Abstract

Latar belakang penelitian ini adalah adanya kesenjangan kompetensi arsiparis di Sekretariat Jenderal Dewan Ketahanan Nasional (Setjen Wantannas) yang berdampak pada kinerja organisasi. Faktor-faktor seperti keterampilan teknis, karakteristik kepribadian, motivasi, dan budaya organisasi belum optimal, sehingga diperlukan strategi pengembangan kompetensi yang efektif. Penelitian ini mengkaji strategi pengembangan kompetensi arsiparis di Sekretariat Jenderal Dewan Ketahanan Nasional (Setjen Wantannas), yang menghadapi tantangan kesenjangan kompetensi akibat kurangnya pelatihan teknis, sistem reward yang belum optimal, dan budaya organisasi yang belum sepenuhnya mendukung. Tujuan penelitian adalah mengidentifikasi faktor-faktor penghambat kompetensi arsiparis dan merumuskan strategi pengembangan yang efektif. Metode yang digunakan adalah pendekatan kualitatif deskriptif dengan pengumpulan data melalui wawancara, observasi, dan analisis dokumen. Hasil penelitian menunjukkan bahwa meskipun arsiparis memiliki keyakinan diri dan pengalaman kerja yang memadai, partisipasi dalam pelatihan teknis masih rendah, dan perencanaan pengembangan kompetensi belum sistematis. Implikasi penelitian ini menekankan pentingnya pemetaan kompetensi, pelatihan berkelanjutan, penguatan budaya organisasi, dan evaluasi berkala untuk meningkatkan kinerja arsiparis. Rekomendasi strategis mencakup penyusunan program pelatihan berbasis kebutuhan, peningkatan motivasi melalui reward yang terstruktur, serta kolaborasi dengan pemangku kebijakan untuk menciptakan lingkungan kerja yang mendukung pengembangan SDM.

Abstract

The digital era has brought significant changes to various aspects of life, including the public sector. These changes demand adaptation in human resource management, particularly in talent management. This journal conducts a literature review to examine the challenges and opportunities in talent management in the digital era within the public sector. The aim of this study is to identify the main challenges faced in recruiting, developing, and retaining talent, as well as the opportunities that can be leveraged to enhance the effectiveness of talent management in the public sector. The methodology used is a literature review by searching various leading academic databases, such as Google Scholar, to collect and analyze relevant articles. The findings show that the main challenges include changing skill requirements, competition in acquiring digital talent, and the need for adaptive development and retention strategies. On the other hand, significant opportunities arise through the utilization of digital technologies in recruitment, training, and development, as well as improved employee engagement. The conclusion of this study is that digital transformation requires the public sector to adopt a more strategic and technology-oriented approach to talent management. Recommendations for future research include in-depth exploration of the implementation of digital-based talent management strategies and evaluation of the impacts of various initiatives.

Abstract

This study aims to analyse the factors causing the poor implementation of other receivables management by the BPK and to formulate a model for good management implementation at the BPK RI. The research method used is a qualitative approach and a case study at the BPK. Data collection was carried out through interviews and document review. The results of the study show that the BPK has not used the receivables module in the SAKTI application to manage other receivables, and that one-way communication has also been an obstacle. The BPK has good SOPs but does not yet have guidelines to support them. The recommended suggestions include forming a state receivables management team, providing effective communication training to staff involved in managing other receivables, and, last but not least, developing a State Receivables Management Guideline. This study recommends the adoption of an integrated internal control system model, namely the receivables management team as the first line, the Finance Bureau as the second line, and the Inspectorate General as the third line.

Abstract

The implementation of Government Credit Cards (GCC) at the Secretariat of the Vice President is part of a broader cash management modernization initiative. However, the use of GCC has not yet achieved optimal performance. These conditions highlight the urgency of establishing accurate and adaptive cash planning for the GCC Imprest Fund. This study aims to identify the factors contributing to the suboptimal utilization of GCC, with a particular focus on cash planning. The analysis applies Lienert’s (2009) cash planning theory and organizational managerial factors proposed by Gie in Muthohar (2012), and is further strengthened through SWOT analysis to formulate optimization strategies. The findings reveal that GCC utilization remains suboptimal due to the lack of comprehensive cash planning, unclear allocation of GCC funds, limited use of core cash flow data, historical transaction patterns, and activity schedules, as well as insufficient coordination with the Ministry of Finance. Furthermore, human resource capacity, internal coordination, and leadership commitment remain inadequate, while the reward and punishment mechanism has not been implemented. Priority optimization strategies include capacity building, development of technical coordination guidelines, establishment of pilot projects, and the use of historical data and the SAKTI system to support cash planning and optimize GCC utilization.

Abstract

Government procurement of goods and services is an important part of state financial management that requires transparency, efficiency, and accountability. This study was motivated by the suboptimal implementation of e-procurement through electronic catalogs (e-catalogs) at the Ministry of Cooperatives, as evidenced by the limited number of products on display, the unavailability of all necessary goods, prices that do not always reflect the lowest rates, and technical as well as administrative obstacles in the e-purchasing process. The purpose of this study is to identify the factors causing the suboptimal implementation of e-procurement and to formulate appropriate strategies to enhance its effectiveness. The research method employs a descriptive qualitative approach, with data collection techniques that include in-depth interviews, observation, and a literature review on the implementation of e-catalog. Data analysis was conducted using the Technology–Organization–Environment (TOE) framework and SWOT analysis. The results of the study show that technological factors (system complexity and IT infrastructure), organizational factors (human resource competencies), and environmental factors (regulations and inter-agency coordination) are the dominant elements influencing the implementation of e-catalogs. The recommendations of this study emphasize the need to strengthen the capacity of procurement human resources, develop a real-time, data-based electronic catalog system, and improve coordination between work units and providers to support the principles of good governance in government procurement of goods and services.
