Abstract

AbstractDevelopment by Bappeda (Development Planning Agency at Sub-National Level) always places, maintains and develops the development plans in the regions so that the results of this study can be used as an effort to implement the planning system and the regional development process.  It is hoped that safe, smooth, orderly, healthy and efficient life and livelihoods can be realized in the well planned spatial utilization.               Planning and development processes are arranged systematically and sequentially using qualitative and educative data. The collected data will be analyzed using a thinking method starting from the general thing. Any assumptions about reality or social phenomena will be drawn to new information to be used as achievement, building in planning a directed and integrated development process.               When planning always goes increasing, a development planning in each region is needed through regional planning. The planning are oriented towards the future and seek to build a community with long-term and large-scale planning.               In accordance with Law No. 2 of 2004 concerning the National Development Planning System, which also refers to Government Regulation No. 41 of 2007 concerning Regional Device Organizations.               Regional development planning is basically a plan that shapes the community system against the faced conditions to realize development in the region.               In practice, the implementation of development in the regions is based on the planning and development process in the      above areas involving agencies in the province by the Provincial Bappeda. To accommodate the community's desire for development, a bottom-up planning system is adopted. This is actually participatory planning. The lowest stage in the regional development coordination meeting will be followed at a higher level.               The realization of the Bappeda of North Sumatra Province is to develop a regional development plan both long-term, medium-term, short-term, poverty alleviation, and to coordinate all development plans with vertical agencies and agencies in the North Sumatra province. Keyword: Regional Development Planning, Organizing governance and development, the Role of the Regional Development Planning Agency

Abstract

AbstractThe problem of waste in Indonesia is a very complex problem in a society that lacks sensitivity to the environment. Undisciplined cleanliness can create a bad atmosphere due to piles of garbage. The city development is indirectly caused by the increase in the population of the city. In this case, waste management in Medan city has a special regulation in waste management which is regulated in Regional Regulation Number 6 of 2015 concerning Solid Waste Management. It is based on Article 1 of Regional Regulation Number 6 of 2015 concerning Solid Waste Management. Therefore, Medan city government and North Sumatra provincial government made an agreement regarding the management of this waste. Abstract

Abstract  This study aims to determine the rules of inclusion of Halal (legal based on Islamic law) and BPOM (Agency for drugs and food control) labels on food products of small and medium enterprises. The importance of the study is to ensure legal protection of consumer’s rights violated by business actors in consuming food without Halal label based on Law No.8 of 1999 on Consumer Protection. The result of this analysis shows the factors why the small and medium food companies do not include Halal and BPOM labels on the packaging of their food products. It can be seen from the presence of un-standardized food products without Halal label. This shows the lack of supervision of food products by the apparatus. Consequently, consumer protection is needed based on Law no. 8 of 1999 which states that the right of consumers is the right to get comfort and safety in consuming goods or services. This Act shows that every consumer, including Muslim consumers, is entitled to obtain goods and services that are comfortable and not contrary to their religious principles, that is Halal. Keywords: State-owned enterprises, food products, BPOM, Halal Label

Abstract

BPJS services for public health insurance and BPJS users get their rights in accordance with BPJS procedures and implementation. This paper will discuss the implementation of health services for BPJS users in Medan based on Law No. 24 of 2011 concerning Health Insurance. The research objective is to obtain the Procedure for Registration to Become BPJS Health Participants, the health service system and the Rights of BPJS User Participants. The research method is a type of normative and empirical law research, so that the research and data collected methods used are library methods, a method or a way to collect data using materials, both sourced from primary and secondary data. The results obtained are participants from BPJS itself, not limited to age and certain community groups. All citizens can become BPJS participants even compulsory for those who meet certain conditions. An important part of a health service is available and adhered to standards, because quality health care is if the service is carried out according to existing standards. The role of quality standards in health services is very important to be able to approach the quality assurance in health services for the community. Some BPJS participants responded that there was no distinction between BPJS Health membership patients and general patients. Some participants were quite satisfied with the response of health workers who gave quick and responsive reactions in responding to patient complaints.

Abstract

The bank's business activities must be carried out in a more administrative nature and prioritize procedural aspects. BUMN / BUMD banks in providing credit to prospective debtors must follow the standards and standard mechanisms that apply within the bank itself or the Standard Operational Procedure (SOP), for that it is then required to comply with standards to arrive at a credit decision. The bank functions as a financial intermediary (intermediary financial) between parties with excess funds (surplus of funds) and parties requiring funds (deficit of funds). The main function of the bank is to mobilize public funds appropriately and quickly channel them to effective and efficient use or investment. A function like this is a "blood flow" for the economy and an increase in the standard of living. Without trust, this function will not work. Credit assessment is an activity carried out by credit analysts to assess whether credit to be given to debtors can be carried out. Assessment for consumptive credit is based only on the amount of salary earned in installments plus interest and the maximum will be determined at the amount of income.

Abstract

Crime in cyberspace presents new and serious problems on an international scale and is very complex in efforts to empower the law to deal with them. Economic crimes including Automatic Teller Machine (ATM) cards and theft of money are the second problem that is very worrying for the banking world, especially those committed by Asia. The legal situation in Indonesia, in particular, the laws and regulations made in the last twenty-five years is very easy to swallow. Objectively, this happens because changes in society in the political, economic, social, and cultural fields are going so fast, so that the law is easily left behind. Subjectively, various laws and regulations are made to overcome instant situations, so they pay less attention to insight. In reality, cyber activities (virtual world or the internet), are no longer simple, but quite complicated, because their activities are no longer limited by the territory of a country, which can be easily accessed anytime and from anywhere. Losses can occur, both to the perpetrator of the transaction and to other people who have never made a transaction, for example, the theft of bank customer funds through skimmer mode (procurement of Automated Teller Machines or so-called ATM cards). Advances in information technology that became the beginning of the existence of cybercrime, can legally have an impact on the law, which regulates this matter. Crimes like this can be categorized as acts of theft / fraud contained in the Criminal Code (KUHP) and Law no. 11 of 2008 concerning Information and Electronic Transactions, hereinafter referred to as UU ITE. Anyone in the city or village who already has an Automatic Teller Machine (ATM), especially in a big city, must have at least one plastic card with magnetic tape, which is often called an Automatic Teller Machine (ATM) card.

