Abstract

This study examines the relationship between food price volatility and gender role transformation within households in West Nusa Tenggara Province during 2024. Using a mixed-methods approach that combines statistical analysis of food price data from the Central Bureau of Statistics with qualitative document analysis of family law frameworks, this research reveals that significant fluctuations in staple food prices particularly rice (Rp14,568-Rp16,666/kg), shallots (up to Rp41,736/kg), and beef (around Rp120,000/kg) have created substantial economic pressure on low to middle-income families. The findings demonstrate that economic stress has catalyzed a shift in traditional gender roles, with women increasingly participating in productive economic activities to supplement household income. From a legal perspective, this transformation represents a legitimate form of family cooperation (ta'awun) rather than a violation of traditional breadwinner responsibilities outlined in Marriage Law No. 1/1974 and the Compilation of Islamic Law. The study concludes that food price instability serves as a structural driver of gender role adaptation, necessitating policy interventions that protect dual-income households while maintaining family resilience.

Abstract

Model of Developing Teaching Materials and Student WorksheetsThis community service activity aims to provide training and assistance to lecturers in developing quality teaching materials and student worksheets. The main problem faced by educational institutions is the lack of structured and innovative teaching materials that can facilitate independent learning. The method used includes training workshops, mentoring sessions, and direct practice in developing teaching materials. The results show that participants are able to design teaching materials that are more systematic, interactive, and aligned with learning outcomes. This activity makes a significant contribution in improving the quality of learning and lecturer competence in preparing teaching materials that are in accordance with the needs of students and curriculum demands.

Abstract

This study explores the implementation of productive zakat programs by the National Amil Zakat Agency (BAZNAS) in empowering the economy of female-headed households in North Lombok Regency. Female-headed households face significant economic challenges due to limited access to capital, markets, and technology. The BAZNAS productive zakat program aims to provide sustainable economic empowerment through the distribution of MSME carts to 261 beneficiaries. This qualitative research employs a case study approach with data collection techniques including in-depth interviews and participatory observation. Research informants include female-headed household beneficiaries, BAZNAS program managers, facilitators, community leaders, as well as family members and neighbors. Data analysis was conducted using a thematic approach. Research findings indicate that the productive zakat program makes a positive contribution to increasing income and economic independence of female-headed households. However, several constraints were identified in program implementation, including limited continuous mentoring and restricted market access. BPS 2024 data shows that 10.75% of households in North Lombok are headed by women, with a female labor force participation rate of 69.91%. This study recommends program optimization through strengthening mentoring, expanding marketing networks, and developing specific programs responsive to the needs of female-headed households.

Abstract

Indonesia adheres to a pluralistic legal system, with state law, customary law, and religious law applying simultaneously. This study analyzes the relevance of Hans Kelsen's grundnorm concept in understanding the hierarchy and validity of the Indonesian customary law system. The focus of the research includes: (1) how the grundnorm concept can be applied in the context of Indonesian customary law, (2) how to reconcile Kelsen's pure legal theory with the reality of legal pluralism in Indonesia, and (3) the theoretical and practical implications of the application of the grundnorm concept to the existence of customary law. This study uses a juridical-normative method with a conceptual and philosophical approach. Secondary data were obtained from legal literature, scientific journals, and related laws and regulations. The results of the study indicate that: Kelsen's grundnorm concept can be adapted in the customary law system through the identification of basic norms derived from the philosophical values of indigenous communities; there is a possibility of reconciliation between the pure legal theory and legal pluralism through a multi-grundnorm approach that recognizes the existence of more than one basic norm in the national legal system; and the application of the grundnorm concept provides theoretical legitimacy for the existence of customary law as an autonomous legal subsystem but remains within the framework of the unity of the Indonesian national legal system.

This research is a qualitative study that uses an ethnographic approach. The data analysis of this research uses a stepwise forward method. The primary data source of this research is the travel experience of the General Election organizers and their families during the stages of the Regional Head Election in North Lombok. Secondary data are literature, documents, journals relevant to this research. Data collection was conducted using interview, observation and documentation techniques. The results of this study found that Election Organizers in North Lombok experienced a family crisis due to the demands of the domestic space and family space. The crisis faced by female organizers tends to be more complex than male organizers. In facing the crisis, some families are resilient, while others end up not resilient. This research argues that democracy will not run healthily if the actors of democracy, namely Election Organizers, experience a family crisis. Therefore, family resilience is an important foundation for the quality of democracy itself.

Abstract

This article examines the gap between Max Weber's ideal bureaucratic model and the reality of village-level law enforcement in Indonesia. Weber posited that a rational-legal bureaucratic system, characterized by clear rules, specialized competence, and impartial administration, would serve as the foundation of modern governance. However, the village governance structure in Indonesia, particularly following the enactment of Law Number 6 of 2014 concerning Villages, reveals significant deviations from this ideal. This study employs a normative legal research method with a comparative and analytical approach, analyzing the legal framework governing village law enforcement and situating it within Weber's theoretical lens. The findings indicate that the village legal apparatus suffers from structural weaknesses including overlapping authority, limited human resources, and the persistence of traditional and charismatic authority structures that compete with rational-legal norms. Furthermore, weak institutional capacity at the village level leads to inconsistent and often ineffective law enforcement outcomes. This article concludes that strengthening village-level law enforcement requires not only legislative reform but also a sustained effort to build rational-legal institutional capacity in accordance with Weberian principles of bureaucratic efficiency and impartiality.
