Abstract

Purpose: This research describes the dynamics of the tourism sector in Bali Province, focusing on the factors driving tourism development, the challenges the sector faces, and the opportunities available for sustainable tourism growth. Methodology: A qualitative approach based on systematic literature review was employed, drawing on secondary data from academic articles, government reports, and news publications relevant to Bali’s tourism dynamics.Results: Cultural richness, natural beauty, and ongoing infrastructure development emerge as the primary drivers of tourism growth in Bali. Development is nevertheless constrained by environmental degradation from uncontrolled construction, over-reliance on international visitor demand that produces systemic vulnerability, and difficulty managing tourist behavior and overtourism in popular destinations. Two major opportunities are identified: sustainable tourism practices centered on environmental conservation and community empowerment, and the adoption of digital technologies for destination management, marketing, and visitor services.Conclusions: Bali’s tourism sector must balance economic growth with environmental sustainability and cultural preservation, with market diversification, sustainable governance, and digital innovation identified as priority strategies. Limitations: The study is descriptive and does not statistically test relationships among the driving factors, challenges, and opportunities identified, and proposed sustainability and digitalization measures have not been empirically validated in Bali-specific settings.Contributions: This research provides a structured analytical synthesis of Bali’s current tourism dynamics, contributing evidence-based policy insight for sustainable tourism governance in an internationally significant destination.

Abstract

The development of urban tourism in Bali represents a dynamic process of urban development that requires an active role of local governments in policy formulation and public service delivery. This study aims to analyze the role of local government in the development of urban tourism in Bali from the perspective of New Public Service and public service theory. A qualitative approach with a case study design was employed, focusing on Denpasar City. Data were collected through in-depth interviews, field observations, and document analysis of tourism-related policies and regulations. The data were analyzed thematically by linking empirical findings to the core principles of New Public Service, including public interest orientation, citizen participation, collaboration, and accountability. The findings indicate that local government has played a strategic role in planning and providing supporting facilities for urban tourism; however, the implementation of public services still faces challenges related to institutional capacity, fragmented authority, and limited public participation in decision-making processes. The study concludes that strengthening the New Public Service paradigm is essential to improve the quality of public services and to promote sustainable, inclusive, and equitable urban tourism development in Bali. Abstract

The transformation of urban tourism in Bali has intensified following the significant increase in tourist arrivals in the post-COVID-19 period. The rapid growth of urban tourism in Denpasar and Badung contributes substantially to the regional economy, yet it also generates considerable pressure on environmental carrying capacity, urban infrastructure, and the socio-cultural dynamics of local communities. This study aims to examine the transformation of urban tourism in Bali through the philosophy of Tri Hita Karana as a model for sustainable tourism development. A descriptive qualitative approach was employed, using in-depth interviews, field observations, and policy documentation analysis as primary data collection techniques. The findings reveal that the integration of Tri Hita Karana values into urban tourism governance remains partial. The palemahan dimension is reflected in environmental policies such as restrictions on single-use plastics, although it has not been holistically embedded in urban planning frameworks. The pawongan dimension highlights limited community participation in strategic decision-making processes, while the parahyangan dimension is mainly accommodated through the preservation of cultural rituals without formal integration into spatial and urban development policies. This study emphasizes the urgency of strengthening Tri Hita Karana-based governance to ensure that Bali’s urban tourism develops not only as a globally competitive destination but also as a culturally harmonious and environmentally sustainable model in the long term. Abstract

