Abstract

This research analyzes the role of youth in the development of cultural tourism in Tipang Village, in terms of moral strength, social control, and agents of change, and analyzes the effectiveness of youth activities implementing the 4ASC concept (attraction, accessibility, amenities, ancilliary, safeness, and comfort) in tourism development culture in Tipang Village. Using a qualitative approach with an ethnographic model through in-depth interviews, The results of the study indicate that youth have a role in developing cultural tourism as a moral force; social control; and agents of change; Besides that, youth implement the 4ASC concept (attraction, accessibility, amenity, ancilliary, safeness and comfort) for the development of cultural tourism in Tipang Village, including being involved in developing waterfalls, regional music, king's graves, old villages, souvenirs and traditional rituals (attraction), developing asphalt roads and directions to cultural tourism sites (accessibility). Development of lodging, restaurant, church, poskesdes, electricity and water, as well as providing private vehicle rental (amenities). Development of tourism awareness group organizations (ancilliary). Development of security posts and security guards (safeness). Development of a clean environment and friendly people (comfort). The conclusion of this research is that youth has great potential as the main subject in the development of cultural tourism in Tipang Village. Regional music, king's graves, old villages, souvenirs, and traditional rituals (attraction), development of asphalt roads and directions to cultural tourism sites (accessibility).

Abstract

The purpose of this study is to examine the influence of the Indonesian Youth National Committee (KNPI) in shaping the character of Dairi Regency's youth. This study focuses on the role performed by the Indonesian Young National Committee (KNPI) in implementing its work program to enhance youth character in the Dairi Regency. Youth development may be accomplished via a variety of ways, including character education, since character education is one of the keys to national advancement. Character education is a method of character development that may be included into any educational program. This study employs a descriptive technique with a qualitative approach. This research utilizes both primary and secondary data sources, including the Dairi Regency Youth Sports and Tourism Service, the Dairi KNPI, the Youth and Sports Office, and the Dairi Regency Central Bureau of Statistics. The results show that the KNPI youth have a role in building youth character in Dairi Regency and there are also obstacles to the Dairi Regency KNPI DPD in building youth character.

Abstract

Penelitian ini bertujuan untuk mengevaluasi dan menilai pengaruh petani muda terhadap pertumbuhan tujuh usaha pertanian dan kaitannya dengan pembangunan wilayah di Nagori Janggir Leto, Kecamatan Pane, Kabupaten Simalungun, Indonesia. Studi ini bersifat kuantitatif dan deskriptif, dan metodologinya berupa teknik survei. 290 petani muda antara usia 16 dan 30 diwawancarai untuk penelitian ini, dan ukuran sampel tiga puluh orang memenuhi persyaratan. Karakteristik yang diteliti dikuantifikasi pada skala Likert, dan kuesioner serta studi dokumentasi digunakan untuk memperoleh data yang diperlukan. Pengujian validitas dan reliabilitas dilakukan terhadap daftar asersi terlebih dahulu, sebelum dilanjutkan dengan evaluasi terhadap hipotesis itu sendiri. Pengolahan data dilakukan dengan menggunakan program SPSS versi 20.0, dan analisis terdiri dari analisis deskriptif serta pengujian hipotesis menggunakan analisis jalur. Hasil penelitian menunjukkan bahwa variabel peran pemuda tani (X) berpengaruh positif dan signifikan terhadap perkembangan tujuh usaha tani (Y) di Nagori Janggir Leto Kecamatan Pane Kabupaten Simalungun, dan (2) berpengaruh besar dan menguntungkan. berpengaruh terhadap wilayah (Z) di desa tersebut. Variabel pengembangan ketujuh usaha tani tersebut juga berpengaruh positif terhadap luas wilayah (Z) dan kaitannya dengan pembangunan wilayah.

Abstract

Community empowerment has long been a primary focus in the tourism industry. Empowering local communities in the development of tourist villages should contribute to the overall well-being of the community. Denai Lama Village is a potential tourist village suitable for development and can serve as a platform for local community empowerment, enhancing positive aspects and providing benefits to the community. This study aims to analyze the empowerment of the Denai Lama Village community through the Kampoeng Lama tourist village. The research employs a descriptive methodology with a qualitative approach. Data collection techniques include field observations, interviews, and documentation. Data analysis is conducted through data reduction, data presentation, conclusion drawing, and verification. The findings of this study lead to the conclusion that the development of the Kampoeng Lama tourist village in Denai Lama Village has become a platform for community empowerment, providing positive benefits in social, cultural, and economic aspects. The community also utilizes local wisdom as the main attraction in the Kampoeng Lama tourist village. Community empowerment is carried out by focusing on capacity building, the role and initiative of the community as subjects or actors, enhancing the position and quality of community involvement/participation in tourism development, and increasing the positive benefits of tourism development for social, economic, and cultural welfare. This tourist village has fulfilled the 4A components (attraction, accessibility, amenity, ancillary) as requirements for tourism development.

