Abstract

Penelitian ini dilaksanakan pada Dinas Tenaga Kerja dan Transmigrasi Provinsi Riau. Tujuan penelitian ini adalah untuk menganalisa kinerja organisasi public pada Dinas Tenaga Kerja dan Transmigrasi Provinsi Riau dan untuk mengetahui hambatan yang dialami dalam mencapai target sasaran kinerjanya. Metode yang digunakan adalah metode deskriptif kualitatif. Teknik pengumpulan data yang digunakan dalam penelitian ini yaitu observasi, wawancara, dan dokumentasi. Informan penelitian dilakukan dengan teknik purposive sampling dengan jumlah 10 informan penelitian. Hasil analisis dari penelitian ini yaitu Kinerja Dinas Tenaga Kerja dan Transmigrasi Provinsi Riau dikatakan baik berdasarkan pada indikator menurut Agus Dwiyanto dan sasaran kinerja Dinas Tenaga Kerja dan Transmigrasi Provinsi Riau, dibuktikan dengan menurunnya tingkat pengangguran terbuka dan adanya masyarakat transmigrasi yang tidak dibina lagi. Dalam menanggapi keluhan tenaga kerja dan masyarakat, Dinas berusaha merespon dengan cepat sesuai dengan prosedur kerja dalam penyelesaian kasus pengaduan dan melakukan pertimbangan terlebih dahulu sebelum bertindak memenuhi keluhan dari masyarakat transmigrasi. Dinas sudah melakukan program pelatihan, pemagangan, dan job fair untuk menurunkan tingkat pengangguran terbuka. Dengan adanya kepuasan masyarakat terhadap tugas yang dilaksanakan, artinya Dinas ini telah bertanggungjawab dan konsisten atas tugasnya untuk memenuhi kehendak masyarakat.

Abstract

The Integrated Village of Inhil Jaya (DMIJ) Plus Program, is the flagship program of the Government of Indragiri Hilir Regency. This research is to find out the implementation of the Integrated Maju Inhil Jaya Plus Village (DMIJ) program, the impact of the implementation and the constraints of the Integrated DMIJ Plus program in Danau Pulai Indah Village and Karya Tani Village. The research method used a qualitative research approach, with evaluative research types by case studies. Sources of data obtained through observation, documents, and in-depth interviews (indepth interview), with key informants; Village Heads, Village Officials, BPD, LKMD, community leaders and community group representatives. The results of the study, showed that the implementation of the Maju Inhil Jaya Village program in Danau Pulai Indah Village and Karya Tani Village covered 4 (four) fields of activities that were not fully implemented, the program implementation was still conservative-involutive. The integrated DMIJ Plus program has a positive impact on the field of village governance, the field of village development, and the field of village community development can also be said to be good. while the field of village community empowerment, the desired results have not been good or less than the maximum. The impact of the DMIJ program has not been fully felt by the community, the contribution of the program is still minimal in the field of community empowerment. The constraints are the still limited quality of the human resources of the program implementers, and the program target communities.

Abstract

Masalah penting dalam implementasi pengelolaan desa, dalam rangka mewujudkan tata kelola pemerintah desa yang baik (good governance), adalah minimnya penataan administrasi pemerintahan desa yang baik dan benar oleh aparatur pemerintah desa. Desa Kualu Nenas merupakan salah satu desa yang belum melakukan penataan administrasi pemerintahan desa sebagaimana yang diatur dalam Permendagri Nomor 47 Tahun 2016 Tentang Pedoman Administrasi Pemerintahan Desa. Metode pengabdian; a. memberikan paparan materi tentang penataan administrasi pemerintahan desa, b. Mendemonstrasikan pengisian buku administrasi umum, kependudukan, keuangan, pembangunan dan buku administrasi lainnya, c. memandu staf kantor desa dalam pembuatan buku administrasi pemerintahan desa sesuai dengan pedoman, Hasil Pengabdian; aparatur pemerintah desa kualu nenas dapat memahami dan mengetahui tentang tata kelola administrasi pemerintahan desa yang baik dan benar sesuai dengan Permendagri No 47 tahun 2016, administrasi pemerintahan desa di desa kualu nenas yang selama ini tidak lengkap, tidak tertata dan teratur, berubah menjadi lebih baik dengan terciptanya buku-buku administrasi pemerintahan desa, yang secara terus menerus diisi oleh staf kantor desa untuk mengahasilkan data dan informasi desa yang up-todate dan akurat.

