Abstract

This study aims to analyze the open government of La Libertad, Peru. La Libertad has a leading role as the only local government pilot model by the Open Government Partnership in the country. Qualitative approaches and bibliometric analysis methods are used in this study. The research data were obtained from the official website of the La Libertad government and sourced from the Semantic Scholar database. The findings of this study indicate that the open government of La Libertad is not popular. The dominant issues include law, transparency, public policy, development, control, inclusion, democracy, politics, and access to information. Current issues include investment, economic development, free economy, local development, participatory management, security systems, leadership, immigration, and disability. La Libertad is currently focusing on six open government commitments: increasing community engagement; increasing local government accountability; strengthening civil society capacity; reducing the digital literacy gap; transferring community participation experiences to free municipalities; and tracking child anemia and malnutrition. These commitments have the potential to create a more open government in La Libertad.

Abstract

This activity aims to improve students' ability to write scientific articles, including active involvement in seminars and publication of scientific papers. The main problem behind this activity is the low understanding and contribution of students in producing quality scientific papers. This activity uses the participatory learning method. The number of participants in this activity was 30 people and came from students of the government science study program spread across the country. This community service activity was carried out online with a total of eight meetings. Based on the results of the evaluation, there was an increase in the understanding and skills of participants in writing scientific articles. However, only half of the participants were able to produce scientific articles that met the standards of accredited journals. The community service team recommends that all campuses encourage activities like this using more appropriate methods so that they have a broad impact on the participants.

Abstract

This study aims to analyze key issues of open government in Madrid. This city is one of the members of the Open Government Partnership (OGP) selected for the Local Government Pilot Program. A qualitative approach and bibliometric analysis methods were used in this study. The data used were obtained from the Google Scholar database through Publish or Perish with four keywords: “Madrid information access”, “Madrid transparency”, “Madrid participation”, and “Madrid collaboration”. Data selection used Mendelay, while the bibliometric map was obtained using VOSviewer. This study found that there was an increasing trend in the publication of Madrid open government articles. There were 78 relevant articles and 72 topics in the last 58 years. The main topics of focus include participation, collaboration, politics, democracy, transparency, governance, and network. Meanwhile, the latest and potential topics include digital participation, innovation, development, public-private collaboration, public space, inclusion, and capability. Since its leading role in OGP, Madrid has set fourteen commitments, four of which are their current focus: improvement of the Decide Madrid platform, improvement of the transparency portal and increase of open data visualizations, broaden the spectrum of participation, and community actions for a healthy city strategy.

A qualitative approach and bibliometric analysis method were used in this study. The research data were obtained from the official website of the Kaduna State Government and sourced from the Google Scholar database. The findings of this study indicate that the study of open government in Kaduna State is not popular. The topics that dominate the study of open government in Kaduna State are farming, education, transparency, health, conflict, information resources, and information and communication technology. Meanwhile, the current and potential topics in the study of open government in Kaduna State include cybersecurity, e-government systems, health insurance, food security, electoral systems, democratic governance, and independent electoral commissions. Kaduna State is currently focusing on five main commitments, namely strengthening the participatory budget process, the Open Contracting Data Standard and Open Contracting 4 Infrastructure Data Standard, access to information for citizen engagement, strengthening social protection systems, and improving service delivery in education and health sectors. These commitments have the potential to create a more open government in Kaduna State.

Qualitative approaches and bibliometric analysis methods are used in this study. The research data were obtained from the official website of the Austin Government and sourced from the Google Scholar database. The findings of this study indicate that the study of Austin's open government is not popular. The topics that dominate the study of Austin's open government are information, collaboration, transparency, communication, development, community, access, framework, service, and communication model. Meanwhile, the latest and potential topics in the study of Austin's open government include network, media, online information, consultative process, implementation, data sovereignty, governance, monitoring, assessment, deployment, infrastructure, data sharing, digital intervention, and innovation strategy. Austin is currently focusing on four main commitments, namely the community climate resilience pilot, inclusion in court contracting, public participation in city anti-displacement efforts, and public safety data analysis. These commitments have the potential to create a more open Austin government.

Abstract

This research is driven by high school literary learning exercises like evaluating novels, which frequently neglect to address or consider language style and diction. This study attempts to explain the linguistic styles found in Sapardi Djoko Damono's novel Segi Tiga. Techniques for listening and taking notes were used in the data collection process. The study's findings on language style included 278 data, of which 72 were in the simile style, 65 in the metaphorical style, 90 in the personfication type, 3 in the metonymic style, 3 in the synecdoche style, and the remaining 2 in the allegorical language style. 3 data, 11 data for hyperbolic language, 17 data for repetition, 6 data for ironic language, and idiom language.

Abstract

This study aims to analyze open government in Brazil and Mexico. Both are Latin American countries that initiated the Open Government Partnership. Qualitative approaches, bibliometric analysis methods, and content analysis methods are used in this study. The data for this study were obtained from the open government policy documents of both countries and sourced from the Google Scholar database. The findings of this study indicate that the open government of Brazil and Mexico is unpopular and therefore not in line with the main objective of the Open Government Partnership to campaign for open government. The dominant issues in both countries include e-government, public policy, health, accountability, transparency, access, and participation. While the current issue is related to climate change. These issues show the urgency and potential future contribution to open government in both countries. In its efforts to campaign for open government, Brazil has set 130 of their commitments, while Mexico focuses on 87 commitments. Brazil has continuously updated their commitments, while Mexico, after 2022, does not have a commitment that is a major part of the Open Government Partnership. However, all commitments from both countries have the potential to create a more open government. The findings of this study serve as recommendations for stakeholders in both countries, including Latin American countries and all members of the Open Government Partnership.

Abstract

Pekanbaru is one of Indonesia's urban areas inhabited by people from various ethnic and cultural backgrounds. This diversity is manifest in the linguistic landscape, particularly in the nomenclature of culinary enterprises. The objective of this study is to examine the use of language in culinary business names in the city of Pekanbaru using the Linguistic Landscape (LL) approach, from two fundamental functional perspectives: informational function and symbolic function. This study utilizes a qualitative research method characterized by a descriptive approach. The data was collected through a search of the "restaurant" category on the Google Maps platform, which yielded 232 data points on culinary brand names in Pekanbaru. The data was then subjected to a three-pronged analysis, with the aim of examining language usage patterns, the informational function, and the symbolic function. The analysis yielded two predominant patterns in language usage: monolingual and bilingual. In the context of informational function, culinary brand names tend to provide information about the type of food, characteristics of the dish, and price range. The findings of the study identified nine categories of culinary types from the displayed information. Conversely, from a symbolic standpoint, brand naming serves as a marker of affiliation with a distinct social identity. This study identified five forms of social identity represented through brand names, indicating the dynamics of social representation in the city's linguistic landscape.
