Abstract

Some scholars have underlined network governance issues in theoretical, conceptual, operational, and practical terms. However, it is still requested to core map this issue, as past scholars have lacked attention. Therefore, this paper explores network governance’s pivotal issues and proposes a theoretical model. A systematic literature review was conducted using Scopus database sources, and NVivo 12 Plus software was used as an assistive qualitative data analysis tool. This study revealed several viewpoints. First, network governance has received much attention over the last decade. Second, some essential core key terms are linked to network governance issues, such as social, public, government, policy, actor, political, institutional, and organizational. In addition, we proposed a theoretical model that can be used as a recommendation for future studies.

Abstract

Village governance in Indonesia has received special attention following the enactment of Law No. 6 of 2014, which grants significant authority and responsibilities to village governments. This study aims to explore how the Panjangrejo Village Government engages its diverse community in the decision-making process. A descriptive qualitative method was employed, with primary data collected through interviews with village officials, residents, and community leaders. The findings indicate that the Panjangrejo Village Government, considering the diversity of its members, involves the community through representatives such as local community leaders and the Village Consultative Body (BPD) in decision-making. Additionally, the decision-making process follows a hierarchical approach, starting with village discussions at the hamlet level and continuing up to the village-level meetings (Musdes). This bottom-up approach has been practiced for several years. The Panjangrejo Village Government prioritizes the needs of the village and applies participatory principles in every decision made. This study highlights the importance of community participation in village governance to enhance the effectiveness of decision-making that accommodates diversity.

Abstract

This study investigates how human capital, well-being support, and technology acceptance influence employee productivity inSoutheast Asia. Drawing on Human Capital Theory, the Job Demands-Resources model, and the UTAUT framework, data were collected from 480 employees across five countries. Structural Equation Modeling revealed that education level, skill development, health spending, and work-life balance significantly enhance work engagement and job satisfaction, which in turn drive productivity. Technology acceptance also emerged as a key enabler, influencing both motivation and performance. Mediation analysis confirmed the psychological pathways linking resources to outcomes, while multi-group analysis identified structural differences across national contexts. These findings underscore the need for localized strategies and integrated HR interventions. The study contributes to theory by linking structural and psychological drivers within a unified model and offers practical insights for policymakers and organizational leaders aiming to optimize productivity in rapidly developing and digitally transforming economies.

Abstract

The research aimed to describe the trend issues, identify the key features, and propose a theoretical model of digital government. A comprehensive search was used to find eligible articles in the Academic Scopus Database. Further, the quality of the study was assessed during the screening phase, where it met 115 journal-related articles on digital government within the social sciences discipline. Further, this literature was analyzed by NVivo 12 Plus via a hierarchy diagram, cluster analysis, word frequency analysis, and the VOSViwer tool to visualize the data via a network, overlay, and density analysis. The findings revealed a term network formed by digital government and trend issues, resulting in several growing concerns, such as e-government, open government, and technology adoption. Furthermore, key features were reported following proportional analysis, such as systems, development, services, models, information, public, policy, management, and networks. Another point is that a proposed theoretical model has been constructed and selected for future research.

Abstract

This article examines recovery strategies in post-COVID-19 tourism villages in Bantul, Yogyakarta, Indonesia, utilising a rural tourism resilience approach involving multi-stakeholder participation. This qualitative study collected data through interviews, literature, social media, and local news online observations. The data obtained were then analysed with the help of a code from NVivo 12 Plus to visualise the multi-stakeholder network in the five tourism village recovery strategies through the sociogram network, group queries, and concept mapping queries. The results of this study reveal the following: First, the five tourist villages have different ways of getting back on their feet and getting more substantial for a massive recovery. Second, all government levels strongly support accelerating the five tourist villages' recovery via various media promotions of the four (Tembi, Kakilangit, Kebonagung, and Kampung Santan), except for Lopati's tourism village destinations. In addition, the two villages, in terms of the resilience of social networks, mostly need support in increasing institutional capacity (Kampung Santan and Lopati), fostering collaboration, and requiring creativity. Therefore, post-COVID, mechanisms for development and new ideas in two tourist villages (Lopati and Kampung Santan) were relatively noticeable. Some tourism villages still need leaders for programmes and activities. Further, the government's persistence in popularising tourist villages requires further improvement through media promotion, tourism awareness groups, and participation in the tertiary sector.

Abstract

Introduction to The Problem: Delegated legislation in Indonesia is a new type of legislation that should be interpreted and ruled carefully. However, nowadays, the Indonesian legal system has no fixed term for delegated legislation and no hierarchy on it. Furthermore, as many as 57.677regulations at the level of Ministries, Agencies and State Institutions have the potential to overlap regulations and become subject to judicial review in the Supreme CourtPurpose/Objective Study: This article aims to analyze the best term and hierarchy of delegated legislation in the legal system in Indonesia.Design/Methodology/Approach: This legal research conducted normative studies, by examining previous studies on delegated legislation and Electronic and Information Transaction (EIT) law to imagine the delegated legislation type and hierarchy. The data was analyzed by a prescriptive method to give a new idea regarding delegated legislation in Indonesia's legal system.Findings: This paper finds no fixed term for delegated legislation in the Indonesian legal system. There is a loophole in the Indonesian legal system related to delegated legislation. However, some scholars argue that delegated legislation in Indonesia can be found in Government Regulation, Presidential Regulation, Local Regulation and beleidsregel in Article 8 Paragraph (1) Law Number 12 of 2011 concerning Establishing Statutory Regulation and its amendment. As a suggestion, the amendment of the Law on Establishing Statutory Regulation is a must in carrying delegated legislation definition, purpose and hierarchy.Paper Type: Research Article

Abstract

This article aims to examine the accessibility of providing open data services under open government data (OGD) portals at the local government level, where our have found 17 OGD official websites and have been selected under the control of several provincial governments in Indonesia. For this paper, we employed the highlighted WAVE and AChecker tools. Significantly, findings indicate that the most of 17 OGD portals have failed accessibility assessments with striking viewpoints obtained in the “ARIA” tool and followed by the “Structural Elements” sections analyzed using the WAVE tool, wherein only OP11 has a range of passed website accessibility tests. It is also consistent with the findings by the AChecker tool in the “Known Problem” and also “Likely Problem” sections pointed out that passed the test. However, it should be noted that the only three OGD websites that passed the test by AChecker were OP3, OP9, and OP16. As a result, there is a constant high frequency of “potential problems” discovered by AChecker than by the WAVE tool on the OGD websites.