This study examines the governance of urban tourism based on smart tourism in Bali as an integration of digital innovation and local community participation. The development of urban tourism in Denpasar and the Sarbagita metropolitan area has increased destination complexity due to the significant growth of tourist arrivals during 2023–2025. This condition requires an adaptive, efficient, and sustainable governance model through the application of digital technology. This research employs a qualitative approach with a case study design, using in-depth interviews, field observation, and documentation analysis of tourism regulations and digital transformation policies. The findings reveal that smart tourism implementation in Bali has begun through the digitalization of destination information services and tourism promotion platforms in line with Presidential Regulation No. 95 of 2018 on Electronic-Based Government Systems. However, smart tourism practices remain partial, characterized by private sector dominance in the digital tourism ecosystem and limited cross-agency data integration. Local community participation is still largely operational rather than strategic in smart destination policy planning, potentially leading to unequal distribution of digital tourism benefits. The study highlights that the success of smart tourism in Bali requires strengthening collaborative governance involving government, private stakeholders, traditional village institutions, and local communities to ensure that digital transformation aligns with Bali’s cultural tourism principles based on Tri Hita Karana. Inclusive and participatory smart tourism has the potential to support high-quality and sustainable urban tourism development in Bali. Abstract

Abstract Denpasar City functions as an urban center and a major support area for Bali’s tourism sector, facing significant pressure in waste management. According to the National Waste Management Information System (SIPSN), Bali generates approximately 1.2 million tons of waste annually, with Denpasar City identified as the largest contributor at the provincial level. Waste composition is dominated by organic waste at around 68%, while plastic waste remains a critical issue in urban and tourism areas. During peak events, such as New Year’s Eve, Denpasar’s Environmental Agency recorded a surge of 900–1,000 tons of waste collected within a single day. The waste management challenge has become more critical following the overcapacity condition and planned permanent closure of the Suwung landfill, which has long served as the primary final disposal site for the Sarbagita region, with a transition period extending to 2026. This situation requires a fundamental transformation of urban and tourism waste management systems in Denpasar. This study aims to analyze the governance of tourism waste management in Denpasar City after the closure of the Suwung landfill using a qualitative descriptive approach through policy analysis, secondary data review, and examination of official government documents. The findings indicate that the main challenges include high waste generation rates, limited decentralized waste processing infrastructure, suboptimal waste segregation at the source, and weak integration of the tourism sector into the urban waste management system. In conclusion, strengthening collaborative governance involving local government, tourism actors, and communities is essential to improve tourism waste management in Denpasar City. Enhancing public service capacity, enforcing regulatory frameworks, and promoting waste reduction at the source are key to ensuring environmental sustainability and maintaining Bali’s tourism competitiveness. Abstract

Abstract This study examines the role of public administration in managing the challenges of urban tourism in Bali, particularly those related to the waste crisis and the degradation of cultural heritage. Amid increasing pressure on urban infrastructure, the paradigms of Slow Tourism and Soft Tourism have emerged as alternative policy strategies to advance the Sustainable Development Goals (SDGs), especially SDGs 11 and 12. Employing a descriptive qualitative method through a literature review and policy observation conducted between 2024 and 2026, the study evaluates the effectiveness of the tourist levy policy and decentralized waste management programs in Bali. The findings indicate that rigid tourism bureaucracies frequently hinder the integration of cultural heritage preservation with modern waste management systems. The study concludes that transforming public administration through a collaborative governance model is essential to shift tourist behavior from mass consumption toward more immersive travel experiences (slow travel). This transformation has been shown to significantly reduce daily waste volumes while simultaneously increasing the economic value of heritage sites through longer lengths of stay. Abstract

Abstract Bali's tourism in 2025 recorded a record 7.05-7.12 million international visitors, the highest in a decade, with Ubud as the spiritual cultural center bearing an estimated 2 million annual visitors. However, overtourism triggered crises: 30-35% rice field conversion (350 Ha), Ubud main road congestion 12 hours/day (75 dB noise pollution), seasonal flooding 15 days/year, and 90 tons/day plastic waste (18% Bali total). Ubud infrastructure scored only 3.4/10, contrasting with Lodtunduh adat village's 8.7/10. This qualitative case study used data triangulation: 15 in-depth interviews (banjar leaders, Gianyar Tourism Office, homestay entrepreneurs), 72-hour participatory observation, and document analysis (Gianyar RTRW 2025-2030, banjar reports). The research developed the first THK-Infrastructure Matrix, an innovative tool operationalizing Bali's Tri Hita Karana philosophy (Parahyangan-Pawongan- Palemahan) for modern infrastructure evaluation. Four key findings from Miles & Huberman thematic analysis: rice field conversion highest priority, noise disturbing temple spirituality, concrete drainage collapse, and plastic waste fracturing social harmony. Hybrid strategy adapted Lodtunduh best practices (adat zoning regulations, subak drainage, Rp5,000 local shuttles) with modern technology: Gianyar THK Zoning Regulation 2026 includes car-free zones 500m radius of 15 temples, 30% local homestay quotas, 350 Ha subak conversion moratorium, and 80 Ha hybrid bio-swale drainage. The model increases carrying capacity +28% while preserving cultural authenticity. Implementation recommendations: Public- Private-Banjar Partnership (Tourism Office Rp5B, banjar Rp2B, private Rp10B) with THK Dashboard real-time monitoring system. Global contribution: Urban Cultural Resilience blueprint replicable to 500 worldwide overtourism destinations (Yogyakarta, Kyoto, Luang Prabang). Abstract