Abstract

Pengabdian Kepada Masyarakat ini bertujuan untuk Untuk memberikan pengetahuan tentang upaya pemberantasan narkotika yang dapat dilakukan oleh anak para remaja di Marelan serta memberikan pengetahuan tentang pentingnya pemberantasan narkotika. Pengabdian Kepada Masyarakat diharapkan memberikan kontribusi terhadap masyarakat khususnya baik secara teoritis maupun praktis dalam pencegahan maraknya peredaran narkotika. Metode yang digunakan dalam pelaksanaan kegiatan Pengabdian Kepada Masyarakat ini adalah metode deskriptif. Karena pengabdian ini bertujuan untuk menggambarkan selengkap mungkin bagaimana bahaya dan ancaman hukum bagi pelaku penyalahgunaan narkotika. Sesuai dengan metode pendekatan yang digunakan, maka dalam analisis pengabdian kepada masyarakat ini akan dilakukan dengan menggunakan metode pendekatan yuridis empiris. Pendekatan yuridis yaitu mengkaji konsep normatifnya atau mengkaji dengan perundang-undangan. Untuk pendekatan empiris yaitu usaha mendekati masalah yang dihadapi dengan sifat hukum yang nyata apakah sudah sesuai dengan kenyataan yang hidup dalam masyarakat. Hasil yang diperoleh dari Pengabdian Kepada Masyarakat ini adalah bertambahnya pengetahuan bagi para peserta yang dalam hal ini adalah ketua RT dan beberapa tokoh masyarakat Marelan tentang bahaya penyalahgunaan narkotika serta dampak hukum yang mengancam bagi para penyalahguna narkotika.

Abstract

Children as perpetrators of crimes will also experience a legal process that is identical to adults who commit crimes, the meaning of the word identical here means "almost the same", which differs only in the length and way of handling it. Facing and handling the juvenile justice process involved in a crime, the first thing that should not be forgotten is to look at his position as a child with all of his special characteristics and characteristics, thus the orientation is based on the concept of protection of children in the process of handling them so that things this will be based on the concept of child welfare and the interests of the child. Handling children in the legal process requires an approach, service, treatment. The Southeast Aceh Resort Police as the leading institution in law enforcement has a sizable responsibility to harmonize the duties and authorities of the Police, especially in Southeast Aceh District as stipulated in Law Number 2 of 2002 concerning the Indonesian National Police, in dealing with children in conflict By law, the police always have to pay attention to the condition of children who are different from adults. The nature of children as individuals who are still unstable, the future of children as national assets, and the position of children in society who still need protection can be used as a basis for finding an alternative solution how to prevent children from a formal criminal justice system, placing children in prison, and stigmatization of position of the child as a convict. The investigation process is an initial stage where a child is confronted with the police. Irregularities that usually often occur in the process of investigating child crimes in the form of abuse, beatings and other bad treatment certainly experience obstacles so that efforts are needed to achieve the goal of protecting children who are in conflict with the law, especially perpetrator of the crime of torture.

Abstract

The preservation of mangrove forests must always be maintained, because mangrove forests have biological, ecological and economic functions which are of course very beneficial for the survival of every living creature. Optimal use of mangrove forests will bring many benefits to the lives of communities around the coast of Pasar Rawa. Success in mangrove management will improve the welfare of the community around the coast of Pasar Rawa. In implementing this program, the method of giving lectures about optimizing mangroves is used in an effort to improve the welfare of the people of Pasar Rawa. The aim of this program is for partners to be able to improve the welfare of the people of Pasar Rawa.

Abstract

In 2019 the number of poor people ini Medan Citywas 183,790 people with a percentage of the population receiving PBI health insurance of 29,60% based on data from the Central StatisticsAgency. PBI JK participants are people who are classified as poor and cant’t afford whosecontributions are paid by the Government in the amount of Rp. 420.000. In 2091 the Ministry of Social Affairs issued Decree No. 70 0f 2019 sixthphase concerning policies against deactivating PBI JK participants. This is what becomes a polemic ini a society that can’t afford it. The deactivation of thin Center certainly affects PBI participants who hold the Medan Sehat Card in the city of Medan, which provide health protectionbenefits for Medan city residents.The research method uses a normative-empirical research type. The 1945 constitution explicitly stated that the state is obliged to provide health facilities for the poor and is obliged to develop a Social Security System, hence Law no 40. 0f 2004 concerning the National Social Security System and Law no. 24 of 2011 concerning Sosial Security Administering Bodies. Responbility ofthe Medan City Government in collaboration withBPJS Health, the social service and the Medan City Government Hosipital provide and coordinate in carrying out their socialresponbilities for PBI recipients whose assistancehas been stopped by the Minsitry of Social Affairs. BPJS Health as an institution managing guarantees of free health servicer to the poor must coordinate with the Medan city social service as an extension of the government to provide information related to community povertydata ini terms of data management. This coordination is to create order between institutions and the public in the use of law whichfunctions as legal certainty.
