Abstract

Prinsip dan pilar good governance dalam lembaga amil zakat akan terimplementasi dengan baik jika mendapat dukungan penuh dari pemangku kebijakan pemerintah daerah Kabupaten Jember. Keberadaan ketiga komunitas (pribadi, lokal dan Organisasi Masyarakat) berimplikasi terhadap regulasi pengelolaan zakat dan menjadikan salah satu sebab tidak optimal-nya good governance lembaga amil zakat, baik secara regional maupun secara nasional sehingga implikasi keberadaan zakat tidak bisa efektif dan efisien. Pengelolaan zakat di Kabupaten Jember pada khususnya, menunjukkan kendala yang sangat kompleks. Hal tersebut berawal dari ketidak-percayaan masyarakat terhadap lembaga pengelolaan zakat oleh lembaga amil zakat. Untuk mendukung hal tersebut, harus diciptakan pengelolaan perusahaan yang baik dan optimalisasi good governance. Salah satu pilar organisasi yang harus diterapkan untuk good governance yaitu mendesain dan mengimplementasikan pengendalian intern.

Abstract

Abstract

This study explores the communication business ethics of Sapto Darmo in Sukoreno Village, Umbulsari, Jember. These teachings rely on principles (honesty, autonomy, justice, mutual benefit and social integrity) and principles (unity, balance, free will and truth). The qualitative expert interview method was used to reveal this uniqueness. However, it turns out that this is still hampered by problems of lack of capital, the community's unpreparedness, the potential for business fraud and inadequate transportation.

Abstract

Community empowerment is a series of activities to strengthen funds or maximize the empowerment of a person or community. In the sense of increasing the ability of the weak and vulnerable groups, including groups of people who experience poverty problems. In practice, community empowerment also supports the United Nations (UN) program which has undergone a change from the Millennium Development Goals (MDG's) in 1990-2015 to become sustainable development goals or commonly called TPB or Sustainable Development Goals (SDGs) which is on the 2030 agenda. under development. Many institutions are trying to improve development, both from community and government institutions. The PPPKSI (Indonesian SDGs Village Development Center) institution is no exception, which responds to sustainable development efforts by establishing SDGs Villages. This SDGs village is an area unit at the hamlet level that has certain criteria where there is an integrated Sustainable Development Goals program that is carried out comprehensively and systematically. Data collection techniques used are observation, interviews, and documentation. Then the process of analyzing the data using data analysis proposed by Miles and Huberman which consists of several activities including: data collection, data reduction, data presentation, and data verification. The results of the study explain that the analysis of the economic empowerment strategy of the SDGs village community is: a) the formulation is carried out with preparation, assessment and program planning. b) implementation is carried out by implementing the program plan. c) evaluation in the form of measurement and separation of partners. While the impact is increased knowledge and income to meet needs. The supporting factors are the availability of raw materials, human resources, and a fairly easy process, while the obstacles are the lack of capital and unstable marketing.

Abstract

This study aims to evaluate the application of the e-planning system in local government decision-making in Indonesia. The research method used is descriptive with a qualitative approach. The study results show that the e-planning system in Indonesia has been implemented by several sectors, such as government, health, and education, through SIPPD, SIKDA, and PDSPK. Applying the e-planning system in local government decision-making has advantages such as efficiency, effectiveness, and planning, providing transparent information, increasing accountability, facilitating reporting and evaluation, human resources, budget constraints, and unsupportive policies. This research produces recommendations for increasing the implementation of the e-planning system in local government decision-making in Indonesia, such as increasing community participation, training, and education for system users, as well as stronger policy support. In conclusion, implementing an e-planning system can benefit local government decision-making, but it also requires efforts to overcome existing obstacles. This research is expected to contribute to the development of e-planning in Indonesia.

Abstract

As a subcultural institution that is deeply rooted and embedded, the existence of Islamic boarding schools cannot be separated from the discourse on education in Indonesia. Islamic boarding school institutions have a strategic position because they deal directly with the community and not only educate, but also empower the community. As mandated in the Presidential Law of the Republic of Indonesia No. 18 of 2019 concerning Islamic Boarding Schools in article 4, it is stated that Islamic boarding schools function as educational institutions, missionary institutions and community empowerment . The One Pesantren One Product (OPOP) program which started in 2019 is part of the East Java Provincial government program which also carries out the mandate of the law related to community empowerment. This research uses a qualitative approach with descriptive research type. This research was located in two OPOP member Islamic boarding schools. There are three basic questions in this research. First, how to implement Islamic boarding school-based economic empowerment in Jember Regency through the One Pesantren One Product program (OPOP)? Second, what is the impact of Islamic boarding school-based economic empowerment in Jember Regency through the One Pesantren One Product program (OPOP)? And third, what are the supporting and inhibiting factors for Islamic boarding school -based economic empowerment in Jember Regency through the One Pesantren One Product program ? (OPOP)? . This research aims to find out how it is implemented, its impact, as well as supporting and inhibiting factors. The results of this research show that the benefits of this program can be felt significantly by OPOP member Islamic boarding schools.