Abstract

One important aspect of staffing reform is the promotion system of civil state apparatus publicly and competitively within the local government, in high leadership positions (JPT) pratama or positions equalized with structural positions echelon II.b and a. The Local Government of Indragiri Hilir Regency through the Regional Personnel Board has conducted an open promotion on the filling of the Primary Leadership Position, for the first time in 2015. The purpose of this study is to analyze the personnel reform based on system merit in the implementation of the selection of Primary Charge in the local government of Regency Indragiri Hilir. The research method used is descriptive research method with qualitative data analysis approach by using data analysis according to Miles and Huberman namely; data reduction, data presentation and conclusion. The sources in this research are Selection Committee, secretariat of selection committee, selection of JPT Pratama, Civil Servant at Local Government of Indragiri Hilir Regency. In this study the authors use data collection methods using observation, interviews, and documentation. The results of the study show that personnel reform in the implementation of the selection of Primary Charge to the local government of Indragiri Hili Regency is seen from the aspect of preparation, implementation and monitoring and evaluation as stipulated in the provisions of Permenpan-RB no. 13 Year 2014, mechanically and procedurally has been implemented in accordance with the provisions. From the result of data analysis of implementation and recommendation from KASN to the selection implementation process, implicitly can be concluded that the implementation process contains the principles of objectivity, competitive, transparency and accountability in every stage process conducted by selection committee to 5 (five) .The consideration of qualifications, competence and performance (merit system) on the determination of graduation in general has become the consideration of the selection committee. For the next selection process by appraising the assessment center, the authors suggest that the preparation of competency standards in detail and detail, success criteria from office, the selection material should be more directed to the task and function metrics of each position, the selection method is more directed to a deep observation of the behavior of officials, and conduct a thorough evaluation of the potential, potential, strength and weaknesses of the candidate, a relevant to the effectiveness of a desired organization.

Abstract

Village-Owned Enterprises increasingly grow and develop, especially after the enactment of Law No. 6 of 2014 concerning Villages. From the large number of Village-Owned Enterprises that have been formed, there are those who have succeeded in running their business, and there are also those that have been running in place or failing. The purpose of this study was to determine the driving factors for forming and supporting the success of Lancang Kuning Village, Amanah Sejahtera and Paris Mandiri Village Enterprises. The research method used in this research is qualitative research with a descriptive approach. Data collection techniques carried out by observation, in-depth interviews and documentation. Determination of informants is done purposively. Data were analyzed by data reduction, display / presentation of data, and drawing conclusions. As a result of the research, the institutions of Lancang Kuning Village Owned Enterprises, Amanah Sejahtera and Paris Mandiri were formed due to the intervention of the Riau Provincial Government through the Village Empowerment Program (PPD), Village Owned Enterprises received strong political and legal protection through Law Number 6 Year 2014 About the Village. The supporting factors for success are natural capital, financial resources, human resources and social capital. Besides that, it is also supported by the leadership factor of the innovative village head - progressive, the manager of the Village Owned Enterprises who have the harmony, innovative and creative, the mindset (maindset) to move forward.

