Abstract

Acting regents play an important role in the political process of Regional Head Elections (Pilkada) in Indonesia, especially in the transition period between the resignation of the previous official and the implementation of the next election. This study aims to analyze the influence of acting regents on the dynamics of political contestation in Pilkada, using a qualitative approach through surveys and in-depth interviews. The results show that the acting regent has a significant influence on voters, both through policies taken during the term of office and direct influence on regional head candidates. Despite the potential for abuse of power, the majority of respondents considered that the role of the acting regent was more about regulating regional administration than directly intervening in practical politics. This study suggests the need for stricter regulations regarding the involvement of acting regents in the political process in order to maintain the integrity of Pilkada.

Abstract

This research aims to analyze the role of leadership in improving team performance in a multicultural work environment in Baubau City. In the midst of the diversity of cultures and backgrounds that exist, leadership has a strategic role in creating synergy between different individuals, so that it can increase team productivity and effectiveness. The method used in this research is a qualitative approach using interview and observation techniques to explore the perceptions of leaders and team members regarding the influence of leadership on team performance. The research results show that leadership that is inclusive, communicative and based on the values ​​of mutual respect is very influential in improving team performance, especially in managing existing cultural differences. This research provides insights for leaders in multicultural work environments to optimize their role in building effective teamwork, which in turn contributes to achieving organizational goals.

Abstract

This research aims to explore participatory leadership strategies in public decision making in Bau-Bau City. A participatory approach to leadership is considered capable of increasing transparency, accountability and community involvement in the policy-making process, so that it can produce more inclusive and sustainable decisions. This research uses a qualitative method with a case study approach. The research results show that participatory leadership in Bau-Bau City is realized through holding development deliberations, preparing budgets based on community needs, and strengthening collaboration between government, community and local organizations. However, challenges such as the low capacity of the community to express their aspirations and bureaucratic obstacles are still the main obstacles. This research recommends strengthening participatory education and bureaucratic reform to support optimal implementation of participatory leadership.

Abstract

This research aims to analyze the role of visionary leadership in supporting sustainable development in Baubau City, particularly in the context of the development of the Kota Mara (Kotamara) area. Visionary leadership is identified as a key factor in formulating strategic policies oriented towards sustainability, including economic, social, and environmental aspects. This study used a qualitative approach with a descriptive-analytical method, through in-depth interviews, observation, and document review. The results show that visionary leadership is able to create synergy between the government, community, and private sector in realizing sustainable development. Leaders with a long-term vision play a role in designing innovative programs, such as community participation-based environmental management, environmentally friendly infrastructure development, and strengthening the local economy. In addition, visionary leadership is also a catalyst in building collective awareness of the importance of sustainability as the main foundation of development. This study concludes that the consistent implementation of visionary leadership can be an effective model to encourage city transformation towards inclusive and sustainable development.

Abstract

This article examined gender in leadership which is still be a topic of discussion that attracts a lot of attention. Which aims to discuss women's leadership style, leadership effectiveness, relations of gender in leadership, the glass ceiling and labyrinth which is barriers in leadership for women, and the motive of removing gender barriers in leadership. This article used the literature review method, with references from several previous studies that raised similar topics. Based on the sources that have been collected, the results of this literature review revealed that gender is still a significant factor in leadership practice, especially in high levels of leadership dominated by men. In addition, research shows that there are differences in leadership styles between men and women. Men tend to attach importance to aspects of duty and authority, while women tend to use a participatory and relationship-building approach. Both of these leadership styles have their own advantages and disadvantages, and it is important to consider the context of the organization and the associated tasks.

Abstract

Local government leadership in Indonesia faces complex challenges in implementing Pancasila values ​​as the basic philosophy of the nation and state. The era of globalization and socio-political transformation has created systemic pressure on the governance system, demanding adaptation of leadership philosophy that is able to respond to the dynamics of change while maintaining national identity. Pancasila is not just a historical document, but a living and sustainable ethical framework in the practice of regional government administration. This study aims to comprehensively analyze the implementation of Pancasila values ​​in local government leadership. Specifically, the study focuses on identifying the practice of implementing Pancasila values ​​in regional leadership, exploring supporting and inhibiting factors for the internalization of national values, analyzing the impact of implementing Pancasila values ​​on the quality of governance, and formulating leadership development strategies based on the noble values ​​of Pancasila. The research methodology uses a qualitative approach with a descriptive case study method. The location of the study was determined in the Central Java Provincial Government, considering the complexity of government characteristics and the representativeness of the dynamics of regional leadership in Indonesia. Data collection techniques were carried out through in-depth interviews with key informants, participatory observation, and analysis of official government documents. The selection of informants was carried out purposively, including regional heads, regional secretaries, heads of related agencies, community leaders, and academics who have experience and capacity in the field of government leadership. Data analysis used the Miles and Huberman interactive model, including the stages of data reduction, data presentation, verification, and drawing conclusions. The results of the study indicate that the implementation of Pancasila values ​​in regional government leadership still faces complex structural and cultural challenges. Despite various positive efforts, the internalization of Pancasila values ​​is often hampered by rigid bureaucratic practices, pragmatic interests, and limited in-depth understanding of the philosophical substance of Pancasila. The conclusion of the study confirms that the implementation of Pancasila values ​​in regional leadership is a dynamic process that requires total commitment from all components of government and society. Transformation cannot be done instantly, but through systemic, sustainable, and participatory efforts.
