Abstract

Final evaluation is a scientific work that is a requirement for students of the Politeknik Negeri Pontianak (Polnep) Business Administration Major to obtain an academic degree. As the person in charge of a final evaluation, supervisors and examiners have an important role in ensuring students are able to create a qualified final evaluation. Therefore, the diversity of titles and fields of final evaluation proposed by students needs to be combined with lecturers who have synchronized scientific disciplines and experiences. The manual determination of supervisors and examiners has the opportunity to be affiliated with subjective factors. The support system, which can essentially be used as a guide, explanation and reinforcement of a decision, has the opportunity to eliminate subjective factors that arise during decision making. The design of the support system was carried out based on five criteria that were calculated with a multi-criteria decision-making method, namely the Best Worst Method (BWM). Based on the results of system testing with 40 lecturer data and 231 student final evaluation proposal data, the support system could recommend supervisors and examiners that were in accordance with the student’s proposed final evaluation field.

Abstract

This study is keen to determine the works of BKSDA (Natural Resources Conservation Agency) in promoting tourism as well as supporting and inhibiting aspects in the development of ecotourism in Danau Sentarum National Park. The study applied a descriptive-qualitative method. Based on the Presidential Regulation of the Republic of Indonesia No. 3 of 2012, Danau Sentarum National Park is designated as a centre for developing ecotourism and cultural tourism and has the potential to be developed as an ecotourism object. However, it has not yet developed properly to reach its desired local and international tourism potential. The research findings are as follows: (1) the supporting factors for the development of ecotourism in Danau Sentarum National Park are its natural landscape and fresh air, local government and communities sponsorship; (2) The inhibiting factors for the tourism object of Danau Sentarum National Park for becoming a prime destination for tourism are: the lack of facilities and poor infrastructure, difficulties in accessing the National Park due to its distance from the capital city of West Kalimantan Province, lack of talented human resources from both local communities and the personnel of BKSDA, and sources of staple materials and clean water are challenging to reach, and; (3) The works of BKSDA are to develop facilities and infrastructure, provide proper services to tourists, and improve accessibility. The study concludes that Danau Sentarum ecotourism is a prospective tourist attraction that must be managed more optimally, and it needs collaborative efforts between the local government and the surrounding communities.

Abstract

Abstrak Diperlukan peningkatan dalam tata kelola pemerintahan yaitu dengan diterapkannya e-government dalam pelayanan publik. Penerapan e-government dalam birokrasi publik,agar memberikan kemudahan bagi pelayanan kepada masyarakat di segala bidang. Penelitian bertujuan untuk mengetahui, memahami dan menganalisis urgensi dari penerapan e-government dalam pelayanan publik. Metode penelitian yang digunakan adalah kualitatif. Hasil dari penelitian ini adalah (1) e-government adalah suatu proses sistem pemerintahan dengan memanfaatkan Informasi , komunikasi dan teknologi sebagai alat untuk memberikan kemudahan proses komunikasi dan transaksi (2) Untuk mengembangkan e-government, ada 4 fase yaitu: kehadiran , interaksi , transaksi dan transformasi(3) Manfaat dari penerapan e-government adalah terciptanya pemerintahan lebih transparan , berkurangnya praktik-praktik korupsi tata hubungan yang lebih ramping , peningkatan efisiensi pemerintahan di semua proses, tercipta efisiensi dalam skala ruang dan waktu, struktur dan organisasi informasi yang tersistematisasi , peningkatan manajemen sumber daya baik dari sisi peningkatan bidang kendali maupun sumber daya organisasinya sendiri. Kesimpulan dari penelitian ini adalah (1) Penerapan dan pemanfaatan e-government dalam pelayanan publik merupakan bentuk tanggung jawab pemerintah dalam memberikan pelayanan yang terbaik bagi masyarakat; dan (2) e-government dalam pelayanan publik memberikan kemudahan bagi masyarakat dalam mendapatkan layanan yang berkaitan dengan berbagai keperluannya. Kata Kunci: Penerapan, e-government, pelayanan publik

Abstract

This study aimed to identify internal and external factors at the Kubu Raya Regional General Election Commission and what strategies the Kubu Raya Regional General Election Commission took to prepare for the 2024 simultaneous elections. The research method used was the qualitative method. The study results indicate that as a government institution carrying out its primary duties and functions, the General Election Commission of Kubu Raya Regency is influenced by internal and external conditions. Internal conditions include Institutional, Human Resources, Leadership, Planning and Budgeting, facilities and infrastructure, as well as commitments built. Meanwhile, from the external aspect, it is influenced by the presence of stakeholders in the political field, the condition of the general public and related regulations and the strategies carried out by the arrangement of programs and activities of each work unit; Implementing employee arrangements in accordance with job analysis and employee workload analysis; Increasing the quality and quantity of HR of the General Election Commission of Kubu Raya Regency; Availability of an integrated performance management system; Optimizing the monitoring system and internal control over budget management; Implementation of activities under standard operating procedures (SOP); Availability and implementation of public service standards and notices; Availability of electoral logistics distribution maps; Improvement of modern office facilities and infrastructure; Optimizing the use of information technology; and Availability of an adequate budget ceiling.

