Abstract

Balinese batik, a traditional cloth, is rich in motifs and philosophical meanings that reflect the culture of the Balinese people and need to be preserved. Preservation efforts aim to ensure that the knowledge contained in Balinese batik can be sustainable in the long term. This study examined the knowledge and preservation of Balinese batik cloth to preserve indigenous knowledge. This study used a qualitative method by analyzing the knowledge contained in Balinese batik cloth using Peirce's semiotic approach and a case study to explore the preservation efforts carried out by the UPTD Bali Museum. The data collection technique used interview and observation methods, which were conducted from May to June 2024. Data analysis was carried out through data reduction, data presentation (data display), and conclusion. Study results showed that if examined more deeply, Balinese batik contained philosophical meanings that reflected the culture of Balinese society due to the influence of Hinduism and local values. Balinese batik motifs were also inseparable from the influence of Chinese cultural elements that contain spiritual and mythological values. The Bali Museum conducted preservation efforts through processes such as identifying and validating knowledge in local communities and academic circles, recording and storing this knowledge in a database, and disseminating it to the broader community. This study concludes that Peirce's semiotics can assist in identifying the indigenous knowledge of Balinese batik, and in this case, the Bali Museum plays an important role in preserving local wisdom.

Abstract

Cow dung is still a waste that has not been widely utilized by farmers, even though cow dung can be used as an alternative fuel called biogas. Cilembu is an agribusiness village known for its sweet potato and livestock production. Despite having great potential in livestock, cow dung is often disposed of without being processed first. This Community Service (PkM) was carried out in Cilembu Village, Sumedang Regency. This activity consisted of counseling on the benefits of biogas, the benefits of cow dung, and processing cow dung into biogas. The counseling activity was attended by 25 participants with five livestock families selected as pilot subjects. The participants were given counseling and practical work on biogas production.

Abstract

Local Government in the development of super priority tourist destinations has a very important role in supporting the success of tourism development. This means that the Regional Government has broader authority for its territory, the implications of the increasing duties and responsibilities to explore and develop all the potential natural resources owned by the region to sustain the regional development journey. With this regulation, the Regional Government has the flexibility to develop its tourism destination. Determining how the Toba Samosir Regency local government has implemented its policy regarding the development of the Lake Toba super-priority destination is the sole objective of this study. This is a qualitative form of research. Communications, resources, disposition, bureaucratic structure, and disposition are the four tenets of policy implementation proposed by Edward's theory, which is the framework utilized. The results of this study indicate that the implementation of the Toba Samosir Regency local government regulation policy in the development of Lake Tiba super priority tourism destinations has been running effectively by the specified policy, although there are still obstacles in several areas such as communication and resources that have not been optimally realized.

Abstract

This article aims to analyse the application of Restorative Justice in investigating narcotics crimes in the Jambi Police Jurisdiction and the obstacles encountered. The approach of restorative justice in the investigation of narcotics crimes in Indonesia is becoming increasingly popular, specifically in the context of handling addicts and victims of narcotics abuse to restore the conditions before the crime occurred, with a focus on rehabilitation and restoration of the relationship between perpetrators and victims (victimless). As empirical juridical research, this article refers to observing the operation of law in society. The results of this study indicate that the application of restorative justice for narcotic abusers must be carried out by referring to the criteria established in the National Police Regulation (Perkapolri) No. 8 of 2021 at the request of the family concerned, followed by an assessment of the perpetrator. However, there are impediments to implementing Restorative Justice, such as a lack of human resources with specific competencies and qualifications, as well as a lack of facilities for narcotics law enforcement at the Jambi Police Narcotics Unit. Therefore, considering that the application of Restorative Justice is time-limited, intense cooperation is needed for all parties who conduct assessments related to scheduling and human resources so that the application of restorative justice can be carried out in time. Furthermore, the Jambi Police Narcotics Unit's support facilities for law enforcement of narcotics crimes must be enhanced further to facilitate the realization of restorative justice.