Abstract

Secara faktual yang menjadi masalah  dalam  pengelolaan desa secara efisien dan efektif  adalah  kebijakan dan implementasi program pemberdayaan maupun pembangunan  yang  tidak didasarkan pada data dan informasi yang  akurat.  Salah satu aspek  penting  yang harus dilakukan oleh pemerintah, khususnya pemerintah desa  adalah  melaksanakan  tata kelola Administrasi Pemerintahan yang baik dan benar. Namun demikian, kapasitas penyelenggara pemerintah desa yang minim merupakan masalah utama yang banyak dihadapi desa-desa di Indonesia pada umumnya, termasuk Desa Simalinyang.  Penelitian bertujuan  untuk  mengetahui pengembangan  kapasitas aparatur pemerintahan desa  dalam tata kelola administrasi pemerintahan, sistem pelayanan administrasi desa menggunakan digitalisasi desa berbasis teknologi informasi (e-government) di Desa Simalinyang Kecamatan Kampar Kiri Tengah Kabupaten Kampar.  Metode penelitian ini adalah kualitatif  yang bersifat deskriptif. Observasi, Wawancara dan Dokumentasi adalah  tekhnik yang digunakan dalam pengumpulan data.   Adapun hasil penelitian ini adalah tata kelola adminstrasi pemerintahan desa menjadi lebih tertata dengan baik dan benar sesuai dengan pedoman yang terstandar, peningkatan kompetensi  (pengetahuan dan keterampilan) para perangkat desa Simalinyang, dengan adanya penggunaan sistem Digitalisasi administrasi pemerintahan dan pelayanan administrasi desa.

Abstract

The purpose of this service is to increase the capacity of BUMDes managers and improve the performance of BUMDes institutions in Kuindra District, Indragiri Hilir Regency. The Service Method, using the Participatory Rural Appraisal (PAR) method. The PAR method prioritizes the participation of BUMDes managers consisting of the Director, Secretary, Treasurer of the BUMDes from 5 (five) villages that are the target of capacity building activities in the form of training. There are 3 (three) stages of activities carried out. First, pre-test, participatory discussion related to the constraints of BUMDes management. Second, transfer of knowledge to BUMDes managers. Third, post-test evaluation of the achievement of activities. The result of dedication. Capacity building for BUMDes managers in this service activity has succeeded in increasing the capacity of the individual, organizational and capacity levels in the BUMDes management system. At the individual capacity level, BUMDes managers already have knowledge about the duties and functions as managers. Skills in planning business units, making financial reports using Microsoft excel. Meanwhile, at the organizational and system level, there is a change in the management of BUMDes based on existing regulations, structuring institutional administration, making decisions through village deliberations. The service team suggested to BUMDes managers to utilize village funds (DD), Provincial financial assistance (BANKEU) effectively in supporting BUMDes business development, explore village potential for business unit development by conducting business feasibility studies first, collaborate between BUMDes to expand the BUMDes market.

