Abstract

Conflict of land conversion (deterritorialization) is an ecological crisis that continues to reproduce in the domination space of the capitalist economy and goes hand in hand with the use of the pretext of industrialization and massive scale state political policies. Banjar Regency is geographically located in a strategic area between the cities of Banjarmasin and Banjarbaru. So that it functions as a buffer zone and a center for settlement development and economic activity. This study aims to discover the concept of territorialization of wetlands that exist in the community and respond to the dynamics of the expansion of land conversion (deterritorialization of the wetland environment), whether carried out by corporations, the government, or by the community itself through the tendency of policies that are mechanistic pragmatic. This research uses a qualitative approach, which is considered the most capable of accommodating the dialectical analysis of subjectivity-objectivity accompanied by critical analysis to uncover the problem of deterritorialization of the wetland environment of political ecology in Banjar Regency. Data collection using literature studies and field data collection through FGD, interviews, and observations using the live-in model. It is hoped that the analysis of this research will be able to provide novelty to a philosophical perspective on natural resource management, particularly concerning the environmental functions of wetlands, including swamps and peat areas. Stakeholders and actors engaged in related sectors are also expected to unravel the unequal power relations between actors based on the paradigm of justice and sustainability, accompanied by efforts to overcome various systemic obstacles, anthropocentric obstacles, and local government “bureaucratic dysfunction,” which will be elaborated, comprehensively in this research.

Abstract

This study analyses the framework model cooperation of the sister city that the Banjarmasin city government will carry out in wetland environmental governance (wetland governance). The model of sister city cooperation design that will be carried out is through the bottom-up model cooperation. This cooperation model focuses on the active participation of the community (citizen diplomacy) and community collaboration as transnational actors in managing the wetland environment (wetland governance) in Banjarmasin. Community participation (citizen diplomacy) and the active collaboration of the community with the city government as a transnational actor has become a fascinating new study in government and international relations, so it is crucial to study further. The wetland environmental management model in this model is integrated wetland environmental management. So far, the integrated wetland environmental management planning methodology has paid little attention to aspects that integrate institutions, technology, and funding. This model also describes ideally that wetland environmental management accommodates various interests of development activities, such as agricultural development, industrial interests, and environmental carrying capacity (ecological demands). The operationalisation of the integrated wetland environment concept as a planning unit in development has been limited to rehabilitating and conserving soil and water. At the same time, the organisation is still ad hoc, and the intact institutions regarding the management of the wetland environment have not been patterned. For wetland environmental management to be carried out optimally, it must involve all stakeholders and plan in an integrated, comprehensive, sustainable, and environmentally friendly manner with wetlands as a management unit. The bottom-up sister, the city cooperation model, was then made based on these problems. This collaboration is an effort to involve all parties, especially the community, so that every decision taken in planning is a collective decision and encourages mutual involvement and commitment to implement it.

Abstract

The business industry of the product of the fruit syrup ovata mangrove is an effort belonging to Ibu Amirah, the head of the Fragrant Leaf group (Paguyuban usaha Mangrove village in Tanjung Laut Indah, South Bontang, Bontang City, East Kalimantan province. In the implementation of the activities successfully identified and resolved several problems of the partner namely processing, the provision of business tools processing of mangrove syrup, identification of packaging design shortage, advertisement production of mangrove fruit syrup in the e-site Commerce and demonstration of how to process e commerce and social media sites. In the overall stages of activity, the team of devotion also coordinates and interviews with the forestry service of the province of East Kalimantan which became the authorized institution in the management of the mangrove fruit syrup and its cultivation in the city of Bontang. Hopefully in this stage, partners can independently add products, conduct sales control, and use e commerce sites to the fullest without relying on the team.

Abstract

This article examined how the rationality of nuclear weapons development of North Korea related to the security dilemma. The discussion includes descriptions of chain reactions from the cycle of security dilemmas that create the dynamics of an arms race that threatens the stability of the region's security. The security dilemma for North Korea is characterized by the polarity of forces, historical factors and social construction of amity and enmity. Through the literature study method, the theoretical concepts of security dilemmas serve as the main basis in understanding North Korea's nuclear weapons development. Therefore, this article concluded that the security dilemma in East Asia stems from the fear and threat due to the increasing power and military capability of other countries in the region.