Abstract

This article aims to find out and analyze the pattern of developing child prisoners as narcotics dealers as well as the obstacles in fulfilling the rights of prisoners at the Muara Bulian Class II Special Children's Correctional Institution. Children as criminals, especially narcotics abusers, are not only users for themselves but also as narcotics dealers. The threat of punishment for narcotics dealers is certainly different from that for self-abusers due to the normative aspect of actions carried out by carrying out activities of distributing, circulating or abusing narcotics in large quantities. Therefore, it is necessary to study the pattern of developing children as narcotics dealers in the special correctional institution for class II children in Muara Bulian. As empirical juridical research, this article refers to looking at the operation of law in society. The results of this research show that the development of child prisoners at the Muara Bulian Class II Special Children's Penitentiary receives guidance, supervision, mentoring, education and training as well as other rights in accordance with statutory provisions that apply to all types of criminal acts, except for criminal convicts. terrorism. The mixing of child prisoners with youth prisoners is an obstacle in the development of prisoners, apart from affecting the fulfillment of the rights of children assisted, this will also affect the ongoing development activities which are vulnerable to intimidation by youth prisoners. Therefore, looking at the types of crimes and the effects of crimes committed by children, of course the crimes of children as narcotics dealers must receive serious attention regarding appropriate training patterns. It is necessary to carry out special coaching patterns such as separating special cells between children as dealers and children as other abusers, seen from the crime aspect in order to maximize the coaching carried out, including the coaching pattern for children and youth, which in practice still occurs. Abstrak Artikel ini bertujuan untuk mengetahui dan menganalisis pola pembinaan narapidana anak sebagai bandar Narkotika serta kendala dalam pemenuhan hak narapidana di Lembaga Pemasyarakatan Khusus Anak Kelas II Muara Bulian. Anak sebagai pelaku kejahatan khususnya penyalahguna narkotika bukan hanya sebegai pengguna untuk diri sendiri namun juga sebagai bandar narkotika. Ancaman hukuman bagi bandar Narkotika tentu berbeda dengan penyalahguna bagi diri sendiri dikarnakan aspek norma perbuatan yang dilakukan dengan melakukan kegiatan peredaran, pengedaran, atau penyalahgunaan narkotika dalam jumlah besar. Oleh karna itu perlu dikaji bagaimana pola pembinaan anak sebagai bandar narkotika di lembaga pemasyarakatan khusus anak kelas II Muara bulian. Sebagai penelitian yuridis empiris, artikel ini mengacu kepada melihat bekerjanya hukum di dalam masyarakat. Hasil penelitian ini menunjukkan bahwa pembinaan narapidana anak di Lembaga Pemasyarakatan Khusus Anak Kelas II Muara Bulian mendapatkan bimbingan, pengawasan, pendampingan, pendidikan, dan pelatihan serta hak lain sesuai dengan ketentuan perundang-undangan yang berlaku untuk semua jenis tindak pidana, dikecualikan bagi narapidana tindak pidana terorisme. Bercampurnya narapidana anak dengan narapidana pemuda menjadi hambatan dalam pembinaan narapidana, selain mempengaruhi pemenuhan hak anak binaan hal ini juga akan berpengaruh pada kegiatan pembinaan yang berlangsung yang rentan intimidasi oleh narapidana pemuda. Oleh karna itu dilihat dari jenis kejahatan serta efek dari kejahatan yang dilakukan oleh anak, tentunya kejahatan anak sebagai bandar narkotika harus mendapatkan perhatian serius bagaimana pola pembinaan yang tepat. Perlu dilakukannya pola pembinaan khusus seperti pemisahan sel khusus antara anak sebagai bandar dengan anak sebagai penyalaguna lainnya dilihat dari aspek kejahatan guna memaksimalkan pembinaan yang dilakukan termasuk pola pembinaan anak serta pemuda yang secara praktek masih terjadi khususnya di LPKA Muara Bulian.

Abstract

This research investigates the development strategy of MSMEs in Labuan Bajo as part of a premium tourist destination in Indonesia. The study aims to formulate appropriate development strategies for MSMEs in Labuan Bajo by identifying the strengths, vulnerabilities, opportunities, and threats (SWOT) of MSMEs. The research methodology employed is descriptive analysis, which is qualitative in nature. This research conducted in-depth interviews with MSME actors and relevant stakeholders in Labuan Bajo, NTT. Several primary strategies can be developed to enhance and promote the development process of Labuan Bajo as a major priority tourist destination in Indonesia, as a result of the SWOT analysis that has been conducted. The results show that MSMEs in Labuan Bajo have great potential supported by government policies, but face challenges in market access and technology. The main strategies proposed include HR capacity building, product diversification, and marketing digitalization. The implementation of this strategy is anticipated to foster local economic development and enhance the competitiveness of MSMEs through the tourism sector.
