Abstract

The utilization of resources in national parks is a subject that is deep and complex, depicting diverse dynamics between environmental protection, economic sustainability, and human recreational needs. As areas considered symbols of natural preservation, national parks often become focal points of debate on how to manage natural resources wisely without sacrificing human needs or damaging fragile ecosystems. From water and energy usage to tourism activities and forest management, national parks provide a unique stage where various interests compete and interact with each other. The data collection methods used are field research in the form of interviews and observations. The types of data obtained are primary and secondary data. The results of this research indicate that resource utilization in supervision at Taka Bonerate National Park is a crucial factor in maintaining environmental sustainability in the region. With the appropriate indicator tools, national park managers can monitor and manage the use of natural resources efficiently and sustainably. Efforts made by the park's superintendent and management team, including increasing the number of field officers, utilizing technology, and collaborating with the local community, contribute positively to enhancing human and material resource utilization in supervision. However, obstacles and challenges such as limited human resources, difficult regional accessibility, and conflicts with the local community remain challenges that need to be overcome. With the right strategies, managers can overcome these obstacles and improve the effectiveness of resource utilization in supervision, thus ensuring the sustainable preservation of the Taka Bonerate National Park environment.

Abstract

This study is intended to determine the implementation of efficiency in public-private partnerships in the management of Steam Power Plant PT. Bosowa Energi. Efficiency is a comparison between output and input that describes a company's ability to run operations without wasting resources excessively. The sources in this study are all stakeholders related to Efficiency in Public Private Partnerships in the Management of Steam Power Plant PT. Bosowa Energy. Especially stakeholders involved in the Management of Steam Power Plants in Jeneponto Regency. In this study, the researcher used qualitative research to collect related data on The Efficiency of Public Private Partnership in the Management of Steam Power Plant PT. Bosowa Energy in Jeneponto Regency. In this case, PT Bosowa Energy has succeeded in achieving efficiency through the use of the latest technology and maintenance management carried out together with related vendors, such as PT D&C and PT Nalco, which also play a role in maintaining optimal operations. The results of this study indicate that there are obstacles to achieving this efficiency, namely the limited supply of high-carbon coal. Calories which is the main fuel of the Jeneponto PLTU. The supply of this type of coal is increasingly limited because many coal companies prefer to export the coal abroad at a more profitable price. This follows the theory of Hodge & Greve (2007) regarding the challenges in public-private partnerships, where dependence on scarce resources can cause obstacles in achieving efficiency.

Abstract

This study aims to analyze the effectiveness of human development policy implementation in North Kalimantan Province using Merilee S. Grindle's (1980) implementation model, which emphasizes two main aspects, namely policy content and implementation context. This study uses a qualitative approach involving various stakeholders involved in the implementation of the Human Development Index (HDI) improvement program. The results show that human development policies in North Kalimantan have become a top priority for the local government, Regional Medium-Term Development Plan (RPJMD) and supported by regional regulations in the fields of education and health. The implementation of this policy shows positive progress with an increase in the HDI from 71.01 in 2020 to 72.10 in 2024. However, its effectiveness is not yet optimal because it still faces various obstacles such as limited human resources, weak cross-sectoral coordination, interregional disparities, and unequal access to basic services in rural and border areas. Analysis based on the Grindle model shows that the success of the policy is greatly influenced by the ability of local governments to adaptively manage social, economic, and institutional dynamics. Thus, strengthening bureaucratic capacity, inter-agency synergy, and equitable access to education, health, and economic services are important steps to accelerate the improvement of human development quality in North Kalimantan Province.

Abstract

The implementation of economic affirmative action policies for Indigenous Papuans (OAP) in Sorong City operates within a polycentric governance landscape involving multiple centers of authority with different levels of legitimacy and capacity. This study examines how polycentric governance dynamics influence the effectiveness of affirmative action policies by applying a Polycentric Governance framework consisting of eight analytical dimensions: diversity of authority centers, institutional autonomy, cross-scale coordination, legitimacy of customary governance, institutional adaptability, democratic participation, integration of local knowledge, and sustainability outcomes. A descriptive qualitative approach was employed involving 45 policy actors and 158 Indigenous Papuan business actors through in-depth interviews, participant observation, and document analysis. The findings reveal that although 12 centers of authority are involved in policy implementation, cross-scale coordination reaches only 23.4% effectiveness due to the absence of institutional mechanisms integrating formal government authority with the customary Moi governance system. Customary institutions possess strong social legitimacy, with 87% of Indigenous Papuans recognizing their authority, yet their participation in policy formulation remains limited at only 12%. This disconnect contributes to overlapping authority in 34% of programs and unmet economic empowerment needs in 41% of cases. The study concludes that polycentricity without coordination mechanisms and recognition of plural legitimacy leads to institutional fragmentation rather than adaptive governance. It proposes prerequisites for productive polycentric governance, including clear authority boundaries, mutual recognition, and bridging institutional forums.