Abstract

This study explores the application of the Participatory Rural Appraisal (PRA) Model in the Village Deliberation in Walesi District, Jayawijaya Regency, Papua Pegunungan Province, with a focus on community participation in local decision making. Qualitative methods were used to explore how PRA influenced the policy formulation process in four villages: Jagara, Tulima, Apenas, and Pawekama. This research was carried out involving District Heads, Village Heads and community leaders as the main informants. The data collection process used in-depth interviews and participatory observation, with the aim of identifying patterns of community participation in the Village Consultation Conference, as well as observing the impact of PRA implementation on local decisions. The collected data was analyzed thematically to explore the challenges faced in implementing PRA and understand the extent to which communities are involved in various stages of planning, implementation, utilization of results, and evaluation of local policies. The results of this research indicate that PRA has the potential to strengthen community participation in decision making. Public participation can be seen from the perspective of Arnstein's ladder of participation, which distinguishes various levels of participation ranging from simple information to full control over policy. These findings provide in-depth insight into how PRA can be used as a tool to improve the quality of community participation in the context of decentralization policy in Papua Pegunungan Province. Practically, this research provides recommendations for local governments and non-government organizations in increasing the effectiveness of the Village Deliberation through the PRA approach. These recommendations include increasing capacity and understanding of PRA for local stakeholders, strengthening communication mechanisms between stakeholders, and increasing transparency and accountability in the decision-making process. Thus, this research not only contributes to the literature on community participation in decision making, but also provides practical guidance for implementing participatory policies in remote areas such as Jayawijaya Regency, Papua Pegunungan Province.

Abstract

In Kampung Pawekama, Walesi District, Jayawijaya Regency, the community upholds the legacy of socio-cultural values through strong kinship relations. Nevertheless, within the context of development, they advocate for pro-people public policies to achieve prosperity. Unfortunately, it is regrettable that the community's understanding of various public service programs aimed at enhancing welfare remains inadequate. The objective of this Community Service Program (PKM) is to enhance the comprehensive understanding of how the Kampung Pawekama community perceives public policies aimed at village welfare. Utilizing qualitative methods and purposive informant selection, this research aims to gather relevant data and information. The findings indicate that the Kampung Pawekama community still lacks a complete understanding and awareness of various public policies designed to enhance their welfare. Additionally, it was found that public policy socialization faces challenges due to internal factors within government units and a lack of community awareness regarding welfare improvement programs.

Abstract

Strawberries are a popular fruit commodity among the public. This fruit is a sub-tropical fruit, where its cultivation is the result of the introduction and crossing of several types of potential local varieties. Processing of this fruit is very easy, for example made into syrup, jam or other food mixtures. This fruit is very high in vitamin C content and can help slow down the oxidation process in the human body. Based on its type, this plant can grow well in the highlands with a temperature of 17-20 °C. apenas village located in the jayawijaya mountains can be one of the areas that is quite potential for the cultivation of this type of plant. Where the people of this village are farmers. Strawberry cultivation that is done properly will produce healthy and abundant fruit, so it is possible that it can become a field for the community to increase their income. For this reason, counseling with strawberry cultivation methods is carried out which is expected to provide a brief overview for farmers who do not fully understand strawberry cultivation.

Abstract

Sustainable management of natural resources in rural areas is a major challenge for many communities in Indonesia, especially in areas that still depend on local natural resources without structured planning. Walelagama Village, Wesaput District, Jayawijaya Regency, is an example of a community that relies heavily on forest management and agricultural land to meet its living needs. However, the lack of integrated regional planning means that natural resource management practices are often unsustainable and have a negative impact on the environment. Therefore, this community service activity aims to increase community capacity in managing natural resources based on regional planning, with a participatory approach that integrates local wisdom and modern technology. The service activity was carried out in September 2024, with participants consisting of 35 people including the village head, village administrators and the local community. The method used in this activity is socialization carried out in the village head's office, followed by group discussions and regional zoning-based planning simulations. In this activity, participants are invited to understand the importance of regional planning to preserve nature while increasing agricultural productivity through appropriate zoning. This simulation allows participants to identify and map conservation, production and settlement areas that suit natural conditions and community needs. The results of this activity show that the people of Walelagama Village are starting to understand the concept of zoning-based regional planning, although there are several challenges that need to be overcome, such as limited technological infrastructure and differences in education levels between participants. Limited access to technology hampers people's ability to utilize data-based planning tools, while differences in education levels affect the level of understanding of the material presented. However, this program succeeded in increasing public awareness of the importance of planned and sustainable natural resource management. Overall, this service program makes a significant contribution in increasing the capacity of the Walelagama Village community in terms of managing natural resources based on regional planning. It is hoped that this activity can be the first step towards implementing better regional planning in the future, which will not only benefit the community, but also support sustainable environmental conservation. In addition, the results of this activity indicate the need for further support in the form of improved technological infrastructure and advanced training programs to ensure the sustainability of natural resource management at the community level.

Abstract

This study aims to explore the impact of leadership training on work motivation among village apparatus in Walelagama District, Jayawijaya Regency. Given the geographical challenges and limited resources, low work motivation hinders the performance of local government. Leadership training, designed contextually by integrating local values such as mutual cooperation, is expected to enhance work motivation and public service quality. This qualitative research uses a case study approach involving Focus Group Discussions (FGD) and interviews with village apparatus. The results show that leadership training based on local culture is effective in improving work motivation, strengthening team coordination, and enhancing public service quality. Although challenges in implementation exist, this training significantly contributes to improving the capacity of local government apparatus and governance quality in Walelagama District