Abstract

Kemandirian desa merupakan kunci sukses untuk membangun ekonomi desa dalam mewujudkan program desa mandiri dan sejahtera dan mengimplementasikan UU desa secara konsisten. Strategi yang diperlukan untuk mewujudkan Desa Mandiri Sejahtera antara lain: Keterlibatan aktif kaum muda di setiap proses pembangunan desa, dukungan dan pengelolaan dana desa yang benar-benar transparan dan optimal, desa harus memiliki program jangka panjang desa sejahtera dan mandiri, desa harus memiliki peluang dan potensi usaha, kepala desa harus memiliki figur yang mumpuni dan bertalenta, desa didukung infrastruktur penunjang yang memadai, pengelolaan bumdesa yang optimal dan bermanfaat bagi warga desa. Tujuan dari penelitian ini ialah mengetahui implementasi program Desa Mandiri di Desa Sebunga Kabupaten Sambas. Penelitian ini menggunakan metode deskriptif kualitatif. Teknik pengumpulan data yang digunakan adalah wawancara, observasi dan studi dokumentasi. Hasil penelitian menunjukkan bahwa sumberdaya manusia di Desa sebunga sangat kurang dikarenakan tidak memiliki dokter dan perawat, dimana tenaga kesehatan disuatu desa sangatlah penting untuk dimiliki dikarenakan mempengaruhi kualitas kesehatan masyarakat di suatu desa. Karakteristik agen pelaksana dalam kebijakan ini baik, agen pelaksananya ialah kepala desa dan Badan Usaha Milik Desa (BUMDes). Sikap/kecenderungan agen pelaksana kurang baik masih banyak orang-orang yang terlibat belum memahami tugas dan fungsinya sehingga kurang patuh terhadap kebijakan. komunikasi pemerintah desa juga secara rutin mengadakan musyawarah dengan RT/RW maupun masyarakat dalam hal pembangunan desa, seperti membuat jadwal rutin keamanan siskamling dan secara bersama-sama berpartisipasi aktif dalam Badan Usaha Milik Desa (BUMDes). Nilai IKS dan IKE  masih belum sempurna yaitu menunjukkan belum berhasilnya program desa mandiri di desa sebunga dikarenakan masih banyak indikator-indikator penilaian yang belum terpenuhi, pemerintah desa, masyarakat desa dan bantuan pemerintah daerah harus secara bergotong royong membangun desa dan melengkapi semua sarana dan prasarana pendukung untuk mewujudkan program desa mandiri yang sesungguhnya.

Abstract

Melatarbelakangi penelitian ini adalah Fenomena Dinasti politik tumbuh subur dan meningkat dalam perkembangan percaturan politik di Indonesia. Dinasti politik tersebar dari dunia perpolitikan pada tingkat lokal maupun pusat sehingga menimbulkan  adanya ketidaksetaraan dalam distribusi kekuasaan politik padahal  di Negara demokrasi sejatinya harus membuka kran politik seluas mungkin untuk memastikan rakyat terlibat aktif dalam proses politik .Tujuan dari penelitian ini adalah untuk memahami dan menganalisis konteks dinasti politik dalam pemilihan kepala daerah di Indonesia dari sudut pandang demokrasi . Metode kualitatif digunakan dalam melakukan penelitian ini. Dari hasil penelitian ini di jabarkan sebagai berikut , Praktik dinasti politik  telah berlangsung lama di Indonesia sejak orde baru sampai dengan reformasi , dampak adanya praktik politik dinasti dapat menghambat proses demokrasi yang sehat  dan para  kandidat yang memenuhi syarat untuk terjun ke dunia politik hanya terbatas pada orang orang yang memiliki hubungan kekeluargaan dengan orang yang sedang berkuasa sehingga hal ini telah merusak tatanan demokrasi ,  Dinasti politik pada saat pilkada pecah dimana-mana dengan tujuan mengamankan kekuasaan dan sumber daya serta memperoleh keuntungan politik dan ekonomi bagi keluarga besar yang menjadi anggotanya

