Abstract

Disaster management is preparing for, responding to, and recovering from natural or manufactured disasters. Disaster management aims to reduce the impact of disasters; help affected communities return to normalcy as soon as possible, and ultimately save lives. In 2022, there will be 76 natural disasters in South Kalimantan Province, with natural disasters dominated by floods 45 times, landslides six times, and typhoons 25 times. This data was obtained from the Tagana Social Service of South Kalimantan. This study aims to analyse how the response to natural disasters that seem to be happening every year must be used as material for evaluation for the government on how to make contingency policies for this situation before, during and after disasters, especially floods, which have been made several areas of Banjar district prone to stagnant water. Affect the life of the community. The research method used is a qualitative methodology with a research approach that emphasises the subjective interpretation of social phenomena. This methodology relies on collecting data through interviews, observation and document analysis to explore the complexities of social interactions and experiences. The results of this study indicate that there has not been or has not been an optimal effort from the government in managing disasters, creating a public perception of a disaster situation as if there were no attention except when the disaster occurred.

Abstract

Waste management is essential to protecting the environment and minimizing its negative impact on human health and the ecosystem. The low participation of riverbank residents in maintaining and creating a clean environment in the river and its surroundings has prompted the Environmental Service to create a program called "River Maharagu" by holding river cleanliness competitions. This research aims to analyze the success of the Environmental Service program by formulating a strategy for handling waste from riverbank communities through a SWOT analysis. This research uses a qualitative approach with a descriptive type. The SWOT analysis results found that (1) Strategy (SO) encourages and facilitates stakeholders to collaborate with the Diaspora and universities to build and develop river ecotourism. (2) Strategy (WO) to build and increase the synergy of stakeholders and youth communities (Karang Taruna) in building and developing river ecotourism and coordinating with the Diaspora. (3) Strategy (ST): River management maintains self-sufficiency in collecting and transporting household waste and continues to motivate residents to dispose of waste properly. (4) (WT) The Environmental Service builds collaboration with universities in providing education to build awareness among riverbank residents.

Abstract

  This study addresses the persistent ineffectiveness of waste management in Banjarmasin, highlighted by the growing waste accumulation at the Basirih Landfill and along urban roadsides following administrative sanctions from the Indonesian Ministry of Environment. Despite a daily waste production of approximately 600 tons, regional facilities currently handle only 105 tons, signaling a critical governance gap. Employing an explanatory sequential mixed-methods design, this research analyzes waste management through the dual lenses of Network Governance and Collaborative Governance. Quantitative data were gathered from 107 diverse stakeholders, followed by in-depth qualitative interviews with key informants and Participatory Development Waste Action (PDWA) sessions. The results reveal that while there is high cognitive readiness for collaboration, the actual implementation remains at a moderate level, characterized by a "strong at the bottom, fragile in the middle" model. The governance network is currently fragmented, with interactions being largely ad-hoc and seremonial rather than institutionalized. Key barriers include a significant power imbalance dominated by the state, lack of formal institutional design, and the absence of a "metagovernor" role to synchronize bottom-up community initiatives with private sector resources. This study recommends that the Banjarmasin Municipal Government transition from a technical operator to a network steerer by establishing a permanent collaborative forum, institutionalizing long-term MOUs, and adopting an adaptive pentahelix model to bridge current collaboration gaps and ensure systemic sustainability.