Abstract

Abstract : The waste problem in Pekanbaru City is a social and environmental problem that is currently urgently needed to be resolved. Pekanbaru City Government policy gives authority to third parties, with a public-private partnership (PPP) model in implementing waste management. This research aims to explore the factors causing the ineffectiveness (effectiveness) of waste management in Pekanbaru City using the Public-Private Partnership (PPP) model. The research approach uses qualitative data analysis, data obtained through observation, interviews, relevant documents. Interviews were conducted with key informants, which were then matched or compared with the results of field observations, documents, to produce data credibility. The research results concluded that the public-private partnership (PPP) model was not effective in solving the waste service problem. Unclear contract management between local government (DLHK) and the private sector, lack of space for broad public participation to get involved, public awareness of sorting organic and inorganic waste, discipline in disposing of waste at legal TPSs at predetermined hours is lacking or not even implemented nicely. This is a factor causing ineffective policy implementation. Research suggestions, the policy implementation model uses a complete "collaborative governance" model, namely the penta helix or multiple helix interconnected governance (ICG) model by building a "policy network" among many stakeholders (government, private sector, community, universities and community groups that relevant) as a driving agent for policy implementation to maximize community participation in waste management. Keywords : implementation; policy; collaboration, participation. Abstrak : Permasalahan sampah di Kota Pekanbaru merupakan masalah sosial lingkungan yang saat ini mendesak untuk diselesaikan. Kebijakan Pemerintah Kota Pekanbaru memberikan kewenangan kepada pihak ketiga, dengan model kemitraan pemerintah-swasta (PPP) dalam implementasi pengelolaan sampah. Penelitian ini bertujuan untuk mengeksplorasi faktor penyebab tidak berhasil gunanya (efektifitas) pengelolaan sampah di Kota Pekanbaru dengan model kemitran Pemerintah-Swasta (PPP). Pendekatan penelitian menggunakan analisas data kualitatif, data diperoleh melalui obeservasi, wawancara, dokumen yang relevan. Wawancara dilakukan dengan informan kunci, yang selanjutnya dicocokkan atau dibandingkan dengan hasil observasi lapangan, dokumen, untuk menghasilkan kredibilitas data. Hasil penelitian menyimpulkan bahwa, model kemitraan pemerintah-swasta (PPP) tidak efektif menyelesaikan masalah pelayanan persampahan. Manajemen kontrak yang tidak jelas, antara pemerintah daerah (DLHK) dengan pihak swasta, kurangnya ruang partisipasi publik secara luas untuk terlibat, kesadaran masyarakat untuk memilah sampah organik dan anorganik, keidisiplinan membuang sampah pada TPS legal pada jam yang telah ditentukan kurang atau bahkan tidak dilaksanakan secara baik. Hal ini menjadi faktor penyebab tidak efektifnya implementasi kebijakan. Saran penelitian, model implementasi kebijakan menggunakan model “collaboratif governance” yang utuh yaitu model penta helix atau multiple helix interconnected governance (ICG) dengan membangun “jaringan kebijakan” pada banyak stakholders (pemerintah, swasta, masyarakat, perguruan tinggi dan kelompok-kelompok masyarakat yang relevan) sebagai agen penggerak implementasi kebijakan untuk memaksimalkan partisipasi masyarakat dalam pengelolaan sampah. Kata Kunci : implementasi; kebijakan; kolaborasi, partisipasi.

Abstract

Indonesia as a democratic country must involve the participation of all components of society in determining the direction and policies of the country. The female voter population of 96,572,045 is greater than the male voter population of 96,294,209. The author conducted normative legal research on the existence of women's representation in DPR. As for the research results, the urgency for gender equality is: 1. Women's freedom from the patriarchal system; 2. Women can determine their future direction and goals; 3. Women as Role Models; d. Women are able to compete. The presence of women parliament can successfully change the culture from a masculine to a more female-friendly one. Regulations on women's candidacy arestated in Article 246 of the Election Law and Article 3 of PKPU No. 20 of 2018. Currently, women's representation in the DPR is 20.87%. Women's representation has succeeded in accommodating women's rights in the form of Law No. 12 of 2022 concerning Crime of Sexual Violence. An obstacle to increasing women's representation is that political parties still tend to place the serial number positions of female legislative candidates at the bottom of the serial number. With this, political parties must also consider the potential of female legislative candidates to get the leading number

Abstract

This study explores the impact of Joint Decree (SKB) 3 Ministers 2022 on the neutrality of State Civil Apparatus (ASN) during social events, specifically weddings, amidst the political climate of the 2024 Indonesian elections. The findings reveal that SKB 3 Menteri has heightened awareness among ASN regarding the importance of maintaining a non-partisan stance, even in personal celebrations. The study identifies subtle behavioural shifts, such as avoidance of hand gestures or poses that could be perceived as political endorsements, demonstrating compliance with the directive. However, this heightened caution also created a palpable sense of restraint among wedding participants, leading to a more formal and less expressive atmosphere. The implications suggest that while SKB 3 Menteri has effectively curbed overt political signalling, it also highlights the complexities of enforcing neutrality in social contexts. Policymakers are encouraged to balance strict enforcement with clearer guidelines to avoid excessive restrictions on personal expressions while upholding the integrity of democratic processes.
