Abstract

Abstract The implementation of the civil servant mutation policy in the context of the needs of regional government organizations in Gowa Regency is a strategic action carried out by the regional government to transfer employees according to the needs of certain units or departments. Thus, the goal to be achieved is to increase the efficiency and effectiveness of public services by placing employees in positions that suit their abilities and competencies. The research used is field research. This research uses qualitative analysis, intending to provide a systematic description of a phenomenon, symptoms and conditions that occur as well as explaining precisely the conditions that are related to the variables studied. The resulting data shows that the civil servant mutation process must be enforced with strong legal protection, which ensures that all stages of mutation take place fairly, openly and in accordance with applicable regulations. Legal protection for civil servants who experience transfers by the regional government in Gowa Regency includes several important aspects, such as: 1) Principle of Legal Certainty; 2) Transparent Procedures; 3) Consultation and Clarification; 4) Protection from Discrimination and 5) Appeal Mechanism. Abstract

ABSTRACT This research explores Muhammad Asad's concept of the state and constitutional system, as well as the relationship between religion and the state according to his perspective. Using a library research method with normative Shari'a, socio-historical, and socio-legal approaches, the study draws on primary sources, including Muhammad Asad's writings, and secondary literature on constitutional studies and his ideas. The findings reveal that Muhammad Asad's concept of the state emphasizes governance grounded in the Qur'an, Hadith, and Ijtihad, envisioning an ideal Islamic state with a presidential system. He argues that religion and the state are inseparable, functioning as a support system to reinforce a morality-based governance structure. The study implies that governments should operate on principles rooted in morality. Keywords: Thought; Constitutional System; Muhammad Asad; Siyasah Shari'yyah.

Abstract

This study aims to examine the effectiveness of public services regarding teleconference trials at Makassar Class I Detention Center from the Perspective of Islamic Law. In answering these problems, the author uses a normative syar`i approach and an empirical juridical approach. The method of data collection is done by way of interviews, observation, documentation, and literature study. The results of the study show that (1) The teleconference trial was held based on a circular letter from the Supreme Court Number: 379/DJU/PS.00/03/2020 which aims to be a guide in carrying out the criminal case trial process by teleconference during the Covid-19 pandemic. The procedures or stages of carrying out criminal case trials by teleconference at the Makassar Class 1 Detention Center, namely trial scheduling, preparation of facilities and infrastructure, notification to related parties, escorting detainees and conducting trials. (2) Public services regarding teleconference trials at Class 1 Makassar Detention Center have not been effective because in reality, public services related to teleconference trials have not reflected the implementation of the principles of public service. In this case, several principles and principles of public service that are not yet relevant can be found in the principles of accessibility, openness and transparency, efficiency and effectiveness as well as security and privacy of the accused. (3) Public services in teleconference trials are recommended in Islam as a form of providing assistance and providing convenience to service recipients, in this case detainees and convicts conducting teleconference trials, both in conducting teleconference trials and in applying relevant public service principles and principles. As providing assistance and convenience is something that is recommended (sunnah) for Muslims and get rewards from Allah SWT.

Abstract

    This study aims to determine how the implementation of the Ministry of Agriculture in the management of subsidized fertilizers and the perspective of Siysah Syar'iyyah in the distribution of fertilizers in the village of Tonrorita, sub-district. Biringbulu Kab. Gowa, based on the Decree of the Minister of Agriculture Regulation No. 49 of 2020 concerning the Allocation and Highest Retail Price of Subsidized Fertilizer. The method used in this research is descriptive qualitative and data acquisition is done through structured interviews, field observations and documentation. The results showed that fertilizer management in Tonrorita sub-district went through several stages, namely socialization, preparation of the RDKK (Definitive Plan for Group Needs), distribution/distribution and reporting, but in its application it was still not optimal. This is because of the abuse of authority carried out by GAPOKTAN (Association of Heads of Farmers Groups), and Head of farmer groups in distributing fertilizers to farmers and the application of prices that are not in accordance with the HET (Highest Retail Price) of subsidized fertilizers, which results in a lack of fertilizer supply. which must be spread to farmers because of manipulation by Gapoktan

Abstract

Abatement of carbon emission to net zero level in 2050 is a serious work for Indonesia in all sectors. In this article, review on the current status of CC technologies was conducted including commercial scale and R&D works. The technologies performance was also inserted in order to provide the information that valuable and useful in technological selection. However, the challenges and barriers for Indonesia in their efforts to reduce carbon emissions are not only about technological aspects; the issues of policy, socio culture, law and human resources also play an important role. In order to ensure the project going well, regulations and policies are needed both at the national and provincial levels, besides the massive socialization efforts from various stakeholders.

