Abstract

The Padat Karya (Labor-Intensive) Program is one of the strategies implemented by the Surabaya City Government to reduce poverty through local economic empowerment. This study aims to analyze the implementation of the Paving Production Padat Karya Program in Siwalankerto Sub-District, Wonocolo District, Surabaya City. The research used a descriptive qualitative approach with data collected through observation, interviews, and documentation. The analysis was based on Van Meter and Van Horn’s policy implementation model, which includes six indicators: policy standards and objectives, resources, inter-organizational communication, characteristics of implementing agents, social-economic-political environment, and disposition of implementers. The findings indicate that the program has not been implemented optimally. There is a lack of measurable operational indicators, limited available resources, and ineffective inter-agency coordination. Moreover, the absence of a dedicated implementation unit and weak affirmative policy support have hindered the program's sustainability. Both implementers and participants tend to be passive due to the lack of tangible economic outcomes. The study recommends strengthening institutional frameworks, improving capacity, and developing affirmative market-based policies to ensure the program's sustainability.

Abstract

Pasuruan City has an economic dynamic driven by the informal sector, especially street vendors (PKL), which play a crucial role in supporting the community's economy. One of the locations that is the center of street vendor activities is the Pasuruan City Square area. Despite its strategic value, the presence of street vendors in the area has caused problems related to order, cleanliness, and public space management. In response, the Pasuruan City Government has enacted Local Regulation No. 2/2013 on the Arrangement and Empowerment of Street Vendors. This study aims to analyze the implementation of the policy and identify factors that support and hinder its implementation. This research uses a descriptive qualitative approach by referring to Van Meter and Van Horn's policy implementation theory, which includes six main indicators. Data collection techniques were conducted through interviews, observation, documentation, and literature study. The results show that policy implementation is quite effective, as seen from the addition of official locations, assistance with facilities such as carts, and entrepreneurship training. However, challenges remain, mainly related to limited human resources and low compliance of street vendors with zoning regulations.

Abstract

The phenomenon of street children, vagrants, and beggars is still a fairly complex social problem in Pasuruan City. The Pasuruan City Government has issued Regional Regulation Number 7 of 2021 as an effort to overcome the existence of street children, vagrants and beggars who are considered to disturb public order. This study aims to determine how the policy is implemented and identify supporting and inhibiting factors for its implementation. This study uses a qualitative research method with a descriptive approach and uses the Van Metter and Van Horn policy implementation theory as the basis for analysis. The results of the study show that although the policy has fairly clear standards and targets, its implementation has not been optimal due to the lack of resources, the unavailability of special rehabilitation facilities in Pasuruan City, and the weak ongoing commitment of the implementers. Coordination between implementing agencies is also not fully synergistic. Therefore, the successful implementation of this Regional Regulation requires improvements in aspects of resources, rehabilitation facilities, and strengthening cross-agency cooperation. A stronger commitment is needed from the local government so that handling street children, vagrants and beggars can be carried out more comprehensively and sustainably.

Abstract

This study aims to examine the implementation of Regional Regulation Number 4 of 2014 concerning the Protection and Empowerment of Farmers and Fish Farmers in Sidoarjo Regency. Focusing on Gisik Cemandi Village as the case study, this research employs a qualitative descriptive approach with Grindle’s policy implementation theory as the main analytical framework. The findings reveal that while various programs such as skill training, fuel subsidies, fishing equipment aid, and institutional strengthening have been carried out, there are still obstacles in equitable distribution, budget constraints, and continuity of the programs. Nevertheless, strong inter-agency coordination, responsiveness of the implementers, and active participation from the fishermen community contributed positively to the overall implementation. This study underscores the importance of aligning public policy with community needs to achieve sustainable development in coastal areas.

Abstract

The tobacco processing industry plays a strategic role in the economy through its contribution to excise revenues, yet it also faces serious challenges such as the proliferation of illegal cigarettes and limited capacity among small-scale entrepreneurs. This study aims to analyze the implementation of tobacco industry empowerment policies in Sidoarjo Regency using Michael Hill’s implementation theory, which includes five variables: policy characteristics, policy transfer process, inter-organizational relationships, external environment, and target group response. This research uses a qualitative method with a case study approach. The findings show that policies such as SIINas, SIHT, and WASDAL have been implemented but remain suboptimal due to technical, coordinative, and social constraints. Business actors appreciate the empowerment programs but still face technical difficulties, market distortion due to illegal products, and a lack of continuous assistance. Therefore, increased institutional synergy, enhanced digital systems, and consistent law enforcement against illegal cigarettes are recommended to create a healthy and competitive industrial climate..

