Abstract

KURDA GAS was launched to help the community in obtaining capital without the need for collateral, especially for the underprivileged. The purpose of this study is to find out how the Implementation of the Gianyar Aman Sejahtera Regional People's Business Credit Program (KURDA GAS) in MSMEs of the Underprivileged Community. This study uses a qualitative descriptive research method with an inductive approach. This research was conducted at PT. BPR Regional Bank Gianyar (Perseroda) The results of the study show several factors that cause the KURDA GAS program to not be maximized. Inhibiting Factors: Lack of Understanding and Knowledge, Complicated Administrative Procedures, Weak Business Capacity and Management, Limited Guarantees, Market Competition. Supporting Factors: Local Government Support, Training and Assistance Programs, Improved Economic Conditions, Partnerships with Financial Institutions, Infrastructure and Access to Technology.

Abstract

Changes in people's mindsets about the importance of education have an impact on the increasing public interest in higher education. Higher education is considered to be a place that produces quality human resources. Increasingly fierce competition and the demands of society's needs for quality oriented toward the value of service users ultimately pressure organizations to be able to respond quickly. Facing this condition, the main thing that must be prioritized by universities is student satisfaction. This study aims to analyze the effect of administrative services, educational facilities, and lecturer competence on the satisfaction of Bali Land Transportation Polytechnic cadets. The number of samples used was 69 with the proportional sampling method. Data collection using a questionnaire The data analysis technique uses multiple linear regression analysis with the SmartPLS application. The results showed that administrative services, educational facilities, and lecturer competence had a positive and significant effect on the satisfaction of Bali Land Transportation Polytechnic cadets. Among the three influential independent variables, lecturer competence is the one that has the most influence on cadet satisfaction. The magnitude of the influence of independent variables on cadet satisfaction is 92.9%.

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh Digital Mindset, Kompetensi Digital, dan Pemahaman Good Governance terhadap pembentukan karakter Smart Aparatur Sipil Negara (ASN) di Dinas Komunikasi dan Informatika Kabupaten Badung. Dalam konteks transformasi digital keberadaan ASN yang adaptif, inovatif, dan berintegritas menjadi sangat penting. Penelitian ini menggunakan pendekatan kuantitatif dengan teknik survei melalui penyebaran kuesioner kepada 125 pegawai. Data dianalisis menggunakan pendekatan Partial Least Squares Structural Equation Modeling (PLS-SEM). Hasil analisis menunjukkan bahwa ketiga variabel bebas secara signifikan memengaruhi pembentukan Smart ASN. Digital Mindset menunjukkan pengaruh positif signifikan dengan koefisien jalur sebesar 0,291 (t=3,304; p=0,001). Kompetensi Digital memiliki pengaruh paling kuat dengan koefisien sebesar 0,489 (t=5,607; p=0,000). Pemahaman Good Governance juga berpengaruh secara signifikan dengan koefisien 0,205 (t=3,378; p=0,001). Ketiganya menjelaskan sebesar 79,7% variasi dalam pembentukan Smart ASN.Temuan ini menunjukkan bahwa pengembangan Smart ASN sangat bergantung pada kesiapan digital dan pemahaman tata kelola yang baik. Oleh karena itu, penelitian merekomendasikan pelatihan berkelanjutan dalam pola pikir digital, peningkatan kompetensi digital, dan internalisasi prinsip good governance untuk mendorong keberhasilan transformasi birokrasi digital yang berkelanjutan di lingkungan Dinas Kominfo Kabupaten Badung.

Abstract

Purpose: The purpose of this study was to analyze sustainable tourism strategies in the Bali Mangrove Forest area using the Triple Bottom Line (TBL) approach, focusing on its economic, social, and environmental impacts. Methodology/approach: This study employed a literature review method to examine various academic sources and policy documents related to ecotourism management in the Ngurah Rai Grand Forest Park (Tahura), Bali. The research framework was based on the Triple Bottom Line approach, evaluating the sustainability aspects of ecotourism. Results/findings: The findings revealed that ecotourism in the Bali Mangrove Forest provides economic benefits by increasing local community income through fisheries and tourism activities. Socially, community participation in ecotourism enhances environmental awareness and engagement in conservation efforts. From an environmental perspective, ecotourism supports mangrove preservation through collaborative conservation programs involving local communities, government, and private sectors. Conclusions: Ecotourism in the Bali Mangrove Forest demonstrates the potential of the TBL approach to balance economic, environmental, and social objectives. It strengthens community livelihoods, fosters conservation awareness, and ensures ecological sustainability. The success of this model highlights the importance of integrating community involvement and cross-sectoral collaboration in sustainable tourism strategies. Limitations: The study relies solely on secondary data without field observations or quantitative measurement of impacts, limiting the depth of empirical validation. Contribution: This study applies the Triple Bottom Line framework to Bali’s mangrove ecotourism, providing insights for policymakers and practitioners to develop strategies that balance economic growth, social welfare, and environmental conservation.