Abstract

This research aims to analyze the transformative leadership of kiai in developing Islamic boarding school organizational culture. The research method used is qualitative with a case study approach. Data collection uses interviews, observation and documentation. Meanwhile, data analysis uses data reduction, data display, and conclusion/verification. The research results show that the leadership role of the Kiai in the Leadership Transformation is related to changes in roles and responsibilities within the Islamic boarding school and the ever-changing society while maintaining the organizational culture of the Islamic boarding school refers to efforts to maintain and develop existing traditions and distinctive identities. In the Islamic boarding school environment Transformative Kiai Leadership at that the Pondok Pesantren Al-Mashduqiah and the Pondok Pesantren Nurul Wafa Besuki, both Islamic boarding schools may stand out by having a clear and strong vision of the desired direction for the Islamic boarding school. This vision may not only be limited to the religious aspect, but also includes personal development, education, and social contribution. These kiai may convey collaborative leadership, and open communication, and be role models for the students in terms of integrity and Exemplary. This cultural development has had a positive impact on cultural development in the two Islamic boarding schools. Fostering a progressive educational culture, Islamic boarding schools become dynamic and relevant learning centers, preparing students to become skilled, knowledgeable individuals and contribute positively to society.

Abstract

The tourism sector has become a development sector that has really developed in recent years. Tourism development has three dimensions of development, namely government, academics and entrepreneurs, but this model is modified into five dimensions, namely government as regulator, academics as conceptualizer, tourism business as investor, community working in the tourism sector as accelerator and media as catalyst. These five dimensions are called the pentahelix model. Through this model, it is hoped that the tourism sector can contribute to the community's economy through an empowerment process. So this research aims firstly, to explore tourism development using the pentahelix model, secondly, to design community empowerment using tourism development using the pentahelix model. This goal was achieved with a qualitative approach, a type of case study on Ijen Geopark Bondowoso tourism. This location is one of the biggest tourist attractions in Bondowoso. Data was collected by means of observation, interviews, documentation and FGD. Data were analyzed using descriptive and interpretive techniques and the validity of the data was tested using triangulation of sources and techniques. This research results, firstly, tourism developed using the pentahelix model is more successful than that developed using the triple helix model, because the dimensions used are more comprehensive, secondly, the community empowerment design through the pentahelix model is comprehensive and can absorb a high level of participation in tourism development. Thus, people's income has increased and unemployment has decreased in the Ijen Geopark tourist area because the community participates in tourism development. So, this pentahelix model can be used in designing sustainable community empowerment.

Abstract

Zakat is an important instrument in creating the Indonesian economy which is used as an effort to prosper the people. The potential of Zakat, Infaq, Sadaqah, and Waqf (ZISWAF) in Indonesia is very high, considering the majority of the population in Indonesia is Muslim. The potential for zakat in Indonesia is very large, reaching Rp327 trillion per year. One of them is the Nurul Hayat Jember foundation with very many programs that are able to contribute in the fields of education, economic empowerment, health, da’wah and community services. This research focuses on the transformation of mustahik into muzakki through the economic empowerment program of the prosperous village livestock and the economic condition of mustahik before and after undergoing the economic empowerment program of the prosperous village livestock at Nurul Hayat Jember. Through a qualitative approach, researchers describe the transformation process in the economic empowerment program, and describe the implementation of the economic empowerment program, systematically. The results of this study explain that (1) the transformation process takes place through stages involving changes in perceptions, attitudes, and mindsets. The concept of economic empowerment and the social and economic transformations that occur are a reflection of historical changes in mustahik conditions. (2) The Livestock Economic Empowerment Program succeeded in creating a significant positive impact in improving the economic conditions, welfare, and independence of the mustahik. These positive impacts include improved economic welfare, social inclusion, and community development, as well as contributions to local economic growth.

Abstract

The Muslim population of Jember Regency has considerable potential in terms of zakat regulation. This is illustrated in a study of the "Three Circles Model Revitalization" of zakat management institutions in which can provide an overview of zakat regulation in Jember Regency. The Independent Family Program is a program that is featured by the Al- Falah Jember Social Fund Foundation in order to create a prosperous and empowered society, and has a high entrepreneurial spirit without ignoring religious norms. In the context of this initiative, the object of this research is the Independent Family Program of the Al-Falah Jember Social Fund Foundation, one of the programs that contributes to raising the degree of humanity and helping to increase the income of its members through micro, small and medium enterprises. The focus of this research How is the effort to implement the Al-Falah Jember Social Fund Foundation to turn mustahik into muzakki through the Independent Family Program in developing creative businesses owned by mustahik? and how is the Implication of the Independent Family Program on the status of mustahik at the Al-Falah Jember Social Fund Foundation? The approach used in this research is a qualitative approach, with a descriptive type of presentation.