Abstract

People worldwide were shocked by the emergence of the novel Covid-19 virus in early 2020, which first appeared in Wuhan City, the capital of Hubei Province, China. On March 1, 2020, the Minister of Health of the Republic of Indonesia finally reported that the Covid-19 virus had infiltrated Indonesia and infected its citizens. In efforts to overcome and reduce the spread of this dangerous virus, the Indonesian government has required restrictions on activities outside the home. The public has also been obliged to avoid crowds to avoid the spread. In addition, the Indonesian Ministry of Education and Culture also instructs that the learning system must be performed virtually. Online learning has been carried out by utilizing internet technology so that there are no face-to-face meetings between lecturers and students. However, in its implementation, some problems can interfere with the learning process virtually, especially concerning students the lack of learning motivation when carrying out online learning. This research is qualitative research that describes efforts to generate student learning motivation during virtual learning during the Covid-19 pandemic. Motivation to learn is the most crucial factor so that students can receive all learning effectively and efficiently. Therefore, the right stimulants are necessitated in order to arouse their motivation to learn. The research findings indicate what educators should do to increase student learning motivation online is to improve the ability of lecturers, determine appropriate and effective methods, optimize the use of facilities, select appropriate media and conduct periodic evaluations of learning.

Abstract

Para pemilih pemula tentang politik serta minimnya pemahaman pemuda tentang fungsi pemilu yang berdampak rendahnya partisipasi pemilih pemula di kota Pontianak pada pemilu 2019 sehingga ini perlu respon cepat dan solusi yang tepat, maka hal yang menjadi prioritas dalam program kegiatan Pengabdian Kepada Masyarakat adalah dengan memberikan pelatihan dan penyuluhan berbasis pendidikan politik yang bertujuan untuk memberikan pemahaman dan pengertian yang lebih tepat kepada kalangan pemilih pemula mengenai pentingnya mereka untuk melek politik dan berperan aktif di dalamnya. Kegiatan ini  diselenggarakan dengan  bekerjasama dengan KPUD Pontianak pada  tanggal 29 Juni 2022 yang diikuti oleh 30 peserta  calon pemilu pemula dikota Pontianak  . Berdasarkan hasil pelaksanaan kegiatan PKM disimpulkan  bahwa adanya peningkatan partisipasi, pengetahuan, pemahaman dan kesadaran berpolitik yang signifikan pada calon pemilih pemula dikota Pontianak sesuai hasil pengamatan dan survey terakhir setelah pelatihan  para peserta menyatakan tertarik untuk berpolitik praktis dan akan berpartisipasi dalam gelaran pemilu 2024 sehingga tujuan dari pelatihan ini tercapai.

Abstract

This comprehensive study extensively explores educational disparities within Indonesian secondary schools, emphasizing a comparative analysis between rural and urban regions. Combining quantitative and qualitative methodologies, we delve into the multifaceted nature of these disparities. Quantitative methods provide us with statistical insights, revealing the extent and significance of the educational disparities. This data, collected through structured surveys, encompasses aspects like access to resources, student performance, and school facilities. Complementing this, qualitative approaches, including in-depth interviews, unearth the lived experiences of students, teachers, and administrators, shedding light on these disparities' social, cultural, and economic dimensions. Our research employs a stratified sampling approach, encompassing the diverse geography of Indonesia, to ensure a representative sample. By random selection within strata, rural and urban schools are well-represented, minimizing bias and yielding generalizable results. Understanding the nuanced challenges of education in varying contexts is essential in a nation as diverse as Indonesia. This study highlights the disparities and offers insights that can inform evidence-based policies, aiming to create more equitable and effective educational systems.

Abstract

Strengthening and optimizing legislative institutions in the era of regional autonomy is a must. The DPRD's functions are legislation, budgeting and supervision. The main challenge in carrying out its duties is how the DPRD can create an optimal working mechanism. Raising awareness for the DPRD regarding the functions it carries out is an urgent and important need, because the public really hopes that the DPRD can carry out its parliamentary functions with a more real role and the benefits for the community are felt. The research method is a qualitative method with descriptive analysis. The results of this research are: (1) Optimizing the role of the DPRD in regional autonomy can be realized by carrying out its duties and functions well, so that it can monitor the implementation of development policies carried out by the executive (regional head) so that balance (checks and balances) can be created. between institutions within regional government (2) The DPRD is given the task and authority to form regional regulations together with the regional head. Regional regulation products are one of the tools in carrying out social and democratic transformation, as an embodiment of community culture and regional entities that are able to respond to rapid changes and challenges in the era of autonomy and globalization, as well as creating good local governance as part of sustainable regional development. The conclusions from the research results are: (1) Optimizing the role of the DPRD in regional autonomy can be carried out through the duties and functions of the DPRD as a legislative institution that oversees the running of regional government; and (2) The DPRD's role in administration is to produce legal products, namely regional regulations. Regional regulations regulate various important aspects for the benefit of society so that a good process for forming regional regulations is needed and producing quality regulations.
