Abstract

Merbau District in the Meranti Islands Regency has potential in agriculture, fisheries, oil, and tourism, with sago as its main commodity. Village funds support its utilization, but the Village Original Revenue (PADes) has not yet been established, and additional income is generated only by a few villages through cooperation with PT RAPP, with Bagan Melibur Village able to maintain it. Only three villages have active Village-Owned Enterprises (BUMDes), while six others have not optimally managed their regional potential. This study aims to examine the capacity of the Bagan Melibur Village government in generating PADes through local resources, as well as the supporting and inhibiting factors in producing PADes. The author used a qualitative approach to gain an in-depth understanding of Bagan Melibur Village through interviews, observations, and documentation. The research was conducted in the village due to its accessible location, involving 10 competent informants. Data were analyzed through four stages: collection, reduction, presentation, and conclusion. The results indicate that the Bagan Melibur Village government’s capacity to increase PADes is fairly good, supported by clear regulations, an organized structure, and competent personnel capable of managing village resources and finances transparently and accountably through participatory planning and digital administration, although challenges remain such as low community participation, limited entrepreneurial skills, rising raw material costs, and market access and geographic constraints

Abstract

Background: The high expectations of the community in Sungai Pinang Village for digital-based administrative services highlight the need for a transformation in the working system of village officials towards more modern and efficient service delivery. This community engagement programme aims to shift the village administrative service system from manual to digital through the implementation of a village public service application. Method: The programme applied the Participatory Rural Appraisal (PRA) method with a participatory planning approach involving local stakeholders. The stages consisted of observation, interviews, and pre-tests to identify the needs and readiness of village officials, followed by training on both manual and digital administrative systems in collaboration with PT Digital Desa Indonesia. Results: The activities demonstrated a significant improvement in the knowledge and skills of village officials, alongside a shift in working practices towards digitalisation. The implementation of the digital village application had a positive impact on the efficiency, effectiveness, and quality of administrative services, while also enhancing transparency and public satisfaction. Conclusion: This programme successfully encouraged the transformation of village administrative services through participatory approaches, training, and technical assistance. It strengthened the capacity of village officials and fostered governance that is modern, adaptive, participatory, and data-driven.

Abstract

Indragiri Hilir Regency in Riau Province is widely known as the “World’s Coconut Estate,” with more than 400,000 hectares of coconut plantations. However, the sector’s contribution to the regional economy remains limited, as most coconut products are sold in raw form. This study aims to analyze the potential of coconut downstreaming, identify its constraints, and formulate relevant development strategies for regional economic growth. The research employs a descriptive qualitative approach supported by secondary quantitative data, in-depth interviews, and SWOT analysis. The findings indicate that the main challenges include the low productivity of smallholder coconut trees, limited processing technology, weak farmer institutions, and the dominance of middlemen in the supply chain. Nevertheless, significant opportunities arise from the global trend of green products, increasing international demand for coconut-based products, and national downstreaming policies. The proposed strategies include coconut tree rejuvenation, development of small and medium-scale downstream industries, strengthening farmer cooperatives, and expanding access to export markets. The novelty of this study lies in offering a SWOT-based strategic model of coconut downstreaming that highlights farmer institutions as the key driver for strengthening the local value chain. Kabupaten Indragiri Hilir di Provinsi Riau dikenal sebagai “Hamparan Kelapa Dunia” dengan luas perkebunan kelapa lebih dari 400 ribu hektar. Namun, kontribusi sektor ini terhadap perekonomian daerah masih rendah karena produk kelapa mayoritas dijual dalam bentuk mentah. Penelitian ini bertujuan menganalisis potensi hilirisasi kelapa, mengidentifikasi kendala yang dihadapi, serta merumuskan strategi pengembangan yang relevan bagi pembangunan ekonomi daerah. Metode penelitian menggunakan pendekatan kualitatif deskriptif dengan dukungan data kuantitatif sekunder, wawancara mendalam, dan analisis SWOT. Hasil penelitian menunjukkan bahwa kendala utama adalah rendahnya produktivitas pohon kelapa rakyat, keterbatasan teknologi pengolahan, lemahnya kelembagaan petani, dan dominasi tengkulak dalam rantai distribusi. Namun, peluang besar terbuka melalui tren global produk hijau, permintaan internasional terhadap produk berbasis kelapa, serta dukungan kebijakan hilirisasi nasional. Strategi yang disarankan meliputi peremajaan tanaman kelapa, pengembangan industri hilir berbasis UMKM, penguatan kelembagaan koperasi petani, serta perluasan akses pasar ekspor. Penelitian ini memberikan kebaruan berupa model strategi hilirisasi kelapa berbasis analisis SWOT yang menempatkan kelembagaan petani sebagai pusat penguatan rantai nilai lokal.

Abstract

Village development in Indonesia continues to face tensions between formal decentralization mandates and persistently centralized governance practices. Although Law Number 6 of 2014 on Villages was intended to strengthen village autonomy, its implementation is often constrained by rigid central regulatory frameworks and standardized fiscal controls, limiting local participation and contextual responsiveness. This study offers a conceptual and empirical contribution by developing and examining an integrated hybrid and collaborative governance model for village development. Employing a qualitative research design, data were collected through in-depth interviews, participatory observation, and document analysis conducted in six villages in Kampar Regency, Riau Province. The findings indicate that hybrid governance, which combines top-down regulatory mechanisms with bottom-up community participation, enhances policy flexibility, responsiveness, and contextual alignment at the village level. Furthermore, the incorporation of collaborative governance strengthens cross-sectoral coordination among central and local governments, village institutions, private actors, and civil society organizations, thereby reducing fragmentation in policy implementation. Theoretically, this study operationalizes hybrid and collaborative governance within the context of village development policy. Practically, it provides policy-relevant insights for strengthening the legitimacy, responsiveness, and sustainability of decentralized governance in Indonesia.

Abstract

This study aims to analyze the implementation of the BPJS Employment program for non-wage workers (BPU) in Duri City and to identify the factors influencing its low participation rate. The research employs a qualitative descriptive approach, using in-depth interviews, observation, and documentation as data collection techniques. Informants were selected through purposive and snowball sampling, involving one BPJS Employment officer and fifteen informal workers. Data were analyzed using Miles and Huberman’s interactive model, while data validity was ensured through triangulation and member checking. The findings indicate that the implementation of the BPU program in Duri City has not been optimal, as only 34.07 percent of informal workers are registered as active participants. Key obstacles include limited social security literacy, unstable income, weak understanding of program benefits, and low prioritization of contribution payments among workers. From an institutional perspective, limited outreach, a shortage of Perisai agents, and minimal involvement of the local government further constrain effective implementation. Using Grindle’s policy implementation framework, the study reveals barriers in both policy content and implementation context. The study concludes that improving BPU participation requires targeted socialization, strengthening institutional capacity, increasing local government support, and adopting more flexible contribution mechanisms to ensure more inclusive social protection for informal workers.