Abstract

As a maritime country Indonesia has economic and security opportunities as a foundation for national development. The future of the Indonesian maritime is realized through the synergy between the economic and the security aspect. This article describes the importance of such synergies within the framework of the global maritime fulcrum. Economic development in this framework is realized through ‘tol laut’ and connectivity of goods and services throughout Indonesia. In terms of security issues, the combating of illegal fishing is a form of defense policy as well as effort to maintain Indonesia’s territorial sovereignty. On one hand, this paper stresses the importance of economic development supported by defense and security stability. On the other hand, the development of defense posture requires a robust economic strength. Economy and security are two aspects that are inseparable and mutually supportive as an effort to realize the ideals of Indonesia as a global maritime fulcrum.Keywords: Global maritime fulcrum, economic and security, ‘tol laut’, illegal fishing

Abstract

Pesantren merupakan satu diantara beberapa tempat pendidikan yang khas dan punya peranan penting di Indonesia. Tradisi pesantren mengutamakan penanaman kepribadian karakter dan sikap melalui hubungan kedekatan antara guru dan murid. Dengan intensitas dalam melaksanakan aktivitas tatap muka yang cenderung tinggi, tentu sebuah pondok pesantren harus dan telah melakukan pertimbangan yang matang terhadap kemungkinan risiko terburuk yang akan dihadapi dalam menghadapi Pandemi Covid-19 tempo hari. Maka dari itu perlunya pendekatan yang spesifik yakni pendekatan bersifat religius dan Komunikasi Dakwah yang efektif pada proses pembelajaran dalam pencegahan Covid-19 pada tahun 2020-2021 dalam Perspektif Religius yang ada di Kabupaten Banjar sebagai daerah yang religius dalam sudut pandang Agama Islam. Kandungan pesan dakwah yang disampaikan oleh guru-guru yang ada di Pondok Pesantren Darussalam Martapura Kalimantan Selatan tersebut yang cenderung menitikberatkan pada akidah, akhlak, syariah, dan muamalat. Hasil penelitian menunjukkan bahwa penanggulangan penyebaran Covid-19 di lingkungan pondok pesantren disini termasuk kepada santri dan santriwati serta alumni telah memberikan informasi terkait batas kerelaan atau kesanggupan karena tidak ada paksaan dan tekanan baik dari pondok pesantren maupun dari guru-guru. Namun hal yang diwajibkan adalah meningkatkan ketaqwaan serta selalu bersikap ‘Tawakal Alallah’ karena penyakit datangnya dari yang maha kuasa, maka sembuhnya juga dari yang maha kuasa. Selain Itu pihak Pondok Pesantren Darussalam Martapura Kalimantan Selatan juga memberikan peraturan lisan, bagi santri yang kurang enak badan, sakit, batuk/pilek dilarang masuk sekolah dan harus beristirahat di rumah saja dan memperbanyak zikir, ibadah serta murratal Al-Quran dan hafalan hadist. Kata Kunci: Pondok Pesantren, Komunikasi Dakwah, Religius, Pandemi Covid-19.

Abstract

Pa'au Village is one of the villages in Aranio District, Banjar Regency, South Kalimantan Province. Paau Village has a lot of tourism potential that can be developed if it is managed properly as a tourist village. However, it is very unfortunate that the lack of tourism development, especially related to existing facilities and infrastructure, has made Pa'au village unable to compete with other regions in South Kalimantan. The limitation of Human Resources in marketing tourism is also one of the obstacles which ultimately results in many outsiders not knowing the existence of Pa'au village. Based on these problems, it is very necessary for us to raise the potential of the tourism village through socialization of publications to social media, the main purpose of this activity is that the village community will be able to play an active role, have skills and have awareness to develop the potential of the Pa'au tourist village.

