Abstract

Local governments are shifting their views on human resource management (HRM) due to regional decentralization, which aims to strengthen the relationship between citizens and local governments through discussion forums. This change in perspective has implications for how local governments should integrate HRM into other operational tasks. A systematic review of the literature was conducted to understand change management and HRM in the context of regional decentralization and the impact of the digital revolution on organizations. The study screened 28,452 journals in the Web of Science (WoS) and 18 journals in Scopus, resulting in 306 journals. The study found significant differences between WoS and Scopus databases, with WoS having more journals despite using the same keywords and many discussing topics outside the context of title and keywords. The results conclude that the digital revolution impacts all organizations, both commercial and governmental, and that organizations must survive in the industrial age by laying a solid foundation through effective people management. Change requires embracing new cultures and being curious and creative to function effectively in an open-change environment.

Abstract

This study aims to analyze the suitability of spatial patterns with the potential for regional development in Mempawah District, focusing on the agricultural sector, infrastructure, and socio-economic aspects. The research employs a descriptive analytical approach with a quantitative method. Based on the analysis through various techniques such as spatial analysis and field observations, it was found that the majority of Mempawah’s areas hold great potential for agriculture. However, many areas have experienced land use changes into residential and industrial zones. This has created discrepancies between spatial planning and existing land utilization. The improvement of infrastructure, particularly transportation and utilities, is crucial to support the efficient development of industrial and residential areas. This study provides recommendations for revising spatial plans to be more flexible and able to accommodate the changing spatial needs, as well as enhancing monitoring of land use changes to ensure sustainable development

Abstract

Keterisolasian berbagai informasi dan komunikasi yang sulit dijangkau oleh kelompok informasi masyarakat (KIM) di Distrik Walelagama, menyebabkan terhambatnya perkembangan dan daya saing masyarakat dalam berbagai hal. Dengan adanya keterbatasan Sarana dan prasarana penunjang membuat masyarakat Distrik Walelagama tidak dapat bersaing secara luas, cepat, mudah dan efektif. Peranan strategis Dinas Informasi dan Komunikasi Kabupaten Jayawijaya, merupakan bentuk pendampingan dari pemerintah daerah dalam hal ini dinas terkait, sebagai upaya pemberdayaan kepada kelompok informasi masyarakat, yang nantinya akan meningkatkan kemampuan dan menambah sumber pengetahuan masyarakat. Salah satu kelompok informasi masyarakat dengan komoditi unggulan yaitu budidaya lebah madu. Komoditi ini akan di jadikan studi banding dengan sampel tujuh orang dan menggunakan metode deskriptif- kualitatif. Teknik pengumpulan data yang digunakan adalah dengan melakukan observasi partisipan, wawancara, dan dokumentasi. Sedangkan Teknik analisa data yang digunakan adalah reduksi data, penyajian data dan menarik kesimpulan. Hasil penelitian dan pembahasan menunjukan bahwa koordinasi yang terjadi antara pemerintah daerah dan kelompok KIM peternak lebah madu terjalin dengan baik. kelompok KIM diikutkan dalam bimbingan teknis tetapi frekuensinya masih kurang. Saluran informasi dan jaringan informasi di Distrik Walelagama Kabupaten Jayawijaya belum ada dan kelomnpok KIM belum pernah mendapat bantuan sarana dan prasarana dari pemerintah daerah. Sehingga semua perlengkapan yang ada diperoleh secara swadaya.

Abstract

Urban development often prioritizes the economic sector over green open spaces (RTH), which significantly impacts environmental sustainability. Medan City faces challenges in meeting RTH targets, particularly in the context of rapid population growth and limited urban land. This research explores the availability and policies of RTH in Medan City and identifies factors influencing the lack of RTH. The research findings indicate that the implementation of RTH policies in Medan City is still far from the set targets. Despite efforts such as land acquisition and the addition of RTH, deficiencies persist, mainly concerning the community's understanding of the importance of RTH. Therefore, this study recommends an approach of intensification and extensification in RTH development, involving community participation, integrated planning, and the application of Green City concepts to achieve environmental sustainability and community well-being in Medan City.

Abstract

This study explores the application of the Participatory Rural Appraisal (PRA) Model in the Village Deliberation in Walesi District, Jayawijaya Regency, Papua Pegunungan Province, with a focus on community participation in local decision making. Qualitative methods were used to explore how PRA influenced the policy formulation process in four villages: Jagara, Tulima, Apenas, and Pawekama. This research was carried out involving District Heads, Village Heads and community leaders as the main informants. The data collection process used in-depth interviews and participatory observation, with the aim of identifying patterns of community participation in the Village Consultation Conference, as well as observing the impact of PRA implementation on local decisions. The collected data was analyzed thematically to explore the challenges faced in implementing PRA and understand the extent to which communities are involved in various stages of planning, implementation, utilization of results, and evaluation of local policies. The results of this research indicate that PRA has the potential to strengthen community participation in decision making. Public participation can be seen from the perspective of Arnstein's ladder of participation, which distinguishes various levels of participation ranging from simple information to full control over policy. These findings provide in-depth insight into how PRA can be used as a tool to improve the quality of community participation in the context of decentralization policy in Papua Pegunungan Province. Practically, this research provides recommendations for local governments and non-government organizations in increasing the effectiveness of the Village Deliberation through the PRA approach. These recommendations include increasing capacity and understanding of PRA for local stakeholders, strengthening communication mechanisms between stakeholders, and increasing transparency and accountability in the decision-making process. Thus, this research not only contributes to the literature on community participation in decision making, but also provides practical guidance for implementing participatory policies in remote areas such as Jayawijaya Regency, Papua Pegunungan Province.