Abstract Spiritual purification tourism (melukat) at Tirta Empul Temple has expanded rapidly, strengthening local livelihoods while generating overtourism pressures that threaten ritual sacredness, customary space, and environmental carrying capacity. This study aims to describe preservation dynamics, economic effects, and visitor-governance challenges, and to derive policy-relevant recommendations. Theoretical framing draws on spiritual–cultural tourism, the Tri Hita Karana value system, and destination governance and carrying-capacity perspectives. A descriptive qualitative design was employed, combining two weeks of participant observation, semi-structured in-depth interviews with 15 purposively selected key informants, and document analysis of regional regulations and levy records. Data were analysed iteratively using Miles and Huberman’s procedures (reduction, display, conclusion drawing), supported by source/method triangulation and member checking. Findings indicate a trade-off between ritual authenticity and market-driven commodification, alongside SMEs’ dependence on visitor flows. The study proposes a zoning framework and SWOT-based strategy, including time-slot digital quotas, strengthened ritual etiquette SOPs, and conservation-oriented revenue allocation. Abstract

Heritage tourism constitutes a fundamental pillar of Bali’s tourism development, contributing not only to regional economic growth but also to the preservation of cultural values and historical assets. Nevertheless, the rapid expansion of mass tourism has generated significant challenges related to cultural authenticity, sustainability, and local community involvement. This study aims to examine the implementation of heritage tourism in Bali and to analyze its impacts on cultural preservation and local community welfare. A qualitative descriptive approach was employed using a case study design across selected heritage destinations in Bali. The study involved 20 informants comprising destination managers, traditional community leaders, tourism practitioners, and tourists. Data were collected through in-depth interviews, field observations, and document analysis. The findings reveal that heritage tourism in Bali has contributed positively to the conservation of cultural heritage through site revitalization and the reinforcement of local identity. However, its implementation remains constrained by excessive commercialization and limited community participation in decision-making processes. The study concludes that sustainable heritage tourism management in Bali requires strong collaboration among government authorities, traditional communities, and tourism stakeholders. The implications of this research highlight the necessity of formulating culture-based tourism policies that prioritize heritage conservation and the empowerment of local communities to ensure long-term sustainability.Keywords: Bali, Cultural Tourism, Cultural Preservation, Heritage Tourism, Sustainable

Abstract

Tourism is a leading sector in Bali Province that significantly contributes to the regional economy. However, rapid tourism growth has also generated environmental problems, particularly the increasing volume of waste in tourist areas. This study aims to examine waste management in Bali’s tourism sector from the perspective of Public Administration. The research method employed is a literature review by analyzing five academic journals related to waste issues and sustainable tourism. The findings indicate that waste problems in Bali are caused not only by high tourist activities but also by weak policy implementation, poor inter-institutional coordination, and low community participation. From a public administration perspective, waste management requires the government’s role as policy maker, regulator, and effective public service provider. The application of good governance principles, multi-stakeholder collaboration, and institutional capacity building are essential in achieving sustainable tourism in Bali. This study emphasizes that waste management is a crucial component of tourism governance that must be integrated into regional public policies.
