Abstract

Abstract: The Conception of Political Sarinah As Political Freedom; A Study of The Banyuwangi Women ’s Emancipation at Local Politics . Political Sarinah as political freedom is a strategy and an act which are done by the women to change patriarchy view that attach on them. Thus, the Banyuwangi women are able to rise up as a leader. The purpose of this study were to identify and describe the strategy of the women ’s emancipation in order to get authority at the Banyuwangi Government. This research was descriptive qualitative research and the data collection was conducted through observation, interview (semi-structured interview) and documentation. Moreover, the result of the study showed that the women ’s political strategy in Banyuwangi was based on eight aspects. First, the planning aspect, which was they had a perfect plan before they joined political social field. Second, the organizing aspect, which was they had been trained themselves by joining organization. Third, the actuating aspect, which was they implemented their victory strategy persistently and systematically. Fourth, the controlling aspect, which was they did not do supervisory optimally. Fifth, the strengths aspect, which was they tended to be ambitious with their ability. Sixth, the weakness aspect, which was men tended to be disagree with women ’s leader. Seventh, the opportunities aspect, which was the Banyuwangi women had been educated and experienced. The last, threaten aspect, which was the Banyuwangi men acknowledged women ’s politic so there was no threat for women ’s leader.

Abstract

Analysis Of Policy Implementation Of HIV/AIDS And Control On Gay In Banyuwangi District.  This research was conducted to determine the implementation of HIV/AIDS prevention and control policies in Banyuwangi Regency. The HIV/AIDS status in Banyuwangi Regency is getting higher and is ranked second in East Java as an HIV/AIDS red zone. Cases of HIV/AIDS There are still many sufferers, for example cases that are often found in Banyuwangi Regency are people with HIV/AIDS in gay people.  This study uses a qualitative method with a descriptive perspective, using observation data collection techniques, guided free interviews, and documentation. In the implementation of HIV/AIDS prevention and control policies for gays in Banyuwangi Regency, using the theory of William Dunn (2004) which focuses on 5 (five) aspects, namely: Policy Problems;  The Future of Policy;  Policy Action;  Policy Results;  and Policy Performance.  The result of the research is that the Health Office along with KPA and other stakeholders have made efforts to control HIV/AIDS in Banyuwangi Regency, as has been written in the policy through Perda Number 5 of 2017. Namely gay, in the end not all certain communities can know the existence of regulations made by the government and have limited socialization and awareness of certain communities so that the existence of Regional Regulation Number 5 of 2017 is only limited to written regulations.

Abstract

Collaboration on the Implementation of the BPNT Program in Handling Poverty in Karetan Village, Purwoharjo District, Banyuwangi Regency. This study aims to identify and describe the handling of poverty through the implementation of the BPNT program in Karetan Village. The importance of this research is because there is a phenomenon of the distribution of BPNT that is not well targeted in Karetan Village. This research uses a qualitative descriptive approach, which is carried out intensively, in-depth, in detail and comprehensively. The research sources used primary data and secondary data which were managed based on saturated data and analyzed based on the thoughts of Albrecht and Zemke. The results of this study are that the strategies carried out by the Karetan Village Government are less than optimal in dealing with poverty and the distribution of aid that is not well targeted; the need to be guided by the correctness of the data and the compliance of the Karetan Village Government with laws and regulations, service procedures related to facilities needed by the community; improving the quality of human resources for officers, because not all existing human resources have the qualifications and understanding related to the main tasks and procedures; less than the maximum service provided by the Karetan Village Government to the community. The implementation of the Karetan Village Government in reducing poverty needs to be evaluated from the aspect of strategy, system, and better human resources, so that it has an impact on the welfare of the Karetan Village community.

Abstract

Analysis of the contradictions in prostitution activities at the former Pakem localization, Banyuwangi, covers several important points.The main issue lies in the uncertainty of the status of the former localization area that was supposed to be closed, yet there are still covert prostitution activities.This research aims to understand the social dynamics and conflicts that arise due to the presence of prostitution in the area.The research methodology uses a qualitative approach with purposive sampling and snowball sampling techniques to determine informants.Data collection was carried out through interviews, observations, and documentation.The research results show that although the government has made efforts to close down former localization areas, prostitution activities continue, causing dissatisfaction among the community.The discussion reveals that this contradiction creates social conflict between the community that rejects the existence of prostitution and those who consider it a source of income.The government's performance in enforcing regional regulations is also considered less effective, causing the community to feel unprotected.The conclusion of this research emphasizes the need for decisive action from the government to permanently close former localization areas and enhance collaboration between the government, law enforcement, and the community to create a safer and more orderly environment.

Abstract

This research raises the main issue regarding the suboptimal implementation of the Government Agency Performance Accountability System (SAKIP) within the Bangorejo Subdistrict Government.The performance of government officials in the area is still considered suboptimal in carrying out public service functions to the community.The evaluation results from the Banyuwangi District Inspectorate indicate that the biggest obstacle lies in the understanding and skills of human resources in consistently implementing SAKIP.In addition, the existence of vacant positions within the organizational structure also serves as an impediment to achieving optimal service performance.The main objective of this research is to describe the implementation of SAKIP and its direct impact on the quality of public services provided.The urgency of this research lies in the importance of providing data-driven and solution-oriented policy recommendations to promote more accountable governance in Bangorejo District.The method used in this research is a qualitative descriptive approach that allows for an in-depth exploration of the phenomenon being studied.Data collection techniques were carried out through in-depth interviews with key informants and direct field observations.Data is analyzed through the stages of reduction, presentation, and conclusion drawing.The results show that the aspects of organization, interpretation, and application greatly influence the effectiveness of SAKIP.The conclusion of the research emphasizes the need for improving human resource capacity and organizational structure.