Abstract

The diversity of the language of the environment of Green School Bali needs to be studied, especially the treasury of green ecolexicon as they reflect strategical effort to preserve local wisdom of Balinese culture. This study used a descriptive qualitative approach. Data was obtained from the Green School Bali educational environment by using observation and interviews method. The results shown that the grammatical category of the ‘green’ lexicon is in the form of nouns and verbs that are in the form of basic words and phrases and the ‘green’ syntactic construction at Green School Bali contains these natural lexicons, including noun phrases such as bambu hitam ‘black bamboo’, and verb phrases such as bermain Jegog ‘play Jegog’ while the social praxis dimension of the green ecolexicon namely the ideological dimension, the sociological dimension and the biological dimension. This research also uniquely contributes to preserving the concept of local wisdom in real action in the context of international education in Bali.

Abstract

The objective of this study is to analyze the implementation of the All Indonesia Immigration Declaration Service Integration System at the Ngurah Rai Airport Immigration Checkpoint in Bali, to identify obstacles and challenges, and to formulate strategic and operational solutions. The impetus for this research stems from two key factors. Firstly, the number of international travelers has reached 15 million per year, exhibiting a 14% growth rate. Secondly, the fragmentation of health, customs, and immigration declaration systems has led to inefficiencies and security gaps in the past. The All Indonesia system, which has been fully operational since October 2025, integrates all declarations into a single digital platform with an H-3 arrival declaration feature. The present study employs a descriptive qualitative method with a case study approach. The data were collected through a variety of methods, including in-depth interviews with key informants from the Ngurah Rai Class I Special TPI Immigration Office, direct observation in the international arrival area, document review, and analysis of system submission data from October 2025 to January 2026. The data analysis employed the interactive model developed by Miles and Huberman, with Max Weber's Rational Bureaucracy theory serving as the analytical framework. The study's findings indicate that the system's implementation successfully reduced inspection times by 60–70 percent at manual counters and 80 percent at autogates. Furthermore, the system was adopted by 2.5 million passengers within four months. However, a number of technical challenges were identified, including system disruptions and recurring OCR errors, low pre-arrival data entry rates among Indonesian citizens (30–38 percent), suboptimal cross-agency data interoperability, and limited multilingual support. Solutions were formulated in the Adaptive Digital Bureaucracy Model, which encompasses the strengthening of a resilient system architecture, adaptive knowledge management, structured collaborative governance, user-centered design, and transformational change management.

Abstract

Indonesian geographical, geological and hydrological regions are disaster-prone areas. Disaster-prone is the geological, biological, hydrological, climatological, geographical, social, cultural, political, economic and technological conditions or characteristics of a region for a certain period of time that reduce the ability in preventing, reducing, achieving readiness, and reduce the ability to respond to adverse impacts of certain hazards. People's behavior that damages the environment also tends to increase the number of disasters. Seeing such conditions, the government has compiled a policy to allocate budgets for pre-disaster, during emergency response, and post-disaster development. This government policy is also supported by the contributions of community in providing disaster relief. A bad disaster management system can be a gap to commit criminal acts against funds and disaster relief. In this study, two issues will be discussed, namely legal politics in funding and managing disaster relief and the legal consequences of criminal acts in funding and management of disaster relief. The legal politics in disaster relief funding and management are outlined in The Act Number 24 of 2007 concerning Disaster Management and Republic of Indonesia Government Regulation Number 22 of 2008 concerning Funding and Management of Disaster Assistance. The legal consequences of criminal acts of funding and management of disaster assistance are criminal penalties ranging from imprisonment, fines, or capital punishment

Abstract

This study aims to analyze the implementation of the policy of managing bums and beggars By the Badung District Civil Service Police Unit based on Regional Regulation No. 7 of 2016 concerning Public Order and Community Peace. The research method used is a qualitative descriptive research method using the policy implementation model by Van Meter and Van Horn. The results showed that the implementation of the policy to control bums and beggars had not been running optimally was still experiencing obstacles. This is because the enforcement of legal sanctions has not been fulfilled, lack of human resources and facilities and infrastructure. The factors that influence the implementation have not been maximized include: resource factors, factors of the attitude of the implementers, social, economic and political environmental factors. Efforts to improve the success of implementation by adding human resources, facilities and infrastructure and improving the performance of Satpol PP with law enforcement in accordance with local regulations, causing a deterrent effect on the homeless and beggars.

Abstract

This study aimed at reviewing and providing perspective concerning how the Balinese local genius of Tri Hita Karana and the vision of Bali could be implemented in the Regional Energy General Plan (RUED) of Bali Province. This study used the descriptive qualitative method with causal inference concluding technique. The data were collected from the process of drafting, consulting, discussing, and stipulating Regional Regulation No. 9 of 2020 concerning RUED of Bali Province 2020-2050. The finding showed that there is a significant and strong relationship of the implementation of Tri Hita Karana and Bali Vision on the RUED of Bali Province to maintain the balance and harmony among the humans, nature, and Balinese culture as the primary tourist destination in Indonesia which highly depending on the attractiveness of its culture and natural environment. There are new things in terms of its management strategy as the evaluation result of some pilot projects in implementing new and renewable energy in Bali Province.