Abstract

Community empowerment has long been a primary focus in the tourism industry. Empowering local communities in the development of tourist villages should contribute to the overall well-being of the community. Denai Lama Village is a potential tourist village suitable for development and can serve as a platform for local community empowerment, enhancing positive aspects and providing benefits to the community. This study aims to analyze the empowerment of the Denai Lama Village community through the Kampoeng Lama tourist village. The research employs a descriptive methodology with a qualitative approach. Data collection techniques include field observations, interviews, and documentation. Data analysis is conducted through data reduction, data presentation, conclusion drawing, and verification. The findings of this study lead to the conclusion that the development of the Kampoeng Lama tourist village in Denai Lama Village has become a platform for community empowerment, providing positive benefits in social, cultural, and economic aspects. The community also utilizes local wisdom as the main attraction in the Kampoeng Lama tourist village. Community empowerment is carried out by focusing on capacity building, the role and initiative of the community as subjects or actors, enhancing the position and quality of community involvement/participation in tourism development, and increasing the positive benefits of tourism development for social, economic, and cultural welfare. This tourist village has fulfilled the 4A components (attraction, accessibility, amenity, ancillary) as requirements for tourism development.

Abstract

Sei Nagalawan Village in Serdang Bedagai Regency, Indonesia, utilizes the mangrove ecosystem for economic benefits through creative activities and fishing. However, long-term use raises ecological and social problems, requiring a balance between conservation and development. This post-positivism-based study explores the transformation of Sei Nagalawan into an ecotourism center, involving stakeholders such as local government, ecotourism managers and the media. Drone mapping reveals a variety of attractions at Mangrove Beach, but challenges such as marketing, infrastructure problems and limited shrimp cultivation skills hinder community empowerment. This program, led by the Muara Baimbai Mangrove Conservation Group, aims to increase capabilities, improve economic prosperity and environmental awareness. Identified weaknesses indicate low awareness and support. Opportunities arise from tourist interests, but threats arise from waste problems and conflicts of interest. The strategy includes mangrove management, conservation, online promotion and education, aiming to achieve a balance between conservation and economic activities, while recognizing existing challenges and the need for sustainable efforts

Abstract

Plastic waste management remains a critical environmental challenge in Indonesia, particularly in remote areas like Pisugi District, Jayawijaya Regency, Mountains Papua. High plastic consumption combined with limited waste infrastructure leads to significant environmental and public health risks. This community service project applies the Smart Waste Planning concept to empower local residents by transforming plastic waste into paving blocks, a sustainable and economically valuable product. Conducted through a participatory and educational approach, the program involved field observation, socialization, hands-on technical training, mentoring, evaluation, and sustainability planning. The two-day training successfully enhanced public awareness, technical skills, and cooperation among 16 participants from district leadership and community representatives. Challenges such as limited equipment and material variation were addressed through collaborative problem-solving. The paving blocks produced demonstrate promising structural quality for light infrastructure use, opening new economic opportunities and reinforcing local environmental stewardship. Support and involvement from district government strengthened program legitimacy and sustainability prospects. This initiative integrates environmental preservation, social empowerment, and economic development, aligning with sustainable development and circular economy principles. The Smart Waste Planning model serves not only as a technical solution but as a comprehensive community empowerment strategy toward a stronger and self-reliant local society.

Abstract

Transportation plays a central role in supporting regional development, particularly in areas with challenging geographical conditions such as Jayawijaya Regency in the Papua Mountains Province. To date, approximately 45% of the 27 districts in Jayawijaya still face isolation due to poor road infrastructure. This condition directly impacts community access to markets, public services, and the distribution of goods and services. This study aims to design an integrated transportation system that can improve connectivity between districts by considering local geographical conditions. The method used combines Geographic Information System (GIS) for road network mapping, Integrated Rural Accessibility Planning (IRAP) for priority route planning, and Structural Equation Modeling–Partial Least Squares (SEM-PLS) to analyze the causal relationship between infrastructure quality, connectivity, economic accessibility, and local economic growth. The results of the GIS analysis show significant disparities between districts, with most road networks in poor to very poor condition. The SEM-PLS tabulation data proves that infrastructure quality (X1) has a significant effect on economic accessibility (X3) and economic growth (Y), while connectivity (X2) has no direct effect on growth. The mediation pathway X1→X3→Y proved significant, emphasizing the crucial role of infrastructure as a key factor in development. This study confirms that improving the quality of transportation infrastructure, followed by a strategy for integrating transportation services, is a strategic step to encourage sustainable economic growth in Jayawijaya, particularly in the agriculture, trade, and tourism sectors.

Abstract

Food security is a condition for meeting household food needs, both in terms of quantity, quality, safety, equity, and affordability. Jayawijaya Regency, Papua, is classified as a very food vulnerable area with a ranking of 404th out of 416 districts/cities in the National Food Security Index (IKP) in 2024. This research aims to formulate an effective community-based food management strategy in improving food security in the area. The method used is the Analytical Hierarchy Process (AHP) involving 15 respondents from the community, government, and related sectors. The criteria used include economic, social, cultural, and environmental aspects. Meanwhile, alternative strategies analyzed are land optimization, food diversification, strengthening agricultural institutions, and developing community distribution. The results of the analysis showed that the land optimization strategy had the highest weight (0.494825) and was the main priority in developing food security in Jayawijaya Regency. This strategy is considered the most effective because it is able to utilize local potential optimally and sustainably.
