Abstract

The Government of Banyumas has implemented an intervention in the Provision of Processed Food for Special Medical Purposes (FSMP) with nutritional supplementation of 1.5 kcal/mL in 2019. However, there is no evaluation has been carried out, both of outcome and the cost of the intervention. So that, it is necessary to provide an initial picture of the resources needed for the formulation of future intervention plans. This study aims to determine the estimated cost required for FSMP intervention and to determine the outcome of the intervention. The economic evaluation was carried out partially by calculating costs from the perspective of the program implementing institution and the outcome of the intervention in the form of increasing weight and height. The research sample was 40 toddlers who had been selected based on nutritional screening of toddlers who were unable to consume existing foods and had inadequate nutritional intake. The results of the study showed that the total intervention cost was Rp.219.817.000 for 40 children (Rp.5.495.438 per child) where for nutritional supplementation of 1.5 kcal/mL per child was Rp.1.395.850. There was an increase in the average weight and height of children by 0.64-kilogram and 0.47-centimeter in 28 days after the program was completed. The estimated cost from the results of this study could be lower in subsequent interventions if the equipment is reused. This study can be used as a reference for FSMP interventions with the same subject coverage/criteria or on a wider scale.

Abstract

The number of TB cases in Aceh has reached 8471 cases in 2018; 240 (2.8%) cases occurred among children. The real cases in the community were estimated higher than this figure. The success of TB control was influenced by many factors, including the roles of civil society organizations. This research was conducted to analyze the roles of civil society organizations in controlling TB cases in the community. A case study was conducted at PW Aisyiyah Aceh using an economic evaluation methodology for tracking expenditures for TB program activities (2011-2013) compared to the targets. The study showed that PW Aisyiyah has played significant roles in controlling cases of TB in Aceh through many community engagement activities included the TB Care Group; the TB Community activities, High-Risk Group Outreach activities; direct TB and MDR-TB patients monitoring; assisted and providing TB care information and networking to the community. PW Aisyiyah Aceh has spent budgets Rp. 844 million per year for TB program activities with 22.3% spent on promotive/preventive activities, 77.5% spent on indirect activities. To maximize and sustain the roles of PW Aisyiyah Aceh as a civil society organization in controlling the TB program, it is strongly suggested to explore other sources of budgets, including exploring the potential of collaborating Public-Private mix funding mechanism. PW Peran Organisasi Civil Society dan Belanja Program 62 Hasnur, Dharina, Abdullah Aisyiyah is also suggested to increase budget spending on promotive and preventive public health activities in addition to curative activities which have been the main mission of Aisyiyah community organizations in Indonesia.

Abstract

The health efforts at health facilities have entered a new phase in the current era of Indonesian National Health Insurance (NHI). The Bandar Baru Health Center (Puskesmas), one of the largest Puskesmas in Pidie Regency with the most significant income from the NHI, is required to have quality health services, which at the same time also needs to be efficient in using its resources. This study uses the Balanced Scorecard method to determine the performance of the government's FKTP, in this case, the Bandar Baru Health Center, in the current NHI era. This quantitative descriptive research collects primary and secondary data to analyze the financial, customer, internal business, and development perspectives. The results of the study show that the Bandar Baru Health Center, from a financial perspective, is still lacking in growth due to the expansion of the sub-health center below it, however; the Puskesmas has made savings, which can be seen from the Balanced Economic Level Value is economical (Tec < 100%; 2019-2020) and less economical in 2021 (Tec=100%), the value of the Effectiveness Level is not effective (Tev < 100%; 2019-2021), and the value of the Efficient level is not efficient (Tef =100%; 2019-2020) and efficient in 2021 (Tef < 100%). From the customer's perspective, the lowest satisfaction index is on the facilities and infrastructure of the Bandar Baru Puskesmas. Meanwhile, from an internal business perspective, employee turnover is low even though employee training still needs to be improved. Efforts are needed to increase innovative health programs that can improve the performance of the Puskesmas and increase the number of patients registered to increase the financial growth of the Bandar Baru Health Center.
