Abstract

Abstract

Needs-based drug and medical consumables (MDCs) planning is a Zine Qua Non to ensure optimal patient care in hospitals and healthcare centers. Accurate drug and MDC planning affects the quality of medical services, the effectiveness of resource utilization, operational costs, and patient satisfaction. This research article describes the needs-based drug and MDCs planning system in hospitals. A descriptive case study was conducted at La Mappapenning Regional Hospital in Bone Regency. Data were obtained through observation, documentation, and in-depth interviews with the director, pharmacists, medical personnel, and staff. The study found that needs-based planning at La Mappapenning Regional Hospital can reduce waste of drug and MDCs supplies, accelerate response times to medical needs, and increase patient and family satisfaction. Furthermore, it demonstrates the importance of using a management information system in planning drug and MDCs needs efficiently, effectively, and sustainably. This study recommends collaboration between units in handling a series of drug and MDCs management processes, training for medical personnel and administrative staff, and optimizing the use of the hospital management information system (SIMRS) to support needs-based drug and MDCs planning.

Abstract

This research investigates the effectiveness of the Electronic Court System (E-Court) implementation at the Kotabaru District Court in Indonesia, using the End User Computing Satisfaction (EUCS) model. The study aims to assess how well the E-Court system meets its objectives of improving judicial efficiency, transparency, and accessibility, and to identify the barriers that limit its full effectiveness. The research employs a qualitative descriptive approach, utilizing primary data collected through in-depth interviews, structured observations, and document analysis. Interviews were conducted with key stakeholders, including judges, court staff, advocates, and litigants, to gather insights into their experiences with the E-Court system. The EUCS model was used to analyze user satisfaction across five dimensions: content, format, ease of use, timeliness, and support. The findings indicate that while the E-Court system has significantly improved administrative efficiency, reduced time and costs, and enhanced public access to justice, challenges persist in areas such as ease of use, timeliness, and technical support. External factors such as poor internet infrastructure, geographic constraints, and limited digital literacy also hinder the system's full potential. The study concludes that the success of the E-Court system depends on overcoming these barriers through better technical support, improved user interfaces, and broader digital literacy programs. Recommendations are made for both local and national stakeholders to address these issues and enhance the inclusivity and accessibility of the E-Court platform.

Abstract

The implementation of policies in the referral health system is one of the key components in efforts to realize tiered and integrated health services. The referral service policy in Belitung district has begun to be implemented in 2008 by issuing Belitung Regent Regulation Number 7 of 2008 concerning Belitung Public Health Insurance with a focus on providing health insurance to the people of Belitung, both those who have not been included in the Health Insurance borne by the government and the private sector. This policy was then updated several times last time by issuing Regent Regulation number 98 of 2022 concerning Belitung Public Health Insurance by covering all Belitung people who have not received health insurance through the JKN program in the form of contributions paid by the district government to BPJS Kesehatan as residents registered by the Belitung Regency Government. This research has a formulation of problems (1) the form of policy carried out by local governments in overcoming health services, especially referrals outside the region, (2) efforts that can be made in realizing an integrated referral service system, (3) the ways carried out by local governments in handling obstacles arising from the referral process. The research method used is in the form of a qualitative method with root cause analysis through in-depth interviews. The data sources used are primary and secondary data with a research focus containing statements about indicators and factors to be studied in detail.
