan dominasi keterlibatan pada tahap pelaksanaan program. Faktor internal yang berhubungan signifikan adalah jumlah tanggungan keluarga. Faktor eksternal yang signifikan meliputi frekuensi informasi, sumber informasi, interaksi sosial, dan dukungan stakeholder, sedangkan sarana dan prasarana tidak berpengaruh signifikan. Temuan ini menegaskan bahwa keberhasilan program berbasis kelembagaan sangat bergantung pada efektivitas komunikasi, interaksi sosial, dan peran pendamping. Hasil penelitian memberikan masukan penting bagi perancangan program pemberdayaan petani yang lebih partisipatif dan berkelanjutan di masa depan.

Abstract

The Renewable Energy Directive II (RED II) and the European Union Deforestation Regulation (EUDR) are the European Union’s primary policy instruments for achieving energy transition targets, sustainability standards, and emission-reductions. These regulations restrict the use of palm oil as a feedstock for biodiesel and tighten traceability requirements for deforestation-free products, thereby potentially affecting Indonesia’s export performance. This study aims to analyze changes in share and market concentration of Indonesia’s palm oil exports (HS 151100) in four major EU destination countries, the Netherlands, Italy, Spain, and Germany, following the implementation of RED II and the early phase of EUDR implementation. This research employed time series data from 2011 to 2024, divided into two periods: seven years before the policy implementation and seven years representing the early phase of RED II (2019-2024). However, the data remain limited for comprehensively assessing the impact of the EUDR, as they only cover the 2023-2024 period. The methods used include the Market Share Index (MSI), the Herfindahl-Hirschman Index (HHI), and a two-mean difference test using a paired sample t-test. The results show a significant decline in Indonesia’s market share in three main countries, Netherlands, Italy, and Spain following the implementation of the policies, while Germany remains relatively stable. The HHI value decreased from 0.016 to 0.06, indicating a shift in market structure from a moderately concentrated market to a more differentiated oligopoly market. This change indicates that Indonesia has undertaken market diversification in response to increasing non-tariff barriers and policy risks imposed by the European Union.

Abstract

Staple food must be available in sufficient quantities and at affordable prices. However, the COVID-19 pandemic has restricted public access and disrupted food distribution. As one of the most affected cities, Medan City is facing the threat of rising food prices due to the COVID-19 pandemic. This study aims to analyze the impact of the COVID-19 pandemic on staple food prices in Medan City. The commodities that are the focus of the research are: (1) rice, (2) white sugar, (3) palm oil, (4) chicken eggs, (5) chicken meat, and (6) beef. This study used weekly time series data which is divided into two periods; the period before the COVID-19 pandemic (2018-2019) and during the COVID-19 pandemic (2020-2021). Data analysis was performed using the ANOVA method; where the price difference shows the impact of the COVID-19 pandemic on food prices. The results of the analysis show that the COVID-19 pandemic has had a significant impact on increasing staple food prices in Medan City for the commodities: (1) rice, (2) white sugar, (3) palm oil, (4) chicken eggs, and (5) beef. The results of the study also show that the COVID-19 pandemic has had a negative implications on the food security in Medan City. This research emphasize the government intervention in stabilizing staple food prices during extraordinary conditions (such as the COVID-19 pandemic) to preserve food security in urban area.

Abstract

This study explores the use of Artificial Intelligence, specifically ChatGPT as a large language model, in constructing a qualitative decision tree to support food security analysis in Indonesia. Framed within the FAO’s four-pillar approach—availability, access, utilization, and stability—the research adopts a methodological proof-of-concept design and does not rely on primary or secondary empirical datasets. Instead, the analysis is based on AI-generated reasoning derived from structured prompts, which are systematically organized into a conceptual decision tree framework. Validation is conducted through interpretative comparison with established theoretical frameworks and national policy documents, rather than empirical testing or expert elicitation. The resulting model provides a structured representation of strategic pathways and potential policy options, highlighting the advantages of AI-assisted modeling in terms of speed, scalability, and integrative synthesis of knowledge. However, the model remains qualitative and exploratory, with limitations related to contextual specificity, potential bias, and the absence of real-time data. The findings suggest that AI can function as a complementary analytical tool for structuring policy-relevant insights, although its application requires careful validation and should not be interpreted as evidence of policy effectiveness.

Abstract

Bencana banjir yang melanda Gampong Simpang Lhee, Kecamatan Manyak Payed, telah menyebabkan gangguan signifikan pada proses belajar mengajar. Selain kerusakan infrastruktur, banyak siswa kehilangan peralatan sekolah mereka. Kegiatan pengabdian masyarakat ini bertujuan untuk memitigasi dampak pendidikan pasca-bencana melalui dua pendekatan utama: penyaluran paket peralatan belajar darurat dan edukasi mitigasi aset pendidikan bagi keluarga siswa. Metode yang digunakan meliputi survei dampak, koordinasi dengan perangkat desa, serta pendistribusian langsung paket bantuan. Hasil kegiatan menunjukkan bahwa penyaluran paket belajar mampu memulihkan motivasi belajar siswa sebesar 85% berdasarkan observasi lapangan. Selain itu, workshop mitigasi memberikan pemahaman baru bagi orang tua mengenai cara mengamankan dokumen dan peralatan pendidikan saat peringatan dini banjir diterima. Program ini diharapkan menjadi model penanganan pendidikan darurat yang responsif di wilayah rawan bencana Aceh Tamiang.