Abstract

Penelitian ini bertujuan mengevaluasi efektivitas dua program pelatihan Bahasa Inggris, yaitu CIS Password dan Daily English, dalam meningkatkan keterampilan komunikasi siswa kelas IV di SD Celebes Islamic School (CIS) Luwu. Program CIS Password berfokus pada hafalan kosakata dengan bantuan media audio-visual, sedangkan Daily English menekankan pembiasaan penggunaan Bahasa Inggris dalam komunikasi sehari-hari. Penelitian ini menggunakan pendekatan mixed-method sequential exploratory, dimulai dengan analisis kualitatif melalui wawancara, observasi, dan dokumentasi, kemudian dilanjutkan dengan analisis kuantitatif menggunakan angket. Model evaluasi yang digunakan adalah CIPP (Context, Input, Process, Product). Hasil penelitian menunjukkan bahwa program memiliki kesesuaian dengan visi sekolah dan kebutuhan global siswa. Media digital terbukti efektif dalam mendukung pembelajaran, sementara guru dinilai cukup siap, meskipun masih ditemukan inkonsistensi dalam penggunaan Bahasa Inggris. Strategi seperti “No English, No Service” serta keterlibatan orang tua turut memperkuat pelaksanaan program. Secara umum, CIS Password dan Daily English memberikan kontribusi positif terhadap keterampilan berbicara, menyimak, dan membaca siswa, namun aspek menulis belum mendapat perhatian yang memadai. Penelitian ini merekomendasikan integrasi keterampilan menulis dalam pengembangan program selanjutnya serta penguatan pelatihan guru dan peran orang tua.

Abstract

The spread of the COVID-19 virus in 2020 has spread very quickly so far it has had a very large impact, especially in the field of education.This study uses a qualitative descriptive research type. Data collection techniques were carried out by means of observation, interviews, and documentation. Data analysis techniques are carried out by collecting data, condensing data, presenting data and verifying or drawing conclusions. The subjects of this study were the principal and 3 homeroom teachers in class V SDN 1 Lalebbata.The results of the study indicate that teacher planning must prepare teacher administration according to the conditions experienced such as educational calendars, promissory notes, prota, syllabus, lesson plans, absent books, KKM, grade lists, package books, teaching materials, and class rules. For the implementation of learning, each class divides its students into two parts, there is the morning shift at 07.30-09.00 and for the afternoon shift at 09.30-11.00. The teacher's activities are limited so that the teacher only conveys important points of the material the teacher also does not do several learning steps in the classroom, namely the teacher does not convey the allocation of learning time, the teacher does not provide interesting learning media and the teacher does not apply learning strategies in groups. Likewise with the evaluation of learning the teacher does daily tests and daily tasks as usual and the learning outcomes of students also improved when compared to learning done at home.As for the limited face to face learning program, the reserarcher should have intiated 6 new steps, namely 1) Teachers deliver material by using learning methods that can attract students’ learning intersest, 2) Teachers provide student centered learning materials, 3) Teachers evaluate understanding students, 4) The teabhers desingns an assessment rubric, 5) The teacher acts as a motivation, 6) The teacher acts as a provide of learning experiences

Abstract

Penelitian ini bertujuan untuk menganalisis kebutuhan media pembelajaran, untuk mendeskripsikan media pembelajaran, menguji validasi dan praktikalitas media pembelajaran berbasis permainan tradisional engklek, jenis penelitian yang digunakan adalah penelitian pengembangan atau Research and Development dengan model pengembangan ADDIE. Penelitian ini dilaksanakan di Sekolah Dasar Negeri 41 Batu Putih Kota Palopo dengan subjek penelitian sejumlah 16 peserta didik. Teknik pengumpulan data yang digunakan adalah Wawancara, angket, dokumentasi dan lembar validasi. Data yang diperoleh kemudian dianalisis secara kualitatif dan kuantitatif. Penelitian ini menghasilkan produk berupa media pembelajaran berbasis permainan tradisional engklek. Berdasarkan hasil analisis kebutuhan yang diperoleh dari angket peserta didik sebesar 96 persen. Untuk hasil validasi dari 3 validator (Media, Materi dan Bahasa), produk ini mendapatkan nilai rata-rata sebesar 90 persen dengan kategori sangat valid. Selanjutnya untuk uji praktikalitas diperoleh dari guru sebesar 96 persen dan dari peserta didik mendapatkan nilai sempurna 100 persen, keduanya memenuhi kriteria praktis.