Abstract

The global pandemic crisis that has occurred since 2020 has affected Indonesia's economic growth. Not only is it going through a recession, but Indonesia is also considered slow to deal with Covid-19 domestically. This article attempts to describe how Indonesian diplomacy's dynamics and challenges with ASEAN+3 countries are coping with the economic recession and the mitigation of the Covid-19 pandemic in Indonesia. The data collection techniques that researchers use in this research are literature and documentation studies. Data analysis will also be performed when data is collected—this method raised by research books, writings, articles, and research reports. Besides, the authors also sought data relevant to this study of electronic media with reliable sources. Indonesia faced challenges with its existence in multilateral forums. It puts Indonesia in a tight position between achieving its national interests and fulfilling its international agenda obligations. While Indonesia was seen as the country with the worst handling of Covid-19, Indonesia aggressively pursues diplomacy and cooperation in handling and combating Covid-19. Indonesia's solution in dealing with and overcoming this pandemic's consequence is to partner with external parties, namely China, Japan, and South Korea in ASEAN+3 cooperations. Every country can work together in a condition of dependence and mutual need. In this case, ASEAN is working together to form ASEAN + 3 because it requires the three countries' experience in dealing with and overcoming the Covid-19 pandemic.

Abstract

Southeast Asia's geographical conditions are an area that has a marine ecosystem most diverse in the world. However, there is an increase in the exploitation and practice of Illegal, Unregulated and Unreported (IUU) fishing which is considered troubling and detrimental to the affected region. This study attempts to analyze the regimes' complexity in illegal fishing in Southeast Asia. The research method used a qualitative approach. Primary data we collect documents and official statements issued by the Asia-Pacific Fishery Commission, ASEAN-SEAFDEC organization, FAO, and policy of ASEAN countries through the ministry of maritime and fisheries.  Analysis of the complexity of the three main regimes in IUU complemented by a discussion of these regimes' agendas and similarity policies (overlapping regimes). In dealing with this, countries in the Southeast Asian region are implementing a strategy to keep up with agreed international norms. It has found that 60% of ASEAN member countries adopt the Regional Plan of Action (RPOA). They were shifting the existence of profit-oriented thinking into sustainability-oriented. The regime's complexity illustrates the tumult of an international issue and the whip to increase the country's contribution to the sustainability of a more balanced life by internalizing the international regime's norms.

Abstract

Sosialisasi pemilu selama ini masih menggunakan model strategi yang sama untuk semua khalayak, baik para pemilih perkotaan maupuan masyarakat pedesaan. Padahal para pemilih memiliki karakteristik demografi, sosial ekonomi, budaya dan keunikan yang berbeda. Teridentifikasi kesulitan bagi para pemilih di kawasan pedesaan untuk menentukan hak pilih dalam pemilu karena keterbatasan informasi mengenai sistem dan teknis pemilihan kepala desa. Kondisi ini dikhawatirkan akan menyebabkan para pemilih memutuskan untuk bersikap abai terhadap pemilu (golput) termasuk juga dalam kegiatan pemilihan kepala desa. Kegiatan ini dilakukan melalui kombinasi metode pendidikan masyarakat dan metode pelatihan. Metode Pendidikan dilakukan dengan metode sosialisasi pada masyarakat desa sehingga mereka bisa menerapkan pengatahuan tersebut dan menggunakan hak pilihnya. Sedangkan metode pelatihan yaitu metode kegiatan yang melibatkan substansi kegiatan yang disertai dengan demonstrasi atau percontohan untuk realisasinya. Dalam metode ini diberikan simulasi latihan mengenai kepemiluan sehingga para pemilih bisa menerapkan tata cara dan praktik pilkades secara lebih teknis. Para penduduk desa yang mengkuti kegiatan sangat antusias mendengarkan pelatihan yang disampaikan, hal ini terlihat dari banyaknya penduduk desa yang bertanya dan ingin mendapatkan penjelasan lebih mendalam tentang bagaimana cara memilih yang baik, termasuk memilih kandidat dalam pemilu.