Abstract

The zoning system is part of school reform in improving the quality of education in Indonesia. One of the government's efforts in examining education is issuing new policies for the acceptance of new students through Minister of Education and Culture Regulation No. 44 of 2019 concerning Acceptance of New Students in Kindergartens, Primary Schools, Junior High Schools, High Schools, Vocational High Schools. The purpose of this study is to describe the Implementation of New Student Admission Zoning Policy as an Effort to Check the Quality of Education at the State Primary Schools and  Junior High School Level in Kapas Madya Baru, Tambak Sari District Surabaya City. The author uses qualitative considerations with the literature study method. The focus of the study uses 6 variables according to Van Meter and Van Horn in Subarsono (2013: 99), namely the size and objectives of the policy, resources, characteristics of implementing agents, propensity/tendencies of  implementers, communication between organizations and activities, and economic environment, social and political .Technical data uses  technical data. The results of this study indicate that the Implementation of New Student Admission Zoning Policy as an Effort to Study Quality in Education (Study of Primary Schools and Junior High Schools Level in Kapas Madya Baru, Tambak Sari District Surabaya City) has held policies that are in line with the expected policies. Although it requires zoning policies, there are still some challenges. There are still obstacles to the implementation of the resource variable and the social, political and economic environment.

Abstract

Green Open Space (RTH) is an elongated area / path and / or group, whose use is more open, where plants grow, both naturally and intentionally planted. Currently, urban areas are intensively utilizing their green open space areas to become a tourist destination in the middle of the city. The purpose of this study is to find out how the use of green open space in this case harmony park as a tourist destination in the middle of the city. The method used in this study the author uses descriptive qualitative research methods, with data collection techniques used are documentation, previous research literature studies, interviews, and observations. As well as primary and secondary data that the author obtained from observation, documentation, and interviews. And the results obtained from this study are the use of green open space (RTH) in addition to being used to maintain balance, harmony, and beauty of the environment can also be used as a tourist attraction in the middle of the city. In this study, the use of green open space located in one of the Surabaya City Villages, namely Keputih Village. The green open space owned in Keputih Village is in the form of a park, this park was once a Landfill (TPA) which in 2013 this landfill underwent development into a park, this development was intended as a revitalization for land improvement. The use of open space in this harmony park can be said to be good, by linking aspects of tourist attraction based on the theory of Suwantoro (2004), as well as the theory of aspects of forming good quality public space described by Carr (1992).

Abstract

Children are the future leaders of a nation's development, thus they have the right to special treatment in the form of protection and child rights. Accelerating the Convention on the Rights of the Child, the Child-Friendly City (CFC) policy was initiated in 2006. In its implementation, CFC is divided into 5 clusters of children's rights that must be fulfilled, one of which is civil rights and freedoms. Surabaya City is recognized as a Child-Friendly City and has maintained this status for the past six years. Given this achievement, it is interesting to analyze the implementation of the CFC in Surabaya concerning the cluster of Civil Rights and Freedoms. This study employs a descriptive qualitative research method, gathering both primary and secondary data, which are comprehensively analyzed through data reduction, presentation, and conclusion drawing. The research findings reveal strong commitment demonstrated by Surabaya City in its Child-Friendly City policy to fulfill children's civil rights and freedoms, evidenced by easy access to birth certificates and identity cards for children, as well as the establishment of the Child Friendly Information Center (Pusat Informasi Sahabat Anak - PISA) enabling children to access information and exchange ideas freely. There is a need for enhanced collaboration among government, NGOs, and the community to ensure the equitable implementation of the Child-Friendly City initiative, extending to suburban areas. Abstract

The government places the protection of women and children in Surabaya City as a top priority in efforts to reduce the annual surge of violence. To strengthen prevention, handling, and the fulfillment of women’s and children’s rights at the community level, the Surabaya City Government issued Regional Regulation No. 3 of 2023 concerning the Implementation of Child Protection, which is then implemented through the Program of Women- and Child-Friendly Arek Suroboyo Village (KAS-RPA). Focusing on Benowo District and Kandangan Subdistrict, this study aims to examine the synergy of policies among stakeholders in the implementation of the KAS-RPA program. To obtain a real understanding of the implementation conditions, this research applied a descriptive qualitative approach through field observations, in-depth interviews, and documentation. A shared perception among DP3APPKB Office, Benowo District, Kandangan Subdistrict, and Kandangan village cadres in supporting the implementation of the KAS-RPA program demonstrates the level of policy synergy achieved, according to the research findings. Communication patterns among institutions also take place openly and in a structured manner through regular coordination. The attitudes of policy actors indicate a positive commitment to the success of the program, supported by a clear and well-coordinated organizational structure. However, limitations in resources still exist, such as the lack of supporting facilities and the insufficient number of active cadres, affecting program optimization. The implications of these findings emphasize the importance of enhancing resource support and community participation to ensure a more sustainable implementation of the policy and a direct impact on reducing violence against women and children in Surabaya.
